This aggression incontrovertibly proves that Syria has always been correct that successive American Administrations will not change their fruitless policies of targeting States and subjugating people to their will and to impose hegemony around the world. Just two days ago here in the Security Council (see S/PV.7893), we warned that three colonialist permanent Member States in the Council had a renewed appetite to repeat the lies and stories spread by the United States and the United Kingdom 14 years ago here in the Chamber to justify the destruction and occupation of Iraq by way of the major lie about weapons of mass destruction. Perhaps diplomatic history has come full circle now in a regrettable, farcical scene in which Colin Powell, the then Secretary of State of the United States, tried to delude the international community and the United Nations in order to justify his country's aggression against Iraq by talking about highly credible information.

It is in that context that we also see the air strikes by this illegal coalition against the Syrian Arab Army in Jebal Thardeh, around the city of Deir ez-Zor, on 17 September 2016, in an attempt to secure a safe corridor for ISIL elements between Syrian and Iraqi territories. Today's aggression was aimed at saving Jabhat Al-Nusra terrorists following the grave damage inflicted upon them by the Syrian Arab Army and its allies in the centre of the country after they attacked peaceful villages and cities in the area. In that regard, I note that, according to media reports, the United States Congress recently entacted a law allowing the United States Administration to send man-portable air-defence systems to armed terrorist groups in Syria.

  7. This strategy harms counter-terrorism efforts by the Syrian Arab Army and its partners. It makes the United States of America a partner of ISIL, Jabhat Al-Nusra and other terrorist groups, which from day one of the unjust war against Syria have attacked Syrian army positions and military bases, as well as our infrastructure and civilians. Let me recall here in the Security Council that the United States of America leads a purported alliance against ISIL. However, the real achievements of that coalition are killing civilians and striking infrastructure in Syria. Its real goal is to weaken the Syrian Arab Army and its allies as they confront terrorist groups.

This act ofaggression will send erroneous messages to terrorist groups, emboldening them them to use chemical weapons in future and to continue perpetrating terrorist acts against Syrian civilians. Following this aggression, Jabhat Al-Nusra and the Islamic State in Iraq and the Levant (ISIL), both of which are terrorist organizations, and their affiliates waged many attacks on many parts of Syria. However, the Syrian Arab Army and its allies in the war against terrorism are confronting them, despite desperate attempts by others to support them. The American aggression falls under that umbrella. This condemnable aggression is a grave continuation of the same erroneous American strategy that began six years ago to provide all types of assistance to what the United States calls the "moderate armed opposition".

The Syrian Arab Republic has stressed that the Syrian Arab Army does not have chemical weapons in the first place; that it would never use such weapons in any of its operations against armed terrorist groups; and that it condemns the use of such weapons as being unjustified under any conditions. The United States attempted to justify it with empty pretexts and fabricated arguments that claimed that the Syrian Arab Army had used chemical weapons in Khan Shaykhun, without genuine knowledge of what had happened or identifying who was responsible. France, along with its accomplices, is politically, legally and ethically responsible for the illegal international coalition's role in the shelling of civilians and the destruction of infrastructure. I would like to remind the Council of the barbaric massaerc carried out by French warplanes against 200 civilians in an Aleppo village in July 2016 and the recent airs trikes by the international alliance in Raqqa and Deir eZ-Zor that claimed the lives of scores of civilians and destroyed numerous bridges and infrastructure.

  14. They do not even give a minute's thought to who is the real beneficiary of using toxic chemicals against innocent civilians. The answer is clear: the main beneficiaries are the same regimes that have targeted Syria for more than six years. They are now attempting to come to the rescue of the armed groups and the alliance of armed groups, so that they can undermine the political process in Geneva and Astana. That narrative in the Council against my country is the only explanation that accounts for the statements made by the President of the Council for the month of March when he declared that he would oppose any draft resolution introduced by the Russian Federation or China with regard to the issue of armed groups' possession of chemical weapons in Syria and Iraq. It is quite paradoxical that France called for this meeting.

All those letters includede information documenting armed terrorist groups' - namely, the Islamic State in Iraq and the Levant (Da'esh) - possession of toxic chemicals that had been acquired via Turkish territory. We condemn the latter and find it very strange that such actions coincide with the holding of international meetings on Syria, negotiations with Syrian representatives in Astana and Geneva, and incidents in which civilians have been targeted. That is in line with the continued cheap political exploitation by certain Member States represented in the Council through using fabricated reports disseminated by the media that have ties to certain countries' intelligence bodies. They do not rely on reason or logic, or wait to establish the facts.

  16. That is an attempt to hamper the attitude of openness towards Syria that had begun to take shape only recently. On 21 March, the head of my country's delegation in the Geneva talks expressed to Mr. De Mistura Syria's concern about reports of armed terrorists groups' possession of toxic chemicals in the rural areas of Damascus, Idlib and Hama and their potential use as weapons against civilians. He warned of fabricated and falsified evidence and any other accusation levelled against my country as was done in the past. I would like to remind the Council that my Government has sent more than 90 letters, of which the most recent dates from several days ago, to the Council, the Committee established pursuant to resolution 1540 (2004), the High Representative for Disarmament Affairs and the OPCW Joint Investigative Mechanism.

Ending the phenomenon of human trafficking, one of the most heinous crimes against humanity, requires a collective international stance and commitment to dealing with the root causes of the phenomenon through the implementation of Security Council resolutions, especially resolution 2331 (2016), and the provision ofan enabling environment, both socially and economically, that would lead to the achievement of sustainable development for all peoples without exception. The international community, particularly the United Nations, should shoulder its ethical and legal responsibility to find a solution for Syria by taking serious steps to implement the Security Council resolutions on terrorism. They are not providing a safe haven for those citizens of Syria who have escaped from the armed terrorist groups and who now are victims of human-trafficking networks. United Nations reports, particularly the reports of the Office of the United Nations High Commissioner for Refugees and the International Organization for Migration, have pointed out that there is a continued rise in the activities of transnational organized criminals within those camps involving human trafficking, rape, the forced marriages of women and minors and organ- trafficking networks that exploit children.

I would like to point to the recent report of the Special Representative of the Secretary-General on Sexual Violence in Conflict (S/2016/36l), which has documented the crimes of the Islamic State of Iraq and the Levant in the fields of sexual exploitation and trafficking in persons. But the recommendations of the report have not been implemented. Syrians in the areas under the control of armed terrorist groups are enslaved. Women are being abducted and are forced to marry terrorists, especially foreign terrorist fighters. Those terrorist groups have issued fatwas that allow for the sexual exploitation of women. Children are abducted and recruited before the eyes of their parents, and they become terrorists and suicide bombers. Things are not better in the refugee camps.

We became a party to many international protocols, including the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, and the Protocol against the Smuggling of Migrants by Land, Sea and Air. We also promulgated our own laws, which adhere to international standards. However, the rights of hundreds of thousands of Syrians are being violated in areas under the control of armed terrorist groups, particularly Da'esh and the Al-Nusra Front. The Governments of some Member States continue to fund, arm and support those groups. They overlook the fact that those groups adhere to a takfiri Wahhabi ideology and they have a religious doctrine that calls for killing others.

It is linked to the spread of terrorism, which exploits the most vulnerable in communities, in particular women and children who are victimized and fall into the trap of slavery, sexual exploitation, forced labour and trafficking in human organs. Transnational organized criminal networks continue to exploit hundreds of thousands of immigrants and refugees who have left their homes. That is supported by a number of Governments, particularly the Government of Turkey, which continues to exploit internally displaced persons and refugees as tools for political blackmail and pressure. Before the current nefarious terrorist war, my country, Syria, had achieved much progress in the field of combating human trafficking.

The question, obviously, is not being posed to the representatives of France, the United Kingdom or the United States, because these States have chosen to obscure reality and to further certain agendas. My question is the following: what is the point of using chemical weapons against a limited number of armed persons when conventional weapons could have achieved the same results without needing to resort to chemical weapons? Why did we not use chemical weapons when terrorist groups attacked airports, large cities or military bases in numerous areas of Syria? My answer is very simple. Syria would never have used such weapons; it does not believe in such weapons as they are simply unethical. The three States concerned attempted to submit the draft resolution to the Security Council, although it runs counter to all ethical principles.

It is supposed to specify in each case when the weapons were used, the date, the time, the climate, the temperature, the type of weapon used, the nature of the damage incurred and the ensuing medical impact. However, the mechanism drew upon eyewitness accounts that lack all of these elements. We also note that some of the evidence was moved to one location to another by armed terrorist groups and that the Mechanism was unable to analyse these practices, which are of course aimed at manipulating the readers of such reports and masking the truth. Allow me, therefore, to put a very simple question to the Council and to ask it to respond transparently.

  32. We have seen that the Joint Investigative Mechanism itself is not complying with the tools and methods of work that had been set out for it since the very beginning. There is no specific, precise or objective proof regarding the use of chlorine in particular. We can see, therefore, that the Mechanism has worked in a deplorable manner and lacks professionalism, and that it has failed to comply with the strictest criteria laid down by the Organization for the Prohibition of Chemical Weapons. Here I would cite a few examples. In some of the Mechanism's reports, it is stated that the Mechanism will draw upon credible, corroborated evidence.

  33. Our Government has repeatedly denied having using such chemical weapons, in particular chlorine. Our Government has tried to be as transparent as possible and has cooperated fully with all of the commissions and international missions that have come to us since 2014. We have facilitated their work so as to ensure that they could successfully conduct credible investigations. What we saw is that terrorist groups have fabricated certain so-called testimony regarding the use of such chemical weapons. My country deplores the fact that some Council members are trying to use for political ends the reports of various United Nations mechanisms. No logical or scientific consideration has been given to these reports, which should be read on the basis of the strictest criteria, including legal and scientific criteria.

  35. That is why my country acceded to the Chemical Weapons Convention, with a View to making the Middle East a zone free of all weapons of mass destruction. However, despite all of our efforts, it is clear today that the three States concerned proposed the draft resolution (S/2017/172) simply so as to protect Israel's nuclear, chemical and biological stockpiles. My country's Government has on numerous occasions warned about the threat posed by the use by armed terrorists of such chemical weapons against civilians, in particular groups affiliated with Da'esh, the Al-Nusra Front and Al-Qaida. We have addressed 87 letters to the Security Council, I repeat, 87 letters.

They are ready to put to the vote draft resolutions that draw from unprofessional reports that are unable to come to definitive conclusions and that draw on the false, fabricated eyewitness accounts of members of terrorist groups that are supported by those very same countries. We know that the majority of these terrorists reside in Turkey, the first country to support terrorism in Syria. It is no secret that draft resolution S/2017/l72 is based on reports written under unprecedented pressure. It is our impression that the missions that draft such reports do so before having even begun their work. The Syrian Arab Republic's position remains unchanged with respect to chemical weapons and weapons of mass destruction. We are against the use of such weapons; they are unacceptable and deeply unethical.

The Syrian Arab Republic reiterates its appeal to the United Nations and the international community to implement Security Council resolutions seeking to combat terrorism so as to prevent terrorists, sponsored by others, from receiving financial, technological, telecommunications and other support given in the name of personal agendas. Those Governments should compensate the Syrian people and the Syrian Arab Republic itself for destruction of Syrian infrastructure. Terrorist armed groups, with the support of known Governments, have continued to commit their terrible acts, some of the worst of which have been the targeting of historical, religious and civilizational sites in Syria, particularly in Palmyra, Aleppo, Maaloula and Idlib, destroying or mutilating many ancient and historic sites and monuments - churches, convents, mosques, temples, mausoleums and theatres, all defaced or destroyed in a barbaric manner. None of this has anything to do with human civilization. From the very beginning, certain Governments have partnered terrorists in Syria by financing and manipulating them, or by imposing coercive, unilateral economic measures against the Syrian people. That has had a devastating effect on various service sectors, on the economy, education and health, and on Syrians' lives.

For the sixth consecutive year, my country has been a target for terrorism through the systematic destruction of its technological and educational installations, economic, cultural and social infrastructure and historic sites. This atrocious assault has targeted dozens of hospitals, medical buildings, schools, universities and other centres of culture and education, besides destroying power stations, road networks, bridges, railways and telecommunications and Internet links.

  45. We are not asking for concessions from Israel, which it describes as painful. We are referring to lands and rights that have been usurped and should be restored to their rightful owners and holders. Israeli settlers will have to leave our land in Golan sooner or later. In conclusion, we reject the attempts by some delegations to undermine the substance of the item on today's agenda, which is dedicated to discussing how to end the Israeli occupation of Arab lands, including the Syrian Golan, and not to attempts to mislead the Council through the discussion ofthe internal affairs ofcountries.

  46. This illustrates that Israel and terrorism are two sides of the same coins. We call upon the Security Council to take immediate action to punish Israel for its aggression and to prevent it from being repeated. The Security Council is also called upon to take immediate action against Israel and force it to end its aggression and violations and its occupation of the occupied Arab territories, including the occupied Syrian Golan, and to withdraw to withdraw to the borders of4 June 1967 in accordance with the relevant Security Council resolutions, in particular resolutions 242 (1967), 338 (1973), 497 (1981) and 2334 (2016). We reiterate that Syria has a sovereign right over the occupied Syrian Golan up to the line of 4 June 1967. It is not a right that is up for negotiation, nor can it be waived.

It has built a two-kilometre berm that crosses the ceasefire line, with illegal gates for use by armed terrorist groups, to the great concern of the Syrian Government and the United Nations Disengagement Observer Force. That is well known to the member States of the Council, but apparently not to Mr. Mladenov. While continuing its terrorism, policies of aggression and defiance of international laws, norms and resolutions and its support to terrorist groups, Israel perpetrated a new, treacherous act of aggression against the territory of Syria after midnight on 13 January. The launch of a large number missiles by its warplanes north of Lake Tiberias, led to a fire on the periphery of Al-Mezzeh airport in Damascus. Apparently Mr. Mladenov and the United Nations do not know about that particular act of aggression.

Since the beginning of the events in Syria, Israel, the occupying Power, has added a new chapter to its annals of terrorist aggression, in direct violation of the Disengagement of Forces Agreement and Security Council resolutions, in particular those resolutions concerning counter-terrorism. It has provided support of all kinds to armed terrorist groups in the area of separation in the occupied Syrian Golan, including the Al-Nusra Front and the Islamic State in Iraq and the Levant, facilitating their crossing of the ceasefire line. It treats wounded terrorists in its hospitals with a view to allowing them to return to Syria and continue their terrorist activities.

  49. Israel continues looting the resources of the Golan, distorting its history and plundering its antiquities, and has planted more than 20 million land mines. It has deprived steadfast Syrians on their territory of the right to study using the Syrian national education curriculum in Arabic. It has deprived them of the right to carry Syrian identity cards and the to build national Syrian hospitals. Israel continues its arrest and coercion policy, victimizing scores of Syrians in the Golan. The Syrian Government calls for pressuring Israel for the immediate release from prison of Sidqui Al-Maqt - the Syrian Mandela - and his co-prisoners Iyad Al-Johari and Amal Abu Saleh, who are being held in inhumane conditions in Israeli detention centres, as well as rescinding the unjust sentences of Amal Abu Saleh and a female prisoner, Bashira Mahmoud.

It continues systematically to Violate international humanitarian law and human rights law with respect to our people in the occupied Syrian Golan, with a view to erasing the Syrian identity of the Golan and separating it from the Syrian motherland. Israel has confiscated land, expanded settlements and demolished homes. Recently, that Government demolished the home of citizen Bassam Ibrahim. Israel also arrested an elderly man, aged 70, named Asa'ad Al-Waly, who died days ago in an Israeli prison after being sentenced to eight months of imprisonment for building a home on his own land. That is a violation of international law, which prohibits any occupying forces from confiscating the property of the citizens of occupied territory, in this case the Golan. The Golan is Arab Syrian land that Syrians have inherited from their ancestors.
