I do not pretend that we will deliver everything overnight, but it sets clear targets to reduce deaths by a quarter over the next 10 years.”

“Does it need unanimity to do so? Among reported breaches of the ceasefire, the most worrying was a reported gas attack in the Irbin area, with indications of a link to the Assad regime. Will the Minister confirm whether the Government are aware of that attack? What special provisions are in place to investigate chemical weapons attacks? One key problem is a lack of agreement on which groups are terror organisations and what action is allowed. Will the Minister explain whether that will be discussed at the International Syria Support Group? To address the humanitarian situation, we need access to areas where there are no hostilities. Will the Minister explain what steps have been taken to establish the geographical demarcation of the ceasefire? Over the past six months, Russia has repeatedly acted to prolong the conflict.”
“I very much welcome the urgent question from my hon. Friend the Member for Batley and Spen (Jo Cox), and I pay tribute to her excellent work on this issue. The world community is watching the ceasefire very closely, and we all want it to be successful, not least to allow humanitarian aid into areas blighted by the conflict, but also to give a boost to the tentative peace talks. As the ceasefire has now been in operation for a few days, I would like to ask a number of questions. First, the letter from the Syrian National Council to Ban Ki-moon alleged there were 15 breaches of the ceasefire by Russia and the Assad regime. Following that, France called for an urgent meeting of the International Syria Support Group. Will the Minister confirm when the group will meet? What powers does it have to make a ruling on breaches of the ceasefire?”
“More generally for women who choose a career in business, I understand that Ministers in the Department for Business, Innovation and Skills have recently appointed Sir Philip Hampton to lead a review into increasing the number of women in UK boardrooms. I just wondered why the Minister thought that appointing that man was the right thing to do for this particular job.”
“My constituents in Hull who were badly flooded in 2007 would have been aghast if the Labour Government at that time had not immediately said they would apply for the solidarity fund. When exactly was the decision made to make the application? The Minister is not offering much reassurance when he says that there is still much work to do if the deadline is this Sunday.”
“Hull City Council is meeting at the moment to set its budget. Since 2010, it has had a cut from the Government of £310 per person, which, considering that it is the 10th most deprived area of the country, is one of the steepest cuts. In the same period, Epsom and Ewell, one of the least deprived areas, has gained £13 per head. Hull has none of the options that wealthier areas have to raise its own money, and has not received a penny of the £300 million that the Government have found for other areas. Can we please have a debate on why the poorest areas of this country keep being subject to cuts by this Government?”
“I have heard the Home Secretary comment that she is not particularly concerned about the numbers, but I wonder whether she is concerned about the fact that Humberside police force has the lowest level of police officers since the 1970s. Does that not concern her at all?”
“The whole House will welcome the ceasefire agreement, which is badly needed, but there have been promises from Russia before. The Russians have repeatedly claimed to attack terrorist groups when, in fact, they have attacked moderate opposition forces and civilians, so can the Foreign Secretary set out how breaches of the ceasefire agreement will be assessed?”
“So can the Foreign Secretary explain what consideration has been given to a UN resolution to strengthen the ceasefire agreement and support the peace talks?”
“Two weeks ago, the Minister kindly came to Hull to talk to parents who are campaigning to get an in-patient facility for children and young people in the Hull area, as the previous one was closed several years ago. Will he update my constituents about any progress in the past two weeks and about whether any of the £1 billion allocated to mental health services will be used in Hull?”
“I do not think that the general public will understand why the Cabinet Office has 50 press and communications officers or why the Ministry of Justice has 42 external communication officers. Should not the Government start to tighten their own belt and cut their own cloth first?”
“T9. The Select Committee has found that scrapping the Government’s support for carbon capture and storage technology puts at risk the UK’s international commitments on tackling climate change and makes it more expensive to do this. We have also lost out on about £250 million-worth of EU investment. Can the Minister just explain to me how this makes sense?”
“The Minister has said several times we all need to tighten our belts, so can he just answer this question: how come the Chancellor of the Exchequer can increase his Spad’s pay by 42%? Just answer the question, please.”
“On 21 January, I enlisted the help of the Leader of the House to arrange the meeting that the Prime Minister had promised with my constituent Mike and Tina Trowhill in order to discuss the national baby ashes scandal. The Leader of the House said he would come back to me, but I have not heard anything. I also asked the Under-Secretary of State for Women and Equalities and Family Justice, the hon. Member for Gosport (Caroline Dinenage) on 26 January whether she would help me, but I have not heard from her either. Politicians need to keep their promises and I hope I will get that meeting with the Prime Minister, which he promised to my constituents.”
“Hull has traditionally struggled to recruit doctors in specialties such as A&E, general practice and psychiatry. I am concerned about the royal colleges’ warning that the imposition of the contract will have a detrimental effect on staff morale and staff retention in the NHS. Will this not make things even more difficult for areas such as Hull, which struggle to recruit in the first place?”
“964.] I do not understand how I have misinterpreted that and, more to the point, how my constituents, who have now been waiting three months for a meeting with the Prime Minister, could have misinterpreted it? Can you assist me in how I should take the matter forward?”
“On a point of order, Madam Deputy Speaker. Earlier in business questions, I raised the case of my constituents, Mike and Tina Trowhill. I had raised the matter in Prime Minister’s questions on 4 November and the Prime Minister had promised a meeting with my constituents. I raised it with the Leader of the House because it is now the middle of February and it has proved very difficult to arrange that meeting. The Leader of the House said that I had misinterpreted the response from the Prime Minister. I have checked Hansard for 4 November . I said: “Will the Prime Minister agree to meet Mike and Tina to discuss why we need national and local inquiries into what happened to baby ashes in such cases?” His response was: “I am happy to arrange that meeting.” —[ Official Report , 4 November 2015; Vol. 601, c.”
“Q14. I am sure that the Prime Minister is looking forward to visiting Hull next year, and as the UK city of culture, we are already backed by many prestigious organisations such as the BBC and the Royal Shakespeare Company. However, we could do much more to make this a real national celebration of culture. Will the Prime Minister join me in urging the many London-based national arts organisations to do their bit and contribute to the success of Hull 2017?”
“Will my hon. Friend comment on the fact that Humberside police—I do not think it is the only police force in this position—has been judged inadequate by Her Majesty’s Inspectorate of Constabulary? We have the lowest level of police officers since the 1970s. Will the shadow Minister reflect on what that means for neighbourhood policing?”
“Will the Minister very kindly agree to have a meeting to discuss the national college for wind energy? The sticking point seems to be the Minister for Skills not being able to attend the meeting. As it is in the gift of the Department for Business, Innovation and Skills to agree to the name being given, even if it is privately financed, I wondered whether the Minister might have a word with her colleague to see if she can get him to the meeting too.”
“What assessment have Ministers made of councils that introduce a 2% precept increase for social care? For those councils with a very low council tax base, that will not result in the funding required to ensure that social care continues at the level it should in areas such as Hull.”
“Hull royal infirmary is under a black alert, which means that local people have been told not to attend the hospital unless it is a matter of life and death. Will the Minister tell me how the insults the Secretary of State has been throwing around over the weekend, and those that he himself has made today about hard-working and dedicated junior doctors, will help people in Hull, who need a functioning NHS? How will those insults improve the morale of those doctors?”
“If Syria is to have a stable and peaceful future, women and girls will have a part to play in it. Will the Secretary of State say why there was no mention of the role of women in the Syrian stabilisation paper that was published last week?”
“Hull is the 10th most deprived area in the country, and over the next year it faces spending cuts on average nearly 50% greater than those faced by county councils, so will the Secretary of State explain to my constituents why county councils are getting additional moneys, but not areas such as Hull?”
“I am sure the Prime Minister will welcome today’s news that the largest offshore wind farm in the world is to be built off the east Yorkshire coast by DONG Energy and Siemens. This will create up to 2,000 jobs in the Humber estuary and result in £6 billion of investment. Does this not show that, whatever the debate and frustrations around the right terms, it is in our country’s economic interest to be part of, and engaged in, the EU as a leading player?”
“Will the Minister agree to look at the case of my constituent Mr Beet, who has home dialysis three times a week but is also trying hard to keep his job to support his family? He has been turned down for PIP twice. Does she feel, as I do, that if a person is having dialysis, they are eminently suitable to receive PIP?”
“My trust in Hull is predicting a deficit of £21.9 million by the end of the financial year. Following a CQC report a few years ago that criticised the staffing levels in Hull, a huge amount of effort has gone into increasing the staffing levels, but that has come at a cost, especially given the premium that is paid for medical staff. Will the Minister reassure my constituents that we will not return to the staffing levels that the CQC criticised in the past when dealing with the deficit of nearly £21.9 million?”
“We are approaching the second anniversary of the private finance initiative to electrify the line from Hull to Selby. Can the Minister update us on that no-brainer, which will benefit both the travelling public and the Government because it is privately financed?”
“May we please have a debate on the Government’s support for British business? For example, whereas the Chancellor clobbered Hull’s home-grown caravan industry by introducing the caravan tax in the omnishambles Budget in 2012 without speaking to the industry, he manages to have multiple meetings with Google, a multinational company, and allows it to set its own tax rate.”
“On 4 November, the Prime Minister agreed to meet my constituent Tina Trowhill to discuss the baby ashes scandal. My constituent had already had a very helpful meeting with the Under-Secretary of State, and I wonder whether she will now help me to secure the meeting to which the Prime Minister agreed. May I enlist her support?”
“The Health Secretary said that NHS 111 was a victim of its own success. I agree with what my right hon. Friend the Member for Exeter (Mr Bradshaw) said, which is that it is used because it is so difficult to see a doctor. On 2 January, the Hull Daily Mail reported that Hull Royal Infirmary was telling people not to come to A and E but to use services such as NHS 111. In the light of the findings of this investigation, which have national implications, does the Secretary of State agree that there should be more clinicians at NHS 111?”
“The Minister says that this deal does not amount to a 3% tax rate for Google, so for the sake of public confidence will he say what the actual tax rate is?”
“Putting victims of exploitation and trafficking first was at heart of the Modern Slavery Act 2015. In this case, it is clear that unaccompanied children are among the most vulnerable victims of exploitation and trafficking. Will the Minister say exactly what is happening to identify very vulnerable children who have been trafficked and who are at risk of exploitation, and to take a decision to get them to this country?”
“I am sure the Secretary of State will be delighted to know that Hull now ranks in the top 10 cities of the world to visit, according to the “Rough Guide”. On that basis, I am very pleased that one of my constituency neighbours, the right hon. Member for East Yorkshire (Sir Greg Knight), has supported the bid to bring Amy Johnson’s plane to Hull. Also on that basis, will the Secretary of State press the Treasury to fill the £5 million gap that has resulted from the Arts Council turning down an application for funds to refurbish the New theatre in the city? That refurbishment needs to go ahead in time for the 2017 celebrations. I make this request in the light of the fact that the Treasury has found £78 million to pay for a new theatre in Manchester.”
“In Prime Minister’s questions on 4 November, the Prime Minister agreed to meet my constituents, Tina and Mike Trowhill, to discuss the very sad case of the baby ashes scandal. The Prime Minister said: “I am happy to arrange that meeting.” —[ Official Report , 4 November 2015; Vol. 601, c. 964.] Subsequently, Downing Street has transferred that meeting to a junior Minister whom the Trowhills have already met. On 11 November, I wrote to the Prime Minister expressing my concern, but to no avail. It does the reputation of this House no good when commitments given in this House and reported in good faith by the media are not kept. Will the Leader of the House see what he can do to arrange that meeting?”
“Will the Minister assure me that that will be taken into account in any health assessments and in any subsequent financial arrangements?”
“I thank the Minister for her statement. I am sure that the all-party parliamentary group on haemophilia and contaminated blood will want to study the details in the coming weeks, and to take part in the consultation. At first glance it appears that the Minister’s proposals are not as generous as those that are being discussed in Scotland, although I accept that as yet the Scottish Government have not accepted those proposals. However, I want to raise the specific issue of health assessments of those who are in stage 1 of hepatitis C. A number of those people have been living with the condition for a great many years, and even if their viral load is now cleared, they will not be able to resume their lives as if they had never been infected.”
“There are a lot of very responsible parents out there who will of course talk to their children about legal highs, and about building resilience and self-confidence so that they make the right decisions in their lives. We have to accept, however, that unfortunately many children do not have the advantages we would like them to have, so it is incumbent on us all to recognise that education within the school setting is another way of getting important messages across.”
“The Minister is a sensible man who often relies on his good common sense, and I hope he will think hard about whether rejecting these amendments is in the long-term interests of this country and the young people whom we in this House wish to ensure are protected and able to make good and healthy decisions about their lives.”
“Before the Minister responds, I wish to mention the FRANK campaign—I think my hon. Friend the Member for West Ham also mentioned that. “Talk to Frank” is not good enough, and if the Government are serious about ensuring that young people have information to make good choices in their lives, FRANK is not the delivery mechanism for that. We know that young people have called for PSHE to be made statutory, and the Youth Parliament supported and ran with that campaign a few years ago. Parents support PSHE and want it brought into schools, as does the cross-party Education Committee. We need to equip our young people with life skills to make good decisions, and to equip the police with the powers that they need to enforce the law against those who exploit, harm and damage people, particularly young people.”
“Maryon has fought hard for this legislation to be put on the statute book, but I am sure she would be the first to say that we need to ensure that our young people are educated. It is not just about changing the law, but about making sure that young people make good decisions for themselves. I also want to refer to an organisation in my constituency called REAL— Recovery Enabling Abstinent Lifestyle—run by Mike Tong and Su Baker, who are also trying to get information out to young people in Hull to explain about legal highs. We have already debated how we should describe legal highs, and I think it right to refer to them as new psychoactive substances, rather than legal highs. Those provisions all rely on good will and charity, which is why it is vital that the amendments are accepted today.”
“One of the big problems with how PSHE is delivered in this country is that the teacher with a little more time in their timetable—perhaps the PE teacher—takes responsibility, not a teacher with the level and depth of training required to teach the subject properly. We know, as my hon. Friend said from the Front Bench, that many students say that they have only one hour of drugs education in school. At the moment we are relying on good will, charities and other organisations to provide information to our young people. I think that that is wrong. However, I want to pay tribute to the Angelus Foundation for the work it has done. It was set up in very sad circumstances by Maryon Stewart, who lost her daughter, Hester, who took GBL without knowing what it was and sadly died.”
“We know that it varies all around the country. In some schools, it is taught very well, but in many schools it is not taught well at all, and that is because it is not statutory. It is not measured and we know that headteachers will always have an eye on ensuring that their schools and pupils do best in what is measured. That is the compelling argument for me: we should ensure that we have a level playing field across all schools, so we have to provide statutory PSHE. Another important reason to make it statutory is that schools have to ensure that teachers are properly trained.”
“To me, the challenges that young people face in the modern world include how to deal with drugs and these new psychoactive substances. It was a great regret that in the wash-up, during those final months leading up to the 2010 election, we were not able to secure the support of the Conservatives to get that change to the law. The UK Drug Policy Commission spent six years researching what our drugs policies should be, and found that the best drugs education is delivered in an evidence-based life skills programme. That is why making PSHE compulsory is important. Why does it need to be statutory? The Select Committee on Education, in its report last year, said: “There is a lack of clarity on the status of the subject. This must change, and we accept the argument that statutory status is needed for PSHE”.”
“I rise in support of new clause 1 and amendment 4. I start by congratulating my hon. Friend the Member for West Ham (Lyn Brown), who sits on the Front Bench, on the excellent way she set out why new clause 1 and amendment 4 need to be incorporated in the Bill. It has been six years since we seriously started to discuss in Parliament why personal, social, health and economic education should be made compulsory. I greatly regret that we did not manage to do it when we were in power. At the very end of the 2010 Labour Government, PSHE was going to be made a statutory part of the national curriculum. There was a very good case made for that, based on building life skills, confidence and resilience in young people, which we all accept needs to happen.”
“Further to the Secretary of State’s comments about supporting Sierra Leone, Hull is very proud to have been twinned with Freetown for over 35 years. There have been many reciprocal visits, especially by teachers. In the light of what has happened recently, is the Department considering what more it can do to strengthen such reciprocal visits to ensure that support, especially for education, is given to that country?”
“May I ask what the Minister’s assessment is of the optimum level for the strategic steel industry, especially in the light of her comments about wanting to use British steel for major UK infrastructure in the future?”
“Following on from the question from my hon. Friend the Member for Hackney South and Shoreditch (Meg Hillier), an estimate by Associated Press at the end of October 2015 was that between 40,000 and 50,000 barrels of oil a day were being produced to finance Daesh in Iraq and Syria to the tune of $40 million a month. In the light of the agreement on terrorist financing that was reached in December, which the Minister mentioned, and the coalition military action, what is his current estimate of the finances available to Daesh?”
“I raised concerns about Hull’s port security with the Home Secretary on 16 November and followed that up with information to her office on 18 November. In the light of today’s reports in The Guardian by Vikram Dodd about ferry security, what additional steps might be introduced to increase security at our ports?”
“Does the Justice Secretary think that it is time for a review of the vetting and barring scheme that the Government introduced in the previous Parliament, to see whether it is actually providing the most suitable people to work with young people?”
“T8. We were disappointed in the Humber last year not to be granted the national college for wind energy, especially in light of the fact that renewables are so important to the future of the area. Will Ministers agree to meet me and representatives of the local enterprise partnership to discuss what more can be done to promote a national wind college that might attract local funding?”
