In that regard, Peru supports the role that, from tomorrow, the United Nations Integrated Office in Haiti is set to play in support of the efforts of the Haitian Government in coordination with the country team. “In order to preserve that progress and strengthen the trust of the population, it is necessary for the Haitian National Police to continue to have the necessary resources to carry out its mandate, as well as to strengthen human rights monitoring mechanisms and proper training, including on sexual violence. The Mission's community violence reduction and weapons management programmes and cooperation with the Haitian National Commission for Disarmament, Dismantlement and Reintegration Commission also contribute to that end. We believe it key to work with local communities, particularly young people, to address the root causes of gang violence. The humanitarian situation is another area of ongoing concern, in particular Haiti's vulnerability to natural disasters and the risk of severe food insecurity.”

“In that regard, we welcome the adoption of the strategic plan for the sector and of the Legal Aid Law, which have helped to reduce protracted pre-trial detentions. We call for the adoption of crucial normative legislation to strengthen the rule of law, such as the criminal code, the code of criminal procedure and the budget and electoral laws. Regarding the latter, we welcome the support provided by the United Nations system for the early resumption of the electoral calendar. We trust that institutional strengthening will help towards resolving the volatile security situation, marked by gangs and political violence. In that regard, we must acknowledge and commend the role of the Haitian National Police and its increased operational capacities through the implementation of the Strategic Plan for the Development of Haiti.”

“Today, we welcome the progress that has made it possible to reach this juncture and advance towards peacebuilding. We must recognize that the path is not free of obstacles. Indeed, we are concerned about the development of a multidimensional crisis in Haiti, given complex political tensions, fragile institutions and economic standstill, which exacerbate social discontent and the complex security situation. In that regard, we believe that it is essential to promote constructive and inclusive national dialogue among all political actors so as to address the root causes of the crisis. General interest in and the legitimacy of the fight against corruption and impunity must guide those efforts. At the same time, we must continue to make progress in strengthening access to justice and respect for human rights.”

We thank you, Mr. President, for convening today's meeting, and Mr. Jean-Pierre Lacroix for his informative briefing. We commend the Department of Peace Operations for supporting stability in Haiti for more than 15 years. Peru has a historic commitment to a safe and prosperous Haiti. During the 13 years of the United Nations Stabilization Mission in Haiti (MINUSTAH), we deployed 24 military contingents, with nearly 6,000 troops, to support that brotherly country.”

“In particular, we believe it urgent, in line with resolution 2334 (2016), to end the rise in settlement activities, property demolitions and evictions in the Palestinian territories occupied since 1967. Such practices run contrary to international law, seriously jeopardize the territorial integrity of the Palestinian State and undermine the chances of reaching a two-State solution. We also emphasize the urgent need to address the basic needs of the people of Gaza, as poverty and marginalization provide fertile ground for those advocating violence and terrorism.”

“We are alarmed that the prospects for reaching a political solution are becoming increasingly faint and that unilateral decisions, actions and their subsequent declarations could degenerate into an even greater escalation of tension and violence. We recognize Israel's right to safeguard its own security and existence through the exercise of legitimate self-defence, provided it do so in accordance with the principles of legality, proportionality and precaution. The human rights of Palestinian citizens, including those of minors, cannot be ignored. To that end, we must recall Israel's obligation to comply with the relevant Security Council resolutions.”

“We must continue to condemn the persistent indiscriminate attacks against the Israeli civilian population by Hamas and other radical Palestinian actors, the disproportionate response by the Israelis, and the aggressive rhetoric of their respective leaders, which perpetually fuel the hostile dynamics of the situation. In that regard, we stress the importance for the Security Council to regain its unity on this sensitive issue so that it can speak out when the situation on the ground warrants and demand that the parties comply strictly with their obligations under international law, international humanitarian law and human rights law.”

“We further appreciate the fact that the final text managed to satisfy many of the concerns expressed by our delegation in the course of negotiations, in which we participated constructively with a view to achieving a truly effective cessation of hostilities and provide genuine relief to the civilian population suffering in Syria. We underscore, moreover, the emphasis the draft placed on respect for international humanitarian and human rights law in all situations and circumstances, which includes, of course, in the fight against terrorism. Given all of the foregoing, we were able to vote in favour of the draft. Peru therefore notes with grave regret that the draft resolution submitted by the co-penholders, which we viewed as balanced and timely, could not be adopted.”

“We encourage the Government of Iraq to implement the repatriation plans for its 30,000 nationals with the support of the United Nations. To that end, we believe it vital that the parties continue to work on measures that foster a climate of better understanding, including the release of detainees, the identification of missing persons and the transfer ofhuman remains. We welcome the work being done in that regard Within the Astana framework but we note the urgent need to make more substantive progress in that area. We also highlight the importance of continuing to promote humanitarian demining work and the clearance ofimprovised explosive devices in Syria, whose effects not only wreak havoc among the population but also hamper the delivery of the necessary assistance.”

“Mueller, to address the grave situation facing the thousands of displaced people in Rukban, characterized by daily shortages of food, drinking water, health care and medical supplies as well as extreme weather conditions. While we welcome the recent humanitarian deployment by the United Nations to the camp, we stress the obligation to provide continuous access to humanitarian assistance for as long as necessary and continue in efforts to guarantee the safe and dignified return of persons currently in the camp due to a lack of resources to move. We must also emphasize the major challenge involved in meeting the critical needs of the more than 70,000 people in the Al-Hol camp and the importance of continuing to mobilize the support of the international community.”

“Those people, largely women and children, are facing abjectly precarious conditions as a result of the extensive territorial control attained by terrorist groups and the continuous air strikes that make no distinction between civilians and combatants. “According to the Secretary-General's report, the number of people without food has reached an all-time high, severely impacting the civilian population. Nevertheless, we note that the report of the Secretary-General on future planning for the protection of civilians sites in South Sudan (S/2019/74l) highlights the growing willingness of populations to return to their homes. However, the report also points out that there are various barriers that delay return, such as the unpredictable peace process, the lack of security and the absence of basic services in places of origin.”

“We hope that Rick Machar's endorsement of the action plan of the Sudan People's Liberation Movement in Opposition on conflict-related sexual violence will result in specific, effective measures that do not foster impunity for the perpetrators of such crimes but, rather, enable them to be held accountable for their actions. We call on non-signatory groups to join the Revitalized Agreement on the Resolution ofthe Conflict in the Republic of South Sudan. The construction of a stable and secure nation is dependent on the entire population and on the support that the international community can provide to achieve lasting solutions that include the greater participation of women and youth in decision-making processes. We regret that the humanitarian situation remains critical despite the abating conflict.”

“We consider that gesture to be an important show ofpolitical resolve that will provide the necessary impetus to tackle critical issues and enable the establishment of the transitional Government in November. We note with satisfaction that the implementation of the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan has resulted in a considerable decrease in political violence in most parts of the country. However, we regret that sporadic attacks by non-signatory groups continue in regions such as Central Equatoria, leading to a rise in internally displaced persons. We must reiterate our concern at the high rates of crime, human rights violations and sexual violence in South Sudan. “We are especially alarmed by the degree of food insecurity and the deterioration of economic indicators that deepen the suffering of the population. One ofthe main issues of concern is the insufficient fulfilment of the pledges made at February's donor conference. We therefore welcome the announcement of contributions from Saudi Arabia and the United Arab Emirates to which Mr. Lowcock referred. We encourage the countries concerned to take appropriate measures so as not to prolong the severely adverse impact on the roll-out of the humanitarian response plan. Moreover, we note the urgency of continuing to prioritize the containment of cholera, in the light of the increase in the number of cases observed compared to last year.”

“To that end, Peru considers it essential that a new round of consultations be convened as soon as possible and underscores that all sectors of civil society and the country's regions must be properly represented, including groups from the south, provided that they commit to respecting the territorial integrity of the country and agree that the use of force is exclusively reserved for the State. We encourage parallel efforts to continue, in critical areas - for instance, the redeployment in Al-Hudaydah - the exchange of detainees and the establishment of the joint committee in Taiz. “We strongly condemn the drone attack on Saudi Arabia's oil installations on Saturday, claimed by the Houthis, which puts regional and world security at high risk and is having unpredictable global economic consequences. We join the Secretary- General in calling on all parties involved to reduce tensions and seek negotiated solutions, pursuant to international law. Furthermore, we regret the atrocities committed by the Houthi rebels and the disproportionate responses thereto, such as the attack on a detention centre, which show the parties' disdain for international humanitarian law and human rights. We are also concerned that the climate of violence is now compounded by profound uncertainty in the south of the country, with a real risk of Yemeni institutional collapse.”

Peru voted in favour of resolution 2488 (2019) because it reflects the Security Council's firm commitment to the efforts of the authorities of the Central African Republic to restore State authority and bring about peace and national reconciliation. At the same time, with resolution 2488 (2019), the Central African authorities can also continue benefiting from the arms embargo exemptions and receiving support from its partners to strengthen the capacity of its national defence and security forces. The situation in the Central African Republic remains fragile.”

“Secondly, the ongoing threat posed by drug trafficking and transnational organized crime in the country must be addressed, while developing a consistent anti-corruption strategy. Thirdly, it is necessary to implement the socioeconomic reforms that the population so badly needs, which will allow the country's vast agricultural, mining and fishing potential to be exploited. To that end, the full involvement of the national authorities, the strengthening of regional cooperation and the maintenance of policy and operational coherence among the various efforts, initiatives and mechanisms deployed on the ground will be crucial. That is especially important in view of the upcoming withdrawal of UNIOGBIS, which will require a new type of partnership with the United Nations to enable an inclusive and successful transition process.”

The entire international community must also be committed to addressing the technical, logistical and financial aspects and to encouraging widespread citizen participation, including of women and young people in particular. “The precarious security situation that has been described is compounded by the presence of terrorists from the Islamic State and their ties with drug trafficking. As acknowledged at the recent Istanbul Process meeting, it is imperative to establish a regional strategy to adequately address the nexus linking terrorism and organized crime in that area, in accordance with resolution 2482 (2019). We highlight the efforts of the Government, in partnership with the United Nations Office on Drugs and Crime, which Mr. Fedotov pointed out earlier.”

“The multisectoral visit led in July by Deputy Secretary-General Amina Mohammed - in the course of which it was emphasized that the peace process will be successful only if it is inclusive and fully respects the rights of all Afghans - was very useful. We must not forget that the majority of the victims of violence are women and children. We therefore welcome the Government's efforts to better promote and protect women and their participation in the main electoral institutions, the Independent Human Rights Commission and initiatives to strengthen their participation in the peace process, as recognized by the National Action Plan on Women, Peace and Security, and in the economic empowerment programme.”

“As the Secretary-General indicates, that requires the process to be perceived as fair, transparent and fair for all candidates, including refraining from the use of State resources for campaigning purposes. With regard to the peace process under way, we deem it to be of key importance that the solution to the current crisis be framed primarily within the intra-Afghan dialogue, under the inclusive leadership of the process advanced by the Special Representative, and with the firm support of countries with influence. We reiterate the importance of maintaining direct negotiations between the Taliban and Government representatives, as President Ashraf Ghani has stated, with a view to ending the violence.”

“In keeping with Special Representative Yamamoto's statement, we believe that Afghanistan is at a decisive crossroads. The presidential elections scheduled to be held in a few weeks will not only mark the democratic destiny of the country, but will also provide a new historical context and an opportunity to contribute decisively to stability, reconciliation, sustainable peace and the fight against corruption, pursuant to the vision developed under the Geneva Mutual Accountability Framework, with the support of the United Nations. In that regard, we stress the importance that the elections be held in accordance with the code of conduct, which promotes and encourages behaviour based on dialogue, tolerance and mutual respect, underpinned by the lessons learned from previous elections.”

At the outset, we condemn the senseless attacks carried out last week by the Taliban in various parts of the country. We offer our condolences to the victims" families and wish a speedy recovery to those affected. Such a threat to civil society is all the more troubling in the current electoral context, with reported attacks on candidates, workers and electoral and voter spaces. Those unacceptable crimes must be met with a commensurate response, and those responsible must pay for their actions by facing justice.”

“We believe that the Security Council Working Group on Peacekeeping Operations has a critical role to play in the institutionalization of triangular cooperation. We also welcome the major political support that the zero-tolerance policy provides in countering all forms of sexual exploitation and abuse. Peru also fully endorses the use of that policy in the adequate training of troops and in combating impunity. In conclusion, Peru reaffirms its commitment to United Nations peacekeeping operations and reiterates its readiness to continue to provide duly trained and disciplined contingents that respect host countries and include ever-increasing numbers of women.”
