4. “We are particularly concerned about the vulnerability of women and children and the absence of an institutional framework capable of effectively protecting them. Peru supports the important work being done by UNAMID in escorting and protecting civilians, which allows women and children to carry out their daily activities outside the camps for displaced persons. That enables humanitarian actors to obtain relevant information about the needs of internally displaced persons. However, we must condemn the persistence of sexual violence. According to the latest report of the Secretary-General on the issue (S/2018/389), the rate in Darfur is particularly high around the camps for internally displaced persons.”

5. “Mr. Meza-Cuadra (Peru) (spoke in Spanish): We would like to thank you, Madam President, for convening this meeting, and Mr. Jeremiah Kingsley Mamabolo, Joint Special Representative for Darfur and Head of the African Union-United Nations Hybrid Operation in Darfur (UNAMID), for his briefing, as well as the valuable work he is doing with his team. We note that the security situation in Darfur remains relatively stable and that intercommunal violence has significantly decreased. Nevertheless, we must regret that the peace process remains stalled. There is still a need to address the root causes of the conflict and to build sustainable peace. The human rights situation remains precarious. We note the decrease in human rights violations and abuses as compared to the previous year, but the figures remain high.”

6. “Furthermore, we believe that independent reviews of peacekeeping operations can help to better identify the priority elements to improve those operations in order to meet the needs observed on the ground. It would therefore be interesting to know the views of our guests about the usefulness and relevance of such reports. 11. “Confidence in the justice system and predictability in its response to atrocity crimes is of particular relevance for a country like Libya, which is affected by conflict and terrorism committed by organizations - such as Da'esh and its affiliates and Boko Haram - that control parts of Libya and are allegedly involved in trafficking migrants. Peru believes that it is essential to advance implementation of the United Nations action plan on an inclusive political process in Libya as quickly as possible. In the immediate future, that means ending the current cycle of violence and working on concrete measures to effectively protect the people, especially the civilian population, as well as confronting terrorism in all its forms and manifestations.”

12. “Accordingly, while we acknowledge the efforts of the Libyan Prosecutor-General's Office, we should remind the Libyan authorities of their duty to execute arrest warrants issued by the Court. We also believe that, while the International Criminal Court plays a fundamental role in ensuring that the most serious crimes do not go unpunished, its jurisdiction is complementary to the responsibility of every State to protect its people. That includes the obligation to investigate, prosecute and punish those responsible for atrocity crimes. In that regard, in addition to constituting a legal obligation, the authorities' cooperation with the Court must be seen as an opportunity to strengthen justice and the rule of law in domestic and international areas. Peru notes with deep concern the continued violence and serious human rights situation in Libya, which have led to a serious humanitarian crisis, with more than 150,000 internally displaced persons and numerous accusations of atrocity crimes. We believe that, in line with its primary responsibility for maintaining international peace and security, the Security Council should refer to the International Criminal Court cases in which access to justice and accountability must be ensured, and we therefore support the work that the Court is doing in Libya. Such actions increase the feeling of instability. Political leaders have the primary responsibility of building sustainable peace. There are also concerns about violations of the law on the temporary prohibition of the disposal of State property and the continued existence of provisions on the celebration of the Day of the Republic of Serbia. 32. “In spite of significant progress made and the political will of the Government to implement the Peace Agreement, there are concerns about the murders reported outside of the training and reintegration areas. We underscore our strong condemnation of the murder of three Ecuadorian journalists, who were kidnapped by FARC-EP dissidents. We extend our condolences and solidarity to their relatives and to the sister nation of Ecuador. We believe that it is crucial to stand up resolutely to the enemies of peace. The validity of the rule of law is a core pillar of sustaining peace. We therefore underscore that fact that the Peace Agreement guarantees access to justice for all parties to the conflict in Colombia and does not in any way encourage impunity. We believe that Colombians can be optimistic about the future.”

Peru has noted with deep concern the incident caused by the use of a nerve agent in public spaces in the United Kingdom, which has seriously endangered the lives of at least three people. The airport is particularly important for bringing in medical supplies and for emergency humanitarian evacuations. Safe, rapid and unhindered access for humanitarian workers must also be ensured.
