We must bear in mind that, in the majority of cases, women and girls affected by so many years of conflict do not have access to protection services or legal assistance. “Moreover, we consider it essential to promote the participation of women in the implementation processes and mechanisms of the peace and reconciliation process. Based on reports on the ground, Peru is convinced that women's participation is a vital element of conflict resolution, peacebuilding and peacekeeping. In addition, the greater involvement of women in decision-making must be promoted through the creation of employment opportunities and the establishment of quotas in Government positions. We hope that the Afghan Government will continue to work on the implementation of its National Action Plan on Resolution 1325 (2000): Women, peace and security, as well as on its programme for the economic empowerment of women.”

“Natalia Kanem, which enabled a comprehensive approach to be taken. We believe that the visit was particularly significant in the light of the presidential elections to be held in Afghanistan in September. These must be held on the basis of a spirit of dialogue, tolerance, inclusion and mutual respect. In that connection, we welcome the historic appointment of two women as respective heads of the Independent Election Commission and the Electoral Complaints Commission. This constitutes a crucial step forward for the involvement of women in the political life of the country, which will undoubtedly contribute to strengthening governance and the legitimacy of the Afghan political system.”

First, in the area of conflict prevention, the good offices of and preventive diplomacy demonstrated by UNOWAS will be vital in the upcoming electoral processes in the region, in particular through support for inclusive dialogue and the strengthening of national capacities in order to allow for transparent, inclusive elections that foster the political participation of women and young people. UNOWAS has also proved to be a central actor in pre- and post-election environments, helping to ease tensions and prevent the emergence or deterioration of political crises by developing early- warning capabilities.”

We thank Special Representative of the Secretary- General Chambas for his useful briefing on the situation in West Africa and the Sahel. We welcome the progress he shared with us, in particular the contribution made by the United Nations Office for West Africa and the Sahel (UNOWAS) to elections in Benin, Guinea-Bissau, Nigeria and Senegal, and improvements in gender equality in the region. However, we are concerned about the fact that insecurity and the humanitarian situation have deteriorated in some countries. The actions of terrorist groups, transnational organized crime, clashes over the control of natural resources and inadequate State presence are ever-present challenges, in particular in the Sahel and the Lake Chad basin region.”

“We stress that the fight against Ebola, due to its high level of incidence and its having crossed the country's borders, requires a comprehensive approach in which the central Government, local authorities, regional organizations and relevant United Nations entities work in tandem. In particular, we strongly condemn the acts of violence perpetrated against Ebola response teams deployed in the North Kivu region. We commend the positive measures adopted to promote respect for the freedom of expression, as well as the release of 700 political prisoners. That notwithstanding, Peru expresses its deep concern about the deplorable health conditions and overcrowding that are still observed in various detention centres in the country.”

“We also welcome the implementation of joint missions between MONUSCO and the Congolese provincial authorities aimed at neutralizing the actions of armed groups in the east of the country, as well as the commitments reached to end the recruitment of children in that area. The emphasis placed on the cessation of violence must in no way side-step the urgency ofimmediately and simultaneously addressing the delicate humanitarian situation looming over that country, which appears to be deteriorating on the ground. Around 13 million people face acute food insecurity, in addition to the serious ravages among the population caused by the outbreak of such diseases as cholera, measles and Ebola, the latter recently having been declared by the World Health Organization to be a global health emergency.”

“However, we remain concerned about the continuing deterioration of the security situation following the resurgence of outbreaks of inter-ethnic violence that have continued to cause fatalities and forced displacement and to undermine the stability of the country. We are of the view that these sensitive circumstances make the non-military component of the work carried out by the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) even more relevant, especially as regards the promotion of dialogue between the various actors in the country. During our meeting with the comprehensive system of truth, justice, reparation and non-repetition, the representatives of the three institutions that make up the system shared with the Council the sensitive issues and difficulties they encounter in fulfilling its mandate, while ensuring a profoundly inclusive and participatory transition. “In such circumstances, it is regrettable that the quantity of imports continues to fall short of requirements as a result of the persistence of severe and inhumane restrictions imposed on the ports of Al-Hudaydah and Saleef, which have resulted in disappointing trade flows in essential goods, such as food, medicine and fuel. In that regard, we reaffirm that ports, airports and roads must remain open and operational and that humanitarian aid and the population's access to it cannot and must not be conditional on any military objective. “The significant increase in the number of people in need of assistance and protection today, the 3.3 million displaced Yemenis and the ravages caused by the new outbreak of cholera are scourges for which we must all feel partially responsible. The work of the United Nations and various non-governmental entities in alleviating human suffering is commendable, but the reality is that their capacities are being overwhelmed by the scale of the tragedy. We welcome the efforts carried out by some peace missions in implementing those resolutions, as is the case in Colombia, Kosovo and Iraq, particularly through the establishment of mechanisms that allow young people to participate in and contribute to peacekeeping processes in their respective national communities. The youth, peace and security agenda is also closely linked to the implementation of the 2030 Agenda for Sustainable Development.”

“Nevertheless, resolutions 2250 (2015) and 2419 (2018), which were adopted by the Council on this topic, start from the premise that Governments and the multilateral system still face obstacles in fully including young people in processes aimed at building sustainable peace, despite the fact that those same young people represent the majority of the affected population in armed conflicts around the world. For the effective implementation of both resolutions, we believe it fundamental to promote State dialogue with youth-led organizations and to take their opinions into account in drawing up policies and programmes.”

“Peru is firmly committed to promoting and recognizing the role that young people are called to fulfil in preventing and resolving conflicts, ensuring justice and building sustainable peace. As part of that commitment and during our presidency of the Council, we organized an open debate on this topic in April 2018 (S/PV.8241) and, as has been recalled by other delegations, we submitted, together with Sweden, resolution 2419 (2018), which was adopted unanimously. That resolution reminds us that we should stop viewing young people as a problem and begin to recognize them as central actors in peace processes, which is an appropriate approach to exploiting and maximizing their potential, commitment and resilience both in the prevention and in the resolution of conflicts.”

“We must remember that the success of the Mechanism, including the work of the Office of the Prosecutor, hinges on the cooperation of States to implement judgments, respect orders and respond to requests for assistance. That is why we wish to highlight the support that several African and European Governments have been providing so that convicted persons can serve their sentences in their respective countries. On the other hand, we note with special interest the measures that are beginning to be taken by the President of the Mechanism in responding to the concerns raised in resolution 2422 (2018) on the early release of convicted persons, some of whom have not expressed regret for their crimes, which includes not only systematic consultation with other judges of the Mechanism, but also with the Governments concerned.”

“We therefore reaffirm the importance of access to justice to achieving lasting peace, and we stress in that context the work of the Residual Mechanism, the heir to the International Tribunal for the Former Yugoslavia and the International Criminal Tribunal for Rwanda. In that connection, we welcome the priorities identified in the report (see S/2019/4l7) by both the President of the Residual Mechanism, whom we welcome, and the Prosecutor of the Mechanism. We also welcome the rapid, efficient and transparent manner in which the Residual Mechanism is carrying out its intense judicial activities, and we encourage it to continue its efforts to strike a balance between the civil and common law legal systems.”
