“Mr. Meza-Cuadra (Peru) (spoke in Spanish): I am grateful for the invitation to participate in this open debate, and I congratulate the Spanish presidency on its outstanding leadership as Chair of the Committee established pursuant to resolution 1540 (2004) over the past two years. Peru reiterates its commitment to and full support for the hard work of the Security Council to promote dialogue and cooperation to confront the threat posed by the proliferation of weapons of mass destruction (WMDs) and their delivery systems. The adoption of resolution 1540 (2004) was a historic milestone in addressing the new threat to international peace and security in the context of the proliferation of nuclear, chemical and biological weapons among non-State actors, in particular terrorist groups.”

The Group of Friends also expresses concern about the continuing humanitarian challenges and underlines the importance and urgency of the humanitarian response plan appeal launched jointly by the Government of Haiti and the United Nations to meet the critical humanitarian needs of 1.3 million people. In line with his latest report (S/2016/753), the Secretary-General should conduct a strategic assessment mission to Haiti by the end of the new mandate, which is to say, before April 2017, and preferably after the inauguration of a newly elected President and, on that basis, should present his recommendations on the possible withdrawal of MINUSTAH and the future presence and role of the United Nations in Haiti in his next report to the Security Council. The Group of Friends expresses gratitude to the personnel of MINUSTAH and to their countries and pays tribute to those injured or killed in the line of duty.”

“The Group of Friends recognizes the postponement of the 9 October elections established in the revised electoral calendar as a result of Hurricane Matthew, but strongly hopes that the consequences of Hurricane Matthew will not jeopardize the deadlines of the revised calendar. Even with the devastation brought about by Hurricane Matthew, we urge the Government of Haiti to hold elections as soon as possible. The final results of the presidential election should be announced by 30 January 2017, and the installation of the newly elected President should take place on 7 February 2017, in accordance with the Haitian Constitution.”

“Similarly, we must remember that terrorist groups also rely on alternative mechanisms and traditional communications platforms to spread and disseminate hate speech, often hidden in legal activity. Therefore, in full respect for the freedom of expression, we must neutralize these distorted narratives. “On the other hand, in addition to material factors, we believe it to be of particular importance to build a culture of peace, dialogue and ethical values that downplay the personal motivations that lead radicalization and violence. In this regard, the use of information and communications technology also represents a significant challenge to the international community. “Countering terrorist narratives and ideologies is a key element in the area of prevention and the fight against terrorist groups and their actions, as set forth in pillar I of the Global Strategy. This idea is further developed in the Secretary-General's Plan of Action to Prevent Violent Extremism (A/70/674), whose integration with the Global Strategy and methods for its implementation should be analysed more closely. Indeed, on the one hand, we must focus on reducing the conditions and Circumstances that lead to the radicalization of individuals, targeting the structural and conjunctural factors that undermine social cohesion. In this context, we believe it is crucial to promote the development of peaceful and inclusive societies.”

Narratives and ideologies of hatred and intolerance are the fuel that feeds the machinery of terrorist groups. Through these narratives they are able to recruit more fighters, receive greater financial resources and logistical support; they even use them to justify their actions. In this regard, we believe that terrorist acts should not be associated with any religion, nationality or culture.”

“For we believe that peacebuilding is inherently an internal political process, where the Government of a country that has suffered from a conflict must work with the political forces, former combatants and civil society organizations in order to achieve national reconciliation and set national priorities for development. “My delegation believes that the Peacebuilding Commission must play a role of coordination, promoting synergies and connections between the main bodies of the Organization and agencies ofthe system responsible for supporting States that have suffered from the results of conflict. That should be complemented with its main function of supporting States in post-conflict situations by applying policies drawn up by national Governments in accordance with their priorities, bearing in mind the interdependence among security, development and human rights. “With that interdependence in mind, over 10 years ago we decided to build a peacebuilding architecture for the United Nations with a view to permanently breaking the cycle of conflict by attacking its root cuases. Unfortunately, in this review process we have noted the limited impact of the structure when developing its work of supporting States that have suffered the consequences of conflict during the process of peacebuilding. We agree with the report of the Advisory Group of Experts on the Review of the Peacebuilding Architecture on the need to adopt a series of measures to improve actions in the field and give direction to peacebuilding, leaving behind the problem of fragmented responsibilities across the agencies of the United Nations system.”

“In the same vein, last year we adopted the 2030 Agenda for Sustainable Development (General Assembly resolution 70/ 1), which indicates that sustainable development cannot be achieved without peace and security and that these are at risk without sustainable development. In that context, we believe it is important to mention the direct relationship between sustainable development Goal 16 of the 2030 Agenda with peacebuilding, given that building of stable, fair and peaceful societies in which human rights are respected and promoted, thus enabling participation in the political, social and cultural life of a country, would be the best guarantee for lasting peace.”

We are particularly grateful to Ambassador Rosenthal, who is here today, for the valuable report (see s/2015/490) he presented, as well as to the briefers for their presentations made this morning. Since the foundation of the Organization, the international community has understood that peace is not merely the absence of conflict. That is why the Charter of the United Nations sets out three fundamental and interdependent pillars that are mutually reinforcing: ensuring international peace and security, achieving development and promoting and protecting human rights.”

“In that regard, we believe that the establishment of a judicial body with consultative competence, such as the International Court of Justice, is a reflection of the importance that the Charter attaches to the promotion of the rule of law at the international level. As a such, by way of its decisions and advisory opinions, the International Court of Justice contributes to the promotion and clarification of international law as a genuine option for preserving peace. We also endorse the code of conduct promoted by the Accountability, Coherence and Transparency group, of which we are a member. On the other hand, we call for the Security Council to make a special effort to shift its approach from reacting to conflicts to preventing them. My country believes that strict adherence to international law and the purposes and principles of the Charter of the United Nations is essential for the maintenance of international peace and security. “The fact is, at times when a State has been unable to fulfil its sovereign responsibility to protect its people, we have seen situations in which the international community has not known how to respond effectively and in which the Security Council has been unable to fulfil its primary responsibility. In that regard, I would like to reiterate that the Government of Peru believes that the responsibility to protect was not conceived to undermine, but rather to strengthen, the sovereignty of States and the principle of sovereign equality enshrined in the San Francisco Charter. My delegation also believes that it is necessary to limit the the unrestricted use of the veto by the permanent members of the Security Council where it may impede this organ from taking action on situations that may involve war crimes and mass atrocities.”

“In that regard, when a State fails to prosecute perpetrators of crimes against civilians, the Security Council must assume its role with regard to impunity at the international level and refer such acts to the International Criminal Court. Given that peacekeeping operations are responsible for performing the tasks of protecting civilians on the ground, I would like to conclude by stressing the urgent need to review the performance of such operations in the light of the recommendations contained in the report (see S/2015/446) ofthe High-level Independent Panel on Peace Operations and in the report (S/2015/682) of the Secretary General in that regard, so that peacekeeping missions are able to effectively carry out those tasks.”

“To that end, uniformed personnel need to have access to better training facilities, awareness- raising and access to new technologies to make it possible for them to detect potential threats to their security and improve their ability to protect civilians. In that context, it is essential that peacekeeping operations be provided with adequate and predictable financial resources. Thirdly, Peru believes that, when there are specific threats of physical violence against the populations they seek to protec, the use of force by troops involved in peacekeeping operations in accordance with their mandate to protect civilians must be strictly preventive and tactical nature.”

“Peacekeeping operations face serious challenges in fulfilling their duty to protect civilians. My delegation would like to highlight three points in that regard. First, the establishment of operations with multidimensional mandates means greater complexity in planning and implementing those mandates. In that regard, better coordination among the Security Council, the Secretariat and troop-contributing countries is required so that the vision and views of troop- contributing countries can be duly heard, given that their contingents will be responsible for implementing the mandate on the ground. Secondly, at the operational level, missions with an explicit mandate to protect civilians should have the necessary capacity and command structure to fulfil the task effectively.”

“That growing concern on the part of the Council to protect civilians who are victims of armed conflict is reflected in the fact that every peacekeeping operation established in the past decade is multidimensional in nature and has a mandate that includes protection-of-civilians tasks. Peru has broadened its perspective on participation in peacekeeping operations in the light of that multidimensional character. In addition to our joint participation with Uruguay in the United Nations Stabilization Mission in Haiti, Peru has deployed a contingent for the construction and maintenance of airfields in the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic. That is the first time that a Peruvian contingent has been deployed in Africa.”

“Peru believes that combating economic inequality and social exclusion, promoting respect for the rule of law, ensuring the full and effective enjoyment of all human rights and fundamental freedoms for all individuals, and safeguarding and promoting cultural diversity contribute to the stability and social cohesion that foster a climate of peace. That holistic vision is reflected in the multidimensional mandates in many of the peacekeeping operations established by the Council. Therefore, the work aimed at development and restoring the rule of law plays an increasingly important role in the mandate ofthose missions. The United Nations must also support development and social inclusion efforts in post-conflict situations in order to definitively break the cycle of conflict by directly attacking its root causes.”

“Similarly, the Goals of the 2030 Agenda for Sustainable Development - specifically Goal 10, on equitable societies, and Goal 16, on peaceful societies - are consistent with that view. While the implementation of the ambitious Agenda is the responsibility of each State, it is essential to have a favourable international environment in which peace and security prevail.
