On that basis, we believe that the work of the Organization ought to be focused on individual persons and on ensuring their human rights, including the right to development, all the while fostering peaceful and inclusive societies in order to ensure sustainable development, while leaving no one behind. In the same vein, the international community adopted the 2030 Agenda for Sustainable Development (General Assembly resolution 70/ 1) at the highest level possible. Its implementation is now our priority and requires a renewed and strengthened global partnership to ensure the appropriate means of implementation. We thank the presidency for drafting the concept note (S/2015/845, annex), and the Secretary-General for his briefing. At the outset, we would like to reiterate our condolences to, and solidarity with, France in connection with the barbarous it suffered recently. The Charter of the United Nations sets out the tasks of the Organization under three fundamental and interdependent pillars - ensuring international peace and security, achieving development and promoting and protecting human rights.

  4. The increasing complexity of the mandates of peacekeeping operations as well as the growing challenges that they face requires ever greater coordination and an exchange of information. The opinions oftroop-contributing countries need to be taken into account when mandates are being renewed or designed, as they will have to implement them on the ground. Finally, as others have pointed out, I should like to stress the importance of moving from a conflict- management approach to a prevention approach. Only an early warning system can prevent conflicts and fully meet the primary objective of our Organization, which is to preserve future generations from the scourge of war.

In that context, Peru supports the political declaration put forward by France and Mexico aimed at preventing the use of the veto in cases of genocide, crimes against humanity and flagrant violations of human rights law or international humanitarian law. We call upon the other permanent members of the Council to support that initiative. Also in the framework of the ACT group, we have been working towards the adoption of a code of conduct according to which Member States would commit to not vote against a draft resolution of the Security Council aimed at preventing cases of genocide or crimes against humanity. Thirdly, in order to promote greater interaction and participation, Peru considers it fundamental to consolidate the practice of Security Council consultations with countries that contribute troops to peacekeeping operations.

  6. My delegation also favours the scheduling open debates, given that they provide non-members of the Council an opportunity to express their opinions. Secondly, with regard to the democratization of the Security Council, my country has always expressed a position of principle whose ultimate aim is that that the right to the veto should be eliminated. We are aware of the difficulties of doing that, which is why we support all efforts aimed at restricting the use of the veto. We should point out that, without genuine reform of the working methods as they pertain to the veto, the important concept of the responsibility to protect is at serious risk of being diluted.

  7. That gives us the necessary legitimacy to express our views with regard to the working methods of this organ. In that context, my delegation would like to reiterate the urgent need to continue to make progress towards reforming the working methods of the Council with the aim of increasing its legitimacy, its necessary transparency in multilateral relations, as well as its efficiency and the effectiveness of its work. In that regard, my delegation would like to share three ideas that have been mentioned by some of the speakers who preceded me, which shows a meeting of minds on so many of these things. First, in order to find transparency, this organ needs to hold more public meetings, and they need to be substantive meetings and held at the appropriate time.

  8. Mr. Meza-Cuadra (Peru) (spoke in Spanish): I would like to welcome Spain's initiative in convening an open debate on the working methods of the Security Council. I also thank you, Mr. President, for the concept note (S/2015/793, annex) prepared for this meeting. Peru associates itself with the statement made by the Permanent Representative of Switzerland on behalf of the Accountability, Coherence and Transparency (ACT) group, particularly with regard to the importance of General Assembly resolution 69/321 as it pertains to the procedure for selecting the next Secretary-General. We hope that it will be effectively implemented soon. In signing the Charter of the United Nations all States Members grant to the Security Council the mandate to ensure international peace and security and also undertake to comply with its resolutions.

In that regard and in the light of the current high- level review to assess progress in the implementation of resolution 1325 (2000) at the national, regional and international levels, Peru commits to work with other States to address the remaining problems in that area, with the goal of achieving a peaceful environment in which all women, without exception, are able to lead full lives free of any form of abuse, in particular in contexts of violence and conflict, where they are most vulnerable. Similarly, by way of reaffirming my country's commitment to supporting this important topic and agenda, Peru sponsored the resolution adopted this morning (resolution 2242 (2015)), which paves the way for the path to be followed in the coming years with regard to the agenda of women and peace and security.

Peru looks favourably on the inclusion in the 2030 Agenda for Sustainable Development (General Assembly resolution 70/ 1) of a Goal designed to achieve gender parity and the empowerment of women and girls. In that regard, we believe that the challenge that we most urgently need to address is the implementation of measures to achieve full respect for women and girls in line with resolution 1325 (2000), through which the international community recognized the pressing need to offer specialized training on the protection, special needs and human rights of women and children in situations of conflict around the world.

At the international level, Peru supports the Secretary-General's zero-tolerance policy, which strongly condemns the participation ofpersons working under the flag of the United Nations in any form of inappropriate or immoral behaviour, especially in cases of sexual exploitation and abuse against civilians, in particular women and girls. Moreover, my country welcomes the trend towards the systematic incorporation of a gender perspective in the mandates of peacekeeping operations, as well as the integration of women as actors in the prevention and resolution of conflicts. For that reason, Peru has increased the participation of women in each of the eight missions in which we participate. Women currently represent 10 per cent of our staff deployed on the ground, a figure that we hope to increase in the future.

Similarly, the Ministry of Women and Vulnerable Populations has developed a registry of internally displaced persons, which has made it possible to protect the rights of women and girls in conflict and post- conflict situations. Likewise, through a law enacted in 2005, my country established a comprehensive reparations plan for the victims of acts of violence that occurred between 1980 and 2000. The national plan to combat violence against women incorporated the topic of sexual violence in the context of armed conflict, calling for its inclusion in regional policies throughout the country. The plan calls for the inclusion of all forms of sexual violence within the ambit of the comprehensive reparations plan, in particular that inflicted on women victimized during the period of terrorist violence.

Mr. Meza-Cuadra (Peru) (spoke in Spanish): I would like first to commend the Spanish Presidency of the Security Council for convening this open debate on women and peace and security on the occasion of the high-level review of resolution 1325 (2000). Despite the advances and good practices that have been developed with respect to that resolution, obstacles to its effective implementation remain. In that regard and with a view to preventing violence against women, Peru enacted a law to equalize gender opportunities between men and women and adopted a national gender-equity plan, as well as a national plan to combat violence against women.

Peru therefore believes that it is vital for the Council to take into consideration the position of Haiti when it decides on time frames for the transition in the MINUSTAH mandate, as well as on the nature of the future presence of the United Nations in that country. In conclusion, my delegation reiterates that the significant achievements that MINUSTAH has realized in stabilizing Haiti should not leave the impression that the United Nations work in that country is done. We must not repeat the mistakes of the past when the Organization decided to withdraw its presence from the ground prematurely. For that reason, my country wants MINUSTAH to be able to successfully conclude the mission that it has been carrying out so well free of pressure and artificial deadlines.

My delegation has consistently subscribed to the principle of national ownership, in the understanding that peacebuilding must be an inherently national process in which peacekeeping operations support national authorities in implementing their priorities for stabilization and development. To that end, we believe that the new Government to be elected in Haiti must have the opportunity to decide for itself, in a sovereign manner, the nature of the support that it will require in the future, as well how its partnership with the United Nations and the international community is to evolve.

Peru therefore agrees with the Secretary-General on the importance of maintaining for an additional 12 months the authorized troop strength of the military component of MINUSTAH in order to give the Mission the operational capacity necessary to help ensure security in Haiti. We also welcome the Secretary- General's intention to carry out a strategic assessment of the level of stability in Haiti in order to define the future configuration of the United Nations presence in that country. My delegation agrees that such an assessment should begin after the inauguration of the new democratically elected Government.

While recognizing the important progress made in the recruitment practices, professionalization and training of the Haitian National Police, the Secretary- General's report notes that the majority of the goals laid out in the 2012-2016 development plan have yet to be achieved, which is why that institution still lacks the necessary capacity to maintain public order and security of the population throughout the country. We therefore think that the operational and strategic cooperation of MINUSTAH in Haiti remains essential to helping the Haitian authorities in maintaining security and order, as part of the process of stabilization and democratic consolidation in that country.

We therefore reiterate our call on all Haitian political forces to cooperate with the Government and the national electoral institutions in the convening of the elections, and to actively participate in them. Peru reiterates its firm conviction that decisions on the future of MINUSTAH should be made exclusively on the basis of the conditions on the ground. While the security situation in Haiti remains stable thanks to the crucial support of MINUSTAH, the situation is still fairly complex given the increase of protests, political fragmentation, hightened economic crisis, the lack of basic services and a rise in political tensions that are typical of any electoral year.

My delegation endorses the statement made by the representative of Uruguay on behalf of the Group of Friends of Haiti, especially as regards the recognition of the important work being done by MINUSTAH in support of the stabilization and security of Haiti and the strengthening of democratic institutions and the rule of law in that country. I shall make just a few additional comments in my national capacity. Peru welcomes the holding in August of the first round of legislative elections in Haiti, and hopes that it can adhere without problem to the electoral timetable for the presidential, legislative, municipal and local elections scheduled for the coming months. These elections represent a milestone in the process of democratic consolidation in Haiti.

Peru is committed to strengthening the security, stability, sustainable development and institutional strengthening of Haiti. My country has therefore participated in the United Nations Stabilization Mission in Haiti (MINUSTAH) since 2004 and intends to continue contributing to the operation, which is the only United Nations peacekeeping mission deployed in the Americas.

Peru believes that combating economic inequality and social exclusion, promoting respect for the rule of law, ensuring the full and effective enjoyment of all human rights and fundamental freedoms by all individuals, and safeguarding and promoting cultural diversity contribute to stability and social cohesion, which in turn promotes a climate ofpeace. Given this scenario, social inclusion policies make it possible to build stable, fair and peaceful societies, help to promote the enjoyment of and respect for human rights, empower people by enabling their active participation in the political, social and cultural life of their country and, above all, they guarantee peace. Peru is committed to building inclusive societies. That is why my country promoted and facilitated General Assembly resolution 66/122, entitled "Promoting social integration through social inclusion", which calls upon States to promote sustainable, inclusive and equitable development, and to implement social inclusion policies to combat inequality in our societies. We have also promoted the theme of social inclusion in the framework of the post-2015 agenda.

In these times of increasing demands for political and economic participation by groups that have been historically excluded in different societies, there is an urgent need to implement social and economic inclusion policies to reduce inequalities and disparities that generate dissatisfaction, as well as to create the conditions for inclusive development with equal opportunities. This is particularly important in societies that are ethnically and culturally diverse, where there is a greater risk of discrimination and exclusion. Cultural diversity at the national and international levels require governance structures that are based on recognizing our differences and the value of those differences. On the basis of that recognition, intercultural dialogue, inclusive development and strengthening social cohesion become possible.

The Charter of the United Nations puts the tasks of the Organization into three fundamental, interdependent and mutually reinforcing categories: ensuring international peace and security; achieving development, which we now understand as sustainable development; and promoting and protecting human rights. Many of today's armed conflicts have deep- rooted structural causes, which in some cases have been developing over a long period of time. In that context, Peru welcomes the recently adopted resolution 2178 (2014), which seeks to combat the spread of terrorism, in particular by reducing the threat posed by so-called foreign terrorist fighters given that their presence may increase the intensity and duration of conflicts. In addition, it represents a serious threat to their States of origin, transit States and the States to which they travel. Finally, I wish to reiterate Peru's commitment to taking all necessary measures to combat terrorism at the international and the national levels, while always bearing in mind the four pillars of the United Nations Global Counter-Terrorism Strategy, in strict accordance with international law, including the norms and principles of international human rights law, international humanitarian law and refugee law.

My delegation therefore hopes that the ceasefire agreement signed in August will pave the way for the parties to resume the peace process on the Middle East, in order to achieve a viable and lasting solution that ends the status quo and allows Palestinians and Israelis to live in peace, in two States, within secure and internationally recognized borders. I would like to turn to a growing threat to the peace and security of the entire Middle East region, namely, the terrorist organization that calls itself the Islamic State, whose terrible acts and crimes cannot be tolerated. In that regard, Peru reiterates its strong condemnation and rejection of terrorism in all its forms and manifestations, reaffirming its commitment to the fight against that scourge.

In that regard, we reiterate our call on Israel to immediately cease the practice of the construction of settlements, house demolitions and evictions in the occupied Palestinian territory, including East Jerusalem, in accordance with the provisions ofvarious General Assembly resolutions. While my country recognizes the inalienable right of Israel to preserve its own existence and security, including by exercising its right to legitimate self-defence, we note that the exercise of this right must be carried out in accordance with international law and international humanitarian law, in particular the principles of proportionality and lawfulness, within defined and internationally recognized borders. On that last point, my delegation reiterates that the acquisition of territory by force is inadmissible in the light of international law, which is why any action by Israel to impose its laws, jurisdiction and administration are null and void.

Of course, Peru deplored the disproportionate use of military force during the conflict, which resulted in the deaths of more than 1,400 people in the Gaza Strip, mostly Palestinian civilians, including women and children, some of whom were seeking shelter in United Nations facilities. Therefore, consistent with our ongoing call for the parties to act with strict respect for human rights and international humanitarian law and to take measures to protect the civilian population, Peru voted in favour of Human Rights Council resolution S-21/l through which, in addition the attacks being condemned, Israel was asked to cease its settlement activities and end the blockade of the Gaza Strip.

Therefore, conscious of the inalienable right of the Palestinian people to establish themselves as an independent State, and convinced that the creation of a Palestinian State is a key element in the peaceful and definitive resolution ofthe conflict, Peru has recognized Palestine as a State and supported the relevant United Nations resolutions, including through our sponsorship of historic General Assembly resolution 67/19, of 29 November 2012, in accordance with which Palestine was granted the status of non-member observer State. The attacks against densely populated urban areas in the Gaza Strip carried out by Israel last summer were the subject of vigorous condemnation by my Government. Economic inequality and social exclusion - along with the lack of an environment that, through the rule of law, ensures that all individuals experience the full and effective enjoyment of all human rights and fundamental freedoms - are common causes of the conflicts that we are unfortunately seeing. In my delegation's View, we therefore have an unquestionable and urgent need for a comprehensive and integrated approach to security and peacekeeping that incorporates an investigation of the root causes of violence and the social and economic situations on the ground. In that connection, we must also abandon outmoded, compartmentalized approaches and strategies that differentiate between situations of conflict and the absence of such conflict.

We therefore consider it appropriate that the Secretary-General, as he has done in several cases, send his special representatives and personal envoys to collect information on potential early- warning indicators that can enable them to anticipate possible areas of conflict and report on their findings to the Council. To that end, the Charter of the United Nations, which created the Security Council, provided a range oftools designed to prevent the emergence of new conflicts and enable action when they do occur. Historically, however, it appears that the Council's efforts have been confined almost exclusively to reacting to ongoing conflicts rather than to anticipating them. Clearly, the United Nations in general, and the Security Council in particular, can and should do more to ensure that international peace and security are maintained. Regarding that task, we should note that Article 99 of the Charter empowers the Secretary- General to call the Council's attention to any matter that, in his opinion, represents a threat to international peace and security.

We also thank the presidency for preparing the concept note (S/2014/572, annex), which gives members the foundation we need to participate in this debate and support the adoption of resolution 2171 (2014). The primary objective of the United Nations is to ensure the maintenance of international peace and security under a system of collective security.

That requires the resumption of direct negotiations between the parties to achieve a viable and lasting solution that puts an end to the status quo and enables the Palestinians and Israelis to live in peace within two States with secure and internationally recognized borders. For the third time in the past six years, we have seen hostilities in the Gaza Strip. It is therefore essential to put a permanent end to the recurring cycle of that bloody conflict. My delegation believes that the international community, including actors with greater influence over the parties, should support the pursuit of a lasting peace on the basis of full compliance with the Madrid principles, the Quartet road map and the other agreements and full respect for international law, including the Security Council resolutions on the issue.

  44. Peru condemns the attacks on densely populated urban areas and the disproportionate use of military force. We therefore reiterate our call for the full respect of human rights and international humanitarian law and for immediate measures to protect the civilian population, ensuring medical care for victims and the opening of border crossings to facilitate the evacuation of the civilian population. Peru reiterates its call for the immediate cessation of hostilities. To that end, we support the efforts of the Secretary-General and the other initiatives, such as those of Egypt, to achieve a ceasefire. We also agree with the statements of those who spoke before me that point out the need to address the root causes of the conflict.

We also thank Secretary-General Ban Ki-moon for his briefing on the reality on the ground and for his good offices in the region. My country is following very closely the current situation in the Gaza Strip. We have expressed our concern about the escalating violence and our strong condemnation of the ground incursion by the Israeli army into the Gaza Strip, which further aggravates the situation on the ground, and of the firing of rockets into Israel. We therefore demand the immediate withdrawal of Israeli troops from the Gaza Strip and the immediate cessation of rocket fire against Israel.

  46. That highlights the need to promote their full participation in maintaining and promoting peace and security. Peru has therefore been increasing the participation of female staff, who currently account for 8 per cent of our personnel deployed in eight peacekeeping operations. I wish to reiterate Peru's steadfast commitment to peacekeeping operations, which is reflected, inter alia, in our ongoing participation in the United Nations Stabilization Mission in Haiti for a decade. We are ready to maintain that commitment until the mission completes its task of Haiti's stabilization and reconstruction.

  47. That jeopardizes the proper functioning of peacekeeping operations. Peru believes that peace is not limited to the absence of conflict. That is why we support peacekeeping operations undertaking not only law enforcement activities but also comprehensive actions that contribute to building national structures and processes to bring about a lasting and sustainable peace. It is therefore essential to reaffirm the principle of national ownership in the understanding that peacebuilding should be an inherently national process, in which peacekeeping operations are limited to supporting the national authorities in coordinating their peacebuilding and development priorities. Finally, my country would like to underscore the important role of women in the prevention and resolution of conflicts.

The increasing complexity of the mandates of peacekeeping operations requires greater coordination among the Security Council, the Department of Peacekeeping Operations and troop-contributing countries so as to ensure that their perspectives and views with regard to the development, implementation and renewal of mandates are properly heard, given that their troops will be responsible for effectively implementing the mandate on the ground. In that context, uniformed personnel should have access to better training and policy-awareness facilities and to new technologies. Such operations must also enjoy adequate financial resources. It is therefore essential to review the scale of the cost of contingents, given that there is currently a large gap between the real cost of the troops in the field and the sums received by States.

In that connection, while we recognize the achievements of the Force Intervention Brigade of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo in protecting civilians, my delegation believes that, in accordance with resolution 2098 (2013), the offensive activities of that Brigade should in no way be a precedent to justify similar mandates in the future. In that regard, the future scope of the activities of such operations must be discussed in the competent body of the Organization, namely, the Special Committee on Peacekeeping Operations of the General Assembly.

Therefore, when establishing such operations, strict attention must be paid not only to the purposes and principles of the Charter of the United Nations but also to the guiding principles of such operations, namely, the consent of the parties, impartiality and the non-use of force except in legitimate self-defence or in defence of the mandate. In that regard, we reiterate that the perception of the impartiality of peacekeeping missions is essential to their legitimacy in the field, the safety of their staff and their long-term effectiveness.
