“Since its establishment, in 2002, the African Union has played a fundamental role in maintaining peace and security in the region. Through its Peace and Security Council, it works to implement a common African defence and security policy and to establish the continent's Peace and Security Architecture. In that regard, Peru welcomes the ever-closer relations and complementarity between the African Union and the United Nations, in particular with the signing in April of the Joint United Nations-African Union Framework for an Enhanced Partnership in Peace and Security.”

“The Group of Friends welcomes General Assembly resolutions 71/161 A and 71/161 B, on the new United Nations approach to cholera in Haiti, which aims to renew the efforts of the Organization to eliminate the transmission of cholera and to address the suffering of its victims. The Group welcomes the decrease in the number of suspected cases of cholera and related deaths as a result of the increased response to cholera. The Group believes that efforts to eliminate cholera should continue and encourages Member States to contribute to the United Nations Haiti Cholera Response Multi-Partner Trust Fund to support the new approach, including reorienting to the Fund, where possible, the excess balance from MINUSTAH's 2015-2016 balance sheet. The Group of Friends also welcomes the appointment by the Secretary-General of Ms.”

“Furthermore, we reiterate our resounding condemnation of the crime of all crimes against humanity, as witnessed in the recent use of Chemical weapons in Syria against the civilian population. We are concerned over the persistent conflict in that country and its devastating impact on the Syrian population and have appealed to the members of the Council to overcome their differences and take effective action, as they did, for example, with the unanimous adoption of resolution 2254 (2015), which established the foundation for dialogue among the Syrian parties, with the aim of achieving a political solution.”

“We therefore underscore the importance of compliance with Security Council resolution 2334 (2016), adopted last December, which is equally firm against the acquisition of territory by force and any act of provocation or incitement to violence or destruction, regardless of its origin. We reiterate our appeal for an immediate cessation of settlement activities, home demolitions and evictions in the occupied Palestinian territories, including East Jerusalem. We condemn the continued launching of missiles and the commission of terrorist acts and other acts of violence against the population. We recognize Israel's inalienable right to safeguard its security and existence, including through legitimate defence, but we stress that such action must accord with the principles of proportionality and legality.”

“Given the broad consensus that the status quo is unsustainable, strengthened efforts are urgently needed to achieve and maintain peace. The United Nations, in particular the Security Council, must at least facilitate the framework of an understanding to ensure the resumption of direct negotiations between the parties. Since 1947, when Peru became a member of the United Nations Special Committee on Palestine, we have clearly and consistently maintained our position towards implementation of General Assembly resolution 181(II). We support the solution of two States, living side by side within secure and recognized borders.”

We are deeply concerned over the continuing deterioration of the situation on the ground and call on all stakeholders to take moderate steps towards constructive dialogue, based on respect for international law and international humanitarian law. Peru encourages any initiative on the part of the international community aimed at finding a solution to the question of Palestine, such as the outcome document of the recent Paris conference on peace in the Middle East, which reflected international support for the two- State solution and the Quartet's recommendations.”

“As part of the priority given by the Government of Peru to combating this scourge, on 6 January the Peruvian Congress enacted a law incorporating in our Criminal Code the crimes of sexual exploitation and slavery and other forms of exploitation, with sentences of 10 to 15 years imprisonment. The crime of forced labour will be subject to a sentence of 6 to 12 years in prison. That is a major effort that has been complemented by the establishment of a national policy against trafficking in persons and other forms of exploitation. Peru, which respects human rights and fundamental freedoms, believes it is essential that we combat trafficking in persons with an integrated, comprehensive and coordinated crime strategy.”

As everyone will recall, just three months ago, we met in this same Chamber and adopted resolution 2331 (2016). My delegation sponsored it because we believed that it contributes to rendering more visible the horror in which thousands of men, women and children live as victims of forced labour, slavery and other similar practices, committed by terrorist organizations that are linked in networks of transnational organized crime.”

“With the development of information and communication technologies, the Internet and virtual infrastructure have also become a target of attacks for terrorist organizations. The increasing interconnectivity and greater technological dependency increase our vulnerability: the services of an airport control tower, a nuclear power plant or the valves of a dam can be simultaneously attacked remotely. In Peru, we are aware of the importance of protecting ourselves against those threats. In 2009, we set up a cybersecurity incident response team, which works closely with the national police and is developing a national cybersecurity network. Faced with global threats there should be global solutions.”

“As has been stated, critical infrastructure includes the various facilities, networks and services of the economic and social structure of States, including communication routes, basic services, and tourist and recreational facilities. These should be taken into consideration in the process of designing protection strategies. Peru having been the target of terrorist attacks in the past, we know that critical infrastructure is a preferred target for terrorist organizations due its vulnerabilities - and all the more so when such attacks lead to serious consequences, such large loss oflife and the destruction of property, and, in the medium- and long-term, to economic losses and insecurity among the population.”

“As the Agenda recognizes, there can be no sustainable development without peace and security, and peace and security are precarious without sustainable development. The 2030 Agenda also notes, inter alia, the need to build peaceful, just and inclusive societies. To that end, it holds us to our commitment to achieve Goal 16 - to which Peru attached particular importance during the preparatory negotiations. “My delegation also believes that any analysis of a chain of events and the choice of response to those events always require a multidisciplinary approach, in which political, economic, sociological, cultural and other elements are considered and assessed in a comprehensive manner. Only then will we be able to more efficiently address the complexities and specifics of each scenario and conflict, and find timely and adequate responses to them. “With regard to the topic of information, Peru welcomes the recent measures adopted by the Secretary- General after assuming his post. Of particular importance is the strengthening and enhancement of the United Nations Operations and Crisis Centre. Peru understands that that unit is to be used to improve the processing and analysis of information from reliable sources. In order to do so, we must strengthen review and evaluation units, both on the ground and at Headquarters, by providing them with adequate human capital and the necessary logistical resources and by increasing our use ofinformation technology.”

“More than ever, States need to strengthen measures to prevent the financing of prohibited activities related to weapons of mass destruction, their delivery systems and related materials, as well as maintain an account of the quantity and physical protection of components related to weapons of mass destruction, thereby ensuring security with regard to their production, use, storage and transport. My country has fulfilled its commitments concerning nuclear security, radiological security and the physical protection of nuclear materials and has adopted a number of administrative and penal measures aimed at the effective implementation of the measures contained in resolution 1540 (2004).”
