“Therefore, in line with the decision of the Presidents of both countries, we call on all parties and actors involved to work together with a view to promoting trust and dialogue and to step up the full implementation of the Minsk agreements, starting with the ceasefire commitment. For Peru, the Minsk agreements remain the legal basis for and the political solution to the situation in eastern Ukraine, and we support the package of measures and its full implementation endorsed by the Council more than four years ago. In that regard, we take this opportunity to welcome the decision by both parties to withdraw their troops and artillery from the Stanytsia Luhanska area, which also helps address the serious humanitarian situation. We acknowledge the important work and efforts of the OSCE Special Monitoring Mission in carrying out that task.”

“In that regard, we believe that both countries should capitalize on those opportunities and mechanisms to promote dialogue, while refraining from actions that exacerbate tensions and hinder the possibilities for dialogue between the parties. In that regard, we took note of the entry into force of the law to strengthen the use of the Ukrainian language, and we express our concern that the rights of linguistic minorities in the country, such as those in Donbas, may be affected. Similarly, we also express our concern about the Russian executive order to expeditiously grant Russian nationality to residents of those regions, given that they are controlled by separatist groups.”

“We recognize the importance of prioritizing forensic analyses and exhumations, and we note with interest the excavation carried out in March and April. With regard to gathering evidence, which has only just begun, although it is of particular importance to the Iraqi authorities, we recognize the future potential of using such evidence for the benefit of other States requesting it, in line with the mandate of the Investigation Team. Lastly, we stress the need to ensure that the Investigative Team has the necessary resources at its disposal to carry out its work. In conclusion, despite the progress made in combating the Islamic State both in Syria and Iraq, the threat remains present and its influence has permeated other spaces and taken on new traits.”

As one ofthe countries that co-sponsored resolution 2379 (2017), we reiterate our conviction that the work of the Investigative Team is part ofa plan, requested by the Government of Iraq, not only to ensure accountability for terrorist acts committed by Da'esh, but also to contribute to reconciliation in the country.”

“That last point leads us to the main point of our statement, which is concerns the need to make concrete progress towards the institutionalization of triangular cooperation so as to give more structure to our exchanges. We believe that this is feasible on the basis of the broad coincidences raised by many of the approaches that we have heard today, which add to our understanding a substantial basis for agreeing on a best- practices document as soon as possible. We believe that the Working Groups on Peacekeeping Operations and on Documentation and Other Procedural Questions, ably chaired by Cote d'Ivoire and Kuwait, respectively, could prepare such a document, if they saw fit, together with members and non-members of the Council that have long-standing participation and experience in peace operations.”

“We welcome the efforts made in that regard by the penholders in convening informal meetings to gather reliable and relevant information that the contributing countries are able to provide and to engage in in-depth discussions on the texts of the resolutions. We also underscore the central role of the Secretariat in those meetings through deep analyses of the situations and capacities required for each mission, but we stress the need for such informal meetings to take place at the various stages of peace operations, and not only for the renewal of mandates. In particular, they ought to be held in a periodic, systematic manner that does not depend on the goodwill or willingness of a given penholder or on isolated initiatives of non-permanent members.”

“Among the important ideas and concepts put forward this afternoon, we believe that there are meaningful possibilities that can be provided within the context of formal consultations to increase the effectiveness of peace operations and the robustness of their respective mandates, provided that we are able to make effective use of them. In that regard, we agree that there is an urgent need to provide them with greater interaction, which involves ensuring that those who chair them - preferably Permanent Representatives in close coordination with penholders - foster a more direct and genuine exchange of ideas and experiences. Ensuring the participation of other relevant actors, such as Force Commanders, when mandates are up for renewal, as well as a balanced participation between political and military experts, would also be advisable.”

“We believe that this effort, like all action aimed at combating terrorism, must be coherent with international law, international human rights law, international humanitarian law and refugee law. Specifically, it is crucial to address the relationship between organized crime and terrorism beyond the idea of financing to identify and dismantle the dynamics of logistical support, including through such crimes as the trafficking of drugs, weapons, persons and natural resources. In that regard, the future draft resolution will seek to address those issues and urge States to strengthen border controls and contribute more information both at the national and the international levels. However, we recognize that the two phenomena correspond to different motivations and have separate legal frameworks so they cannot be automatically linked.”

“We also held an open meeting on counter-terrorism in October 2018 (see S/PV.8364) and a special joint meeting between the Counter-Terrorism Committee and the Committee pursuant to resolutions 1267 (1999), 1989 (2011) and 2253 (2015) concerning Islamic State in Iraq and the Levant (Da'esh), Al-Qaida and associated individuals, groups, undertakings and entities , which considered this problem from various perspectives. In that context, Peru proposed a thematic discussion in the context of Chapter VI of the Charter of the United Nations, which the Council is currently negotiating with a View to strengthening States' capacities and promoting more effective cooperation at the national and international levels in response to the linkages between organized crime and terrorism.”

“Throughout its participation as a non-permanent member of the Council and at the helm of the Counter-Terrorism Committee, Peru has led through an inclusive process actions aimed at deepening the understanding of the linkages between the two phenomena with a View to identifying, preventing and dismantling them. “We note that further delays on such issues are unacceptable given their real impact on the credibility of the process, especially as it is 17 months since the Sochi congress. In that connection, we consider it essential that the parties continue to work on measures that foster a better climate of understanding, including the release of detainees, the identification of missing persons and the delivery of mortal remains. We welcome the work that is being done in that regard within the Astana framework, but we note the need for more substantial progress. “Peru looks forward to the important meetings being held between the Special Envoy and various parties, and between high-level authorities of international stakeholders in the Syrian conflict, helping to find points of convergence towards establishing a constitutional committee that can be recognized as legitimate, balanced and consistent with the provisions of resolution 2254 (2015) and the Geneva communique (S/20l2/522, annex). We specifically emphasize the urgent need to make tangible progress on crucial issues, such as the representative membership of the committee, the decision-making process within it and its mandate, and to ensure that those efforts lead to free United Nations- supervised elections.”

“We consider it of the utmost importance that the Iranian authorities conduct themselves with prudence and moderation, bearing in mind that the development of their ballistic missile programme may be perceived as a provocation and/ or an arms race, capable of increasing tensions in a particularly unstable region. We support the work that the procurement channel has been developing as a vital transparency and confidence-building mechanism that ensures that transfers are consistent with the provisions and objectives of the Plan and resolution 2231 (2015). We underscore how important it is that the Council remain united in its duty to guarantee full respect for the JCPOA and the implementation of resolution 2231 (2015), with a view to guaranteeing the validity of the non-proliferation regime and maintaining international peace and security.”

“On the other hand, we stress the need for strict compliance with all the restrictive measures set out in annex B to the resolution, which include transfers related to nuclear energy, ballistic missiles and weapons to or from Iran, as well as provisions on the freezing of assets and travel bans. Specifically, and in line with annex B, paragraph 3, to resolution 2231 (2015), we urge the Iranian authorities not to undertake any activity related to ballistic missiles designed to launch nuclear weapons, including launches using such ballistic missile technology.”

“However, like the Secretary-General, we regret the withdrawal of the United States from the Plan and the taking of other actions that may impede the ability of the parties to implement certain provisions of the JCPOA and of resolution 2231 (2015). In the face of the decision of other parties to the JCPOA to maintain their commitment to the Plan and their support for the verification work of the IAEA, we regret the announcement made on 8 May by Iran that it would not commit to respecting the limits on enriched uranium and heavy water reserves at the current stage if the other parties to the agreement failed to meet its demands within 60 days.”

“We are of the view that the Plan, and the subsequent verification and monitoring regime, reveals the value of multilateralism and diplomacy in peacefully resolving international disputes and in maintaining international peace and security, and in that regard must be preserved. We are paying close attention to the implementation of the Plan, both within the scope of the Security Council and that of the International Atomic Energy Agency (IAEA) Board of Governors. In that respect, we take note ofthe Secretary-General's report (S/2019/492), and we wish to emphasize that, as verified by the IAEA, the Islamic Republic of Iran has been complying with all the provisions of the Plan.”
