“On 18 December, the Security Council unanimously adopted 2254 (2015) on the political process in Syria. The resolution embodies the broad consensus within the international community and demonstrates the important role that the Council can play. It also reflects the earnest hopes of the Syrian people and has given impetus to a political solution. China hopes that the parties will work together, swiftly implement resolution 2258 (2015) and give peace a chance so that the Syrian people can regain tranquility.”

“Thirdly, it is imperative to improve the country's current security situation, which remains fragile. Armed clashes and terrorist activities, which have resulted in serious casualties among civilians, are a frequent occurrence. Countries in the region and the international community should adhere to a common, holistic and sustainable approach to security based on cooperation, and help the Afghan Government build capacity in that regard. They should also help the country's security and police forces effectively deal with all types of security threats and challenges. It is necessary to promote the exchange of information on counter-terrorism and border control, and to fight terrorism, transnational crime and drug smuggling jointly. The Charter of the United Nations clearly lays out the functions and division of labour among the major organs of the United Nations, which should discharge their respective responsibilities and refrain from encroaching on the functions of others. As bearer of the primary responsibility for maintaining international peace and security, the Council should devote itself to addressing threats to international peace and security. It is not the venue for addressing issues of human rights, and the human rights situation in the Democratic People's Republic of Korea does not constitute a threat to international peace and security.”

“It is a good plan of action in that it is conducive to maintaining the international non-proliferation regime and promoting peace and stability in the Middle East, thus having a positive impact on the settlement of other international and regional issues. It is to be hoped that all parties will work in concert to implement it. Agreement on the Plan of Action, however, is only the first step towards a proper settlement of the Iranian nuclear issue. What is more important is the follow-up. The Iranian nuclear issue itself is extremely complicated, with many problems that have to be addressed in the Plan of Action's implementation, and no precedent to draw on. It should be anticipated that in a decade-long period of implementation, various questions, difficulties and challenges will arise.”

The United Nations should encourage such organizations to scale up their participation in SSR and support them in playing a greater role. “In assisting host countries with SSR efforts, the United Nations and other entities should respect the sovereignty and ownership of the host countries. While providing construcive assistance in line with their needs, their is also a need to avoid micromanagement. More important, a guest should never usurp the role of the host. Secondly, the United Nations should adhere to the principle of adapting SSR to local specificities. Post- conflict countries face myriad challenges that vary from country to country, and their SSR needs vary as well. While providing assistance to countries for their SSR processes, the United Nations needs to reflect the differences in line with their realities and specific conditions. It must develop a policy for each country, while identifying priority areas and the focus for the work.”

Sierra Leone and Liberia, among other countries, have gradually restored stability, and their security sectors have once again taken on their essential responsibility for national stability. However, in some other post-conflict countries SSR continues to face considerable challenges. Member States must seriously review good practices and lessons learned and, on the basis of existing achievements, further explore how to improve SSR. China would like to make four points on this issue. First, it is important to observe national ownership of the SSR process. The maintenance of national security is the sovereign right of a State, and the host country should have ownership of the SSR process.”

“Force will only exacerbate hatred and hostility. All questions should be resolved through negotiation. Palestine and Israel must both be committed to taking the strategic option of peace talks, strengthen their confidence in peace, maintain their patience with regard to peace talks, demonstrate their determination to achieve peace, and resume as soon as possible and promote the peace talks. We hope that the Israeli Government will take credible measures to create the conditions for peace talks, including steps to halt the construction of settlements, release the detained Palestinians and completely lift the blockade against Gaza. At the same time, Israel's legitimate security concerns should also be seriously addressed.”

China welcomes the fact that the Minister for Foreign Affairs of New Zealand has travelled to New York to personally preside over the meeting. I thank Special Coordinator Mladenov for his briefing. I also listened attentively to the statements made by the representatives of Palestine and Israel. Recently, the situation between Palestine and Israel has remained tense. The Middle East peace process remains bogged down. China has always believed that achieving independent statehood for Palestine and peaceful coexistence between Palestine and Israel through peace talks is the only viable way to address the Israel-Palestine question. There is no winner in this conflict.”
