Mr. Wang Min (China) (spoke in Chinese): I thank Togo for the initiative to convene this open debate on the impact of transnational organized crime on peace, security and stability in West Africa and the Sahel region. I welcome His Excellency President Gnassingbe presiding over today's meeting. I also thank Secretary-General Ban Ki-moon and Executive Director Fedotov for their statements. In recent years, transnational organized crime has spread in West Africa and the Sahel region. The increase in the trafficking of illegal drugs and arms, piracy and terrorist activities seriously threaten peace and stability, endanger economic and social development and have a negative impact on the humanitarian situation in that region. China expresses its serious concern in that regard.

  2. We are in favour of investigation by the United Nations into these allegations. The United Nations Mission in Kosovo (UNMIK) has made tireless efforts, with positive results, to facilitate the stability and development of Kosovo and to coordinate the work of various international entities in Kosovo. China appreciates the efforts of UNMIK and the Special Representative of the Secretary- General, Mr. Farid Zarif, in this connection. China will continue to support their work. We hope that UNMIK will play a greater role in facilitating communication and dialogue among the parties. We also hope that EULEX, KFOR and other international entities will strictly implement their mandates pursuant to the resolutions of the Security Council, and play a constructive role in stabilizing the situation in Kosovo.

On the question of Kosovo, it is the consistent View of China that mutually acceptable solutions should be sought within the framework of resolution 1244 (1999) and on the basis of a dialogue among the various parties. A series of talks was held recently in Serbia and Kosovo, and some progress was made on some issues. We hope the parties concerned will increase their efforts and maintain and intensify their dialogue. This is not only in the interests of the parties themselves and the well-being of their people, but will also contribute to peace and stability of the Balkan region and all of Europe. China expresses grave concern about allegations of human organ trafficking in Kosovo. No act in violation of international law and international humanitarian norms should be condoned. The Serbian concern about these allegations is legitimate.

  4. Mr. Wang Min (China) (spoke in Chinese): I would like to thank Assistant Secretary-General Edmond Mulet for his briefing. I also listened carefully to the statements of Foreign Minister Vuk Jeremic' of Serbia and Mr. Enver Hoxhaj of Kosovo. In recent times, various parties have made efforts to ease the tension in northern Kosovo. However, the root causes of the tension in the region endure, the situation in northern Kosovo remains fragile, and the risk of further escalation persists. We hope that the parties concerned will fully grasp the sensitivity and complexity of the situation, act with caution, settle their differences through dialogue and avoid any unilateral action that might further exacerbate the situation.

The international community should provide active assistance to the countries and organizations of the region, seriously consider and effectively implement the relevant recommendations of the report of the assessment mission (see S/2012/42), and in that process enhance communication with the countries and regional organizations. Relevant United Nations agencies should give full play to their respective expertise to gain more international support for the region.

In order to eliminate those negative impacts, the countries of the region have made positive efforts to assist their own nationals to return and integrate into local communities, and have worked to strengthen border control and cooperation in justice and law enforcement. The Economic Community of West African States and other subregional organizations have made full use of existing mechanisms in coordinating the relevant efforts of the countries in the region. Chine expresses its appreciation in this regard. In the process of addressing the Libyan issue, the concerns of Africans should receive due attention. Africa's views should be duly respected. The negative impact of the Libyan conflict should not be shouldered by Africa alone.

The Libyan conflict has had a serious impact on the political, security, economic and humanitarian situation in the Sahel region. The large-scale return of foreign nationals has created heavy economic and social burdens for the countries in the region. The proliferation of weapons has further encouraged cross- border organized crime and terrorism in the region. The negative impact of the Libyan situation will continue to grow, posing a sustained threat to peace and stability in the region. China expresses its grave concern in this regard.

We hope that all parties can seize this opportunity and act in the best interests of peace and stability in the Middle East and of the international nuclear non-proliferation regime, by making greater efforts diplomatically and promoting substantive progress in dialogue between the E3+3 and Iran, as well as in cooperation between Iran and the Agency. That is what the international community hopes for and that is in keeping with the fundamental interests of all sides. Iran, as a State party to the Treaty on the Non-Proliferation of Nuclear Weapons, is entitled to its right to the peaceful uses of nuclear power, and at the same time must comply with its international obligations.

Against that background, having all parties commit firmly to seeking an appropriate solution to the Iranian nuclear issue through dialogue and negotiation will be of greater and more meaningful significance for the maintenance of peace and stability in the Middle East and avoiding further turbulence in the situation in the region. The Board of Governors of the International Atomic Energy Agency recently adopted a resolution on the Iranian nuclear issue, aimed at promoting cooperation between the Agency and Iran and at supporting the efforts of the E3+3 countries to resolve the Iranian issue through dialogue.

We hope the Panel can continue to comply strictly with the resolution's provisions and, under the Committee's leadership, to abide firmly by the principles of impartiality and objectivity, working in a serious, rigorous, appropriate and orderly manner in order to play its dual role in assisting the Council and the Committee in fulfilling their respective mandates, and in promoting a comprehensive, balanced and effective implementation of the relevant resolution. China believes that all parties are duty-bound to accurately carry out the provisions of the resolution in good faith. However, sanctions are not the ultimate objective of the Council's resolution. The Iranian nuclear issue can only be finally resolved through dialogue and cooperation. The situation in the region is now undergoing profound changes.

  13. We have noted the challenges that the Tribunals face in transferring those convicted for the enforcement of their sentences and in relocating those who have been acquitted. We call on those countries in a position to do so to display the necessary political will and give positive consideration to offering the Tribunals more support and cooperation. Thirdly, we welcome the recent progress made by the ICTR in referring cases to Rwanda, and we thank Prosecutor Jallow for his work. Referring as many cases as possible to countries that are able and willing to do so is an important step in the Tribunals' completion strategy. We hope to see more progress on the part of the ICTR in that regard.

We note both Tribunals' progress and urge them to continue to take effective measures in accordance with the provisions of resolution 1966 (2010), in order to enable them to complete all their work by the end of 2014 and achieve a smooth transition to the Residual Mechanism. We hope that the relevant United Nations bodies and other organizations will work together to actively explore flexible and feasible ways to address the Tribunals' difficulties with staff retention. Secondly, we welcome the cooperation of Serbia and the Democratic Republic of the Congo, as well as of the countries in the relevant regions, in arresting and transferring fugitives to the Tribunals. National cooperation, particularly on the part of countries in the region, is very important to the Tribunals' ability to carry out their mandates smoothly.

Mr. Wang Min (China) (spoke in Chinese): I would first like to thank the President and Prosecutor of the International Tribunal for the Former Yugoslavia (ICTY), Judge Meron and Mr. Brammertz, as well as the President and Prosecutor of the International Criminal Tribunal for Rwanda (ICTR), Judge Khan and Mr. Jallow, for their briefings. I would also like to take this opportunity to congratulate Judge Meron on his election to the presidency of the ICTY. I would like to make the following comments on the work of the two Tribunals. First, both have entered a critical wrap-up period. All ICTY fugitives have now been arrested. And all ICTR trials have now reached their final stages, with the pre-trial phases of all cases remaining expected to be completed in the first half of next year.

We hope that UNMIT will be able to withdraw as planned from Timor-Leste under favourable conditions so that the country can become a success story of the United Nations with regard to both the deployment of peacekeeping missions and exit strategies. China believes that, after the eventual withdrawal of UNMIT, the United Nations, in accordance with the wishes of the Government of Timor-Leste, should continue to provide it with assistance.

China supports the efforts undertaken by the Government of Timor-Leste to develop the economy and create jobs while continuing to maintain social stability and concentrating their efforts on building infrastructure and developing human resources. China calls on the international community to continue to support Timor- Leste in its development efforts in order to ensure that it achieves sustainable development. China very much appreciates the joint transition plan developed jointly by UNMIT and the Government of Timor-Leste, and we hope that the two parties will cooperate closely in the transition process.

  18. The national police has already fully assumed its security functions. To date, the security situation has been very stable throughout the country. There have not been any serious incidents, and China welcomes this. We hope that Timor-Leste will continue to strengthen its autonomous security forces so as to ensure the security of its people. It is important to ensure that the presidential and legislative elections next year are conducted under positive conditions, in an atmosphere of security. We hope that the United Nations Integrated Mission in Timor-Leste (UNMIT), in its remaining mandate, will train police officers as a priority in its work, in order to help them to strengthen their capacity. Thirdly, in order to ensure lasting peace and security in Timor-Leste, the economy must be further developed and living conditions improved.

  19. First, we hope that the leaders of the various Timorese parties will continue to resolve their differences through dialogue. China appreciates the efforts deployed by President Ramos-Horta and Special Representative Haq to promote dialogue between the parties, and we call on the various parties in Timor- Leste, in the interests of the people and of national unity, to endeavour to resolve any differences through communication and cooperation so as to enable the people to concentrate their efforts on building the country. At the same time, however, we believe that the issues surrounding Bosnia and Herzegovina are extremely complex and sensitive. The international community must therefore adopt a prudent approach in dealing with the various issues concerning the country and be highly attentive to the various concerns and views of all parties. The situation in Bosnia and Herzegovina has visibly improved since the signing of the Dayton Peace Agreement, 16 years ago. At present, the situation in Bosnia and Herzegovina is generally stable. Progress has been made in security, constitutional reform, the rule of law and economic development. China welcomes those positive developments. However, we have also noted that Bosnia and Herzegovina is currently facing certain difficulties in its efforts to achieve stability and promote development. China respects the independence, sovereignty, national unity and territorial integrity of Bosnia and Herzegovina, as well as the choice made by its people for their country's future.

China supports the Committee in continuing with its sound and steady work in promoting the achievement of the goals of resolution 1540 (2004) in a comprehensive, balanced and effective manner and in assisting countries in fulfilling their obligations under the resolution. China hopes that the Committee will successfully complete its two important tasks in the coming period and come up with recommendations on the establishment of the panel of experts as soon as possible and successfully hold the first annual review of the implementation of the resolution. China is willing to continue to work with others' support and take an active part in the Committee's work in a joint effort in favour of the continued progress of the international non-proliferation process. Terrorism is the common enemy of the international community.

  26. China welcomes this turn of events. China supports the CTC in taking measures, such as holding regional symposiums and facilitating technical assistance, to continue to maintain dialogue with Member States and help them with capacity-building in counter-terrorism. Last April, the Security Council unanimously adopted resolution 1977 (2011), which added a new request to the work of the 1540 Committee. China welcomes the Committee's submission of its work report covering the period from 2008 to 2011, its adoption of its tenth work plan and the achievement of positive progress in promoting the implementation of the resolution in carrying out assistance and outreach activities.

Over the past period, the Committee has done a lot of work in splitting the sanctions list, improving the listing and de-listing procedures and updating its work guidance, thus laying a good foundation for the comprehensive implementation of resolution 1989 (2011). China supports the Committee in carrying forward the periodic review of the sanctions list as planned and hopes that Member States will cooperate with the work of the Committee in an active manner, in a joint effort to preserve the authority and effectiveness of the sanctions regime. On 28 September, the CTC held a special meeting in commemoration of its tenth anniversary. The meeting once again demonstrated the firm resolve of the international community to work together to combat terrorism and injected new impetus to the work of the Committee.

I also wish to express my appreciation for their leadership in contributing to the progress of the work of the Committee established pursuant to resolutions 1267 (1999) and 1989 (2011) concerning Al-Qaida and the Taliban and associated individuals and entities, the Committee established pursuant to resolution 1373 (2001) concerning counter- terrorism (CTC) and the Committee established pursuant to resolution 1540 (2004), respectively. The Al-Qaida Sanctions Committee is an important counter-terrorism tool of the Security Council.

The ultimate resolution of the LRA problem will require close cooperation among countries of the region, the support of regional organizations, and the vigorous assistance of the international community. We welcome the African Union's efforts to formulate an integrated strategy to resolve the LRA problem, and appreciate the practical measures and cooperation undertaken by the countries of the region. We hope that UNOCA will build upon the activities it has carried out so far, formally seek and respect the views of the affected countries; keep up the good work in the area of communication and coordination; and enhance the relevant efforts of the United Nations system, the countries of the region and regional organizations so as to create synergies and make the necessary contributions to lasting peace and stability in the region. Recently the LRA has repeatedly crossed over the borders between the affected countries to commit atrocities, committed violations against the safety and security of civilians and created a grave humanitarian crisis. At present, the situation in Central Africa as a whole is stable, but many challenges still exist in connection with maintaining and consolidating peace and achieving the sustainable development of the economy. The volatile situation in neighbouring regions has negatively affected regional security development and the humanitarian situation. Transnational organized crime and the proliferation of small arms and light weapons constitute a grave threat to regional security. Piracy in the Gulf of Guinea has seriously affected regional economic activities and navigational safety.

I also thank Ambassador ngu, Permanent Representative of Nigeria, for her excellent conduct of the work of the Council as President during the month of October. I have listened carefully to the briefing by Mr. Moreno-Ocampo. Libya has now entered a new historic stage. We hope that Libya will start an inclusive process of political transition as soon as possible, and that it will safeguard national unity and integrity, take early steps to achieve social stability and begin political and economic reconstruction. The international community should continue its joint effort in support of political transition and post-conflict reconstruction in Libya.

We consider that efforts should be made to expand fund-raising channels and that the Peacebuilding Fund should further improve its working methods and enhance performance management and its resource utilization rate. Fourthly, the important role of the Peacebuilding Commission and regional organizations should be brought into full play. China hopes that the Peacebuilding Commission will further improve its institution-building efforts and strengthen its synergies with other organizations in its efforts to explore effective means of peacebuilding. Regional organizations such as the African Union should also be fully utilized.

In helping the countries concerned to formulate their integrated peacebuilding development strategies, the United Nations and its relevant agencies should respect the priorities identified by the countries themselves, focusing on stabilizing the security situation, promoting political reconciliation and strengthening democracy. Particular attention should be paid to tackling the root causes of threats to peace and security, particularly in the area of economic and social development. Peacebuilding efforts should also include exit strategies so as to enable a smooth transition towards lasting peace and sustainable development. Thirdly, resources should be used as effectively as possible in this field. The United Nations should continue to pay attention to issues such as peacebuilding, financing and expertise-building.

  38. First, post-conflict peacebuilding should be carried out on the basis of full respect for the sovereignty of the countries concerned. Countries in post-conflict situations bear primary responsibility for peacebuilding on their own territory. In helping countries to build peace, the international community should respect their aspirations and try to help them strengthen national capacity-building so as to enhance the level of governance. In doing so, integrated, coordinated and targeted working methods should be adopted that take into consideration the different domestic situations of various countries. In addition, partnerships with the countries concerned should be strengthened. Secondly, peacebuilding efforts should have clear priorities.

We also welcome the statements made by Assistant Secretary- General Cheng-Hopkins and Ambassador Lucas. Post-conflict peacebuilding is a major task of the United Nations that has significant bearing not only on ensuring lasting peace and sustainable development in the countries concerned but also on strengthening the existing collective security system and promoting common development. In the past decade or so, while the United Nations has achieved remarkable results in post-conflict peacebuilding and has accumulated a wealth of experience, it has also encountered numerous challenges. I should like to focus on four specific points.

  41. Given the many countries along the Gulf of Guinea coast, combating piracy will require the efforts of all States. China pays tribute to the joint patrols launched by Nigeria and Benin and welcomes the efforts of the Economic Community of West African States, the Gulf of Guinea Commission and other regional organizations to formulate a regional strategy to combat piracy. It is our hope that the countries concerned and international organizations will enhance efforts to coordinate their work. Assistance must also be provided to combat piracy. China calls upon the international community to provide the necessary support to coastal States and regional organizations by sharing information and experience and providing technical assistance and capacity-building.

Secondly, to deal with piracy in the Gulf of Guinea, both underlying and ongoing causes must be addressed. The international community and the countries of the region must focus on the causes of piracy and adopt an integrated strategy to effectively maintain peace and stability in the countries of the region, based upon capacity-building aimed at ensuring peace and dealing with the economic situation of the countries in the region. The international community must play an active and constructive role in that context. Thirdly, the coastal States and international and regional organizations must scale up coordination.

  43. Mr. Wang Min (China) (spoke in Chinese): I would first like to thank Nigeria for having taken the initiative to convene this meeting on piracy in the Gulf of Guinea. I would also like to thank the Secretary- General, Mr. Toure and Mrs. Ukonga for their briefings. I would like to emphasize the following points. First, the United Nations should pay particular attention to piracy in the Gulf of Guinea. In recent years, acts of piracy there have increased; there have been more attacks, and the scope of those attacks has worsened, as has the violence involved. This is a serious threat to economic activity in the Gulf of Guinea and to shipping security. It is therefore also a threat to peace and security in the region.

  44. As a friendly neighbour of Afghanistan, China is consistently committed to good-neighbourliness and friendship between the two countries. China attaches importance to and actively participates in the Afghan reconstruction process.   45. We believe that we need to fully heed the views of the Afghan Government and people and to respect their sovereignty and ownership. Regional countries must become involved and their Views be fully taken into account. The relevant initiatives need to be implemented on the basis of full consultations and consensus among the parties. Fifthly, China appreciates the active efforts of the United Nations to push through the Afghan peace and reconstruction process. China supports the United Nations Assistance Mission in Afghanistan (UNAMA) in its continued leading role in coordinating aid to support the Afghan peace and reconstruction. We hope that UNAMA will strengthen its communication, coordination and cooperation with the Afghan Government.

  46. Thirdly, China supports the peace and reintegration programme led by the Afghan Government. In China, we express our shock and condolences at the tragic death of former President of Afghanistan Professor Rabbani following the attack on him and condemn the attack. China fully respects the Afghan Government and people in their choice of their own accord and hopes to see progress in its peace and reintegration programme. Fourthly, the international community must support Afghanistan in its comprehensive economic and social development. Parties need to deliver and meet their commitments to assist Afghanistan. The priorities identified by Afghan themselves in the context of the Afghan National Development Strategy must also be respected and implemented. The relevant initiatives for Afghan economic reconstruction will be seriously considered.

  47. In that regard, I would like to underscore the following five points. First, China is seriously concerned about the worsening security situation and the increasing number of civilian casualties. We hope that, in the transfer of security responsibilities to the Afghan Government, the parties concerned will earnestly assume the responsibilities to help Afghanistan strengthen its security capacity-building in order to ensure a peaceful and stable transition. Secondly, China supports Afghanistan in its continued efforts to push through the Kabul process. In order to achieve Afghan peace, stability and development, there is a need to fully respect its independence, sovereignty and territorial integrity so as to genuinely achieve an Afghanistan run by Afghans.

Through the efforts of the Afghan Government and people, progress has been made in the Afghan peace and reconstruction process. The results are encouraging. However, challenges also lie ahead. The security situation in Afghanistan remains unstable. Terrorist attacks occur from time to time. Economic development is slow. Comprehensive stability and reconstruction will be a long process. It requires the unremitting efforts of the Afghan Government and people. It also needs the continued support and assistance of the international community.

We welcome the Secretary-General's initiative to set up a senior-level integrated task force to study the findings and recommendations of the independent panel of experts on the cholera outbreak in Haiti. We hope that appropriate recommendations can be implemented as soon as possible. The third element is supporting the work of the United Nations Stabilization Mission in Haiti (MINUSTAH). China welcomes the contribution of MINUSTAH in helping Haiti to maintain security and stability. China hopes that, under the leadership of Special Representative of the Secretary-General Fernandez Amunategui, MUNUSTAH will actively implement its Security Council mandate and stay focused on helping Haiti to maintain security and stability, advance its political process and play a dual role in strengthening the security sector and capacity- building.

  50. First, continuing to advance the political process to form a new Government as soon as possible is one of Haiti's priorities. We hope that the parties will seize the opportunity, strengthen unity, enhance mutual trust, resolve disputes through consultations and consolidate the hard-won gains. The second point is supporting its post-disaster reconstruction in response to the cholera epidemic. To date, the pace of recovery and rebuilding in Haiti remains slow. The international community needs to keep its attention on Haiti, fulfil its contribution commitments and seek to provide constructive support and to create a favourable environment. International assistance and training projects need to be tailored to local conditions and real needs, taking the views of the Haitian side into full account.
