China approves of innovations and improvement in certain peacekeeping practices, in the light of current developments and realities, but the basic principles are key to ensuring the healthy development of such operations and should be upheld over the longer term. Any practice that deviates from or weakens those principles will hamper the operation's impartiality and objectivity and, worse yet, could transform the United Nations into a party to conflict, thereby undermining the conflict resolution efforts of the international community. Secondly, in implementing peacekeeping mandates, United Nations peacekeeping missions should strictly abide by the Council's resolutions and fully respect the leading role of the countries in question.

How can United Nations peacekeeping operations fulfil evolving requirements, grow in effectiveness and better promote political settlements, while ensuring a stable and sustainable security environment for peace consolidation and peacebuilding? The subject merits the international community's in-depth consideration within a peacebuilding framework. I wish to focus on the following five points. First, continued adherence to the guiding principles of peacekeeping - that is, the parties' consent, impartiality and the non-use of force except in self-defence or implementation of the mandate - is fundamental to winning the confidence and support of Member States for peacekeeping operations and ensuring their smooth conduct.

  5. Thirdly, China supports the international community as it continues to use its good offices to ease the situation in Ukraine. It is an urgent priority that all parties refrain from making threats and imposing sanctions and return to the consensus of the four-party Geneva talks to ensure full implementation of that consensus and, on the basis of that agreement, resume the four-party talks and allow political dialogue to play the major role in reaching a negotiated settlement to the crisis, seeking common ground while avoiding conflict and confrontation. Fourthly, China has always adopted a fair and objective approach on the issue of Ukraine and has advocated a three-principles initiative that we had proposed for a political solution to the Ukraine crisis. We have continued, in our own way, working with all parties.

We urge all parties in Ukraine to remain calm and restrained, bring an immediate halt to the violence, avoid harming innocent people and prevent the further escalation of tension and worsening of the situation. China hopes to see stability return with the early restoration of law and order in the country. Secondly, the crisis in Ukraine involves complex historical factors and ethnic conflicts. A political solution is the only way to defuse it. We hope all the parties will continue with dialogue and negotiations and will push for a settlement of the crisis through political means, by giving full recognition to the legitimate rights, interests and aspirations of every region and ethnic group in the country, accommodating all parties' legitimate concerns and achieving a balance of interests among them.

  7. Mr. Wang Min (China) (spoke in Chinese): I would like to thank Under-Secretary-General Jeffrey Feltman for his briefing. China has taken note of the presidential election held in Ukraine on 25 May and respects the choice made by the people of Ukraine. At present, he continuing problems and occasional outbreaks of armed conflict and violence in Ukraine have resulted in heavy casualties and loss of life, about which China is deeply concerned. Regarding the situation in Ukraine in general, I would like to stress the following points. First, China adheres consistently to the principle of non-interference in other countries' internal affairs and respects the sovereignty and territorial integrity of all countries, including Ukraine.

Resolution 1540 (2004) was the first Council resolution to be assigned the important role of preventing non-State actors from acquiring nuclear, chemical, biological and other weapons of mass destruction. This year marks its tenth anniversary, and earlier this month the Council held an open debate (see S/PV.7169) at which it adopted a presidential statement (S/PRST/2014/7) that reflected the determination and commitment of the international community with regard to non-proliferation. The next step for all countries should be promoting the universal, comprehensive and balanced implementation of the resolution, and the Committee established pursuant to resolution 1540 (2004) should do its part in that regard.

We support its efforts to enhance communication with the countries concerned in listing and de-listing names and to review the sanctions lists as scheduled, in order to promote implementation of resolutions 1267 (1999) and 2083 (2012) and fulfil its mandate effectively. China supports the work of the Analytical Support and Sanctions Monitoring Team under the Committee's leadership, and we have taken note of the efforts of the Office of the Ombudsman to enhance the impartiality and transparency of the sanctions regime. We hope it will continue to maintain a dialogue and communication with Member States, enhance its coordination and cooperation with other United Nations entities, and continue to help Member States build their capacity.   12. The Eastern Turkestan terrorist forces, led by the Eastern Turkestan Islamic Movement, are the most serious terrorist threat to China's national security. The Chinese Government will continue to take resolute action against those terrorists. We have the determination, the confidence and capability to fight them. These terrorists will never succeed, regardless of the purpose of their attacks. The Counter-Terrorism Committee bears a very important responsibility in the fight against terrorism, and we support its implementation of its mandate and its continuing efforts to improve the implementation of the relevant Security Council resolutions through measures such as the preliminary implementation assessment and by organizing relevant meetings and country visits.

The Organization should apply clear-cut criteria on the question of counter-terrorism, oppose double standards and encourage the international community to enhance counter-terrorism cooperation in accordance with the purposes and principles of the United Nations Charter and international law. China opposes efforts to link terrorism with any specific country, ethnic group or religion and supports enhanced dialogue among civilizations and the elimination of the breeding grounds for terrorism by various comprehensive means. China believes that terrorists and terrorist groups are currently using new information and technology, including incitement, recruitment, financing and planning through the Internet. China appreciates the work of the three Committees under the leadership of those three representatives. I would like to focus my statement on the question of anti-terrorism. Terrorism is the common enemy of humankind. Recent violent terrorist attacks in Nigeria, China and other countries have once again demonstrated that any terrorist act, regardless of when, where, by whom or for what motive it is committed, is a grave and inexcusable crime. The international community must adopt a zero- tolerance attitude in the face of terrorism, separatism and extremism and firmly oppose and counter them. The United Nations should play a greater role in counter- terrorism.

China encourages the United Nations Interim Administration Mission in Kosovo (UNMIK) to continue to implement the Security Council's mandate under the leadership of Special Representative Zarif. We encourage both parties to continue their dialogue and negotiation, overcome difficulties and challenges, actively implement the agreements previously reached, effectively protect the legitimate interests of all ethnic groups, and resolve the problem of the return of internally displaced persons so that all people will be able to collectively benefit from peace and development and build a better life. Resolving the Kosovo issue in a proper way and building a Kosovo where all ethnic communities live harmoniously plays a part in the peace and stability of the Balkans and the rest of Europe. That is also a common goal of the international community.

At a time when seriously diverging views exist among the parties concerning the draft resolution, we believe that the Council should continue holding consultations, rather than forcing a vote on the draft resolution, in order to avoid undermining Council unity or obstructing coordination and cooperation on questions such as Syria and other major serious issues. Regrettably, China's approach has not been taken on board; China therefore voted against the draft resolution. I have already clearly elaborated my country's position and explicitly highlighted the facts and reasons. Just now, the United States, the United Kingdom and other Western countries have made totally unfounded accusations against China. That is irresponsible and hypocritical. China firmly rejects the slander expressed by those Western countries against China.

What is most urgently needed now is to urge the Government of Syria and the opposition to immediately implement a ceasefire and put an end to the violence in order to start a third round of negotiations in Geneva so as to advance the political process and embark on a political transition. In the current circumstances, to forcibly refer the situation in Syria to the ICC is not conducive either to building trust among all parties in Syria or to an early resumption of the negotiations in Geneva. It will only jeopardize the efforts made by the international community to push for a political settlement. Thirdly, for some time now, the Security Council has maintained unity and coordination on the question of Syria, thanks to efforts by Council members, including China, to accommodate the major concerns of all parties.

First, China believes that any action to seek recourse to the International Criminal Court (ICC) to prosecute the perpetrators of serious violations should be conducted on the basis of respect for State judicial sovereignty and the principle of complementarity. China is not a State party to the Rome Statute. China always has reservations concerning the referral by the Security Council of particular country situations to the ICC. This is our principled position. Secondly, efforts to seek a political settlement to the question of Syria are encountering difficulties. The international community must shore up its confidence, remain patient and be steadfastly committed to the overall direction of the political settlement.

China is firmly opposed to all violations of international humanitarian law or serious violations of human rights committed by all parties to the conflict in Syria.   29. Thirdly, in tackling the issues in Central Africa, the ownership of the countries concerned should be rigorously respected. In recent years, regional and subregional organizations, such as the African Union (AU) and the Economic Community of Central African States, have come together to promote prosperity through self-reliance, while seeking African solutions to African problems. They have made tremendous efforts to promote peace and development in the region. The international community, in supporting the search for solutions for Central African issues, should fully take into account the opinions of the countries concerned, and maintain close communication the AU and subregional organizations, as well as help them build their capacity to take the lead in solving their own problems.

  30. Secondly, economic development is key to solving the issues in Central Africa in the long term. It is fundamental for long-term security and stability. The lack of development is one of the root causes of conflicts in Africa. A few days ago, Chinese Premier Li Keqiang visited Africa and announced that the Chinese Government would provide an additional $10 billion in loans to African countries, to be used in such projects as infrastructure development, agriculture and poverty eradication. China hopes that the international community will fulfil its assistance commitments to African countries to help them accelerate socioeconomic development and create employment opportunities, which would in turn eradicate the root causes of conflicts.

  31. First, in settling the issues in Central Africa, the imperative must be to stabilize the regional situation as soon as possible. Stability is a precondition for development. The deterioration of the situation in the Central African Republic and the troubles created by the Lord's Resistance Army (LRA) have had a disastrous effect on the countries in the region and their population. China expresses its concern in that regard. We call on the international community to expedite its support to the Central African Republic so as to help the country promptly restore its normal security and social order. We also hope that the United Nations and the African Union will further strengthen their cooperation and work in synergy so as to eradicate the threat posed by the LRA.

The general situation in the Central African region has recently been mixed. While China welcomes the clear improvement in the Great Lakes region and the progress in regional integration, the situation in the Central African Republic remains volatile, with increasing regional terrorist activities and transnational organized crime. Central Africa continues to face multiple challenges, some of which are common, to a certain extent, throughout Africa. This requires continued concerted efforts on the part of countries of the region and the international community. In that regard, I would like to emphasize the following three points.

  36. First, the fight against sexual violence and armed conflict should depend mainly on the efforts of the affected countries. Relevant national Governments bear the primary responsibility for implementing Council resolutions and fighting sexual violence in conflict. The international community, including the United Nations, should fully respect the sovereignty and will ofthe affected countries. They should focus on helping with the capacity-building of those countries and resolve the financing and technical difficulties they encounter. Ethnic and religious disputes, lack of development and weak capacities, among other factors, can potentially generate ethnic tensions, aggravate social conflicts and even lead to bloody conflict. In order to contain and eliminate the root causes of conflict, it is necessary to take integrated measures to treat symptoms and root causes alike by promoting inclusive political dialogue and national reconciliation and creating a peaceful environment that is conducive to ethnic harmony and unity. In a pluralistic society of diverse ethnicities and religions, it is all the more necessary to promote dialogue among different ethnic groups, advocate peace, harmony and inclusiveness, strengthen social cohesion, enhance understanding and trust, and prevent discrimination and confrontation.

Over the past 20 years, the international community has continued to reflect on the lessons learned from the Rwandan genocide and has spared no effort in preventing the recurrence of a similar tragedy. As the core mechanism for collective security, the Security Council has engaged actively in recent years in various actions to prevent and resolve conflicts, and played an important positive role in the maintenance of regional peace and security. Regarding ways to promptly prevent and effectively respond to various conflicts and potential crises involving new situations so as to prevent the recurrence of genocide, I wish to stress the following three points. First, preventing and containing conflicts is the most effective fundamental manner by which to prevent genocide.

I also listened attentively to Mr. Keating's statement. Twenty years ago, the people of Rwanda were subjected to unprecedented carnage in which hundreds of thousands of civilians were killed. That was a dark page in the annals of humankind and should be remembered forever. Over the past 20 years, the Government and people of Rwanda have spared no effort in promoting national reconciliation, safeguarding national stability and restoring economic and social development. Remarkable results have been achieved. China expresses sincere best wishes to the Government and people of Rwanda for continuing to achieve new results on the path of national reconstruction.

China is deeply worried about the recent escalation of the situation in Ukraine. We hope that the relevant parties will remain calm, exercise restraint and avoid any further deterioration of the situation. Settling the question of Ukraine involves the interests and concerns of all parties. It should be considered in a balanced manner. Political and diplomatic channels should continue to be pursued in order to narrow differences and settle the issue within the framework of law and order. China has consistently called on the international community to make constructive efforts and employ good offices to ease the situation in Ukraine, and will continue to support the international community in those endeavours.

Therefore, China proposes the following: first, to continue the process of the P5+1 dialogue with Iran and bring that mechanism into full play through joint commitment and consultations on an equal footing in order to resolve the issue peacefully; secondly, to reach a comprehensive, fair and reasonable long-term solution that accommodates the concerns of all parties; thirdly, to try to follow the principle of step-by-step reciprocity and enhnace mutual trust by meeting each other half way, in order to create favourable conditions for achieving a breakgrhough; fourthly, to create a viable atmosphere for dialogue and negotiations by demonstrating good faith and maintaining confidence and patience; and, fifthly, while focusing on addressing the Iranian nuclear issue itself, we should adopt a new security concept featuring mutual trust, mutual benefit, equality and coordination, engage in constructive multilateral and bilateral cooperation and find a comprehensive solution that addresses the issue by looking into both the root causes and the symptoms.

As the first stage agreements between the P5+1 and Iran have been successfully implemented, the negotiations on a comprehensive agreement have unfolded and the dialogue with Iran has entered a new stage. Following the recently concluded first round of dialogue, the P5+1 and Iran have conducted interactive and frank exchanges on questions of mutual concern and have reached consensus. In spite of remaining differences on some issues, all parties concerned have demonstrated the will to address the concerns of the other side. That will help them to continue to seek common ground and resolve their differences. With the deepeneing of negotiations, however, the dialogue process will face increasing challenges ahead.

It is hoped that the Committee will follow the resolution's mandate, apply the principles of objectivity, fairness and pragmatism and, on the basis of clear facts, solid evidence and extensive consultations, properly deal with the individual cases of suspected sanctions violations. China will act on the basis of the aforementioned principles and participate in the work of the Committee in a responsible manner. China recognizes the positive momentum demonstrated by the latest diplomatic efforts and welcomes the fact that the International Atomic Energy Agency (IAEA) has maintained consultations with Iran on outstanding issues concerning Iran's nuclear programme and reached agreement on the steps to be taken in the future.
