  1. Efforts should be made to prevent, mitigate and resolve conflicts by addressing their root causes. That is the best way to protect children and is much more significant than providing remedies in the aftermath of conflicts. All conflicts are not the same, and the Security Council, when addressing issues concerning children and armed conflict, should not adopt a one-size-fits-all approach. Although sanctions are one way to address threats to international peace and security, they alone cannot remove the root causes of those problems. Secondly, Governments bear the primary responsibility for protecting children in armed conflicts. To ensure the effectiveness of mechanisms for the protection of children in armed conflicts, the Government concerned should play a leading role.

  2. The protection of children in armed conflict is the abiding obligation of all parties to a conflict. China is greatly concerned by violations of the rights and interests of children and supports the tireless efforts of the United Nations - and the Security Council in particular - to use their respective advantages to protect children in armed conflict on the basis of their respective mandates. I would like to take this opportunity to emphasize the following. First, to protect children from harm in armed conflict, it is crucial to prevent and resolve armed conflicts. The Security Council should focus on the maintenance of international peace and security as its primary responsibility and give priority to preventive diplomacy through mediation and good offices.

I thank the Special Representative of the Secretary-General, Ms. Zerrougui; the Deputy Executive Director of UNICEF, Ms. Brandt; and the Under-Secretary-General for Peacekeeping Operations, Mr. Ladsous, for their briefings. I have also listened to the statement by Mr. Ramm, the representative of Save the Children. Children carry the hope for human progress. The ability of children to grow up in a secure and safe environment depends on the caring and joint efforts of all Governments and the international community as a whole. However, in many parts of the world, children are the most vulnerable group and are subject to the suffering caused by armed conflict.

  4. China commends the work carried out by the United Nations Interim Administration Mission in Kosovo (UNMIK) under the leadership of the Special Representative of the Secretary-General. We support UNMIK's continued efforts to implement the Council's mandate. We hope that UNMIK, the European Union Rule of Law Mission in Kosovo and the Kosovo Force will strengthen their cooperation and coordination and work in synergy so as to play an active and constructive role in facilitating a solution to the Kosovo question.

  5. China welcomes the recent rounds of the high- level political dialogue between Belgrade and Pristina, at which positive results have been achieved. We encourage both parties to continue to move the pragmatic and constructive dialogue forward in an effort to find a long-term solution to the question of Kosovo so as to maintain the peace and stability of the Balkans and Europe at large. The security situation in Kosovo remains calm, but the northern part of Kosovo remains tense. In that connection, we express our concern. The parties concerned must take action to effectively protect the legitimate rights of the different ethnic groups of Kosovo, to adopt a prudent approach and to adhere to dialogue to resolve their differences. It is important to avoid any actions that might complicate and escalate the current situation.

I welcome the presence ofthe Prime Minister of Serbia, His Excellency Mr. lvica Daeic', at today's meeting. I have also listened carefully to the statement made by Mr. Thaci. China has always held that resolution 1244 (1999) is an important legal basis for resolving the question of Kosovo. Efforts to resolve that issue should be carried out within the framework of that resolution. It is up to the parties to find a mutually acceptable settlement through dialogue and negotiation. The sovereignty and territorial integrity of Serbia should be fully respected.

In its peacebuilding efforts in post-conflict States, the international community has longtended to focus on human rights, the rule of law and security sector reform, perhaps without granting sufficient attention to economic and social development. Real investment is often lacking. We urge the international community to grant heightened attention to the socioeconomic development of States by providing them with more genuine assistance. Assistance should not come with preconditions. We hope that the PBC will look at where it can add value, assist countries in mobilizing the necessary resources, and coordinate the efforts undertaken by the international community as a whole. Fourthly, there is a need to pursue efforts aimed at improving the working methods and effectiveness of the PBC.

  12. Secondly, we want to help post-conflict countries to devise comprehensive strategies for post-conflict reconstruction in accordance with their own specificities. All our histories are different; all our specific circumstances are different. There is no single model for peacebuilding. The international community should fully abide by and respect the cultural traditions of the countries concerned, listen attentively to their views and notjust mechanically copy existing templates. The international community should give this in-depth consideration. Thirdly, socioeconomic development should be the main way to build peace.

  13. In the current context, it is facing a great many new obstacles and challenges. This state of affairs requires serious consideration that could result in an appropriate response on the part of the international community. The Chinese delegation would like to make the following comments. First, respect for the ownership of relevant States should be one of the principles underlying all peacebuilding. Post-conflict countries bear the main burden for peace and security in their own territories, and the international community should fully respect their sovereignty and the will and provide constructive assistance pursuant to the priorities determined by those States themselves. We advocate working on an equal footing with less arrogance, more friendly consultations and fewer attempts to force recipes on the affected countries.

  14. Mr. Wang Min (China) (spoke in Chinese): I would like to convey my gratitude to Ambassador Momen and Ambassador Vilovie for their briefings. During the past year, the Peacebuilding Commission (PBC) has continued to very actively implement the tasks entrusted to it under the relevant mandates of the General Assembly and the Security Council to attempt to assist post-conflict States in rebuilding themselves, and it continues to play an important role in that respect. Bangladesh, during its chairmanship of the PBC, undertook the initiative in September of organizing a high-level meeting of the PBC, thereby lending renewed momentum to the work in the field of peacebuilding. China wishes to express admiration for that sterling work. It is also necessary to recognize that peacebuilding is a long-term, complex, difficult and comprehensive task.

  15. We welcome the efforts and contributions of the United Nations Stabilization Mission in Haiti to peace and stability in the country. We note the consolidation plan 2013-2016 for MINUSTAH, submitted by the Secretary-General, and we hope that MINUSTAH will continue to carry out its Security Council mandate by helping Haiti to move forward with the political process, maintaining the security and stability of the country, and bolstering the rule of law and institutional stability. Regarding the Mission's drawdown, we need to hear the views of the various parties involved so as to better guide this process.

We hope that the Haitian Government and the international community, as well as the Haitian political parties, will pursue the democratic process through reconciliation so as to guarantee the smooth conduct of free, fair and credible elections by 2014 and to consolidate the country's acheivements to date. Hurricane Sandy ravaged Haiti, but the country is also encountering difficulties in improving living conditions, creating employment and promoting sustainable development. We call on the international community to pay close attention to the reconstruction efforts in Haiti, uphold its aid commitments, and improve the effectiveness of assistance so as to contribute constructively to the rebuilding and development of the country. China supports the Secretary-General's initiative to eradicate cholera in Haiti.

The security situation in Haiti has been stable of late. The development and reconstruction process has moved forward. At the same time, Haiti faces political, economic and humanitarian difficulties and still has much to do to return to the path of development. To that end, Haiti needs the international community's support.

Positive results were achieved previously as a result of the Almaty dialogue on the Iranian nuclear issue, which marked a first step towards launching substantive negotiations conducive to finding a solution to the Iranian nuclear issue through dialogue and negotiation. China has long striven to keep the issue on the right track. China hopes that all parties will strengthen trust and create conditions condusive to a comprehensive, long-term and appropriate solution to Iran's nuclear issue. We also encourage Iran to cooperate with the International Atomic Energy Agency. China is ready to continue to work with all parties in a constructive effort to find a peaceful solution to the Iranian nuclear issue through diplomatic means.

The Committee recently came up with allegations regarding certain cases and we hope that it will, based on the principles of caution and objectivity, fully consult with the relevant countries and resolve those problems on the basis of solid evidence. The Iranian issue has a bearing on the authority of the regime of the Treaty on the Non-Proliferation of Nuclear Weapons and on peace and stability in the Middle East. Dialogue and negotiations are the only way to resolve the issue. China has consistently opposed the use or threat of use of force. China does not agree that excessive pressure should be put on Iran, or that new sanctions should be introduced. Some countries, which have imposed unilateral sanctions and wilfully expanded their scope, are undermining the legitimate interests and rights of other countries.

Past experience and lessons learned have shown that the appropriate relationship between the two aforementioned parties will have a significant impact on the effective implementation of peacekeeping operations. We should also acknowledge that relying solely on the deployment of peacekeeping operations cannot resolve the fundamental issue of the protection of civilians. The Council and the international community should consider the long term by paying close attention to and fully taking into account the conditions prevailing in the host country. As a priority, they should take steps to strengthen the host country's security and judicial sectors and to improve its ability to effectively protect civilians on its own.

The Council should go out of its way to urge all parties to conflict to resolve their differences through such peaceful means as dialogue and negotiation to achieve political settlement and minimize civilian casualties. Resorting to military means can more often than not result in bigger crises, resulting in more bloodshed and civilian casualties. Fourthly, when considering a protection-of- civilians mandate for a peacekeeping operation, it is crucial to respect fundamental principles, such as the consent of host countries. Peacekeeping operations should always strictly observe the mandate of the Council by minimizing civilian casualties. However, they should also respect the sovereignty of the host country, ensure objectivity and impartiality and avoid becoming a party to the conflict.

  27. Double standards or select practices can only damage the authority and the role of the Council. When conducting humanitarian relief operations for the purpose of protecting civilians, it is imperative to observe such principles as humanitarian neutrality and objectivity. Only by winning the trust and support of host countries can we ensure the effective implementation of humanitarian relief operations. Thirdly, in order to strengthen the protection of civilians in armed conflicts, it is essential to make greater effort in preventing and solving conflicts. The Council should place the protection of civilians in the larger framework of peacefully resolving conflicts. It should actively conduct preventive diplomacy to prevent and contain conflicts.

As well as contributing to international humanitarian law, to pursue accountability and judicial justice, the first line of action is to fully utilize the domestic judicial system as the main channel. Secondly, in carrying out actions to protect civilians in armed conflict, it is essential to comply with the purposes and principles of the Charter of the United Nations, in particular such principles as respecting national sovereignty, unity and territorial integrity. It is essential to avoid politicizing the protection of civilians. It is inadmissible to make arbitrary interpretations of Security Council mandates in the name of protecting civilians. It is even less so to carry out regime change under the same pretext. When it comes to protecting civilians, the Council should adopt a consistent position in all situations on its agenda.

  29. First, protecting civilians represents an unshirkable responsibility facing all parties to a conflict. All parties to an armed conflict should implement in earnest the Geneva Conventions, international humanitarian law and the relevant resolutions of the Council by making unremitting efforts to protect civilians. The Governments concerned have the primary responsibility for protecting innocent civilians in armed conflict. The concern and help of the international community should not replace the responsibility and obligation of the country concerned, related countries and their Governments, as well as the parties in response to conduct that violates human rights.

In order to protect innocent civilians from harm resulting from armed conflicts, the Council has in the recent past adopted numerous resolutions and presidential statements, thereby playing an active role in promoting the protection of civilians, including women and children. The international community still faces an arduous task in terms of protecting civilians.   33. The Security Council recently adopted resolution 2082 (2012), adjusting relevent sanctions measures. We hope that this step will contribute to the promotion of reconciliation. Fourthly, it is only by ensuring the prosperity and development of Afghanistan that the foundation for lasting security and stability can be laid. China supports the efforts of the Afghan Government to build the economy, increase employment and improve living standards. It is criticial to alleviate food shortages in some parts of the country.   34. The security situation in some provinces is not stable, and there has been an increase in civilian casualties. China welcomes Afghanistan's efforts to build the capacities of its security forces and to gradually assume responsibility for maintaining State stability and security. In the prevailing circumstances, the handover of security responsibilities should be progressive and orderly so as to maintain overall stability. Thirdly, national reconciliation is an important component of peace and reconstruction processes in Afghanistan. China supports the ongoing implementation of the Kabul communique and the promotion of an Afghan-led reconciliation process. Mr. Rabbani, Chair ofthe High Peace Council, recently visited Pakistan. The two sides achieved an important consensus, which China welcomes.

  35. Recent international conferences on this question have reaffirmed the international community's commitment to Afghanistan. In that regard, I wish to emphasize the following four points. First, the 2014 elections will be a critical element of the political process. Afghanistan is actively preparing for the elections. China welcomes the fact that the Afghan Government has already defined an electoral time frame. The international community should respect Afghan sovereignty and political independence in the elections. The United Nations has rich electoral experience, and China welcomes the electoral assistance of the United Nations Assistance Mission in Afghanistan (UNAMA), at the request of the Afghan Government. Secondly, efforts to achieve lasting security and stability in Afghanistan still face challenges.

Most Central African States have maintained overall stability and achieved economic development. The regional integration process is proceeding steadily. China is pleased with those developments. We take note of the fact that the spillover effect of the crisis in the Sahel, the re-emergence of conflict in the eastern part of the Democratic Republic of the Congo, the lingering threat posed by the Lord's Resistance Army (LRA) and the serious problem of piracy in the Gulf of Guinea have had a negative impact on the security situation in the region. The countries of the region continue to face many challenges in achieving lasting peace. China expresses its concern about that situation.

  41. Over the years, we have provided assistance, within our capacity, to Yemen's economic and social development and its endeavours to improve its people's well- being. That assistance has been used for economic and social development programmes, to improve the humanitarian situation and to help the Government and people overcome their difficulties. China will continue to provide what assistance it can through various means, and to work with the rest of the international community to carry out positive efforts to help Yemen move forward with its political transition process and economic reconstruction, in order to achieve long-term stability and development.

  42. The international community should honour its aid commitments to Yemen, help it overcome the current serious economic and social development challenges and alleviate its humanitarian needs. Substantive progress in Yemen's social and economic reconstruction would also be conducive to smooth completion ofthe political process. Fourthly, we should continue to support the good offices of Secretary-General Ban Ki-moon and Mr. Benomar, the Special Adviser. China welcomes the GCC's continuing important role in seeking an appropriate settlement to this issue. The international community can coordinate its help and support for the Yemeni Government through the Friends of Yemen. The Chinese Government has consistently supported the Yemeni Government's efforts to promote domestic political, economic and social reforms.

  43. Secondly, we should support Yemen's efforts to maintain State security and stability. The international community should continue to support the Government in strengthening capacity-building for the security sector, guarding against and containing the spread of terrorism and safeguarding State security and territorial integrity. The international community should work more closely with the Government, adopt a holistic approach in dealing with the security threats Yemen faces and help to eliminate breeding grounds for terrorism, with the aim of achieving long-term stability and security. Thirdly, we should help Yemen to speed up its economic and social reconstruction.

  44. As to how to deal with the issues I have mentioned at the next stage, I would like to make the following four points. First, Yemen should be supported in its efforts to uphold peace and move forward with the political process. The Yemeni people should continue to lead that process. The international community should fully respect Yemen's sovereignty, independence, unity and territorial integrity, as well as the rights of the Yemeni people to choose their own development path. China supports various parties in Yemen in carrying out, in accordance with the relevant Council resolution, the GCC Initiative and Implementation Mechanism, and in resolving their differences through dialogue and consultation, as well as in launching the National Dialogue Conference on time.

In view of Yemen's political, security, development and humanitarian situation, and based on respect for the will of the Yemeni Government and people, the Security Council has issued multiple presidential statements on the situation there and has adopted resolutions 2014 (2011) and 2051 (2012). The political transition process in Yemen has made progress, and the people are carefully implementing the Council's relevant resolutions and the GCC Initiative and Implementation Mechanism. A supreme commission for the election referendum has been established, and the National Dialogue Conference will be launched soon. The Yemeni Government has drafted a national strategy and development transition plan outlining steps for future development. China welcomes this. Meanwhile, the future development of Yemen still faces many challenges.

  46. Mr. Wang Min (China) (spoke in Chinese): At the outset, Mr. President, I would like to congratulate Morocco on assuming the presidency of the Council for this month. I believe that under your leadership our work this month will be very fruitful. I also wish to take this opportunity to express my appreciation and congratulations to Ambassador Hardeep Singh Puri, the Permanent Representative of India, and his team for the wonderful work they accomplished during India's presidency in November. I would like to thank Special Adviser Benomar for his briefing. More than a year ago, the parties in Yemen, through dialogue and consultation, succeeded in signing the Gulf Cooperation Council (GCC) Initiative and Implementation Mechanism. This is a political transition process completely led by the Yemeni people.

The international community should respond to calls from developing countries effectively and step up assistance for women's development in developing countries on a basis that is fully respectful of national ownership. The international community, while lending capacity-building support to the countries concerned, should also take note of the useful support role that women's groups and civil society organizations can play in conflict prevention, peacebuilding and national reconciliation.

China supports the call for the Secretary-General to appoint more women to high-level positions such as Special Representative of the Secretary-General or Special Envoy entrusted with mediation good offices. Fourthly, the international community should enhance its attention and support to the issue of women and development. Achieving women's development is the true foundation for achieving women's genuine empowerment. At present, international development support and technical assistance fall short of the needs of women worldwide. Achieving women's development therefore remains a daunting challenge in conflict and post-conflict situations.

  49. It is important to respect the actions taken by national Governments for the protection of women's rights in View of each country's own specific conditions. In implementing resolution 1325 (2000), the international community may provide assistance to the countries concerned, on the basis of full respect for the views of that country. Thirdly, it is important to value and enhance the status and role ofwomen at the different stages ofpeace processes. In preventing conflict, keeping and building peace, it is important to take into consideration the special needs and concerns of women and to ensure that women enjoy full rights to participate in decision-making and the peace process, thereby helping to improve their disadvantaged status and effectively support their rights.

  50. The primary focus of the Council is on conflict and post-conflict situations. It is not an appropriate platform for establishing universal standards with regard to women's issues and human rights. The Council should strengthen its cooperation with the General Assembly, the Economic and Social Council and the Human Rights Council with a clear division of labour, thereby strengthening the exchange of information and communication. Secondly, the national Governments of Member States bear the primary responsibility for protecting women's rights in conflict and post-conflict situations. In our efforts to protect women's rights and strengthen their role in peace and security, we must respect the ownership of national Governments.
