At the meeting of foreign ministers in Lausanne in April, the six parties and Iran agreed on the core elements of a comprehensive agreement on the Iran nuclear issue. That marked a major breakthrough in the negotiations and constitutes a solid basis for a comprehensive agreement. In the next stage, as the deadline is fast approaching, all parties have demonstrated strong political will to reach an early comprehensive agreement through rigorous negotiations on the text ofthe agreement.

China has always attached importance to and taken an active part in the Committee's work and hopes that the Committee will continue to carry out its mandate in a balanced and practical manner. China is of the View that all parties have the obligation to implement the Security Council's resolutions on sanctions against Iran in an earnest, accurate and comprehensive manner. However, the sanctions themselves are not the purpose of the Security Council resolutions. The activities of the Committee and the Security Council should all serve the efforts aimed at reaching a negotiated solution to Iran's nuclear issue.

  4. At present there are more than 3,000 Chinese peacekeepers on duty in about 10 peacekeeping operations in countries such as the Democratic Republic of the Congo, Mali and South Sudan. The Chinese infantry unit assigned to the United Nations Mission in the Republic of South Sudan is fully deployed. This is the first time that China has sent an infantry unit to United Nations peacekeeping operations. China has also decided to send a helicopter squadron to the African Union-United Nations Hybrid Operation in Darfur. This will be the first time that the Chinese Air Force will join the Blue Helmets. China is willing to send more peacekeeping police and police affairs experts to be part of United Nations peacekeeping operations.

We hope that the Secretariat and peacekeeping missions will collaborate closely with troop-contributing countries and host countries to come up with tailor-made standards governing the safety of installations, in keeping with the changing security situation in mission areas, and with detailed rules for the organization, training and management of United Nations peacekeeping personnel. At the same time, there is a need to strengthen the scientific planning and management of peacekeeping missions in order to optimize our financial resources. The scope and conditions of the protection-of-civilians mandate should be clearly defined and should be recognized and supported by host countries and the international community in order to prevent misunderstandings and animosity from the local people. Peacekeeping operations should also be equipped with the necessary resources in terms of personnel, equipment and logistics. Fourthly, peacekeeping operations should strengthen their capacity-building and scientific management. China attaches great importance to the challenges facing peacekeeping operations in an asymmetrical security environment.

At the same time, we must refine the rules of engagement and guidelines for troop- contributing countries in the light of changes in the peacekeeping environment and mission mandates, so as to better implement the principles of peacekeeping operations. Secondly, the mandates of peacekeeping operations should be practical and feasible. In order to solve regional hot-spot issues, we need to have a comprehensive policy. Peacekeeping operations cannot, and should not, attempt to resolve every problem. In deploying peacekeeping operations and in formulating and reviewing peacekeeping mandates, the Council should enhance its political guidance, ensure that the mandates correspond to the actual needs of host countries and clarify priority priorities, targets and specific focuses for various stages.

  9. Taking into account the views expressed by the three Commanders, I wish to make the following four points on peacekeeping operations. First, the basic principles of peacekeeping operations should be upheld unswervingly. The success of the United Nations arises from compliance with the purposes and principles of the Charter of the United Nations, and peacekeeping operations are no different. Continued adherence to the basic principles of peacekeeping operations - the consent of the parties to the conflcit, impartiality and non-use of force except in self-defence and defence fo the mandate - is fundamental to guaranteeting their smooth conduct, ensuring their fairness and impartiality and winning the support of Member States. We must persist in applying those principles.

  10. There are threats from terrorist organizations, situations where there is no peace to keep, and changes in terms of the growing size of peacekeeping operations. These new developments demand that peacekeeping operations adapt to the changing times and embrace innovation. China supports the initiative of the Secretary- General to conduct a review of peacekeeping operations during the seventieth anniversary of the United Nations. We welcome the report submitted by the High-level Independent Panel on United Nations Peace Operations. We expect to further refine mandates, strengthen capabilities and improve the efficiency of United Nations peacekeeping operations through this review, so as to bring peace and hope to host countries and peoples and realize the goal of maintaining international peace and security.

The international community should take effective measures to respond to terrorist groups' use of the Internet to post violent audio and video content, disseminate extremist ideas, recruit, finance, incite, plan and carry out terrorist activities. All countries should effectively implement the relevant resolutions of the Council and strengthen their regulation of the Internet. We welcome the Counter- Terrorism Committee's plan to host a special meeting on the subject in November. We hope that the meeting can result in devising new ideas and measures. Fifthly, China has consistently asserted that the international fight against terrorism requires a comprehensive approach aimed at eliminating root causes while addressing the symptoms, including in the political, security, economic, financial, information and ideological areas.

  15. Thirdly, China has noted that the number of foreign terrorist fighters has continued to increase in spite of the measures to stop them. They have been inflicting more and more harm, and their participation has intensified regional conflicts and made it more difficult to resolve problems. When foreign terrorist fighters return to their own countries, they constitute a serious threat to the security and stability of their home countries and regions. The United Nations and the relevant international organizations should establish a counter-terrorism database as soon as possible to share information resources so as to create conditions to effectively contain the transnational flow of foreign terrorist fighters. Fourthly, a new task and challenge in our fight against terrorism is the need to crack down on terrorists' use of the Internet.

  16. In terms of international non-proliferation efforts, we still have a long way to go. Faced with new challenges, the international community should tighten control on the source of the problem, eliminate the root causes of such proliferation and take a balanced approach to address security and development. Countries should be committed to implementing resolution 1540 (2004) in a comprehensive and balanced manner to prevent non-State actors, especially terrorists, from acquiring weapons of mass destruction, and countries should step up international security. China hopes that, through the review process, the Committee will further raise countries' awareness to implement the resolution and promote a more important role for the Committee in international cooperation, assistance and other areas.

First, international counter-terrorism operations require that the United Nations and the Security Council fully play a leading role and adhere to the purposes and principles of the Charter of the United Nations, respect the sovereignty and territorial integrity of the relevant countries, make extensive efforts to develop consensus among Member States and carry out coordinated and consistent actions. Regardless of what form it takes, when or where it occurs and whom it targets, we should take a tough position on combating terrorism. There should be no double standards and nor should terrorism be seen as being linked to any specific ethnic group or religion. Secondly, today the international non-proliferation process faces new and complex situations. More non-State actors are engaging in proliferation activities.

Today, the world faces severe challenges in combating terrorism. Regional conflicts provide the breeding ground for terrorists and extremist organizations with new forms of terrorist tactics. Terrorism is the common enemy of all humankind. The international community should work closely together to crack down on it.   21. A zero-tolerance policy should be adopted against deliberate attacks and atrocities committed against journalists in armed conflict, and perpetrators should meet with severe punishment. The United Nations should also strengthen its cooperation with regional and subregional organizations, taking advantage of their unique strengths so as to form international synergies. Fourthly, the proper handling of atrocities committed against journalists by terrorist extremist forces is one of the important priorities in protecting journalists in armed conflicts. In recent years, there have been frequent instances of deliberate killings and atrocities committed against journalists by some terrorist and extremist forces. The international community should attach the highest priority to this problem by intensifying its fight against terrorism.

However, under no circumstances is any party allowed to inflict deliberate harm or atrocities upon journalists when they lawfully perform their working duties, no one, by law, is allowed to inflict deliberate harm or atrocities upon them. At the same time, when journalists and media workers enter areas of armed conflict, we hope they adopt an elevated sense of self-protection so as to avoid unnecessary casualties. Thirdly, the international community should coordinate its fight against attacks and atrocities against journalists. The international community should, on the basis of respect for the judicial sovereignty of the countries concerned, step up its fight against deliberate attacks and atrocities against journalists in armed conflict, as these acts contravene international humanitarian law.

  23. Secondly, parties to conflict should seriously shoulder the important responsibility of protecting journalists in armed conflicts. They should, in line with their obligations under the Geneva Convention and other international law, effectively fulfil their responsibilities to protect journalists and prevent and stop atrocities from occurring. On the other hand, journalists and media workers should observe professional ethics and practice fairness and objectivity in their coverage. They should respect local cultural traditions and customs, the sovereignty and territorial integrity of countries, observe the laws and regulations of host countries and refrain from becoming a party to conflicts.

  24. I wish now to make the following five points. First, protecting journalists in armed conflict is an important part of the protection of civilians. Journalists not involved in hostilities and conflicts should be protected under international humanitarian law, just like other civilians. The relevant Security Council resolutions and presidential statements on the protection of civilians have set forth the basic principles and created an important framework for protecting journalists from the harm of conflicts and as such they should be effectively observed. The comprehensive implementation of the aforementioned resolutions and presidential statements by the international community is an effective means for promoting the protection of journalists in armed conflicts.

  25. We pay tribute to these journalists and media professionals who defy risks to their own safety when they venture into the foreground of armed conflict to provide coverage. In the past, numerous innocent journalists and media professionals have been attacked or even killed in armed conflicts. China strongly condemns any and all atrocities committed against journalists and media workers in armed conflicts, particularly deliberate attacks on and murder of journalists. We wish to extend our condolences to fallen journalists, media workers and their families. China has listened attentively to the statements of the representatives of non-governmental organizations. Journalists and media workers in armed conflicts constitute a special group. Devoted to their professional mandates and missions, they provide the public with their first-hand information at risk to their lives in armed conflicts. At the same time, they are defenceless and vulnerable civilians, constantly faced with the risks of being attacked, kidnapped and even deprived of their lives.

In the current situation, more than ever, the international community needs a Security Council resolution that can comprehensively and effectively combat the illicit trade in small arms and light weapons. The Chinese delegation took part in consultations on resolution 2220 (2015) in a positive and constructive spirit. During the consultations, some members, in particular the three African members, proposed some important, legitimate and highly valid amendments. The consultations should have further heeded the Views of all sides and sought to solve differences so as to reach a text that could enjoy the unanimous support of the whole Council. It is regrettable that the relevant amendments have not been fully reflected in the text. In the light of the situation, China abstained in the voting on resolution 2220 (2015).

Tackling the illicit trade in small arms and light weapons is of great significance for maintaining regional peace and stability and promoting the normal socioeconomic development of the countries concerned. The Chinese Government has always been firmly opposed to the illicit trade in small arms and light weapons. The Security Council should play an active role in further strengthening the efforts of the international community in combating the illicit trade in small arms and light weapons.

  32. Ithank High Representative Inzko for his briefing. The situation in Bosnia and Herzegovina of late has remained generally stable. There has been positive progress in the political process and the area of the rule of law. Despite the floods that ravaged the country in May 2014, and thanks to the efforts of the country's people, the overall economy is moving in the right direction. Elections were held successfully late last year, and in March a new Government was formed without difficulty, for which China would like to offer its congratulations. China respects Bosnia and Herzegovina's sovereignty, independence, unity and territorial integrity and believes it is the country's sovereign right to choose its own development path and foreign policies.

  33. A political solution is the only way to restore peace, stability and development in Syria. China has always supported the United Nations playing a positive role in finding a political solution and supported the Special Envoy of the Secretary-General, Mr. De Mistura, in his good offices. We also welcome the efforts ofRussia and Egypt, among others, to promote a political solution to the question of Syria.   34. We have always supported the creation of an independent Palestinian State on the basis of the 1967 borders, with East Jerusalem as its capital and enjoying full sovereign rights. We have also supported Palestine and Israel living in peace and security. We are open to all initiatives that may contribute to the resumption of peace talks. China's special envoy for the Middle East paid another visit to Palestine and Israel in April and has engaged actively with both parties to facilitate peace talks and promote peace. China will continue to make great efforts with a view to finding a solution to the question of Palestine and alleviate the humanitarian situation. Fourthly, the humanitarian situation in Gaza must be alleviated effectively as reconstruction there faces a multitude of challenges, including the Israeli blockade, the volatile situation in Palestine and the massive gap in financial resources. We hope that the parties will seize this important window of opportunity to strengthen their political will, mobilize favourable factors, continue working to meet each other half way, and make timely political decisions so as to run the last and most difficult kilometre side by side in order, as soon as possible, to reach a comprehensive agreement that is equitable, balanced and mutually beneficial. The parties should persevere, see the process through to the very end, and prevent last-minute failures. Resolving the Iranian nuclear issue through diplomatic negotiations will safeguard the international nuclear non-proliferation regime, contribute to peace and tranquillity in the Middle East, and offer beneficial experience in negotiating solutions to major hot-spot issues. It is therefore of far-reaching significance. On the other hand, the potential impact of the talks far exceeds the talks themselves, and some twists, turns and difficulties in the process are unavoidable. The six parties and Iran recently held intensive consultations and negotiations with a view to meeting the final deadline for the negotiations. The process is now in the final stage of the marathon, and China believes that the negotiations are near the finish line.

  42. Although the negotiations face many difficulties, the entire international community hopes to see a comprehensive agreement reached by the deadline. This would represent a positive trend and serve the common and long-term interests of all parties. The Committee and the Panel of Experts should therefore discharge their duties in a steady and orderly way, contribute to international efforts to negotiate a solution to this issue, and refrain from any move contrary to the spirit of the resolution that may disrupt the negotiating process. China notes that the Panel is drafting its final report for the current term. We hope that the Panel will act in accordance with the aforementioned principles and work objectively and impartially to produce a good report.

China has always attached great importance to and actively participated in the work of the Committee and hopes that, together with the other members of the Committee, we shall continue our good work in a steady, practical and balanced manner. China believes that sanctions in and of themselves are not the purpose of the relevant Council resolution, and that the tightening of sanctions is not the appropriate criterion by which to assess the Committee's work. The Iranian nuclear talks currently fact a precious historic opportunity.

Honore, the United Nations Stabilization Mission in Haiti (MINUSTAH) has played an important role in such areas as supporting the political process and maintaining social order and security, which China welcomes. We hope that MINUSTAH, in starting its gradual downsizing, will take situation on the ground into account and implement this work steadily and surely, while strengthening communication with the Government.
