“In furthering the implementation of the Council's resolutions on women and peace and security, I wish to make the following four points. First, the Council bears the primary responsibility for the maintenance of international peace and security. The Council should focus on the prevention of conflicts, peacekeeping and post-conflict reconstruction and on creating an enabling political, security and legal environment for the protection and promotion of women's rights. When deliberating on conflict and post-conflict situations, the Council should include as central elements the protection of women and their rights. In honouring its commitment to women and peace and security, the Council should abide strictly by the mandate as conferred by the relevant Council resolutions.”

“By early November this year, China had dispatched in total 13 escort formation convoys, totalling 34 vessels. They have carried out 515 operations, providing escorts to 4,901 vessels, of which half were foreign vessels, and they have achieved a 100 per cent success rate. China is willing, on a voluntary basis and with coordination on an equal footing, to continue strengthening coordination and information-sharing about military operations with the parties concerned. China has also, within its capacity, provided assistance to the countries in the Gulf of Guinea in their fight against piracy. We are ready to continue to strengthen cooperation and coordination with the countries concerned in order to play a more active and constructive role in our fight against piracy.”

“The international community must take into account considerations of specific conditions of specific areas and address the problem at its source so as to eliminate the conditions upon which piracy thrives. As far as Africa is concerned, poverty and economic and social underdevelopment are the root causes of piracy. “All of those efforts will enable them to play a better role in preventing and fighting piracy. We commend the Economic Community of West African States, the Economic Community of Central African States and the Commission of the Gulf of Guinea for having developed a regional strategy for fighting piracy and on the establishment of a regional centre for coordination. We call upon the international community to be more responsive to the capacity- building efforts of relevant countries and regional organizations by providing more financing and technical assistance. Thirdly, it is important to take a holistic approach and address both the symptoms and root causes of piracy. Piracy comes about as a result of deeply rooted economic and social factors. Although piracy takes place at sea, its genesis lies on land.”

We support the continued role of the United Nations in coordination in that regard. It is important to enrich and improve cooperation mechanisms, strengthen information-sharing and effectively prosecute and try those involved in piracy so as to forge synergies in our fight against it. Secondly, it is important to strengthen the capacity-building of relevant countries and regional organizations in fighting piracy. I wish also to thank Deputy Secretary-General Eliasson for his briefing. Piracy is a common scourge facing the international community. Over recent years, pirates have carried out rampant activities off the coast of Somalia, in the Gulf of Aden and in the Gulf of Guinea. They are increasingly taking to it as a business model. Their all-weather operational capacity has been further strengthened, the area of attacks has further expanded, and their activities are becoming more violent. Acts of piracy have not only undermined the safety of international navigation but have also affected normal trade and economic activities.”

Terrorism is a common scourge faced by the international community. As a victim, China is opposed to terrorism in all its forms and manifestations and opposes the practice of double standards with regard to counter-terrorism. “China is ready to actively participate alongside other parties in the Committee's work to promote the international non-proliferation agenda. The Al-Qaida Sanctions Committee has continued to strengthen its relevant work on listing, delisting and updating the sanctions list and has made extensive efforts to comprehensively implement resolutions 1267 (1999) and 1989 (2011). China views positively the relevant efforts of the Committee to periodically update the sanctions list, as provided for, and to strengthen its dialogue with Member States. China welcomes the support provided to the Committee by the Monitoring Team and notes the work undertaken by the Office of the Ombudsperson to safeguard the impartiality and transparency of the sanctions regime.”

I also commend your leadership as Chair of the Committee established pursuant to resolution 1540 (2004) and the Al-Qaida Sanctions Committee. During the latest reporting period, the Counter- Terrorism Committee (CTC) continued to work towards fully implementing resolution 1373 (2001) and undertook significant work to that end. With the help of the Counter-Terrorism Committee Executive Directorate (CTED), the Committee is now considering how to improve work related to the preliminary implementation assessments and is soon to hold a special meeting on preventing and suppressing terrorist financing. China welcomes that development.”

Successful presidential and parliamentary elections have been held, establishing a new parliament and Government and promoting the maintenance of stability and development. As Timor- Leste's national development enters a new stage, the United Nations Integrated Mission in Timor-Leste (UNMIT) peacekeeping operation is about to close successfully. I would like to emphasize three points. First, China highly appreciates the fact that the Policia Nacional de Timor-Leste is now officially and fully responsible for domestic security. Last week, a draft resolution on Syria failed to be adopted (see S/PV.6810). That was because there were major drawbacks in the draft resolution, which violated the basic principles governing international relations. Ambassador Li Baodong gave a detailed account of China's position on that occasion, so I shall not repeat it. I wish to emphasize that China has always maintained that the destiny of Syria must be decided by the Syrian people themselves. The Syrian question can only be resolved through political means. The imperative for the international community is to fully support and coordinate with Mr.”

“China hopes that the Quartet will play a greater role in pressing for a resumption of the peace talks. China supports a greater contribution by the Security Council in advancing the Middle East peace process. As always, China opposes the Israeli practice of building Jewish settlements in the occupied Palestinian territories, as well as attempts to unilaterally change the status quo of Jerusalem. We call on Israel to release Palestinian prisoners and detainees and to improve the living and medical conditions of Palestinians still in prisons or in detention. We urge Israel to halt any actions that may lead to tension and to take measures to remove the barriers impeding the resumption of peace talks. At this stage, the security and humanitarian situation in the occupied Palestinian territories, including Gaza, remains grim.”

“China has always maintained that both sides should, on the basis of the relevant resolutions of the United Nations, the principle of land for peace, the Arab Peace Initiative and the road map for peace in the Middle East, resolve their differences through dialogue and negotiation and achieve the ultimate goal of establishing an independent Palestinian State and having two States living side by side in peace and security. We welcome and support every initiative conducive to breaking the deadlock in the Palestinian-Israeli talks and pushing for a resumption of the talks between the two sides. We are seriously concerned by the humanitarian problems caused by LRA activities. We support the countries of the region in their efforts to combat the LRA, welcome the relevant African Union cooperation initiative and appreciate the regional strategy formulated by the United Nations to combat the LRA.”

“I shall now make a statement in my capacity as the representative of China. Currently, the overall political situation in Central Africa is stable. Economic development has achieved results and countries of the region are continuing with the integration process. China finds that gratifying. We note, at the same time, that efforts to achieve lasting peace and sustainable development in Central Africa still face many challenges, with the region's weak economic foundation and rampant transnational organized crime, which seriously undermine social stability. In particular, the Libyan crisis caused the proliferation of arms in the Sahel region as a result of arms smuggling, which threatens the peace and security of some countries in the region. China is very concerned about that.”
