China supports the ongoing, active role of the United Nations on behalf of Afghanistan. We support the efforts of the United Nations Assistance Mission in Afghanistan (UNAMA) in addressing the Afghanistan issue and believe that UNAMA's mandate should address the requirements of further improving and perfecting the transformation process with a view to improved support for, and cooperation with, the Government of Afghanistan in its efforts towards national reconciliation and reconstruction. Improved and strengthened relations with countries in the region and increased engagement in regional economic cooperation will assist Afghanistan in creating conditions favourable to its peaceful development. China welcomes the steps taken by Afghanistan, based on its development needs, to actively participate in China's "One Belt, One Road" initiative, and to join hands in our common development for mutual benefit and results.   16. On the basis of this position, China actively participated in the consultations on resolution 2209 (2015) and vigorously pushed for consensus among the relevant parties. We hope that the relevant parties will implement resolution 2209 (2015) in an earnest, comprehensive and precise manner. Any further actions taken by the Council on the Syrian chemical weapons issue should be separately discussed and decided upon by Council members. We hope that resolution 2209 (2015) will help to fostering further Council consensus on the Syrian chemical weapons, facilitate the early completion of the destruction of Syrian chemical weapons, and provide new impetus for a political settlement of the Syrian issue.   17. Mr. Wang Min (China) (spoke in Chinese): China voted in favour of resolution 2209 (2015). China's position on chemical weapons is clear and consistent. We resolutely oppose the use of chemical weapons by anyone in any circumstances, and support the concerted efforts of all relevant parties to fully implement the decisions and resolutions adopted by the Organization for the Prohibition of Chemical Weapons (OPCW) and the Security Council concerning Syrian chemical weapons. In that process, the authority of the Chemical Weapons Convention and the OPCW must be maintained. The Security Council should remain united and always speak with a unanimous voice, which is important in achieving success in the Council's relevant work.

The question of Ukraine involves multiple complex and interwoven historical and contemporary issues; a comprehensive long-term solution requires a full accommodation of the legitimate rights, interests and claims of the various regions and ethnic groups in Ukraine, addressing the legitimate concerns of the parties concerned and achieving a balance in the parties' interests. The international community should continue to increase diplomatic efforts to push for a political settlement of the crisis in Ukraine. In terms of the Council's discussion on the question of Ukraine, China takes an open approach. We believe that the discussion should play a constructive role in easing tensions in the country. Moreover, the threat or use of unilateral sanctions all too often in international relations is not conducive to finding a fundamental solution.

Organizations such as the United Nations should follow the United Nations guiding principles for humanitarian assistance and strengthen communications with the Syrian Government to win cooperation and support. The international community should provide constructive assistance on the basis of respect for Syria's independence, sovereignty and territorial integrity, and avoid politicizing humanitarian questions and militarizing humanitarian assistance. Thirdly, close attention should be paid to the exacerbation by terrorists of the humanitarian situation. Terrorist organizations inside Syria kill civilians brutally, thereby exacerbating the humanitarian crisis and undermining humanitarian efforts. This has become the principal cause of the deterioration of the humanitarian situation in Syria.

The international community, and the Security Council in particular, should support the political mediation efforts of the relevant parties and urge the Syrian Government and the opposition to find a solution as soon as possible that is appropriate to national conditions and accommodates the interests of all parties. Secondly, the parties in Syria, the international community, the United Nations and other humanitarian agencies should fully and comprehensively implement resolutions 2139 (2014), 2165 (2014) and 2191 (2014). The Syrian Government should bear the primary responsibility for protecting civilians. If the relevant resolutions of the Security Council are to be fully implemented and the humanitarian situation in Syria is to be tangibly improved, the parties should, out of their own sense of humanity, assume their respective responsibilities, strengthen their coordination and focus on the following aspects in the next phase. First, we must vigorously promote the political process to resolve the Syrian issue. That is the only way to restore peace and stability in Syria and improve the humanitarian situation. This year marks the twentieth anniversary of the adoption by the Fourth World Conference on Women of the Beijing Declaration and Platform for Action, as well as the fifteenth anniversary of the adoption of resolution 1325 (2000), on women and peace and security. That provides important opportunities for the international community to protect women and girls' security and their rights and interests, and fully realize gender equality and women's empowerment.   44. The Council's sanctions should be based on the overall goal of achieving a political settlement of the issue in question. In the course of the formulation, application and enforcement of sanctions, the need for a political settlement should be taken into account at all times and the actions taken should be truly conducive to an easing of tensions and to furthering the efforts for mediation and good offices by the countries and regional organizations in question. Sanctions should not be carried out for their own sake, much less interfere with efforts for political settlement - that would be penny wise and pound foolish and would put the cart before the horse. Thirdly, it is imperative to maintain the existing sanctions implementation system. Currently, sanctions are generally an effective tool for the Council.

  45. In coping with situations of concern, the Council should give priority to such tools as mediation, good offices and negotiations. The enforcement of sanctions should be predicated on the exhaustion of other non-coercive means and should be in keeping with the principles of the United Nations Charter and relevant international law. Sanctions should not be a tool for one country to use in pursuit of power politics. The domestic law of one country should not become the basis for sanctions against other States. China is opposed to any practice ofimposing sanctions on other countries on the basis of one's domestic law. Secondly, we should adhere to the overall pattern of sanctions serving political settlements, as sanctions are not the goal but the means.

  46. Meanwhile, in formulating, applying and enforcing sanctions, the Council is also facing a series ofproblems and challenges. In addition, a small number of countries act at will according their domestic laws and impose or threaten to impose unilateral sanctions against other States, which is not only in violation of the principle of sovereign equality among Member States but also undermine the authority of Council sanctions. As to how the Council can best utilize the mechanism of sanctions, I would like to make three points. First, the pre-eminence of the Charter of the United Nations over sanctions should be safeguarded. The Council should strictly comply with the provisions of the Charter and adopt a prudent and responsible attitude on the question of sanctions.

  47. Mr. Wang Min (China) (spoke in Chinese): I thank Under-Secretary-General Feltman and Secretary General Stock of INTERPOL for their briefings. Under the Charter of the United Nations, the Security Council shoulders the main responsibility for the maintenance of international peace and security. For many years, the Council has used a combination of measures, including sanctions, in response to various security threats and in pushing for a proper settlement of the relevant issues through peaceful means and has had positive results. In its practice, the Council has also continued to evaluate its experiences, both positive and negative, and has gradually formed a complete system for sanctions implementation through the important role it has played.

China is willing to send more peacekeeping civilian police, formed riot police units and specialized police experts, such as forensic experts and criminal investigation officers, to the United Nations Blue Helmets and is committed to helping police-contributing countries, including those of Africa, improve their capacity-building. China sent peacekeeping police to the United Nations for the first time in 2000, and we are now an important police-contributing country at the United Nations and also the biggest contributor ofpolice among the permanent members of the Council. To date, China has sent altogether more than 2,000 peacekeeping police officers to eight missions. Currently, we have over 170 peacekeeping police officers working to implement peacekeeping mandates of the United Nations Mission in Liberia and the United Nations Mission in South Sudan. Chinese peacekeeping police fulfil their duties strictly, perform well and have won extensive acclaim.

Fourthly, in order to strengthen capacity-building for peacekeeping police, China supports the Secretariat's engaging in close consultation with police-contributing countries and the Special Committee on Peacekeeping Operations; developing standards for the organization, training and monitoring of peacekeeping police; and strengthening the safety and security of peacekeeping police in view of the security situation in the areas of operation. The United Nations should step up its support for capacity-building for peacekeeping police from regional organizations, such as the African Union, and help them play a bigger role in maintaining regional peace and stability.
