In conclusion, the Kingdom of Saudi Arabia calls on the international community, and the Council in particular, to enhance its main role in maintaining international peace and security. We also call for de-escalation in the region so as to prevent international disasters. De-escalation, dialogue and maximum restraint are the main solution that will strengthen preventive diplomacy and prevent the outbreak of conflicts.

Yemen has witnessed consecutive efforts at the regional and international levels to reduce tension and promote trust, leading to an improvement in the military, political and humanitarian situation during the recent period. The Riyadh agreement signed between the Government of Yemen and the Southern Transitional Council, which seeks to pave the way for the establishment of security, peace and development in Yemen, has now entered its second phase. Regrettably, we see the Houthi militias, supported by Iran, pursuing their practices, which are at odds with the relevant resolutions of international legitimacy, in particular resolution 2216 (2015). The most recent violation was the terrorist attack by the Houthi militias on a mosque in Ma’rib governorate. Dozens of people were killed and dozens more injured.

  3. We must prevent escalation if security and stability are to have a chance of succeeding in Iraq and more broadly in the Arab Gulf region. It is also essential for the international community to shoulder its responsibility to guarantee the security, safety and stability of the vital region of the Middle East for the entire world. The provocations and sabotage operations continuously undertaken by Iran in that region must be deterred. My country has shown maximum restraint in response to the terrorist attacks on our Aramco oil facilities in Abqaiq and Khurais on 14 September 2019. The Houthi militias in Yemen have claimed responsibility for those attacks; however, the United Nations and international investigations have made it clear that the attacks were not launched from Yemeni territory but rather from the north.

  4. We must save Syria through political dialogue and solutions, not foreign interference. We call for the withdrawal of all foreign armed militias from Syrian territory in order to safeguard the territorial integrity of Syria, as well as its security and stability. My country has always called for maximum restraint, calm and dialogue in the face of any conflict. The current levels of tension in our region can only be reduced through dialogue. Recent attacks in brotherly Iraq and the violation of its sovereignty are a very serious escalation that will, no doubt, have negative consequences. The Kingdom of Saudi Arabia condemns those attacks and violations of Iraqi sovereignty and we once again call for all parties to exercise restraint.

We recognize all the Libyan parties equally and call upon them to exercise restraint and prioritize the national interest while upholding the unity, integrity and sovereignty of Libya, which must be protected from foreign interference. We also support the efforts of the United Nations to put an end to the conflict and resolve the crisis through dialogue and political solutions. My country’s Government condemns the recent escalation by the Syrian authorities in their assault on civilians in Idlib. We call for calm and dialogue through the Constitutional Committee, which for the Syrian people provides a glimmer of hope that the long-standing conflict may be coming to an end. Recent years have made it abundantly clear that a military solution — against the wishes of the people and in violation of their sovereignty — would mean nothing.

  6. My country categorically rejects all statements intended to legalize the settlements in the West Bank and all claims that they do not contravene international law. Israel’s settlements violate international resolutions and international law and prevent the achievement of peace and security in the Middle East and the two- State solution. The Kingdom of Saudi Arabia also rejects foreign interference in Libyan affairs, which has led to the presence of extremist fighters on Libyan territory. This is a violation of relevant Council resolutions and has exacerbated military confrontations, leading to greater suffering for the brotherly Libyan people. The Kingdom of Saudi Arabia reiterates its position of support for the Libyan people and respect for their will.

We therefore once again call on the international community to compel Israel to respect the relevant international resolutions, failing which the region will continue to suffer the effects of this protracted conflict. The Kingdom of Saudi Arabia reiterates its steadfast position — that the Palestinian question is our country’s central issue.   8. Mr. Al-Mouallimi (Saudi Arabia) (spoke in Arabic): I thank you, Mr. President, for convening this debate on the situation in the Middle East. The current situation is characterized by the fact that the occupying Israeli authorities continue to try to impose a fait accompli. Israel has announced its intention to construct many new settlements and to annex wide areas of occupied Palestinian territory in the West Bank, which prevents any settlement of the situation. It continues its intransigence by violating international law and relevant agreements to end the conflict, which is the main reason for the crises that afflict the region. Israel continues to adopt legislation and anti-Palestinian policies in order to legitimize its settlement policy and deprive the Palestinian people of their rights.

While emphasizing our efforts to maintain international peace and security, the Kingdom of Saudi Arabia this week announced the founding of the Council of Arab and African States bordering the Red Sea and the Gulf of Aden. We believe in the importance of that Council for enhancing cooperation, investment and development among the States of the region and helping to maintain security and address challenges and threats. That has always been our approach in our foreign policy. We have launched many initiatives, including the signing of the Riyadh agreement between the legitimate Government of Yemen and the Southern Transitional Council and of the peace agreement between Eritrea and Ethiopia. The Kingdom of Saudi Arabia has taken other initiatives over the past few years. Thanks to our policies, we have spared the region many conflicts and played a great role in maintaining international peace and security.

The Council must compel Iran to respect the sovereignty of the States of the Middle East States and to abide by international law and treaties, while ceasing its attempts to destabilize the region and the entire world. We condemn Iran’s violation of Iraq’s sovereignty by attacking two Iraqi military bases. We stress the ongoing efforts of the Kingdom of Saudi Arabia to protect brotherly Iraq from conflicts and wars so that the people of that country can live in security and prosperity.   16. This means that the Kingdom has contributed more than $14 billion in the form of support and aid to Yemen. We also hosted a dialogue recently between the Yemeni Government and the Southern Transitional Council to bridge any differences regarding the solution in Yemen and addressing the Houthi coup. The dialogue concluded with what will be known as the Riyadh agreement, which will be signed soon. According to this agreement, a new Government in Yemen will include 24 efficient ministers and will seek to create a united front, using State institutions in the service of all the Yemeni people while providing them with their essential needs. The Kingdom of Saudi Arabia supports United Nations efforts to solve the crisis in Yemen and welcome the progress made in creating joint observation posts in Al-Hudaydah.

  17. The Government of my country reiterates its call for confronting the armed militias and expelling them from Syria. Those militias serve foreign agendas and seek to destroy Syria by fomenting instability in the region. We call on the international community to unite against any unilateral measure that would undermine a political solution in Syria, in line with resolution 2254 (2015). My country fully supports the Yemeni Government and the fraternal Yemeni people during the current crisis in their country and will continue to do so until a comprehensive political solution is reached and stability is restored in Yemen. The Kingdom of Saudi Arabia recently provided $500 million to Yemen, through the United Nations, to support the humanitarian response plan in the country for 2019.

It gives us hope for the possibility ofreaching a political agreement that would put an end to the suffering of the fraternal Syrian people and ensure the safe and voluntary return of Syrian refugees in line with international standards. Any solution must be based on a two-State solution, in line with the international terms of reference and the Arab Peace Initiative of 2002, which calls for establishing the Palestinian State along the borders of4 June 1967, with Jerusalem as its capital. It also calls for the return of refugees and an end to the Israeli occupation of the Syrian Arab Golan and of Lebanese territories. Historically, my country has been among the largest donors and supporters of the Palestinian people. That is why, in September, we announced the contribution of an additional $50 million dollars in support for the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) and its programmes and in order to provide humanitarian assistance and basic needs to the Palestinian refugees.

  20. Israeli policies are based on a fait accompli - an approach that must change in order to end the greatest crisis in the world to have befallen an entire people. The Palestinian people have suffered one of the most heinous forms of occupation in modern history. However, Palestinians have not given up. They have continued to struggle amid the support of their brothers and friends in order to reach a just solution. This crisis cannot be resolved without addressing its root causes, namely, Israeli occupation and its hostilities. We believe that the Palestinian question is of the utmost importance to stabilizing the region.

All countries that call for dialogue must abandon their policies of exporting their revolutions and creating sectarian pockets in other countries as a means of interfering in their internal affairs. Over the course of past century and up until today, the world has not seen a crisis as prolonged as the Palestinian crisis, suffering as deep as that of the Palestinian people or policies as repressive as those of Israel. Although Israel joined the United Nations as a State Member, it has disregarded all the resolutions of this international Organization and the Security Council, which was tasked with maintaining international peace and security. Israel continues its heinous violations of human rights in Palestine before the eyes of the entire world.

The international community must realize that it is time to act decisively and form a united front to protect the region and the world's economy from any reckless behaviour that could lead to further crises in the region and the world. I reiterate the clear position of the Kingdom of Saudi Arabia against any strife and war in the region. We do not seek war. It is clear that those and other attacks against international energy production, as well as missile attacks against my country, are in defiance of the strong and steadfast policies of my country. They are in defiance of collective international counter-terrorism efforts and an attempt to intervene in the internal affairs of States in our region. I wish friendly South Africa all the best. On 14 September, my country endured awful attacks against Saudi ARAMCO oil facilities using Iranian weapons, which led to a decrease in oil production by almost 50 per cent. That act of aggression is a flagrant violation of international rules and norms and against international peace and security. The international community must take a historic stance. This is a grave threat to the world oil supply and the international economy, and not only to the Kingdom of Saudi Arabia. However, my country was able to contain the repercussions of those attacks and resume normal production in record time.

Iran always boasts that it is occupying Arab capitals. It is none of its business to interfere in Iraq, Syria, Bahrain or anywhere else. He says that every week his country is detaining terrorists. Yes, every week it detains its own citizens. It is torturing and prisoning them. That is well known about Iran. It has spread sectarianism. Our relationship with Iran has been historically positive.

Who supported incidents of terrorism in Argentina, the Arabian Gulf, Syria, Europe, Berlin and elsewhere? All these incidents were the work of the ultimate terrorist State, the Iranian regime. Now we hear the representative of that country talking about the role of my country in this regard and decry the situation of our brethren in Yemen. He applies the famous Arab proverb about those who accuse others of what they are doing. This regime is shedding crocodile tears for Yemen while it has offered that country nothing but bullets, destruction and damage.

My country rejects and condemns the killing and displacement of civilians as well as the use of chemical weapons in Syria, and we call for accountability for those who have committed such inhuman crimes. The crimes being committed in Idlib must stop immediately, without preconditions. The Kingdom of Saudi Arabia supports the Syrian people by all means possible to ensure that Syria gets back on the right track while saving its people from further destruction and suffering. The safe return of refugees must be guaranteed as provided for by international law.   30. We have to realize that the terrorist sectarian militias supported by Iran that have infiltrated Syria have played a major role in Syria's destruction. Any solution to the Syrian crisis will therefore require that these militias leave Syrian territory. Iran must also realize that Syria is an Arab State and that its natural place is among its brother Arabs. Iran's blatant interference in Syria clearly shows that this terrorist regime has transformed it from a normal State respecting international norms and laws as well as good-neighbourly behaviour into a rogue State that sows chaos, heedless of the suffering it causes to the peoples of the region.

My country's Government calls on the Syrian authorities to use this opportunity to engage seriously and sincerely in the Constitutional Committee's first meeting, to take place at the end of October, and not to obstruct it. The Syrian authorities must therefore acknowledge that this first step towards a political solution requires a serious commitment to the political process and tangible measures. The voice of reason must prevail in order to ensure an end to the eight- year crisis in Syria, which has been exploited by the enemies of the people of Syria and the Arab world to implement a foreign agenda aimed at plunging the region into devastation as part of destructive sectarian politics based on expansionism within the region, while keeping it ablaze in the interest of that agenda.

  32. The Syrian Negotiation Commission, as testified by all parties, has cooperated with the Special Envoy of the Secretary-General for Syria, Mr. Geir Pedersen, whose efforts we support. In line with current requirements, the Commission will convene a meeting of candidates and advisors to the Constitutional Committee in Riyadh on 7 October so as to prepare the constitutional documents. The Kingdom of Saudi Arabia will ensure a successful outcome of this meeting and urge the Commission to seriously and objectively cooperate in the upcoming phase. Nevertheless, we must reaffirm that calls for dialogue must go hand in hand with an end to threats and interference in internal affairs, such as attacks against, and attempted assassinations of, diplomats and representatives, cyberattacks against infrastructure, propaganda, sedition and support for, and sponsoring of, militias and terrorist groups. Amid the violence, settlements, displacement and destruction of homes, it is imperative to recognize the right of the people of the region to live in peace, free from interference in internal affairs, free from exported revolutions through militias, such as the Houthis and Hizbullah, and without being pitted against their own countrymen.   37. Shiite Muslims have lived in the Arab world alongside their brothers from various Sunni sects in cooperation, peace and security. The disagreements with Iran surfaced only after the Iranian revolution, which gave the Shiite doctrine a decisive, even exclusive, role in certain domains. The Iranian revolution did not stop there. It called for exporting the revolution to the Muslim world. Indeed, the Iranian Constitution stipulates the pursuit of the revolution within the country and abroad. Recognizing those historic realities is a starting point for ensuring international peace and security in the Middle East.   38. Worse yet, Israel continues its provocations, most recently its entry by force into the Al-Aqsa Mosque and its aggression against that sanctuary on Eid Al-Adha. We condemn that aggression in the strongest terms. In addition, some speak of a centuries-old conflict between Shiites and Sunnis and maintain that disagreements with Iran are an embodiment of that conflict. That is also completely false. Indeed, although Shiite doctrine has existed in certain Arab regions going back nearly 1,200 years, it did not spread to Iran until the sixteenth century, during the reign of Safavid, who managed to convert Iran into a Shiite country, but did not manage to do the same beyond it. That is why to speak of a historic religious conflict lasting over 1,000 years is an illusion.

  40. In reality that is not the case at all, especially when it comes to the two main entities responsible for threatening peace and security in the region, namely, Israel and Iran. The Palestinian-Israeli conflict has never been an ethnic or religious conflict. Indeed, Muslim Arabs have lived with their Jewish and Christians counterparts in peace and security throughout the Arab-Islamic rule in Palestine. That situation changed only when the Zionist movement, a colonialist and racist one, took control of Palestinian territories and homes at the beginning of the twentieth century. After that, Zionist gangs, such as the Irgun and others, embarked upon ethnic cleansing that targeted Palestinians, turning them into refugees and depriving them of their right to life, dignity and self-determination.

We are, in fact, fully cooperating with the United Nations and the Yemeni authorities to take all the necessary steps to return any recruited children who might be found to their countries and to help the Yemeni authorities to rehabilitate those children and reintegrate them into society. We acknowledge that the life of each and every child is very dear and that the natural place for children is in the classroom or on the playground, not on the battlefield. I would also like to say that the humanitarian aid that Saudi Arabia has offered to the Yemeni people is in the hundreds of millions of dollars, including its most recent contribution of $40 million to UNICEF for the protection of children. That support, according to United Nations officials, has saved tens of thousands of children from death at the hands of hunger or morbidity.

Moreover, United Nations bodies failed to provide the coalition command with complete information on the casualties, locations, dates and times. In the absence of accurate data in those areas, those figures amount to little more than guesswork. However, in the very few cases where the coalition forces were provided with sufficient details, those data were taken seriously, investigations were conducted, detailed reports were made and steps taken to prosecute the perpetrators.

The Secretary-General's report (S/2019/509) fairly recognizes the efforts made by the coalition forces in Yemen to mitigate the injury of children and the significant decrease in the number of casualties in 2018. My country's Government insists that all necessary procedures to protect children in armed conflict be taken in Yemen. We work with our sister countries in the coalition to make the child protection unit, established with the agreement of the United Nations and under the coalition's leadership, a model for replication worldwide, as well as a centre of excellence and knowledge to share with neighbouring countries. Allow me to say that so far we find that the numbers cited in the report on the casualties of children caused by the coalition forces are overstated.

  46. Another example of that abuse is the recruitment and use of children on the battlefield, as well as training them in barbarous camps, where they chant sectarian slogans. They are further used as human shields or mine clearers, then wept over when their limbs are severed or they are killed in the field. Yet another example is what Iran is doing in its support of sectarian militias in Lebanon and Syria, especially Hizbullah. The Iranian regime indoctrinates innocent children in military marches and makes them carry weapons and chant slogans that they do not understand. It also continuously supports the Houthi militias, as confirmed in United Nations reports confirming the smuggling of Iranian weapons to the Houthis, in flagrant violation of resolutions 2216 (2015), 2231 (2015) and 2140 (2014).

I would like to offer the support of my country to the United Nations in pursuing the noteworthy agenda of the protection of children and armed conflict by drawing the attention of the world to the deliberate abuse of children perpetrated by various States and armed groups. We completely condemn that and call for the international community to fight it by all means necessary. One example of such deliberate abuse of children, including killing and maiming, is the ongoing actions of Israel against children in Gaza and the West Bank, including in Al-Quds Al-Sharif. Israel continues to premeditate the killing by gunfire of children who are armed with no more than stones, not to mention its practice of arbitrary detention, torture, killing and injuring of 2,800 Palestinian children in 2018.

  50. We reaffirm our readiness to establish friendly and cooperative relations with Iran, based on the principles ofnon-interference in internal affairs and respect for sovereignty. The continued activity of the Houthi coup militias, which are supported by Iran, and their continued control over critical State institutions in the capital of Sana'a, for the fifth consecutive year have created a hotspot for terrorist organizations in the region, enabled the spread of epidemics and led to the deterioration of humanitarian crises. The militias are using humanitarian assistance as a weapon to maintain their control and achieve their political aspirations. The conduct of those militias and the attacks on the Kingdom of Saudi Arabia reveal the nature of their ideology and destructive principles.
