All those actions constitute war crimes and crimes against humanity and will not be forgotten by future generations.   4. Sectarianism and extremism fostered the emergence of ISIL, as well as the war machine of the Syrian regime, which persists in committing crime after crime against the Syrian people. All of that has created a vacuum that terrorists have rapidly exploited. Terrorist actions should be tracked and counter- terrorism efforts must be strengthened by putting a stop to the prime source of all of the violence, namely, the Syrian regime. ISIL and the Syrian regime are but opposite sides of the same coin; therefore, concerted action should be based on supporting the legitimate Syrian opposition, represented by the Syrian National Coalition, to enable it to respond both to ISIL and to the regime, which is supporting ISIL in its own interests.

  5. In that regard, I highlight the support provided by the Kingdom of Saudi Arabia to the United Nations Centre for Counter- Terrorism (UNCCT) in the amount of $100 million. The Custodian of the Two Holy Mosques has called on other States to contribute to the UNCCT, which is one of the most important bodies working against the scourge of terrorism. So long as the Council and the Organization lack a wide-ranging comprehensive strategy to address the root causes, all efforts to counter the scourge will be in vain. The ongoing occupation by Israel of the Arab terrorities in Palestine, Syria and Lebanon is a factor contributing to the development of terrorist thinking, which justifies terrorism as contributing to the fight against occupation.

This is the content of the following statement, issued by the Ulema Council on 14 September: "Terrorist acts perpetrated by certain groups, such as ISIL, Al-Qaida, Asaib Ahl Al-Haq and Hizbullah, as well as the terrorist actions of the Israeli occupation and the terrorist criminal acts perpetrated by groups claiming to belong to Islam, are all prohibited actions and are deemed to be crimes." The statement of the Ulema Council also prohibits entering the conflict zone and joining the insurrection. The instigators of these crimes are criminals themselves. They are leading others into error, and should be punished. The Kingdom of Saudi Arabia was one of the first States in the fight against terrorism by extirpating its root causes. Moreover, the Kingdom has been a victim and remains a target of terrorism.

Sectarianism, oppression and repression are factors that have created fertile ground for the proliferation of transnational and even transcontinental terrorism, of which the Islamic State in Iraq and the Levant (ISIL) is a prime example. ISIL's barbaric terrorist crimes have nothing to do with Islam, which is completely at odds with such acts. I wish to convey the words of King Abdullah Bin Abdulaziz Al-Saud, alerting the international community to the danger of transboundary and transnational terrorism. We need a collective vision and specific goals to guide our efforts to overcome terrorism. The timely actions taken by the Government of Saudi Arabia, which called for the J eddah conference a few weeks ago and issued a statement afterwards, are the expressions of our determination to resolutely continue along this path.

  9. We hope that the final appointments will make its composition inclusive, thereby attaining a political balance conducive to responding to the severe crisis in the country. It is high time for Iraq to recover its strength. To that end, the international community should provide full support to create appropriate conditions for the success of political reform and for the enshrinement of rules ofjustice and equality among all components of Iraqi society. Since Iraq took its first steps to repudiate sectarianism, put an end to foreign intervention in its affairs and return to the Arab world, the Kingdom of Saudi Arabia has held out its hand to all sectors of the Iraqi people.   14. How many tragedies must this aggrieved people bear as it seeks the Council's protection and an end to the aggression? The death toll has reached and exceeded 600 martyrs. There are more than 4,000 wounded, most of whom are children, civilians and women. More than 100 Palestinians have been made homeless. The Israeli aggression has gone beyond destroying the homes of the inhabitants of Gaza and attacking hospitals - indeed, even centres for the handicapped - let alone the barbaric aggression against mosques. The second time was before their 80-year-old grandmother and a 5-month-old infant were killed under the rubble caused by an Israeli raid. The third time was following the Israeli massacre in Shujaiya, where dozens of Palestinian civilians were martyred. This is now the fourth time that the Palestinian people appeal to the Security Council since the Israeli war machine promised to intensify its aggression and expand its criminal operations in Gaza - after the killing of 25 people under the rubble of their homes in Khan Younis, including 24 members of one family; the killing of 10 members of the Siyam family in Rafah, including four children and a nine-month old; as well as the killing of a mother and her four children.

  19. President. We should not be fooled when Israel says that it accepts peace initiatives and ceasefires, while the other party rejects them. The fact of the matter is that Israel is the party that withdrew from peace negotiations. It was Israel that reneged on its commitments by refusing to release the last tranche of Palestinian detainees. It was Israel that re-arrested and re-detained those already released in prisoner-exchange agreements, in flagrant violation of those agreements. It is Israel that has unrelentingly persisted in building occupation settlements on Palestinian land. It is Israel that desecrates Islamic and Christian holy sites, day in and day out. It is Israel that prevents and denies the faithful access to such sites during the holy month of Ramadan.

We heard from the Permanent Representative of Israel a long series of unfounded claims and flimsy pretexts, as well as dramatic expressions intended to give the impression that Israel was the aggrieved party in the current battles, or indeed in years past. Do not be fooled, Sir. We should not be fooled when Israel says that it defends itself against missile attacks launched by Palestinians against it. The fact of the matter is that Israel has a defence system against missiles that has so far effectively destroyed most of the rockets launched against the country. What Israel is doing is not self- defence, it is a widespread attack replete with war crimes. Do not be fooled, Sir. We must not be fooled when Israel says that Palestinian attacks threaten its security and that of its citizens.

We would like to see the Syrian regime held accountable for all chemical weapons and weapons ofmass destruction, which should be kept in a secure place and must not be transferred to any other party. It is extremely important that the international community and Security Council remain vigilant in that regard. My Government would like to affirm that eradicating weapons of mass destruction is the only genuine guarantee against their use or threatened use. Saudi Arabia reiterates that the concerns of non-nuclear- weapon States must be taken into account through an international instrument guaranteeing their safety and stability. Saudi Arabia underscores that the Syrian regime must remove and destroy all chemical weapons and materiel and end all relevant activities in implementation of resolution 2118 (2013) and the resolutions of the Organization for the Prohibition of Chemical Weapons. We express our concern at the Syrian regime's failure to meet its deadlines, most recently on 27 April. It is unacceptable to use the security situation as a pretext. Indeed, it should be a reason to accelerate the removal of such weapons, and not the contrary. We would like to draw the attention of the international community and the Council to the fact that the chemical weapons declared destroyed was based only on what was declared by the Syrian regime.

We therefore reiterate our call for the establishment of a zone free of nuclear weapons and all weapons of mass destruction in the Middle East, including by inviting Israel's to declare its nuclear weapons and submit it nuclear sites to the supervision of the International Atomic Energy Agency. Based on our position on the need to rid the Middle East of nuclear weapons, the Kingdom of Saudi Arabia reiterates its regret at the failure to hold the conference on establishing a zone free of nuclear weapons and all weapons of mass destruction in the Middle East scheduled to be held in Helsinki in 2012 because of Israel's refusal. Such a conference must be held as soon as possible in 2014. One single country in the region must not be allowed to spoil the chance for all countries to live in peace, free of nuclear terror.

The Kingdom of Saudi Arabia emphasizes the importance of the efforts to prevent the proliferation of weapons of mass destruction and the need for the international community to adopt similar measures through legal frameworks to achieve a world free of terrorism and nuclear weapons, especially in the Middle East. Security and stability in any region cannot be achieved through weapons of mass destruction. However, it can be achieved through cooperation and consultation with other countries, development, progress and by avoiding a destructive arms race. Israel's possession of nuclear weapons therefore represents a major obstacle to the achievement of stability and security in the Middle East.

The Kingdom of Saudi Arabia has clearly demonstrated its international commitment to resolution 1540 (2004) by acceding to international conventions and treaties on WMDs, nuclear, biological and chemical weapons, as well as to the 1925 Geneva Protocol on toxic gases. That reflects Saudi Arabia's commitment to support international efforts to eliminate WMDs for the achievement of international peace and security.   39. As to the lies that some are trying to promote asserting that the Islam suppresses freedoms and oppresses women, they are nothing but desperate attempts to cover the truth and promote hatred. Islamic sharia has provided for respect for human rights, including safeguarding one's faith, soul, mind, honour and wealth. Therefore, human rights in Islam include political, civil, economic, cultural and social rights. Human rights in Islamic sharia are more important than mere laws. In this international Organization, we start from different cultures and concepts, but all ofus are seeking a common goal, namely, the development of a world in which we renounce our intolerance and differences in order to live in enduring peace and security. The system of Islamic jurisprudence concurs, in its fundamentals, with the principles of the rule of law. The diversity of the world's systems and the traditions of its peoples confirms that there is not a single model for the rule of law, as well as the importance of pursuing the dialogue with regard to the various successful national applications in this area. The Kingdom of Saudi Arabia was established on the basis of the teachings of the Islamic faith, which is anchored in justice and equality. Those principles include different forms of human cooperation and harmony. God the Almighty has taught us that we cannot be faithful unless we desire for others what we desire for ourselves, and that whoever unduly kills a human being has in effect killed all people.   43. It should help local parties to settle their disputes pursuant to their own aspirations, cultures and history. Therein lies the significance of cooperation with regional and subregional organizations in maintaining international peace and security, particularly with respect to peacekeeping operations. The United Nations, and the Security Council in particular, are morally responsible for preventing the exacerbation of conflicts and achieving sustainable peace. We welcome the creative ideas put forward by Jordan, and express particular support for the establishment of a United Nations historical advisory team to cooperate with the authorities of States in conflict in order to restore and protect important archives, record eyewitness testimonials, collect statistics and establish national archival committees.

  44. Achieving a shared historical narrative that uncovers both the truth and violations of human rights is one of the main pillars of justice and strengthens stability and peace. There is a pressing need to strike a balance between uncovering the truth and achieving justice and national reconciliation when striving for peace among the citizens of a shared homeland in a way that will lead to consensus and avoid repeating the mistakes of the past. Every situation is unique. That does not mean that we cannot benefit from the experiences of others. It simply stresses the dangers of generalizing and the imposition of inappropriate scenarios that could complicate the chances of achieving peace. The participation of the United Nations and its agencies should not bypass the will of stakeholders.

To that end, we have presented initatives of His Majesty King Abdullah Bin Abdulaziz Al-Saud, Custodian of the Two Holy Mosques, in an attempt to reach out to all religions and sects, including at the Conference of Group of Eight in 2008 and at a global forum on dialogue at the King Abdullah bin Abdulaziz International Centre for Interreligious and Intercultural Dialogue, in cooperation with Spain and Austria. The dialogue included experts and well-known personalities, as well as political leaders, to enhance and promote peaceful coexistence in cultural and religious diversity, which will lead to permanent peace. I wish to share with the Council some thoughts that I hope will be discussed at a level commensurate with their importance to the concept of the historical narrative and the quest for sustainable development.

  46. If settlement incorporates elements of amnesty or immunity, it should do so with the consent of all parties. The prevention of bloodshed must take precedence over vengeance. Justice can be achieved through amnesty and tolerance without detracting from historical realities. That principle was enshrined by the founder of our Kingdom, King Abdulaziz Al-Saud, and espoused by President Mandela of South Africa. The Kingdom of Saudi Arabia seeks to prevent conflict through dialogue.

  47. Any just settlement in Syria should start with the departure of those who have shed the blood of Syrian and are guilty of war crimes and crimes against humanity. They should have no role in formulating the future of the new Syria.Saudi Arabia has listened assiduously to the demands of all parties to the conflicts in Yemen, Lebanon, Somalia and elsewhere, and sought to achieve a settlement among them, including at the Taif conference that ended the civil war in Lebanon and through the Gulf initiative that helped Yemen transition from conflict to peace. We have also met with councils of elders in Somalia. In all these initiatives, the Kingdom of Saudi Arabi has been well aware of the historical background of the conflicts. We have sought to resolve them in a manner that would allow us to benefit from their lessons.

  48. Saudi Arabia has sought to contribute to the settlement of regional and international conflicts by bringing the parties together. We have undertaken numerous initiatives, including the Arab Peace Initiative for a just and comprehensive peace between Israel and the Arab States. Any derogation from the elements of the Initiative - such as the failure to recognize the State of Palestine within the borders of 4 June 1967, with its capital in Al-Quds Al-Sharif; questioning the right of the Palestinian refugees to return, in accordance with the resolutions of the United Nations; or actions to weaken the full sovereignty of the State of Palestine - will undermine the foundations ofjustice and equity on which the final settlement will rest.

The failure to establish an environment conducive to finding a shared historical perspective for addressing post-conflict situations can be very serious and may threaten international peace and security. In that regard, security transcends but does not nullify the traditional maintenance of international peace and security, democratic transformation and economic activity. It is strongly linked to basic historical events. In addition to the need to defining such a shared historic proposition, it is vital that efforts to settle disputes be tempered by justice; if they are not, they may endanger the future. It may be difficult or even impossible to resolve certain disputes, but their settlement should be based on credible propositions.

The disputed historical narrative bears the seeds of prospective civil war, lies at the heart of the suffering experienced in many parts of the world, perpetuates war and undermines peace processes. The historical narrative is one ofthe most important components of identity. It is an error to believe that it is not affected by ongoing developments. It has a concrete impact on perspectives on present and future events. Whether or not it is correct, the historic proposition is not confined to the past but extends to the present and the future.
