We also support the idea of a collective agreement to remove the obstacles to accountability for war crimes and genocide, to increase transparency, including in the selection of the Secretary-General and in relations with regional organizations, and to enable the Council to accomplish its most basic and most important function, namely, the maintenance of international peace and security with a view to preventing conflicts and resolving the issues afflicting countries in post-conflict situations. The reform of the Security Council is one of the major tasks that the international community should take up as it celebrates the seventieth anniversary of the founding of the United Nations. My country stands ready to cooperate fully with other Member States in order to attain that important objective.

We have now reached a point in which a majority of States Members agree that there is a fundamental problem with the working methods of the Council, which affects its credibility and weakens its ability to resolve conflicts, as we can see from the Council's deadlock with respect to several issues, including the Palestinian question and the crisis in Syria. My delegation therefore appreciates all the efforts underway to improve the Council's working methods, including the initiative of French President Francois Hollande with respect to restrictions on the use of the veto in situations involving serious crimes and the initiatives that would support that proposal.

A number of reports and statements have been published since that date in documents calling for improvements in the Council's working methods and stressing the complementary relationship among the General Assembly, the Security Council and the Economic and Social Council. Although positive results have been achieved in such areas as transparency and broader participation, it has, unfortunately, not yet been possible to find a comprehensive solution that allows the Security Council to address its fundamental tasks as we would have wished.

I also Wish to thank you for convening this meeting on the working methods of the Council. We agree with the concept note (S/2015/793) that you have so carefully prepared. The Kingdom of Saudi Arabia has, on several occasions, called for the reform of the Security Council and the improvement of its working methods. We live in a world torn apart by war, violence and serious extremism, so we look to the Council to defend international security and maintain peace. The process of Security Council reform began in 1993.

  6. We express our condolences to the bereaved families of the pilgrims. We will conduct the necessary investigations and will punish anyone who turns out to have failed in his or her duty, but we will not allow anyone to attempt to exploit that human tragedy. Lastly, Sir, the resolution of the conflicts in the Middle East certainly requires a rigorous analysis of their reasons and root causes. We also reaffirm the need to end the Israeli occupation of the Arab territories and to halt the abuses being committed by the Syrian authorities, International legality, good neighbourliness and non-interference in the affairs of other States need to be respected. Otherwise, fighting terrorism and overcoming terrorism will be no longer within our reach.

  7. It is for that reason that we responded to the appeal from the Yemeni Government through its President Hadi Mansour. We believe that the resolution of the conflict in Yemen entails an open dialogue between the various components of Yemen in accordance with the peace initiative of the Gulf Cooperation Council and its mechanism and with Security Council resolution 2216 (2015). It is reprehensible that Iran continues to politicize the regrettable incident that took place during the Hajj pilgrimage. It is equally reprehensible that Iran does not show respect for the sanctity of the pilgrimage and the lives of the victims. The Kingdom of Saudi Arabia has always sought to insure the security ofpilgrims. We have thwarted numerous Iranian attempts to carry out sabotage over the years.

The attempts at domination and interference in the affairs of States and attempts to worsen confessional rifts by creating divisions, such as Iran has done in a number of States in the region, are processes that history had proven to be doomed to fail, They lead to the denial of rights and the deprivation and denial of political rights and provide further ground for terrorism. Also, my country has supported the measures adopted by the Iraqi Government to restore balance in the political life of that country and to include all components of the Iraqi people in order to fight terrorism. In brotherly Yemen we have seen how international legality has been under siege. We have seen the Iranian dictate undermining all the gains of the Yemeni people.

The countries that now claim to be coming to fight ISIL's terrorism cannot do so while supporting the regime in Syria and its foreign allies such as Hizbullah, Saraya Al-Quds as well as other terrorist faith-based groups. In that regard, my delegation expresses its deep concern over the military operations of the Russian Federation in Horns and Hama. There are no Daesh troops at the present time in those cities. Those attacks have claimed a number of civilian victims. We demand an immediate end to those attacks, which must not be repeated.

Achieving peace and security in Syria requires a broad coalition to deal with the profound causes that allow the Syrian regime to remain in power and refuse to comply with the Geneva communique (S/2012/522, annex), which called for the creation of a transitional government with expanded powers. The Al-Assad regime cannot participate in any war against terrorism because it is the very embodiment of terrorism. Any resolution of the Syrian must be based on the conviction that those who have the blood of their own people on their hands cannot be part of any settlement of the crisis. The Kingdom of Saudi Arabia has fought terrorism everywhere and has taken part in the international coalitions against the Islamic State in Iraq and the Levant (ISIL).

Accordingly, the international community must act immediately to put an end to the Israeli occupation of Palestine and other Arab territories and work to establish a Palestine State with East Jerusalem as its capital, in accordance with international law and the Arab Peace Initiative that my country proposed over 13 years ago.   12. The settlement of current conflicts needs to draw on a rigorous analysis of the root causes, which would facilitate the search for a resolution. The conflicts in the Middle East and North Africa actually, particularly the Israeli occupation, arise from a small number of factors, including exclusion, domination and the failure to respect international law. Those are the very same causes that have given rise to terrorism and its territorial expansion. The ongoing Israeli occupation of Palestinian territory, continued aggression against the Al-Aqsa Mosque and settler violence are among the direct causes of many conflicts in the region. The hardships imposed by occupation and a sense of despair are among the reasons that attract people to terrorism.

  15. The representative of Israel has chosen to give us a most melodramatic finale in which he opened fire on just about everybody. It is ironic that the representative of Israel can stand here and give all of us a lecture on the protection of civilians in time of war. Israel has written the book on killing civilians in warfare. Israel is the ultimate authority in that area, having murdered thousands of Palestinians just one year ago in Gaza. Now the latest version of Israel's protection of human rights is to defend the rights of criminals. I say to the representative of Israel that if my country executes criminals, his country is deliberately killing innocent civilians children, women and men, day and night, and has been doing that for a very long time.

  18. We must combat terrorism by finding solutions to its root causes. The Syrian authorities have engaged in genocide and marginalization and have deprived the people of their most basic humanitarian rights. We can see what the Syrian authorities are doing with the full support of Hizbullah in the town of Zabadani, where the Syrian authorities have used more than 600 barrel bombs in the past three weeks. We urge the Security Council to condemn this aggression and to call on the Syrian authorities to stop targeting civilians. We call on the Council to condemn the crimes perpetrated in Qalamoun by Hizbullah and other sectarian parties coming from abroad. We call on the Council to put an end to the bloodshed in the Syrian Arab Republic.

My country supports all international efforts to adopt a resolution that seeks a final solution to the Palestinian cause and bring to an end the occupation, in line with the Arab Peace Initiative and resolutions of international legality, so as to create a Palestinian State in keeping with the borders of 4 June 1967, with Jerusalem as its capital. Four years after the beginning of the crisis in the Syrian Arab Republic, Syria continues to be one of the most serious humanitarian disasters of this century. The Syrian authorities continue to intimidate, starve, kill and destroy the Syrian people. That complete lack of humanity and the proliferation of terrorism has led the Kingdom of Saudi Arabia to condemn the presence of armed foreign terrorist fighters in Syria, including Hizbullah and other sectarian parties coming from abroad.

  20. Israel bears full responsibility for the deterioration in the situation in Jerusalem, and all of the negative consequences of the racist Israeli policies in Jerusalem are to be condemned. We condemn also all attempts to try to change the historic and religious identity and legal status of places of worship, and we call on Israel to immediately halt all actions leading to a demographic transformation of the city of Jerusalem, including the settlement process, the destruction of Palestinian homes, the deprivation of the Palestinians of their right to a residence, and their eviction from their homes in contravention of international humanitarian law and international human rights law.

  21. Palestine is a party to the Rome Statute, and we commend this peaceful step. We also look forward to the accession of the State of Palestine to the United Nations as a fully sovereign State in the near future. The Israeli acts of aggression against the people of Palestine are one of the principal reasons for the continuation of the conflict and the death of any hope to try to find a lasting solution to the Palestinian situation. Bringing about peace and security in the region and achieving comprehensive peace requires thatjustice be done and that Israel be held accountable for the crimes it has been perpetrating since the beginning of the occupation. The Kingdom of Saudi Arabia underscores the importance ofIsrael's being duly held to account for the crimes it perpetrated during the attack on Gaza and for the war crimes that it continues to perpetrate against the Palestinian people. My country finds it strange that Israel is not to be found on the list contained in the annex to the annual report of the Secretary-General on children and armed conflict, known as the blacklist. My country believes that this represents a double standard in the report of the Secretary-General, which sets out the number of people killed. Palestinian children represent the third-highest number of children killed since 2014. The number of schools destroyed in Palestine is the highest in all of the conflict situations 2014.

Israel's policies will lead only to destruction and to the end to any hope of achieving a just solution to the Palestinian cause that will guarantee the creation of an independent Palestinian State, with East Jerusalem as its capital and in accordance with the Arab Peace Initiative and the relevant resolutions of international legitimacy. The report of the Independent Commission of Inquiry established by the Human Rights Council reiterates that Israel violated international law and perpetrated crimes that could be considered war crimes in carrying out its aggression against Gaza. Israel has targeted residential areas and used wide-impact explosive weapons to target residential areas, hospital, schools and shelters. The report makes it clear that Israel has systematically used destruction as a weapon of war.

  25. In fact 100,000 people are now internally displaced in Gaza, owing to the aggression and the ongoing blockade, which has hindered the delivery of aid. The Kingdom of Saudi Arabia holds Israel responsible for the deteriorating situation in Gaza. The suffering imposed by Israel will not end as long as the international community and the Security Council have not required Israel to end its aggression and its racist and oppressive colonial policies against the Palestinian people. We must not forget those victims. We must not forget the tens of thousands of wounded and the hundreds of children who became orphans last summer. We must not forget that Gaza is continuing to suffer a humanitarian crisis as a result of the aggression and the blockade imposed by Israel, which clearly violates international law.

One year after the launch of the Israeli aggression campaign targeting Gaza, the Palestinian people and the international community continue to aspire to the hope that the Council will work towards ensuring that justice is done and that the perpetrators of the crimes carried out during the Israeli campaign are held accountable for their actions. That campaign lasted 51 days, leaving 2,251 Palestinians dead, the majority of whom were civilians, including 551 children. The campaign also destroyed approximately 12,000 homes and damaged over 4,000 others; it also damaged or destroyed 540 schools and 73 clinics and hospitals. The Palestinian people always suffer the repercussions of such aggression.

It seems as ifhe wants only to highlight what Israeli authorities have done in suppressing and oppressing the Palestinian people in recent weeks.   30. They are impeding access of humanitarian relief into the occupied territory. In fact, the Security Council has committed to taking measures in cases where chemical weapons are used by any party and to punishing any party that hampers the delivery of humanitarian assistance. However, such threats, unless actually implemented, will do no justice to the people but will cast doubt on the integrity and credibility of the Security Council and help the Syrian authorities to pursue their practices. Indeed, the practices of the Syrian authorities have helped the terrorist groups to expand in Syria.   31. We must move towards achieving the aspirations of the Palestinian people and the independence of its State, based on the borders of 4 June 1967, with Jerusalem as its capital. We must also achieve a resolution of the issue of the Palestinian refugees, according to the internationally legitimate resolutions. I would like to continue my statement in my national capacity by stressing that the situation in Syria, after four years of conflict, is the largest catastrophe of the century. In fact, the Syrian authorities continue to perpetrate crimes against the Syrian people and to use chemical weapons against civilians.   32. The Organization of Islamic Cooperation calls upon the Security Council to put an end to the suffering of the Palestinian people and to protect Palestinian civilians. The Organization of Islamic Cooperation welcomed the convening of the parties to the Fourth Geneva Convention on 17 December 2014. We would like to reiterate that those parties are obliged to force Israel and its occupying troops to respect the Fourth Geneva Convention and to implement it in Palestine, including in Jerusalem. In fact, the Special Coordinator for the Middle East Peace Process, Mr. Robert Serry, during his briefing before the Council last month (see S/PV.7417), asked if it was time for the Security Council to take the leading role.   33. The situation in the Gaza Strip is deteriorating as a result of the Israeli blockade and aggression last summer, in which more than 2,000 Palestinians were killed. Because of that aggression, the humanitarian organizations working in Gaza are suffering from a shortage of funding. We must therefore support those who are working in the humanitarian field. The OIC calls upon the international community to give generous donations to the Palestinian people and those who are supporting them. We call upon the Council to demand that Israel put an end to its inhumane blockade against Gaza and to implement resolution 1860 (2009) with regard to the delivery of humanitarian aid to Gaza without impediments.

  34. Israeli troops have detained a number of Palestinians, including members of Parliament, such as Ms. Khalida Jarrar, without charges. The OIC has condemned the serious threats and terrorist activities carried out by Israeli terrorist settlers against the Palestinian people under occupation. In February, the Al-Huda mosque in Bethlehem and a building affiliated with the Greek Orthodox church in Jerusalem were destroyed. We condemn those attacks on Islamic and Christian places of worship. The OIC holds Israel fully responsible for all those horrendous acts against the Palestinian people, because Israel brought the terrorist settlers into the occupied territory. We call upon all the leaders of the international community to place them on the list of terrorist groups.

  35. The OIC stresses the importance of putting an end to the occupation by Israeli troops of Arab territory, as well as the Syrian Golan Heights and Lebanese territory. We call upon the international community to put an end to the Israeli occupation and to achieve a peace based on the two- State solution. Israel is stubbornly imposing its oppressive and racist policies on Palestine. The statements ofthe Israeli Prime Minister during the recent Israeli elections confirmed the Israeli policies of building settlements and the racist wall, as well as the use ofextreme violence by Israeli troops against peaceful demonstrators. Israel is carrying out a policy of deporting and intimidating Palestinian people, in addition to other policies based on impunity.

  36. That brave step comes within the framework of the obdurate practices carried out by Israel, which has refused to honour its commitments. It violates international law and impedes all negotiations aimed at reaching a settlement of the issue. In fact, the Israeli Prime Minister has rejected the establishment of an independent Palestinian State. Therefore, we would like to call upon all the countries of the world to honour their commitments to support Palestine and acknowledge the State of Palestine based on the borders of4 June 1967, with Jerusalem as its capital. First of all, on behalf of the member States of the Organization of Islamic Cooperation, I would like to welcome the decision of the State of Palestine to officially join the International Criminal Court. We look forward to Palestine becoming a full-fledged Member of the United Nations, thereby achieving part ofthejustice that Palestine has been deprived of over the past few decades. Palestine's joining the International Criminal Court is a very important and natural step in that regard. However, it is also very important for Palestine to establish a framework of accountability for those in charge of the Israeli occupation of Palestine and responsible for the confiscation of Palestinian tax revenues, the blockade against Gaza and the hunger and war in Gaza, as well as other violations committed by Israel against Palestine.

When the bands of Daesh overwhelmed large tracts of territory in Iraq, we rushed to provide assistance to our brothers in that country, and contributed $500 million to assist those who were harmed by the terrorist attack, regardless of the religious, communal or ethnic identity of the victims. Thus, my country continues to combat those who oppress and persecute minorities, while at the same time, it continues to try to reach political and cultural solutions so as to promote understanding, coexistence and dialogue. Therefore, in cooperation with the Kingdom of Spain and the Republic of Austria and with the participation of the Vatican, we have established the King Abdullah bin Abdulaziz International Centre for Interreligious and Intercultural Dialogue in Vienna to foster dialogue and understanding among the various religions and communities. We have also sponsored and continue to sponsor channels of dialogue within the various communities of Islam. We have combatted terrorism through participation in the coalition that is confronting Daesh in the north of our region and the Houthis in the south.   42. Combating Violence and attacks against religious minorities in the Middle East and everywhere else in the world must be based on two main pillars. The first is the fight against all forms of terrorism and the isolation of its supporters; the second is the restoration of rights and the principles of international justice and the rule of law among and within States. The Middle East, which suffers from violence and attacks on minorities, requires and needs from the Council a profound remedy and solution to its political problems, first among which is the acknowledgement of the legitimate rights of the Palestinian people and the enablement of Palestine to exercise its legitimate right to self-determination and the establishment of an independent State within the borders of 4 June 1967, with Al-Quds Al-Sharif, noble Jerusalem, as its capital.

  43. Therefore, what the persecution of religious minorities in the Middle East today is a clear and grave violation of the law of the noble religion of Islam. The hateful exploitation and distortion of Islam and its principles are also often used to justify the oppression and marginalization suffered by Muslims themselves, whether at the hands of oppressive and unjust regimes, such as the Syrian regime, which has killed hundreds of thousands of Syrians and has displaced millions ofthem regardless of their faith, ethnicity or sectarian beliefs; or at the hands of Israel, which continues to persecute the Palestinian people, Muslims and Christians alike, and to practice the most heinous forms of killing and ethnic cleansing against them.

Islam requires all its adherents to be rightful and just to others, as God All Mighty says: "God does not forbid you to deal justly and kindly with those who have not fought against you on account of religion and have not driven you out of your homes, and does not forbid you from being righteous towards them and acting justly towards them." This religion does not consider its followers' faith complete unless also they believe in the message of Jesus, Moses and other prophets of God. Islam is a religion that recognizes religious freedom. As God Almighty says, "There is no compunction in religion". Islam is the religion that has looked after religious minorities throughout the centuries, including Christians in Palestine and Jews in Andalusia and others.

Therefore, we would have wished that the perspective of this meeting had taken all of those items into consideration and did not limit itself to the question of attacks and abuses on minorities in the Middle East, despite the importance of that subject. If we were to look more broadly at this topic and try to understand its historical dimensions, we would realize that Islam is a religion of tolerance and openness. It is a religion that does not distinguish or discriminate among religions. God says in his noble book, The Koran, that the messenger, the Prophet, believed in what was revealed to him from his Lord, and have the faithful have done likewise ever since. All of them have believed in Allah, His angels, His books and His messengers, saying that we must make no distinction among any of his messengers.

Within, extremist groups cloaked falsely in religious garb, such as Daesh/Islamic State in Iraq and the Levant, Al-Qaida, Hizbullah and others, are carrying out the worst forms of killing and persecution, the primary Victims of which are large numbers of Muslims. The flames of those acts are reaching many members of other communities. From without, Islam is confronting a provocative and inflammatory media campaign that includes violence against Muslims in some parts of Europe, Myanmar, Palestine and other places. That campaign also includes practices that, though not Violent, are no less harmful. Those practices include the distortion and disrespect of Islamic holy and religious sites and figures, such as the publication of caricatures that are offensive to the Prophet Mohammed, peace be upon him.

  48. The starting point should be recognizing that what was suitable for the mid-twentieth century is no longer appropriate for this century. We must recognize that the United Nations system is in urgent need of comprehensive reform that would rejuvenate and restore vitality to its institutions and organs. Accordingly, it is reasonable to say that the Council should start considering how to develop its work and increase its efficacy, credibility and the legitimacy of its representation. If the Council can attain such results, then you, Sir, should be proud of what this meeting has achieved under your presidency. However, if this occasion passes like any other, then we will find ourselves in a vicious circle of discussion and dialogue without the ability to achieve a solution.

We saw how he gave himself the right to play Oscar voter, giving out awards left and right, while forgetting, or pretending to forget, the extreme absurdity of his country's appointment to a position on the commission dedicated to the elimination of occupation when it is an undisputed occupier. He also forgot to include in the awards he gave out the Oscar for Best Horror and Murder, for the crimes his country has committed in Gaza, Qana, Deir Yassin, Sabra and Shatilla, Bahr el-Baqar and elsewhere.
