The report categorically condemns the forces of the Syrian Government as well as the Myanmar border guards and others for having perpetrated such heinous and horrific crimes. We unreservedly condemn the grave Violations of international rules and regulations pertaining to the protection of children perpetrated by the Israeli occupation through its security apparatus, which uses excessive and extrajudicial force against children. Children are subject to summary executions, trials before military tribunals before reaching the age of legal responsibility, arbitrary arrest, physical torture, psychological abuse and sexual exploitation.

I also commend you for your deft stewardship of the Security Council this month. We commend the role of the United Nations in sparing children from suffering the horrors of armed conflict. We are greatly pained at seeing millions of children exposed to violence throughout the world and becoming victims of wars for which they bear no responsibility. The report submitted by the Secretary- General (S/2017/821) refers to grave violations against the rights of children perpetrated by terrorist groups such as Da'esh, Boko Haram, Al-Shabaab and others.

  4. Mr. Al-Mouallimi (Saudi Arabia) (spoke in Arabic): When I hear the Syrian representative speak, I feel like laughing. He described us as the sons of Saud; we are very proud to be sons of Saud, from the Saud dynasty. He accused us of promoting Islam, which we certainly do, but we do not use chemical weapons to kill our own children and citizens, as does the Syrian regime. We do not terrorize our own people, as does the Syrian rcgimc. Whenever I hear such accusations from the Syrian representative, I feel like telling them that he is really talking about himself, not us, What they are doing is trying to meddle in Gulf country affairs and the crises in that area. They want to take advantage ofthat situation, but they should not interfere in these things. If it were us, we would be ashamed.

We therefore reiterate that the international community should continue to take a firm stand against all acts of killing, siege, deliberate starvation, displacement and ethnic cleansing, which have provided a golden opportunity for Da'esh, the Al-Nusra Front and others to expand in the absence of an authority. Saudi Arabia once again affirms its willingness to participate in any joint international effort to eradicate such terrorist organizations, wherever they may be found. With regard to Syria, Saudi Arabia welcomes the agreement reached between the Hashemite Kingdom of Jordan, the United States of America and the Russian Federation on a ceasefire in south-western Syria. We hope that no-fly zones will be established in Syria in order to guarantee civilians' safety and protection from the barbarities of the Syrian regime and its allies, particularly in view of the fact that we continue to witness the Syrian regime violating every truce agreement and massacring, murdering, terrorizing and displacing its people with the assistance of Iran's Revolutionary Guard and terrorist sectarian militias led by Hizbullah. We should emphasize that a lack of accountability is one ofthe most important reasons behind the continuing criminal acts of the Syrian authorities and their allies.

My delegation affirms that the only path to peace is through a return to the Arab Peace Initiative and to the development of an effective mechanism guaranteeing the Palestinian people's enjoyment of their inalienable rights. The occupation must be ended in accordance with a specific timeline, establishing an independent State with Jerusalem as its capital within the June 1967 borders; ensuring Israel's withdrawal from all the occupied Arab territories, including the Syrian Golan and the Lebanese Sheba'a farms; ending the construction of illegal settlements on Palestinian lands and removing existing ones; and reversing all the unilateral measures that have been undertaken by the occupying Power in Jerusalem.

We reiterate our firm position of support to the Palestinian people and rejection of any attempts to impose control and unilateral measures designed to show contempt for Jerusalem and Al-Haram Al-Sharif. We also want to warn the world about the danger of the situation's exacerbation and escalation, which would have an impact on the entire region and beyond. My delegation has warned the Council several times that the most dangerous aspects of the conflict in Palestine are Israel's provocations and plans aimed at changing Jerusalem's historical status, Judaizing the city, altering its demographics, distorting its Arab Muslim identity and disrespecting all its holy Muslim and Christian sites. Saudi Arabia rejects any attempt to harm Jerusalem's status and calls on all States to commit to the relevant international resolutions in that regard.

An act of such shamelessness is an expression of the doctrine of the Israeli occupation, its oppression of the unarmed Palestinian people and its deliberate policy of insulting, humiliating and terrorizing them. The Kingdom of Saudi Arabia firmly condemns all terrorist acts, regardless of the identities of the perpetrators or their victims. We condemn all States, organizations and individuals who practice, ignore or help to finance or incite terrorism. We believe there can be no justification or excuse for terrorist acts. It is disturbing that the Security Council has not taken measures to express anger at the acts of the Israeli occupying Power, and we urge it to uphold its responsibilities and to put a stop to Israel's continued anti-Palestinian practices.

The terrorist settlers have not stopped plotting, devising provocations and calling publicly for the demolition ofAl-Haram Al-Sharifand the exclusion and expulsion of Muslims from Jerusalem, in coordination and cooperation with the Israeli occupation authorities. Today we continue to watch in pain as the Israeli occupying authorities have besieged Jerusalem and the Al-Aqsa Mosque, prevented worshippers from performing their religious rites and reacted with barbarity to peaceful protests. One such scene has been documented, in which we saw an Israeli soldier on our television screens kicking a Muslim worshipper as he prayed. Has anyone here seen a worse demonstration of disregard and contempt for a religion and the practice of its rites?

  12. The Kingdom of Saudi Arabia firmly condemns all the illegal steps taken by the Israeli occupying authorities in Jerusalem and Al-Haram Al-Sharif. Jerusalem endured for more than 1,000 years under Arab Muslim rule, during which the sanctuaries of Judaism, Christianity and Islam were respected and protected, as were the worshippers in holy areas. During the half-century of the Israeli occupation, the Al-Aqsa Mosque was deliberately set on fire in 1969, and worshippers in the Abrahamic sanctuary were massacred by the terrorist settler Baruch Goldstein, who was glorified by the people and Government of Israel after his death.

  15. We had hoped that the nuclear agreement with Iran would make it possible to end the nuclear programme in that country and push Iran to abandon its nuclear ambitions. We had hoped that Iran would finally choose a policy of good-neighbourliness, based on strict respect for international law, and cease to interfere in the affairs of neighbouring States. However, what we are seeing on a daily basis is endless proof that Iran has no respect for these principles or for diplomatic customs, in particular. You probably saw, Madam President, that the diplomatic missions of Saudi Arabia in Iran were attacked. Such actions are unacceptable. Furthermore, Iran continues to back militias in Iraq and Yemen, which is an absolutely unacceptable form of interference. What we are seeing is the reproduction of the Hizbullah model in other countries.

These unacceptable actions perpetrated by the Syrian authorities give terrorists such as Da'esh and Al-Nusra Front an excellent opportunity to fill the void that is left by the authorities in this situation. We insist on the need to strengthen international efforts to weaken the grip of these terrorist organization on parts of the Syrian territory. My delegation supports the efforts of the Special Envoy, Mr. Staffan de Mistura, and his mandate, established pursuant to resolution 2254 (2015). We need to make progress and implement the first Geneva communique (S/2012/522, annex) and move towards the creation of a transitional authority in Syria that is able to welcome all of its people without distinction and reject terrorism, violence and intolerance.

  17. Syrians are killed, displaced and besieged in an unacceptable way, even as the international community has made repeated calls for an end to these hostilities. The Security Council has yet to bring those responsible for these acts to justice. We cannot accept impunity, even if it should happen to prevail today. However, we are convinced that justice will triumph in the end. We must support the Syrian people in their aspirations to freedom and dignity. We will eventually achieve peace and dignity, however long it takes. The Kingdom of Saudi Arabia supports the military operations of the United States against military targets in Syria in response to the chemical weapons attack in Khan Shaykhun. The Kingdom insists on the need to put an end to the barbaric actions, including murder and ethnic cleansing, targeting certain Syrians.

The international community met in Paris for the Middle East peace conference, where it demonstrated its commitment to the two-State solution, which is the only solution that will make it possible for us to achieve peace. My delegation has clearly stated that the path to peace is very Clear. We need to follow the mechanisms that already exist to put an end to occupation and create a Palestinian State, with East Jerusalem as its capital, within the pre-1967 borders. We have seen extremely worrying developments in the Syrian tragedy over the past few weeks. We have seen the Syrian authorities continue to use chemical weapons against their own people, and the Iranian Republican Guard and the various militias, including Hizbullah, continue to undermine the lives and dignity of the Syrian people.

One dangerous aspect of the conflict in Palestine are Israeli plans and measures to judaize the city of Jerusalem and to change its demography and Arab- Islamic identity, as well as the status of Christian and Islamic holy sites in Israel. Saudi Arabia rejects all such changes. Jerusalem was the first city - the first Qibla - to which Muslims once turned when praying. We cannot accept that the legal status of Jerusalem could be changed. Jerusalem cannot be recognized as the capital of Israel, and countries should not transfer their embassies to Jerusalem. International law should be respected, and all attempts at political manipulation must cease.

My country has not been content merely to proclaim its support for its Palestinian brethren; it has also supported the Arab Peace Initiative, adopted at the 2002 Summit of the League of Arab States in Beirut, which constitutes the primary Arab contribution to the peace process. The Initiative marked a new chapter towards the achievement of ajust and lasting peace, if only Israel and all the other States of the region that seek peace and prosperity would support it. I also note the Amman declaration, adopted at the Arab League Summit in March. The declaration strengthens the Arab Peace Initiative and could enable serious negotiations. However, the Israeli side must also accept that offer of peace.

It is also used by certain corrupt regimes, such as the Iranian regime and the Al-Assad regime, as well as by Hizbullah, which supports them. Saudi Arabia reiterates its position of full support for the Palestinian people in their effort to regain their sovereign rights, including the right to an independent State throughout the Palestinian territories occupied since 1967, including East Jerusalem, in line with the principles of the Charter of the United Nations and international law. We have seen a critical and fresh outlook on many of the issues under consideration, which is commendable. I thank the United States for organizing this open debate on the situation in the Middle East, and in particular on the Palestinian question - an issue that is at the very heart of the conflicts in the Middle East and a very deep and historical injustice endured by the Palestinian people.

We call for the implementation of those two resolutions and of all international decisions regarding Syria, particularly those relating to facilitating access to humanitarian aid for all who need it, without preconditions, while lifting the blockade and ending the attempts of the Syrian authorities to defame their own people. Saudi Arabia believes that the Syrian people is not about to end its struggle for liberty and dignity, and that the oppression by the Syrian regime, conducted with the support of its Russian and Iranian allies, the terrorists of Hizbullah and other armed militias, such as the Iranian Revolutionary Guard, must end. The Syrian people must be allowed to determine their political future as they see fit and in full independence.

In that connection, we welcome the adoption of resolution 2336 (2016), adopted on 31 December 2016, which affirms the need for real peaceful political transition in Syria in accordance with the Geneva communique of June 2012 (S/2012/522, annex), as well as the relevant resolutions of the Security Council, in particular resolutions 2254 (2015) and 2268 (2016).   25. We must not lose sight of a very clear reality, namely, that peace in the Middle East and in the entire world cannot accommodate the persistent occupation of Arab and Palestinian territories. Peace cannot be achieved in the absence of a fully independent and sovereign Palestinian State. International cooperation and the fight against terrorism and violent extremism must be based on mutual respect. We also reaffirm the fact that the complete Israeli withdrawal from the occupied Arab territories, the occupied Syrian Golan and usurped Lebanese territory must take place and must include the lifting of the blockade on the Gaza Strip. I shall continue now in my national capacity. Saudi Arabia intends to participate actively in all international efforts to reach peace and stability in the kindred country of Syria.

That is a major responsibility of the Council in its new composition, in accordance with the agreed international references, in particular the relevant resolutions of the United Nations and the Madrid Conference, including the principle ofland for peace, the Quartet road map, the Arab Peace Initiative and the principles set forth by the Secretary of State of the United States on 28 December 2016. We also subscribe to the statement adopted by the Paris Middle East Peace Conference. The Council must continue to push towards an internationally recognized political solution. It recognizes the need to not allow Israel, the occupying Power, to exhaust the natural resources of the Palestinian territories, or to create obstacles on the road to a peaceful, fair solution that would put an end to the Israeli occupation and enable the independence of the State of Palestine with East Jerusalem as its capital on contiguous Palestinian territory - which has been occupied since 1967 - and lead to the development of an equitable solution for the Palestinian refugees, in accordance with General Assembly resolution 194 (III) of 1948.   28. Furthermore, I wish to praise Angola, Venezuela, Malaysia, New Zealand and Spain for their distinguished service during their mandates as members of the Security Council. The Arab Group is pleased by the remarkable action that the Security Council has taken in adopting resolution 2334 (2016). That resolution condemns Israeli settlements on occupied Palestinian territory, including East Jerusalem. The resolution also calls on all States concerned to distinguish between Israel and the Palestinian territory occupied since 1967, with particular regard to agricultural and industrial production.

  30. Iranians have attempted to link events in Yemen to what has been committed in Syria, including the massacres. They have chosen to forget that the Syrian regime deliberately targets hospitals and civilian structures, thereby seeking to eliminate all civilians in Aleppo. Those acts of the Syrian regime are in stark contrast to those of the international coalition, which seeks to ensure the safety of Yemenis. We call on the Security Council to hold an urgent debate and to discuss the letter we addressed to the Council on 14 September regarding Iranian violations, including the smuggling of weapons to the Houthis. The Council should impose sanctions on Iran and on all those who violate Council resolutions so that the resolutions do not become dead letters and to ensure the Council's credibility across the globe.

The Kingdom of Saudi Arabia will spare no effort to protect its national security and its borders against the repeated violations committed by Houthi militias and their allies, which have launched rockets against the Kingdom, including some with a range of more than 600 kilometres. We are surprised that the Security Council has remained silent in the face of Iran's flagrant violation of Council resolutions. Iran continues to smuggle weapons and rockets to the Houthis, in clear violation of the relevant Council resolutions. While the representative of Iran has shed crocodile tears over the victims of Yemen, those tears will fool no one, especially the citizens of Yemen. Yemenis are aware of the Houthis' intention to take control of the Government. They know that the actions of the Houthis are at the heart of their suffering.

The Kingdom of Saudi Arabia welcomes the initiative by Yemeni President Abdrabuh Mansour Hadi Mansour to extend an invitation to the Special Envoy of the Secretary-General for Yemen and to halt military actions for 72 hours. The Kingdom of Saudi Arabia supports a permanent ceasefire based on the full implementation of resolution 2216 (2015) and in a manner that ensures a return to negotiations based on clear terms of reference and on the road map presented by the Special Envoy. There is a need to complete the political transition process as per the Agreement on the Implementation Mechanism for the Transition Process in Yemen, in accordance with the initiative of the Gulf Cooperation Council.

  33. We are committed to providing unconditional support to the Syrian people, while respecting its decisions in any way possible. We support the friendly country of Iraq in its war against terrorist organizations. We support its operations to liberate Mosul. My country has been at the forefront with other countries to develop and build an international coalition against ISIL. However, we are greatly concerned by the participation of sectarian militias and armed groups in the liberation of Mosul. The Kingdom of Saudi Arabia has long warned against a return to vengeful criminal acts based on sectarian hatred, including the torturing of civilians and summary executions. We call on the international community and the Security Council to ensure an end to those practices and guarantee the protection of civilians.

  34. The members of the Iranian forces should withdraw from Syria, together with the Hizbullah militias and the militias of other criminal groups. They should be held responsible for their crimes in Syria. Sieges should be lifted in all cities in Syria and humanitarian deliveries should be ensured without restrictions. All those steps would pave the way towards political negotiations based on a political transition according to the Geneva communique (S/2012/522, annex) and resolution 2254 (2015) and in line with the views of the High Negotiating Committee, in a manner that would meet the aspirations of the Syrian people. The statement also holds the Security Council - most important the permanent members - and those interested in, and concerned about, the Syrian crisis accountable and fully responsible for the continued humanitarian tragedy occurring before the very eyes of the international community. The statement also calls on the Security Council to promptly take effective measures in order to implement resolutions 2254 (2015) and 2269 (2016) in order to enforce the ceasefire and the cessation of hostilities and implement mechanisms to ensure humanitarian deliveries to besieged civilians.   36. The statement reaffirms that those practices run counter to all religious values. They are a flagrant violation of international conventions on the protection of civilians. They are a violation of international humanitarian law and international human rights law. Those practices once again prove that the regime is disregarding its most basic obligations, namely, to protect its citizens and to protect civilians. The statement also condemns the heinous terrorist crimes committed by terrorist organizations, such as the Islamic State in Iraq and the Levant (ISIL) and the Al-Qaida-affiliated Al-Nusra Front, across Syria. Crimes committed by the Syrian regime and by these terrorist groups amount to war crimes, and their perpetrators should be brought to justice.

  37. In that regard, I would like to welcome the latest resolution adopted by UNESCO, which admits that Jerusalem is an Islamic heritage. That is an important step towards fulfilling the international community's obligations to the Palestinian people. I would like to refer you, Mr. President, to the statement issued on 4 October by the League of Arab States regarding the deteriorating humanitarian situation in Aleppo. According to the statement, the League is greatly concerned by the deteriorating humanitarian situation in Aleppo and other Syrian cities. The statement condemns, in the strongest possible terms, the heinous crimes committed by the Syrian regime against unarmed and defenceless civilians, and the continued systematic destruction of all infrastructure.

  38. We hope that in 2017 the world will raise its voice and say "Enough occupation." For over half a century, we have witnessed a lack of political will. We have witnessed stalling and denial of the rights of Palestinian people. During this half a century, we have seen attempts to stoke violence, terrorism and instability in the region and across the world. We call on the Security Council to adopt a measure that is up to the challenge. It should respond to this lack of accountability and it should take into consideration the gravity of those violations. It should courageously grant the Palestinian people its right to self-determination and its right to establish its independent State along the 4 June 1967 borders. It should ensure the liberation of all Arab territories, including the occupied Arab Syrian Golan and Jerusalem.

Nevertheless, the international community has not taken any effective measures to put an end to the Israeli occupation and to hold Israel responsible for the occupation and for its repeated crimes against the Palestinian people. My country therefore once again welcomes the French initiative to hold an international peace conference according to the terms of reference of the peace process and, most important, the Arab Peace Initiative, which my country put forward 14 years ago, and based on relevant Security Council resolutions. Those efforts aim to develop an effective international mechanism that would put an end to the Israeli occupation of the State of Palestine according to a set timetable.

For half a century - despite numerous international conferences, resolutions and advisory opinions 4 the Palestinian people have been languishing under the yoke of the Israeli occupation and suffering from the failure of the international community. The international community has agreed on the illegality of the Israeli occupation and has been condemning Israel's aggressive practices against the Palestinian people, in violation of international law, including its settlement activities, its confiscation of Palestinian land and its use of excessive force against the Palestinian people. Israel continues to detain thousands of Palestinians, including women and children.

We wish you every success. We thank you in particular for convening this meeting on the situation in the Middle East, including the question of Palestine. I would also like to thank the Special Coordinator for the Middle East Peace Process and the Under Secretary-General for Humanitarian Affairs for their valuable and important briefings at the beginning of this meeting. Palestine has been occupied for half a century and the Palestinian people have been denied their right to self-determination. For half a century, the United Nations has been unable to assume its responsibility according to the Charter of the United Nations.

  43. It is also our view that the United Nations should be able to complete its missions successfully without its decisions being subject to undue influence. The Kingdom of Saudi Arabia will always be among the first to offer assistance to the United Nations system, but we also believe that the Organization must fulfil its duties neutrally and transparently. It must make special efforts to secure reliable information and not depend on unreliable sources when draftings its reports and other documents, which should seek to improve the living conditions of children in armed conflict. We regret the lack of accurate information in the current report that led to the inclusion of the coalition on the list of entities violating the rights of civilians, without valid cause.

  44. Over the past year, the King Salman Humanitarian Aid and Relief Centre has distributed more than $440 million throughout Yemen. We are also providing humanitarian assistance to Yemeni refugees in Jordan and the Sudan. We have hosted more than 1 million refugees, and all Yemeni children are allowed to enrol in our schools and universities. We have provided medical facilities and services to those who have been injured in Yemen or are hosted in other countries, as well as psychosocial support for the victims of landmines, including children. In conclusion, I wish to stress the following points. We welcome the role of the United Nations and its agencies, and their efforts to protect civilians in armed conflict, especially children.

The Kingdom of Saudi Arabia is unequivocally committed to protecting children and civilians and attaches the utmost importance to any allegation concerning violations of the rights of civilians by the Kingdom or coalition forces. We have established a task force to investigate such incidents and allegations of attacks on civilians, and shall submit our findings to the United Nations as soon as possible. The Kingdom of Saudi Arabia was among the first countries to participate in the reconstruction efforts in Yemen. Between 2010 and 2015, we contributed $3.25 billion, of which $1.2 billion went to economic development and strengthening the health sector. We have been the principal donors of humanitarian assistance in Yemen since 2015.

  46. In that regard, we have adopted clear rules of engagement to protect civilians, adhering to the principles of proportionately and discriminate targeting. The use of weapons against civilians is prohibited, and civilians are protected until they can be evacuated from conflict zones. Operations in Yemen are subject to periodic comprehensive review to prevent harm to civilians. The Kingdom of Saudi Arabia makes children its absolute priority and firmly believes that they should always come first. There is no reason to target civilians in conflict, especially children. Children should be in school and not fighting on the front lines. Children have the absolute right to life and education and to play far from flying bombs and bullets.

Coalition forces have handed over such children to the Yemeni authorities to be returned to their families after they are given assistance, including financial aid, in cooperation and coordination with the International Committee of the Red Cross and UNICEF. I am here to say that the coalition forces are holding no children in Yemen. They have all been released. The Kingdom of Saudi Arabia and the coalition forces are committed to abiding by international law and international humanitarian law. The Kingdom of Saudi Arabia recently endorsed resolution 2286 (2016), which calls for those who perpetrate crimes against civilians and children or attack hospitals and other medical facilities to be brought tojustice.

This militia has also committed attacks against my country at its borders, causing almost 500 civilian deaths, the displacement of thousands of our citizens and the destruction of buildings and infrastructure - 1,700 houses and 75 Government buildings destroyed, including hospitals and other medical facilities. Those attacks led to the closure of schools, disrupting the education of thousands of children. Since the end of the fighting on 10 April, the Houthi militias and their allies have committed nearly 1,700 incursions into the Kingdom of Saudi Arabia, including the use of 20 missiles, resulting in many civilian deaths. My delegation condemns in the strongest term the conscription of children by the Houthi militia.

  49. While the mediation has led to results, the opposition continues to dig in its heels. The Security Council should condemn that stance by the rebels, including ensuring that they comply with the provisions of resolution 2216 (2015), as well as the provisions of the Gulf Cooperation Council initiative and the outcome of the National Dialogue. When we talk about civilian victims in Yemen we must also recall that the Houthi militia has committed many crimes, including using hospitals and schools as barracks. They are responsible for the deaths of thousands of civilians, including children.

  50. We call on the Office for the Coordination of Humanitarian Affairs to play its role to ensure that humanitarian assistance reaches the people who need it in Syria. The Kingdom of Saudi Arabia has responded to the call for help from the President and the people of Yemen following the coup d'etat by the militia against former president Saleh. In line with the provisions of the Charter of the United Nations, a coalition was established in Yemen, with all the necessary resources deployed to ensure that we achieve the coalition's goals, including protecting children, women and the elderly. There is also a provision for a transition, in accordance with the Gulf Cooperation Council initiative. We have also supported the mediation efforts of Mr. Ismail Ould Cheikh Ahmed, Special Envoy of the Secretary-General for Yemen.
