“Combating this phenomenon has often been in the form of interim and regional solutions that do not deal with the fact that terrorism is a global phenomenon, disappearing from one place only to appear elsewhere. Furthermore, terrorism is not only a security issue, but also an intellectual issue. Fourthly, the international community has not yet been able to lay the foundations and set up the rules to help countries to overcome post-war and turmoil phases. We take note of such countries as Liberia and Sierra Leone, which suffer as they oscillate between phases of war and peace. Other countries, such as Afghanistan and Libya, have fallen into the kiln of internal conflicts following earlier stages of combat and so forth.”

“Rwanda was a flagrant example of paralysis and disability in confronting horrific incidents that are still a heavy burden on the conscience of the world. Similarly, we see in Syria today the ongoing perpetration of killings and intimidation against the Syrian people through the use of aircraft, missiles, poison gas, blockades, genocide and displacement. These violations occur while the international community is powerless to make any progress on the delivery of humanitarian assistance, let alone the achievement of a fair political settlement. Thirdly, the international community has failed to address current dangers that are taking new forms, such as the threat of international terrorism.”

“Whoever studies the situation of the region and the wars that have taken place must draw the following conclusions. First, the international community, represented by the Security Council, has failed to prevent and terminate occupation. We are therefore continuing to see the Palestinian people deprived of their right to self-determination and the establishment of their independent State on their national territories in accordance with resolutions of international legitimacy adopted by the United Nations. “While the new world order, which was founded in the aftermath of the Second World War and which is represented in the United Nations and its Charter, has succeeded in avoiding a third world war, the sum total of the wars the world has witnessed in various places over the past 70 years exceeds in ferocity, effects and losses a world war, which makes us wonder whether this system and the Charter have truly succeeded in maintaining international peace and security. If we delve into the Middle East region, we will find that in the past seven decades there have been no less than 15 wars, most of which were associated in one way or another with the question of Palestine, and the agony caused by some of these wars continues to affect the region to this very day.”

“Combating terrorism in Syria means that we have to remove all foreign terrorist fighters from that country, stop the brutal crimes and crimes against humanity committed by the Syrian regime over the past four years, hold all those involved in shedding the blood of the Syrian people accountable and ensure they do not enjoy impunity. We value the major efforts made by United Nations entities in delivering humanitarian assistance to the Syrian people. Despite all those efforts, we are extremely concerned about the deterioration of the humanitarian situation in Syria. We demand that sanctions be imposed against all those who impede the delivery of the humanitarian assistance.”

“The Syrian authorities are still continuing their genocidal campaign, using all sorts of conventional and unconventional weapons, including chemical weapons, chlorine gas, arbitrary bombing and explosive barrels, in addition to undertaking sieges and resorting to humiliation and torture, thereby claiming the lives of over 200,000 people and creating over 10 million refugees. My delegation denounces the presence of foreign armed groups in Syria. On many occasions, the Saudi Government has emphasized the danger posed by terrorist groups transcends borders and that we must stand up to such groups and eliminate them completely. That is the most significant way to guarantee the safety and security of the whole world.”

If Israel and its supporters say that the solution must be through negotiations, there have been all kinds of negotiation in the past 20 years - direct talks, indirect talks, international conferences, good offices, understandings, goodwill initiatives - call it whatever one wants, clearly we have made efforts with regard to the Palestinian question. “The United Nations designation of 2014 as the International Year of Solidarity with the Palestinian People is but one important example of such efforts. However, in an ironic and most disappointing way, 2014, the International Year of Solidarity with the Palestinian People, ended with the Security Council failing to shoulder its responsibility towards the peaceful resolution of this conflict and setting a deadline for the end of the Israeli occupation of Palestinian and Arab lands. The OIC regrets that the Council missed a vital opportunity to pursue a just resolution that would have addressed the plight of the Palestinian people and that it has retreated from implementing its own past resolutions.”

“The crisis in Al-Quds Al-Sharif and the continued provocation by Israel, the occupying Power, and the criminal acts of the settlers are all proof of that fact. Extremist groups find in such acts a pretext to continue with their ideology and violent behaviour. They use this pretext to say that they are working to end occupation, injustice and aggression. The spread of violence and extremism and the emergence of organizations like ISIL and others come about because of the existence of policies and practices that lead to marginalization and sectarianism. Those policies are practices by some countries and regimes in the region, in addition to the fact that the international community fails to act or put an end to the policies and practices of the Syrian regime against its own people, have created fertile ground for terrorist groups in Syria.”

“Therefore, the Kingdom of Saudi Arabia is of the firm conviction that regional and international cooperation is of paramount importance to facing this scourge. Combating foreign terrorist fighters, particularly extremist groups that exploit religion, must not be limited to the security level. It should also include uprooting the ideology and financial support that such phenomena rely on. Many scholars and intellectuals in the Kingdom of Saudi Arabia continue to warn against the dangers of distorted ideologies that drive terrorism. The Council of Senior Religious Scholars of the Kingdom recently issued a statement that affirms that travel to areas of sedition and conflict is criminal and anti-Islamic, and therefore prohibited. The statement describes those who incite such acts as preachers of evil who should be punished.”

“As a result, the Kingdom of Saudi Arabia took effective and rapid steps to respond to the threat and danger ofthe so-called Islamic State in Iraq and the Levant (ISIL). We called for a meeting on 12 September 2014 that included the participation of many countries, including the United States of America. The meeting issued a statement that clarifies the risks and threats of ISIL and other extremist organizations, referring to the importance of facing such an imminent threat in a collective manner through an integrated international coalition that would rescue the region and the entire world. “The Kingdom of Saudi Arabia was one of the first countries to take initiatives and effective steps to combat the threat of foreing terrorist fighters. On 3 February 2014, the Government of the Kingdom of Saudi Arabia issued decrees that would penalize all those who have participated or intend to participate in fighting outside the Kingdom. The decrees also criminalize all religious and extremist or other groups that are listed and classified as terrorist organizations domestically, regionally or internationally. On many occasions, the Kingdom has warned of the exacerbation of the situation in Syria, but the international community has remained silent, failing to heed those warnings in the desired manner. Our region today is facing serious developments as a result of such indifference and reluctance.”

We stress the importance of the fact that religious war is the misguided refuse of extremists who cannot build or create anything and therefore promote only fanaticism and hatred. “Over the past decade, terrorist movements such as Al-Qaida have transformed from a single organization into a network of autonomous but affiliated dispersed and continually growing groups. These groups have exploited the lack of stability in different regions around the world in order to gain ground and replenish their ranks. Terrorist organizations such as the Islamic State in Iraq and Syria (ISIS), Al-Qaida and Boko Haram have targeted anyone and everyone who refuses to adhere to their violent and unfounded ideology. “Together with the countless honourable people around the world, we cannot help but wonder what obstacles are preventing justice and putting a time limit for ending the illegitimate occupation, as stipulated in United Nations for many decades now. What is the obstacle that prevents resorting to legal means? The member States of the Organization of Islamic Cooperation welcome the recent decision by the Kingdom of Sweden and the decision of the House of Commons of Great Britain to recognize the State of Palestine, and we call on other countries to follow suit. “If the Council is to avoid losing further credibility in the eyes of the international community and the conscience ofthe world, it is time to adopt a resolution establishing an imperative time limit to end the Israeli occupation of Palestinian and Arab territories and compelling Israel to withdraw to the borders of June 1967, including a withdrawal from the occupied Syrian Golan and other occupied territories and to move forward towards implementing the two- State solution and the achievement of independence for the Palestinian people. “In addition, the OIC holds Israel, the occupying authority, fully responsible for the consequences of the heinous crimes practiced by extremist settlers against the Palestinian people, and calls for the inclusion of settler leaders and extremist settlers groups, including the Price Tag and Hilltop Youth factions, on the list of terrorists and criminals wanted for international prosecution by the States of the world and international organizations. “The OIC condemns in the strongest terms the ongoing violations against the Al-Aqsa Mosque and Muslim worshipers committed by the Israeli occupying forces and settlers. The OIC stresses that those actions are a flagrant violation of the principles of international law and relevant United Nations resolutions. Accordingly, we call on the Security Council to put an end to those violations, and to compel Israel, the occupying Power, to respect the right to freedom of worship and to preserve the sanctity of the holy places and the worshipers. “In that regard, we welcome the Conference of international donors for the reconstruction of Gaza, which was held in Egypt, on 12 October. In addition, we commend the efforts of Egypt and Norway, who chair the international coordination committee for aid to the Palestinians. We also emphasize the need to fulfil the declared contributions, and not to surrender to disappointment and frustration after Israel destroyed the infrastructure projects for which the donors had contributed originally. Moreover, we reiterate our call for an end to the illegitimate blockade of the Gaza Strip in order to enable the Palestinian people to live in dignity, freedom and peace in their native country.”
