Aleppo today is being threatened with massacre and ethnic cleansing. Children are imprisoned under the rubble of their homes because the international community is ignoring them and failing to protect them - in fact, it is exposing them to death. Children, women and the elderly in Aleppo are calling out for help. Aleppo has experienced many massacres. If this is not addressed, it will be a stain on the Security Council and on the conscience of the international community. We encourage the Council to immediately provide protection for the children in Aleppo and in all Syrian cities.

  2. And we call for support to a Palestinian State with East Jerusalem as its capital. The Kingdom of Saudi Arabia is very concerned about the suffering of children in Syria. We condemn the daily attacks by Syrian forces in which children are killed or disfigured and their homes are destroyed. The air raids continue. In fact, they are intensifying. We see the continued use of barrel bombs and the deliberate targeting of schools, hospitals and medical personnel. My delegation resolutely condemns the practices by Iranian Basiji forces, which are organizing campaigns to conscript children to fight in Syria. We also condemn the strengthening of the Iranian Revolutionary Guards in Syria, as well as activities by Hizbullah and other religious militias. They all commit crimes against children in Syria.

  3. Israel holds children in its prisons, where it mistreats them, tortures them and exploits them. Children are tried by military courts, even if they are not of age to stand trial. Their homes are destroyed. They are forcibly displaced. Hospitals and schools are attacked. And that is to say nothing of the crimes committed by the terrorist settlers. Once again, we call on the Security Council to make Israel bear the legal and criminal responsibility for the serious violations it commits. We call on the Council to compel Israel to release child prisoners and to stop exploiting and abusing them. We call for an immediate end to the occupation, in line with the Arab Peace Initiative and the relevant international instruments. We also call for a return to the 1967 borders.

  4. The deterioration with regard to the situation of persons displaced by conflict has had a serious impact on chidren, including in South Sudan and Syria. My delegation emphasizes that the best way to provide the protection children need is to ensure sustainable peace and prevent or contain conflict. That must also include ending occupation of all kinds and complying with international law and international humanitarian law. Palestinian children are the first victims of Israel, which is continuing its military occupation and pursuing its terrorist and aggressive policies. It is also continuing its siege and its violations of international law without fear of sanction or being brought to justice. Israel continues to use excessive force against children, including executions.

Despite ongoing efforts to protect children since the question of children and armed conflict has been inscribed on the agenda of the Security Council, and despite the limited progress that has been made - such as the Children, Not Soldiers initiative and others - children are still the primary victims of armed conflict. My delegation is very concerned about the increase in the number of serious violations of children's rights. We strongly condemn the atrocities described in the report (S/2016/360) of the Secretary-General committed by such groups as Da'esh, Boko Haram and Al-Shabaab, as well as other religious movements. Such groups exploit children, maim them, deprive them of freedom, abduct them and sexually exploit them.

  8. In conclusion, allow me to reiterate that, first, terrorism has no justification, regardless of where and under what circumstances it is carried out. Secondly, countering terrorist ideologies requires a comprehensive and coordinated effort. Thirdly, fighting terrorism requires fighting violent extremist rhetoric against Muslims and Islam. It requires putting an end to occupation, refraining from supporting oppressive sectarian regimes or sectarian militias and their extreme ideologies. It requires working to achieve a comprehensive development for all peoples. The last few years have resulted in massive human loss and human rights violations caused by the proliferation of the phenomenon and ideologies of extremism, violence and terrorism. Those are also the main reasons that this phenomenon continues to exist.

  9. It has contributed to the proliferation of the so-called Islamic State in Iraq and the Sham and Al-Nusra Front. The failure by the international community to provide protection for civilians in Syria is one of the main reasons for the proliferation of violent extremist ideologies and one ofthe main reasons driving thousands of young people from all corners of the world to join the ranks of Da'esh and the Al-Nusra Front. Therefore, the ruling regime and terrorist groups in Syria are two sides of the same coin which feed off each other. It is unrealistic to expect to put an end to terrorism in Syria without a true transition in power, in line with the first Geneva communique (S/2012/523, annex) and the relevant Security Council resolutions.

We have been witnessing a great rise in dangerous sectarian rhetoric in our Arab region and in the Islamic world, fuelled by Iran, through which it is trying to exacerbate conflict and feed sectarian strife. It is exploiting mosques and the media. It is also exploiting official statements. This has provided a breeding ground for the proliferation of extremism, secretarianism and terrorism. Moreover, Iran continues to support armed sectarian militias and terrorist groups, such as the terrorist group Hizbullah in Lebanon. Syrian authorities continue to perpetrate hideous crimes through their gangs and forces. It is making use of foreign groups and chanting sectarian slogans. That has provided a breeding ground that has fuelled violent extremist rhetoric.

  11. Throughout all of this, it is basing itself on an extremist, terrorist, racist rhetoric that calls for killing, displacement and destruction. It turns a blind eye to the dangers of this rhetoric based on violence and State terrorism. Failing to expressly condemn it, failing to fight it and failing to hold accountable those who promote it is closely linked to the growing rhetoric of hatred, violence, extremism and terrorism by both parties to the conflict. The ongoing Israeli occupation of Arab occupied territories in Palestine, Syria and Lebanon is in itself a terrorist act that denies the Arab people in this region their legitimate rights.

We have been following with serious concern the increase in this rhetoric, the ongoing acts of marginalization which amounts to violence and the terrorism carried out against some Muslims, which amounts to blaming Muslims for the indiscriminate acts of some extremists, including calls for prohibiting Muslims from entering a certain country and increasing the searches of Muslims, and other measures of marginalization, which only multiply the risk of terrorism and facilitate its proliferation. Palestine remains the principal cause of our Arab and Islamic nation. In fact, Israel continues to resort to all forms of violence and excessive force against the lone Palestinian people. It has been acquiring Palestinian lands and it continues with its colonization day after day. It is imposing its hegemony on Al-Quds Al-Sharif.

  13. We are facing a wave of intellectual extremism whose tragic repercussions are being felt around the world. Those who believe in extremism and marginalization, urge hatred and the dehumanization of others, and justify the use of violence against them are extremists, be they Christians or Muslims, Jews or Buddhists, Hindus or atheists. The mongers of violent rhetoric are no less dangerous than those who perpetrate terrorist acts. Failing to fight them could drive us into further vicious cycles ofviolence, killing and terrorism. Some have sought to adopt extremist rhetoric that distorts the image of Islam and links it to violence.

  14. The Kingdom of Saudi Arabia was a pioneer in urging the international community to fight terrorism in all its forms and manifestations. We have called on the international community to adopt a comprehensive plan, in line with international law, to end terrorism while maintaining the sovereignty, security and stability of all States. In that regard, we helped to establish the United Nations Centre for Counter-Terrorism. We have taken part in setting the Centre's strategic priorities, including countering the rhetoric of violent extremism and developing the strategies necessary to that end, including on the Internet. We have provided capacity-building support to Member States. We have also announced that we will establish a centre to fight nuclear terrorism in Vienna.

We have striven to share our pioneering experience in intellectual security based on the principles and teachings of Islam, which promote tolerance and peaceful coexistence, with other States through several initiatives and international and regional activities. We submitted a proposal to establish an Arab office for combating terrorism and extremism that was adopted at the thirty-first session of the Arab Council of Interior Ministers, held in Morocco on 13 March 2014. We also participated with Spain and Austria in opening the King Abdullah bin Abdulaziz International Centre for Interreligious and Intercultural Dialogue, in Vienna in 2014, with the aim of combating extremism, promoting a culture of respect and building peace.

We have not only adopted security measures, enacted counter- terrorism legislation and worked to dry up the financial resources of terrorism, but we have also diagnosed the intellectual reality and assessed the root causes of the proliferation of violent extremism and ideologies. We have also developed an intellectual security strategy based on three key pillars: prevention, rehabilitation and care. We have established the Mohammad Bin Naif Counselling and Care Centre, which reabsorbs those convicted of terrorism-related crimes, rehabilitates them and reforms those at risk of espousing extreme ideologies.

My delegation reiterates its support for the United Nations Envoy to Syria, Mr. Staffan de Mistura, within the mandate entrusted to him and resolution 2254 (2015), which set out the road map for official political negotiations on a political transition. We call for the establishment of a transitional authority with full executive powers to build Syria's future.   20. Their cities are being destroyed, including through the use of weapons with indiscriminate effects, including barrel bombs. Iran's Revolutionary Guards are also present in Syria, as are Hizbullah militias, which are terrorist militias that have participated in the criminal acts perpetrated by the Syrian regime against its people. These represent grave continuing escalations that could have terrible repercussions on peace and security in the region and the entire world. We would also like to express our grave concern at the deteriorating humanitarian situation in Syria. A siege continues to be imposed on many cities and regions, including Daraya, where dozens of women and children are protesting on their destroyed homes against the fact that international parties are ignoring them and will not act to lift the siege.

We appeal to the Security Council to respond in a manner that is commensurate with the gravity of the situation and to grant the Palestinian people their right to self-determination and their independent State, with Al-Quds Al-Sharif as its capital, on the borders of June 1967. The Kingdom of Saudi Arabia wishes to express its grave concern at the continuing suffering of the brotherly Syrian people.   22. The Palestinian people have long suffered from a brutal occupation, policies of racism and arbitrary repression. We commend the Palestinian people for their steadfastness and for defending their people and their holy sites. We call on the Security Council to ensure that the Israeli Government bears criminal responsibility for its actions. Israel must be called upon to immediately release all detainees and prisoners and immediately respond to the resolutions of international legitimacy and the Arab Peace Initiative.   23. We condemn in the strongest terms such declarations and such acts of aggression.   24. It continues its ongoing attempts to change the legal status of the Holy Al-Aqsa Mosque, wishing to lay its hands on Islamic and Christian properties in Al-Quds and Haram Al-Sharif. What two States is Israel talking about? Matters have reached a point where the Israeli occupation Government holds meetings in occupied Arab Syrian Golan, which is a grave development. The occupying Power is demanding that the international community recognize its occupation of the Golan. It claims that the Golan is an indivisible part of the State of Israel in the modern era, that the Golan Heights will remain in Israeli hands forever. That is a clear violation of resolution 497 (1981), as well as of all international instruments, which do not accept a change of status for occupied territories.

  25. Despite its ongoing acts of terrorism, Israel now claims that it is committed to the two-State solution. We wonder: what two States are the occupier talking about? Settlements continue to be built without any restraint. Land and properties are being confiscated. Homes are being demolished. Families are being expelled. There are acts of forcible displacement. Does the Council not know, for example, that Israel took a decision to build 200 new settlements in the West Bank just days ago? Israel continues to implement its illegal plans to annex the Holy City of Al-Quds, distorting its Arab identity, changing its demographic makeup and isolating it from the Palestinian community.

  26. Israel persists in challenging international legitimacy, with no fear of sanctions or accountability. We have called on the Council again and again to compel Israel to end its war crimes and its violations of human rights, which it has been perpetrating despite the unanimity in the international community on the illegitimacy of Israel's colonialist policies and arbitrary practices against the Palestinian people. It seems that the Security Council remains timid vis-a-vis the need to end Israeli aggression, to make Israel responsible for that aggression and to make it accountable for its ongoing, repeated crimes against the Palestinian people. Israel continues to use excessive force against the Palestinian people. It has detained thousands of Palestinians. They are tortured, they are exploited, and many are simply being killed in the field.

It is also my pleasure to refer to the important statement delivered by His Excellency the President of the People's Republic of China before the Council of the League of Arab States at the beginning of the year, on 21 January, when he specifically called again for an end to the historical injustice done to the Palestinian people, referring also to the need to enable that people to exercise their right to establish their own sovereign Palestinian State, based on the pre-1967 borders, with East Jerusalem as its capital. Such an entity would have operational global prerogatives and lay the foundations for the future of Syria - a Syria that rejects terrorism, violence, intolerance and extremism, and that has no place for those who have killed Syrian people. The protection of civilians against occupation and systematic killings, the rejection of the spread of sectarian and ethnic conflicts, and the upholding of international instruments are not merely moral obligations; rather, they are vital prerequisites, the absence of which would lead to the spread of terrorism. I wish to call attention to the fact that in spite of the unstinting efforts made to stop acts of aggression in Syria, which have been committed in violation of resolutions 2254 (2015) and 2268 (2016), Syrian forces have violated the cessation of hostilities 900 times, leading to the deaths of more than 150 civilians. Furthermore, Syrian forces have targeted hospitals, schools and civilians, and used such indiscriminate weapons as barrel bombs. They continue to besiege civilians and impede the transport of humanitarian assistance. The pursuit of such actions could undermine the agreement on a cessation of hostilities. We reiterate that the fight against terrorism in Syria and the region is inextricably linked to a political solution on a provisional Government entity, in line with the first Geneva communique (S/2012/523, annex).

  31. Following the exacerbation of the terrorist threat in various Muslim countries, we announced the creation of an Islamic alliance composed of 34 countries to combat terrorism. The alliance will be an effective international partner at all levels - cultural, ideological, financial and technological - to strengthen security. The alliance will be a solid force against terrorist organizations. Moreover, my country is ready to participate in any international effort to eradicate Da'esh and Al-Qaida in Syria and any other country. On numerous occasions, my delegation has warned about the despicable crimes perpetrated by spoilers in Syria and foreign groups that use religion as a pretext there and create conditions conducive to the spread of the actions of Da'esh and the Al-Nusra Front, and have exacerbated terrorism in the region.

That policy seeks to amplify conflicts and crises in the region, export the revolution and create conditions conducive to the spread ofterrorism, violence and terrorism that uses religion as a pretext. That policy seeks to destabilize the region and to support terrorists and intercommunal conflicts. It also seeks to support militias, armies and terrorist groups, such as Hezbollah in Lebanon, and other religious militias. There has been a failure to denounce the official organized terrorism perpetrated by Israel and the impunity it enjoys with regard to the crimes committed by its colonial army and terrorist settlers. Those crimes include systematic killings, occupation, Judaization and ethnic cleansing, all ofwhich may constitute war crimes or crimes against humanity. The failure to condemn such terrorism ultimately leads to its exacerbation and spread. Moreover, the policy of double standards adopted by some countries and the upholding of the interests ofthe strongest - setting aside equality - are all factors that serve to exacerbate violence, terrorism and extremism. The Kingdom of Saudi Arabia has adopted a very firm position with its Arab brothers against the policy of interference adopted by Iran in the Arab region.

  34. Furthermore, we recently announced our contribution of $10 million to establish a specialized centre for nuclear counterterrorism at the International Atomic Energy Agency (IAEA) headquarters. Moreover, we announced a contribution of €500,000 to the modernization of the IAEA laboratories in Seibersdorf. In addition, the Kingdom of Saudi Arabia was one of the first countries to support the international resolutions on nuclear peace, having ratified the Convention on the Physical Protection of Nuclear Material. We are also members of the International Convention for the Suppression of Acts of Nuclear Terrorism. The Muslim world is the first to suffer from the impact of official, organized terrorism arising from the occupation and seizure of land and property, as well as terrorism that uses religion as a pretext.

  35. My country's efforts illustrate the importance of protecting local communities against terrorists, and putting a stop to terrorist cells. Security measures have enabled us to be proactive in fighting attempts to spread terrorism and to combat those who finance it, who represent an equally important threat. The Saudi public has roundly rejected terrorism. The Kingdom of Saudi Arabia has played a leading role at the international level in calling on the international community to combat terrorism. We have called for the adoption of a global action plan in the framework of international legislation so as to eradicate terrorism and to uphold the sovereignty, security and stability of countries. We have hosted several international conferences on this topic, and participated in the creation of the United Nations Counter-Terrorism Centre.

We reiterate the importance of our cooperation and participation in international and bilateral efforts to combat terrorism and its financing, as well as to extirpate the roots of this phenomenon, in particular the application of all Security Council resolutions relevant to the fight against terrorism. The Kingdom of Saudi Arabia is working to combat terrorism and has always rejected the phenomenon at the national and international levels. We have grappled with it nationally and condemned it internationally. We have also worked to curtail its sources of funding. Those efforts include the criminalization of acts of terrorism, incitement to terrorism and travel to conflict zones, and measures to address terrorism financing.

They are heinous crimes rejected by Islam, crimes without any basis or foundation. The position mandated by the ISSG has attempted to bring together a broader ranger of the opposition to select their representatives in the negotiations and fix their positions without foreign interference. The various factions and groups of the Syrian opposition attending the conference in Riyadh were able to unify their positions, which was a very important step on the path to identifying a political solution to the Syrian crisis. We also back efforts aimed at implementing a ceasefire pursuant to that resolution, in parallel with political efforts, and to take steps towards the implementation of the ceasefire following the implementation of the first stages of the political transition process under the auspices of the United Nations on the basis of the Geneva communique.   42. We have seen with our own eyes what has happened in Madaya and how human beings have become living skeletons. Those images should lead to increased humanity in us; they need to move us to action. We have seen how efforts undertaken to exert pressure on the Syrian regime have led to an opening of partial access to humanitarian assistance to certain besieged regions. I believe that it is simply unacceptable that the international community is forced to exert pressure on the Syrian authorities to meet the nutritional and medical needs of its own citizens. What the Syrian authorities are doing in that regard is inhuman. It is tantamount to a war crime. We affirm our condemnation of all types of siege or blockade that plunge the population into hunger.

In the past five years, the Security Council has not been able to discharge its duty when it comes to the protection of the Syrian people against the killing, terrorism and genocide carried out by the Syrian authorities against their people, which have claimed over 300,000 victims, led to the displacement of 12 million Syrians and destroyed the country. We regret that the Security Council has not been able, despite its repeated relevant resolutions, to lift the siege of Madaya and the other cities that are currently being besieged to ensure that humanitarian assistance reaches inaccessible regions, leaving over 400,000 individuals under the threat of famine. This brings us back to a situation that could rightly have occurred in the Middle Ages.

  45. We will always remind the Security Council of its responsibility and its duty to hold Israel responsible for what it does and asking it to account for the war crimes it has always carried out. We ask the Council again to set up an international protection regime for the occupied Palestinian State, including Al-Quds Al-Sharif, pursuant to the Fourth Geneva Convention and the resolutions of international legitimacy. We also call upon the Council to take the immediate steps needed to safeguard genuine opportunities for peace and the two-State solution. It also continues to exploit the resources of the occupied Arab Golan and engage in the illegal trade of Israeli settlers' goods and produce coming from occupied Palestinian and Arab lands, in brazen and fearless violation of the International Court of Justice and various United Nations resolutions. The unfair blockade imposed by Israel, the occupying Power, over the Gaza Strip continues from year to year. That is compounded by Israel's arbitrary practices in the West Bank, which have led to a deterioration in terms of poverty and the absence of any possibility for a decent life for Palestinians - all of this without being accountable to anyone or fearing anything.

  47. All of this is taking place without Israel worrying about anything or anyone - and being accountable to no one. As a result, Israel continues the use of deadly force against Palestinians, exploits and tortures Palestinians, including women and children and adolescents. The Israeli war machine continues to deport Palestinians, seize and confiscate their lands and pursues settlement policies, while ignoring any of the legal consequences, without being accountable to anyone and without fearing anything. The Israeli authorities continue to Judaize Al-Quds Al-Sharif and the historic Islamic and Christian sites and attempt to erase the Arab identity and change the historic situation of the Al-Aqsa Mosque and its esplanade, without being accountable to anyone. Israel continues to defy the will of the international community.

Regardless of the challenges or the difficulties that are ravaging our part of the world, none of this will deter us or prevent us from standing side by side with the Palestinian people in their ongoing resilient defence of their territory and sacred heritage against the Israeli occupation and its colonial practices and its violations of international legitimacy. We have come to the Security Council, as we have done repeatedly in the past, to ask that it condemn the official organized terrorism carried out by Israel as well as the crimes committed by its colonial army and terrorist settlers, starting with the systematic assassinations, the construction of settlements, the Judaization and the ethnic cleansing, all of which are war crimes or crimes against humanity. All of this has been documented in the United Nations reports.

Allow me to thank the Council for its honourable position in firmly condemning the barbaric aggression perpetrated on the Embassy of the Kingdom of Saudi Arabia in Tehran and its Consulate in Mashhad. We hope that the Council will ask the Government of the Islamic Republic of Iran to respect its legal international obligations in protecting diplomatic missions and prosecute all those responsible for such attacks, including those who incited, planned and carried them out. It is not enough to just make apologetic statements on behalf of the Iranian authorities. My delegation would like to state that the Palestinian cause has always been and remains at the very heart of the Kingdom of Saudi Arabia's interests.
