We occasionally receive reports of the involvement of Iran and its agents in destabilization activities, as well as of repeated attacks on diplomatic headquarters in Iran, with complete disregard for the relevant international agreements and instruments. It is high time for the Security Council to reject Iran's irresponsible behaviour and continued intervention in the internal affairs of other countries in the region, as well as the spread of sedition and sectarianism. The Council must tell to Iran that enough is enough so as to prevent terrorism and violence from increasing in the region and to enable the Iranian and Arab peoples in the Arab Gulf region and the Middle East to enjoy security, peace and stability.

In that regard, the report of the Secretary-General (S/2018/602) on the implementation of resolution 2231 (2015), issued on 12 June, states in paragraph 10, related to the missiles launched at my country, that the debris of five of those missiles share key design features with a known type of missile manufactured by the Islamic Republic of Iran. The Iranian regime continues to use all its financial, scientific, and military resources to spread havoc and destabilization in the Middle East, a region that has suffered and continues to suffer from the destabilization situation engendered by the Khomeini revolution in Iran in 1979. The main principle of the revolution is to export its extremist ideology not only to neighbouring countries, but beyond.

  4. However, Houthi militias supported by Iran ignore every political initiative and fail to implement the relevant Security Council resolutions, in particular resolution 2216 (2015). The continued Houthi control of parts of Yemen has spawned the medical, food and humanitarian disasters. Saving Yemen and its people requires removing Al-Hudaydah, its port and other Yemeni cities from Houthi control, thereby enabling an increased level of humanitarian assistance, and liberating them from Houthi pillaging. The militias that staged a coup in Yemen have launched 163 Iranian missiles at cities in the Kingdom of Saudi Arabia. Independent reports by the United Nations have made it clear that they came from Iran. They were manufactured in Iran and transferred to the Houthis from Iran.

  5. A peaceful solution must be pursued based on the principles of the Geneva communique (S/2012/522, annex) and resolution 2254 (2015). Protection should be provided to civilians in Syria. Humanitarian aid must be delivered to those in need throughout Syria. We call for the immediate release of abductees and detainees, the disclosure of the fate of missing people, and assistance to the return of internally displaced persons and refugees. My country supports the efforts of the Special Envoy of the Secretary-General for Yemen, Martin Griffiths. The Kingdom of Saudi Arabia and its brotherly countries in the coalition have exercised the utmost restraint to restore legitimacy in Yemen, especially with regard to Al-Hudaydah.

  6. Syria was a land of civilization and a beacon of science before it came under the control of a dictatorial regime to which civilization means nothing. Its barrel bombs have destroyed the remnants of that civilization, which are thousands of years old. Its rockets have levelled the minarets of mosques and the domes of churches. Its soldiers and sectarian gangs have silenced the voice of the rebellious people. The regime has claimed the lives of men, women and the elderly, declaring victory over its own people. It is shameful that this regime has failed to clear its territory of occupation but brags about destroying Dara'a and Ghouta while displacing their people. The Kingdom of Saudi Arabia stresses once again that the misery of the Syrian people should end.

  7. The Palestinian question has always been and always will be championed by the Kingdom of Saudi Arabia as its first cause. For this reason, my country has provided UNRWA with an urgently needed $50 million, as announced by the Custodian ofthe Two Holy Mosques at the Jerusalem summit held in Dhahran City. We have disbursed more than $100 million over the past year alone. The Kingdom of Saudi Arabia firmly believes in action, not in words. Accordingly, over the past two decades my country's total financial support to UNRWA has amounted to nearly $1 billion - with a "B" - and more than $6 billion - with a "B" as well - to the Palestinian people in the form of humanitarian, development and relief aid.

My country stresses the importance of a comprehensive and lasting peace in the Middle East, as it is a strategic option to bring the Arab-Israeli conflict to an end on the basis of the agreed international parameters and the 2002 Arab Peace Initiative, based on the establishment of a State of Palestine within the borders of 4 June 1967, with East Jerusalem as its capital, and on ending the Israeli occupation of all Arab occupied territories, including the Syrian Arab Golan and the Lebanese occupied land. The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) suffers from an acute shortage in its financial and humanitarian resources that could result in millions of Palestinian refugees being denied their basic right to education and a decent life.

The Palestinian question was a large part of his struggle for freedom, and indeed he is the one who said: "We know too well that our freedom is incomplete without the freedom of the Palestinians". This is the dream of millions of Palestinians, including the thousands who are prisoners or detainees. In return, Israel daily makes clear, through the attacks and deliberate killings it carries out, that it considers itselfa State above the law. For Israel, siege, starvation, the construction of barriers and apartheid walls were not enough; it has recently adopted an abhorrent racial law, namely, the Nation State of the Jewish People, which paves the way for practices of genocide in Israel and the occupied Palestinian territory.

The world recently celebrated the life of a man who was able to speak to the human conscience. He spent many years of his life fighting from behind bars against apartheid, and he spent his years of freedom advocating for a culture ofpeace, freedom and tolerance. On 18 July we celebrated the centennial of the birth of Nelson Mandela, who dreamed of freedom and equality.

  12. The Centre will cooperate with the United Nations to share its experience throughout the world. The Houthi militias in Yemen, supported by Iran, recruit children, force them to participate in the war and use them as human shields. They also launch missiles from civilian areas. All of that is a flagrant violation of international law and humanitarian principles. We call on the Council to condemn such acts in the strongest terms, as well as the parties supporting the militias, which continue to fail to implement international resolutions. They are the same parties that export their corrupt ideologies, destruction and discord to promote their sectarian agendas and obscurantist thinking. They do not take into account the well-being of children, who are the flowers oflife and should be going to school and playing in parks and playgrounds.

The fact is that during the operation to liberate Al-Hudaydah the Coalition has proved that it is exercising a maximum degree of self-restraint and abiding by all the relevant international conventions, covenants and laws. The coalition also cooperated continuously during the recent months with the United Nations. That led to updating and upgrading the rules of engagement and the identification of thousands of prohibited sites, including schools, hospitals, civilian places and other infrastructure. A unit was establishment by the coalition to protect children and to find and reintegrate children bearing arms and return them through Yemeni authorities to their families. The programmes carried out by the King Salman Humanitarian Aid and Relief Centre have become a model in providing children with protection and rehabilitation.

  14. We hope that the resolution will lead to supporting the task force for protecting children in armed conflict. However, we had hoped that the resolution would call on United Nations bodies dealing with this issue to ensure the accuracy of the data and statistics they gather and not to use one-side and unreliable information. We had also hoped that it would call for supporting the office on children and armed conflict and providing it with human and financial resources to make it self-sufficient in collecting information and avoiding unreliable sources. The record of my country and its partners in the coalition to restore legitimacy in Yemen is an honourable one.

We witnessed the Israeli occupation's defiance of the international community and humanity itself several weeks ago when in the course of several days it killed scores of innocent children who were peacefully demonstrating to express themselves and call for their rights. It is truly painful to note that similar things are taking place at the hands of Syrian authorities in Dar'a, which is the cradle of the Syrian revolution. Syrian children took to the streets in peaceful marches in that city to condemn injustice and tyranny and call for their rights, justice and a bright future. The regime responded with a level of brutality that continues to this day. We appreciate your initiative, Mr. President, in putting forward resolution 2427 (2018) in order to develop an international framework to protect children from armed conflict.

  16. Another child is recruited in Afghanistan. Yet another child is being armed in Sa'ada. Children in Syria are being asphyxiated by toxic gases. And many children's rights throughout the world are violated by various terrorist organizations. We very much appreciate the efforts made in the preparation of the report of the Secretary -General on today's topic (S/2018/465). We express our country's support for all actions and precautionary measures being taken to safeguard the safety of children, put an end to the loss of life among civilians and prevent the destruction of infrastructure. The Palestinian people continue to face the most heinous kind of occupation. The children of Gaza in particular live under an extremely unjust embargo that has been in place for more than 10 years.

  19. Sixthly, we established a unit on the protection of children and civilians in our Joint Command, and we enable the technical team of the United Nations to train the members of that unit. All of that proves that the Kingdom of Saudi Arabia is committed to the high standards that emanate from the venerable religion of Islam and the decree of Caliph Abu Bakr and relevant international law. We confidently call for those who disregard such rules and do not admit responsibility for their actions, carrying out cold-blooded murder, to be held accountable, be they snipers in Gaza or those using barrel bombs and chemical weapons in Syria. They are supported by parties, particularly members of the Iranian regime, who commit murder through sectarian militias in Lebanon, Syria and other parts of the world.

Secondly, we continue to assemble a list of prohibited areas and sites that cannot be targeted, including, inter alia, civilian areas, places of worship, diplomatic offices, headquarters of international organizations and non-governmental organizations and archaeological and heritage sites. That list is regularly updated. Thirdly, coalition forces use guided and pinpoint- accuracy weapons, despite the high cost of such arms, in order to guard against any collateral damage. Fourthly, we drop warning leaflets in the areas where we plan military targets before targeting those objects, in order to ensure that civilians clear the area.   21. We have exercised the greatest care, caution and restraint in our operations to ensure the efficient and inclusive protection of civilians. Occasional and undeliberate incidents have been given due attention and investigated; in many cases, we held to account those responsible and compensated those affected. The measures taken by the coalition to protect civilians included the following. First, we have worked to identify military targets, which includes a number of phases, starting with selecting, analysing and making sure that the target is a military object by consulting a number of sources in order to guard against mistakes in the targeting mechanism. The Kingdom of Saudi Arabia has therefore endorsed the establishment of a commission of inquiry for the crimes committed in Gaza, and also supports the establishment of the International, Impartial and Independent Mechanism to Assist in the Investigation and Prosecution of Persons Responsible for the Most Serious Crimes under International Law Committed in the Syrian Arab Republic. We call for the facilitation of the return of the Rohingya Muslims to their homes and for those responsible to be held to account for the harm inflicted upon the Rohingya. My country, in collaboration with its partners in the Arab coalition to restore legitimacy in Yemen, is carrying out a military operation to save the Yemeni people from the obscurantist Powers that wish to control and lead the Yemeni people into subversion.

In Yemen, Iran-supported Houthi gangs are carrying out abhorrent forms of torture and humiliation against civilians, including the recruitment of children, planting mines in residential areas and using civilians as human shields, including a 4-year-old child, Jamila, who was saved by the Arab coalition to restore legitimacy in Yemen and handed safely back to her family. It is high time that the perpetrators ofsuch hostilities against civilians recognize that their crimes will not go unpunished.

The protection and integrity of civilians guaranteed by Abrahamic religions and international law are violated without fear of accountability or persecution and with total disregard of humanitarian principles. A few days ago, we witnessed new carnage that was committed by Israeli forces in Gaza, claiming the lives of tens of Palestinian martyrs and wounding thousands. For seven successive years, the world has witnessed the bloodshed in Syria, claiming the lives of hundreds of thousands of civilians through all means of murder and genocide. In Myanmar, the world is watching hundreds of thousands of Rohingya Muslim civilians being expelled from their homes; their homes are being burnt, their women raped and their children displaced.

  25. He stated: "Do not commit treachery or deviate from the right path. You must not mutilate dead bodies. Do not kill a woman, a child or an aged man. Do not cut down fruitful trees. Do not destroy inhabited areas. Do not slaughter any of the enemies' sheep, cows or camels, except for food. Do not burn date palms, nor inundate them. You are likely to pass by people who have devoted their lives to monastic services; leave them alone." With those eloquent words the caliph of Prophet Mohammed summed up the rules of the protection of civilians. He did not forget those who devoted their lives to worshipping. Those are principles and rules that should be committed to and complied with at any time and in any place. The bleak reality of today's world is painful; it falls far short of the vision of Caliph Abu Bakr.

I thank you, Sir, for convening this open debate to discuss the protection of civilians in armed conflict. We appreciate the importance that the Polish presidency attaches to this topic, which was demonstrated by the participation of Poland's Minister for Foreign Affairs during the beginning of today's debate. In a famous decree, when the caliph of Prophet Mohammed, Caliph Abu Bakr As-Siddiq, sent an army of Muslims in a defensive mission in the seventh century, he gave them rules of guidance that served as a basis for the protection of civilians at all times.

  29. In fact, most Member States agree that part of the work of the Council is ineffective, which undermines its credibility and limits its ability to play an active role in settling conflicts. That is evident in the impasse among Council members on many issues, including the question of Palestine and the crisis in Syria. The Kingdom of Saudi Arabia appreciates the efforts made to improve and reform the working methods of the Security Council and to implement presidential note S/2017/507, which codifies and explains its working methods.   30. We are in dire need of a Council that is able to shoulder its main responsibilities of maintaining international peace and security and defending international legitimacy. Reforming the Security Council started in 1993. Many reports and statements are available on the development of the Council's working methods, including increasing complementarity among the Security Council, the General Assembly and the Economic and Social Council. Those efforts have led to concrete steps towards increasing transparency, efficiency and wider participation. However, to date, we have not been able to reach practical and comprehensive solutions that would enable the Council to shoulder its main responsibilities of maintaining international peace and security and rising to the occasion, in order to meet the aspirations of the international community.

  31. As a member of the Accountability, Coherence and Transparency group, we align ourselves with the statement made on behalf of the group. The Kingdom of Saudi Arabia is at the forefront of those countries urgently calling for a reform of the Security Council, including developing its working methods. The Kingdom of Saudi Arabia supports the efforts of the Arab Group on the reform of the Council, and we demand that the Arab countries be granted permanent representation, with full functions and powers, in any future reform of the Council. We also demand proportionate Arab representation in the non-permanent category. We live in a world that is torn apart by war and escalating violence.

We also value Kuwait's chairmanship of the Informal Working Group on Documentation and Other Procedural Questions, in its capacity as the coordinator of the Group of Arab States on Security Council reform.

  33. We would like to remind those present that there are more than 3 million people currently stranded in besieged and hard-to-reach areas. Therefore, the Kingdom of Saudi Arabia once again calls for immediate access for the delivery of humanitarian assistance to people in need across Syria, regardless of their racial, religious, sectarian or political affiliations. We call for the urgent release of detainees and kidnapped people, as well as for the determination of the whereabouts of the disappeared people.   34. The Kingdom of Saudi Arabia has sought to unify the factions of the Syrian opposition and to encourage them to speak in one voice and to form one delegation. Saudi Arabia hosted the second Syrian opposition conference in Riyadh in November 2017, which helped bring the opposition together under unified leadership. The Kingdom of Saudi Arabia emphasizes the need to deal with this leadership as it is considered representative of the Syrian people and tasked with negotiating with the ruling authorities in Syria. Humanitarian suffering continues in Syria. Ruling authorities in Syria, supported by their allies, including the Iranian military, the Hizbullah terrorist group and sectarian mercenaries, continue to destroy the Syrian people and use chemical weapons against them, as proved by independent United Nations reports.

It is high time for the Security Council to take a firm position against Iran and to prove that the international community will not stand idly by and will not overlook those aggressive terrorist practices, which undermine international and regional peace and security. It is time to seriously address the problem of Hizbullah, and to expose its terrorist activities in Syria, Lebanon and other parts of the world, to stop its arming and its practices, which run counter to the Lebanese Constitution. The Syrian crisis, now in its seventh year, is at a critical crossroads. The Kingdom of Saudi Arabia underscores that the only solution is through a Syrian consensus that meets the aspirations of the people and end their suffering, based on the first Geneva communique (S/2012/522, annex) and resolution 2254 (2015).

  36. It is the main supporter of the terrorist group Hizbullah, which continues to control Lebanon, to fuel the war in Syria and to commit the worst forms of killing, siege and ethnic cleansing. Iran continues to support insurgency and coup masters, including the Houthi militias in Yemen, providing them with weapons, including rockets that are used to launch attacks against my own country. There have been nearly 90 rocket attacks against Saudi Arabia, as proved by a number of independent reports issued by the United Nations. Those reports have concluded that the rockets are of Iranian origin, in a flagrant violation of resolutions 2216 (2015) and 2231 (2015).

  37. The Kingdom of Saudi Arabia would like to stress that any measure taken by the occupying Power on Jerusalem is null and void. Any recognition ofJerusalem as the capital and any relocation of the embassy of any country to Jerusalem are null and void. They will only fuel tension in the Middle East, undermine trust in the peace process and jeopardize any chances of reaching a comprehensive, lasting and just settlement based on the two-State solution, which would lead to the establishment of an independent Palestinian State along the borders of4 June 1967, with Jerusalem as its capital. Iran continues its flagrant interference in the internal affairs of Arab States, including Iraq, Syria, Lebanon, Yemen and others. Iran continues to spread, support and sponsor terrorism.

Israel has taken many measures against Jerusalem, including its decision to annex it to Israel, to control its fate and its future, to evict Palestinian citizens, to build settlements and to confiscate the properties of its people, to impose restrictions on its people, to declare it as the capital of Israel and to seek recognition of such a decision. All of those measures are null and void and have no basis in law, norms, customs and even ethics. In 2002, my country launched the Arab Peace Initiative, which reflected Arab and Muslim readiness to make peace in accordance with international resolutions, by ending the Israeli occupation of all occupied Arab territories, with the Syrian Arab Golan and occupied Palestinian and Lebanese territories, including the West Bank, the Gaza Strip and Jerusalem.

It was in Jerusalem that the Prophet undertook his famous Night Journey. For more than 1,400 years, Jerusalem has been an Arab and Muslim city, a city open to the world and to all religions and civilizations - a source of thought and spirituality. Jerusalem is the eternal historical capital of Palestine. It has been and will always be like that. Despite the clouds, the sun will definitely rise again. Jerusalem has been an item on the Council's agenda for the past 50 years, during which it has fallen prey to the Israeli occupation. The Council has adopted a number of resolutions, including, for example, resolutions 465 (1980), 476 (1980), 478 (1980) and 2334 (2016).

We expect that, given the cooperation and collaboration by the coalition - and that was mentioned in the report - such cooperation will be reciprocated, and that the mechanism will be respected so that independent observers, affiliated with the United Nations, can take part so as to ensure that the coalition will be informed about facts and incidents, so as to safeguard the integrity and credibility of the United Nations. This report includes gaps with respect to details as to coalition operations in Yemen. Just this month, we hosted a United Nations technical team that visited the coalition command centre, the unit responsible for the protection of children, the joint team for the evaluation of incidents and the King Salman Centre for Humanitarian Assistance. They were invited to discuss the best ways to protect children.

The mechanism that was recommended in resolution 1612 (2005) has not been respected. Members of the coalition were unable to participate with regard to the information that led to those figures. The sources for these figures are in fact individuals and organizations located in areas controlled by the rebels. There are no effective measures to verify the credibility and accuracy of the information.

  45. Those children are now students, thanks to a programme of the King Salman Centre for Humanitarian Assistance. Our pain is tremendous. When a child suffers, regardless of where in the world, one victim as a result of armed conflict is a Victim too many. But it behooves us to note that the report of the Secretary-General mentions a decrease in the number of Victims among children - 50 per cent lower as compared to the figure for 2015 - thanks to the efforts of coalition forces. The report further notes the measures that were adopted by the coalition to limit child Victims, for example, clear specific rules of engagement and measures to avoid civilian targets, accountability in the event of error, and, lastly, the establishment of a special unit responsible for the protection of children at the level of the military command of the coalition.

  46. Saudi Arabia is persuaded that the natural place for children is in school, behind desks, in gardens, in parks and among their families. On that basis, Saudi Arabia adopted an initiative, jointly with civil society organizations in Yemen, to launch a project for the rehabilitation of children who were recruited by Houthi militias. The project consists of awareness- raising programmes, educational and psychological programmes, based on the local environment. I think that everyone here is capable of comparing the two images that I will now show the Council. This image shows children who, according to Houthi militias, are fighting alongside them - and, in fact, they say that with pride. This other image is one of children who are no longer fighters.

  47. All operations of the coalition forces in Yemen are consistently being reviewed, particularly to determine military targets and to take corrective measures as necessary. Saudi Arabia takes very seriously all allegations of civilian victims. Saudi Arabia, as well as the coalition forces, in February 2016 set up a joint team for the assessment of incidents and to investigate all allegations of civilian victims. The team includes officers, international humanitarian law rights experts, weapons experts and other specialists. The committee is an independent mechanism that comprehensively reviews operations according to international law. It has completed investigations into 37 incidents, adopted the necessary recommendations and announced the results of the investigations. Investigations are also ongoing in 13 cases.

  48. The militias have also attacked the borders and territoriy of Saudi Arabia, with approxiamtely 30 ballistic missiles manufactured in Iran launched against Saudi towns and villages. Turning to the operations of the coalition to restore legitimacy in Yemen, Saudi Arabia, like other coalition forces, have respected the rules and principles of international law, international humanitarian law and international human rights law. The has coalition adopted clear rules of engagement to protect civilians, including full respect for the two principles of proportionality and distinction. The coalition's operations take place in line with the notion that all regions in Yemen are civilian unless there is proof to the contrary. The coalition seeks to provide protection for all civilians, particularly medical teams, medical facilities and media teams.

The report furthermore confirms the responsibility of the Houthi rebels and their allies in the recruitment of children, children who are being pushed into the flames of the fighting, where hundreds leave their lives, includingin in the wake of the arbitrary artillery fire that occurs throughout Yemen. Rebel Houthi militias have exploited children. They have recruited thousands and used them as human shields. Millions of children are deprived of education. They use civilian infrastructure, such as hospitals and schools, to conceal military equipment. They have made them staging grounds for bombing densely populated cities. Thousands of landmines were laid, which cause a high toll of civilian casualties, including significant numbers of child casualties.

The report mentions the war taking place in Yemen following the seizure of power by the Houthi rebels and their allies in a coup 'detat, which the international community rejected and the Security Council condemned in resolution 2216 (2015). The rebels have been identified as responsible for what is occurring in Yemen. They were called upon to immediately withdraw from the cities they have occupied, to turn over their heavy weapons to the State and to engage in a peaceful political transistion process under the auspices of the Gulf Cooperation Council and with the participation of the United Nations.
