“Iran's clear support for the Houthi coup militias and its supply of arms threaten regional security, commercial shipping lines and civilians in the region. The threat to close the Strait of Hormuz and the continued attacks on and detention of commercial ships require the Council to fulfil its obligations to stand firmly against such practices in order to maintain international peace and security. We are seeking to restore peace and security in the region, and the only real means to do so is for all nations to respect the principles of good-neighbourliness and refrain from the use of force or the threat of the use of force and non-interference in the internal affairs of other States. Iran's activities in the region contravene those principles, undermine the requirements to build trust and threaten stability and security.”

We stress the need to put an end to the suffering of detainees, abductees and the disappeared in Syria in order to release them or shed light on their whereabouts and their fate. That remains a humanitarian concern that should not be subject to bargaining. “Iran continues its provocative expansion approach in the Middle East by supporting the participation of the terrorist Lebanese organization Hizbullah in the fighting in Syria and by supporting the Houthi militias in Yemen, which refuse to implement the Stockholm Agreement. We welcome the decision by the United States to consider the Islamic Revolutionary Guard of Iran and Hizbullah as terrorist organizations, as well as the decision by the United Kingdom to consider Hizbullah as a terrorist organization. “The latest of the Israeli illegitimate practices was enacting a law that would allow the occupying Power to withhold tax revenues belonging to the families of Palestinian martyrs and detainees. Israel has also continued its settlement expansion on Palestinian territory and has continued to violate the sanctity of religious sites. The Kingdom of Saudi Arabia reaffirms that the Palestinian question is its first priority and that any solution that does not grant Palestinians the right to establish their own independent State along the 4 June 1967 borders, with Jerusalem as its capital, is doomed to fail. The Kingdom of Saudi Arabia remains committed to international legitimacy, including the relevant Security Council resolutions and the Arab Peace Initiative.”

Those two groups work closely together under the protection and support of Iran. My delegation therefore urges the Security Council to start discussing the possibility of designating the Houthi group and Hizbullah militia as terrorist groups and to establish a sanctions committee in that regard. I would like to affirm that the policy conducted by my country to combat terrorism and terrorism financing is based on increasing international cooperation. “One of the most important examples in that regard is the Security Council's establishment of sanctions committees against terrorist groups, such as Al-Qaida and Da'esh, because the Council is aware of the threat to international peace and security that such groups represent. The threat posed by Da'esh and Al-Qaida continues and the combatants of those two entities are still present in countries and many regions either as part of an organized group or individually. However, those groups are diminishing and becoming increasingly weaker militarily and in terms of ideology. Nevertheless, we must highlight the fact that there are other terrorist groups that are as dangerous and as great a threat as Da'esh and Al-Qaida, and they threaten international peace and security.”

We also founded the Islamic coalition to combat terrorism and terrorism financing. At the international level, the United Nations Counter-Terrorism Centre was established as an initiative of the Kingdom of Saudi Arabia, which has financed it. If we want to defeat terrorism, we must all be in agreement that the threat of terrorism posed to any one country constitutes a threat to us all. We must look past our narrow interests and take into account the interests and security of all countries. “Regardless of terrorism in New Zealand, terrorism against worshippers at the Al-Ibrahimi Mosque in Hebron or the terrorist activities of Da'esh, it all emanates from the same source of hatred and the rejection of others. Like other countries and societies, my country has also suffered from terrorism. We have therefore tried to eradicate it through various means. We have fought it everywhere. “Houthi militias have violated the ceasefire agreement 679 times to date, in addition to the recent attack against the Redeployment Coordination Committee and the theft of humanitarian aid that was reported by the World Food Programme on 31 December 2018. The Houthis have shown a total disregard for all United Nations and regional efforts aimed at resolving the Yemeni crisis, proving that they are unwilling to engage in any efforts that seek to bring happiness back to Yemen. We stress the importance of reaching a comprehensive political solution in Yemen that will guarantee State sovereignty across its entire territory, with one national army.”

“However, the recklessness shown by the Houthis - who are supported by the Iranian regime - suggests that their intentions to adhere to the agreement are not sincere, as demonstrated through the brutal attack of the Houthis by an Iranian drone on Al-Anad military base that left six martyrs of Yemeni officers and many injured, as well as the attack against the Redeployment Coordination Committee in Al-Hudaydah, which was also carried out by Houthi militias. Independent observer reports have also shown that Iran continues to support the Houthi militias by providing them with weapons and military expertise. The Council must therefore compel Iran to abide by the relevant Council resolutions, in particular resolutions 2231 (2015), 2140 (2014) and 2216 (2015).”

“The region has recently witnessed new developments in the Yemeni file, the most prominent of which was the holding of consultations in Sweden in December 2018 resulting in the Stockholm Agreement, which is considered a new breakthrough towards achieving a political solution in Yemen. “A few weeks ago, we witnessed the historic signing of a peace agreement between Ethiopia and Eritrea in the city of Jeddah in the Kingdom of Saudi Arabia, sponsored by the Custodian of the Two Holy Mosques, King Salman Bin Abdulaziz Al-Saud, and in the presence of Secretary-General Antenio Guterres. We also witnessed the beginning of a reconciliation process between Djibouti and Eritrea, with a historic summit held between the Presidents of the two countries in Jeddah. We hope that the summit will lead to reconciliation between the two neighbouring countries. The Kingdom will continue to work towards maintaining security in the Red Sea basin, enabling it to transform into an oasis of peace, cooperation and prosperity among Arab and African States bordering the basin.”

“They have influenced events in the Syrian Arab Republic, countering the authority of Abu Mohammed al-Jawlani and causing formations, breakaways and mergers of various Al-Qaida-aligned groups in Idlib." In Yemen, the Houthi coup militias, supported by Iran, continue to turn a deaf ear to the calls made by the international community and the United Nations. Their intractable stance makes it clear that they want to prolong the crisis in Yemen. They did not take seriously the invitation made by the United Nations Envoy during the Yemeni peace negotiations held in Geneva last September. They continue to hinder the delivery of humanitarian assistance convoys and loot them, lay mines and cut off roads. The coup militias have launched more than 200 rockets targeting residential areas of the Kingdom of Saudi Arabia.”

“These include its support for the coup militias in Yemen and its lack of respect for international resolutions, especially resolutions 2216 (2015) and 2231 (2015). It also threatens continually to block maritime traffic, in particular the Strait of Hormuz. It carries out manoeuvres around Bab Al-Mandab and maintains a presence south of the Red Sea and the Arabian Sea through its vessels and ships. Perhaps the Council is aware of the fact that a commercially registered vessel, 150 metres long, equipped with machine guns and military boats as well as espionage equipment, is travelling south of the Red Sea. It receives and sends speedboats carrying equipment and material that is clearly not commercial. This Iranian vessel, the Saviz, is a military operational centre that jeopardizes the security and safety of international maritime transit.”

“It is not enough that they have occupied the land; now they are targeting Palestinian lives, property and holy places. Among the most heinous Israeli crimes that are being currently committed is the forced eviction of Palestinian residents from Khan Al-Ahmar, in the West Bank, and the unjust blockade that Israel continues to impose on Gaza. All of this requires us to reiterate our call on both the international community and the Security Council to protect the Palestinian people and to bring pressure to bear on Israel to implement international resolutions. I would like also to thank Mr. Nickolay Mladenov, Special Coordinator for the Middle East Peace Process, for his valuable briefing. Aisha Mohammed was a 45-year-old Palestinian Arab woman and the mother of eight children. She was murdered in cold blood by a group of Israeli settlers last Friday. Hers was a terrible death. She was stoned to death as she was with her husband, leaving her children motherless. She was killed just for being a Palestinian woman. That criminal act is but one of the many examples of the ongoing violations carried out by Israeli settlers and soldiers against unarmed Palestinians.”

“He speaks ofthe Kingdom of Saudi Arabia as being responsible for the problems of the entire world. The only thing he has not yet blamed it for is the tsunami that recently hit Indonesia. We know quite well that his regime is the one that opened the doors to enable terrorism in Syria to threaten the entire region. I did not want to take more of the Council's precious time to respond to the nonsense of my colleague the representative of the Syrian Arab Republic, first, because I personally sympathize with him and secondly, because I sympathize with our brother people of Syria, who are suffering at the hands of their leaders and politicians. However, the Syrian regime and those who represent it are the last people who should speak of morality and accusations the way Syria's representative did. He brings up the disappearance of one journalist but seems to ignore the thousands of journalists who have vanished into Syrian prisons, or the people who have been forcibly disappeared and killed, who number not just in the thousands but in the tens of thousands.”

“That would enable us to save what can be saved and pull Syria from the rubble under which it is buried. The cause of that distress is the arrogant and immoral behaviour exhibited by that pathetic regime under the guise of combating terrorism. “We reject Iran's support for the Syrian authorities in operations that have led to uprooting people from their homes and demographic change, as well as for the genocide and sectarian mass murder that are being carried out against the Syrian people. We must end those destructive actions, the serious consequences of which have destroyed infrastructure and led to the killing and displacement of many Syrians. The Government of my country believes that the only effective action that Iran can take in the Syrian crisis is to leave Syria and withdraw its Revolutionary Guard and security militias immediately, thereby leaving Syria for the Syrians. In conclusion, the world must realize that the time has come to change the tragic reality in Syria. The international community must work seriously and with resolve to advance the political process.”

“My country has sought diligently to consolidate the Syrian opposition under the auspices of both Riyadh conferences so that the opposition and the regime can negotiate to ensure the security, stability and unity of Syria and prevent destructive foreign intervention. Moreover, my country has worked with its sister States of the United Arab Emirates, the Kingdom of Bahrain, the Hashemite Kingdom of Jordan and the Arabic Republic of Egypt. We are working together to consolidate an Arab role in finding a solution to the Syrian crisis and provide support for the Syrian people by all possible and available means. My country rejects any interference in Syria by the Iranian regime, regardless of the form it takes.”

“This is the eighth year of the Syrian crisis, and my country is deeply concerned about the deteriorating humanitarian situation in the country. The Kingdom of Saudi Arabia urges the international community to address that reality with greater responsibility. Since the beginning of the crisis, the Kingdom has been intensely focused on the human dimension of the crisis and provided every form of support to the Syrian people. For example, my country is hosting more than 2 million Syrians and providing them with employment opportunities, health care and education. It has also provided those who wish to do so with the possibility of moving to other locations. Currently, more than 140,000 male and female Syrian students are attending Saudi universities and schools and being provided with the same benefits as Saudi students.”

“In that regard, we stress the need to step up the establishment of the constitutional committee so that it can begin drafting a new Syrian constitution, and we call on all Syrians inside the country and abroad to elect a Government under the supervision of the United Nations in a credible and inclusive manner. “We believe that the solution to the Syrian crisis will not be achieved through military operations or chemical weapons, which have wrought the worst forms of destruction upon the Syrian country and people The only solution to the Syrian crisis is political, based on resolution 2254 (2015). My country believes that through its obstinate, procrastinating and belittling attitude, the Syrian regime has obstructed the efforts of international actors to achieve progress through meaningful negotiations. It has hindered the Geneva negotiations, the previous eight rounds of which failed to achieve any tangible progress with regard to restoring Syria to its former status. My country is part of the small group on Syria, which was established to support the efforts of Special Envoy De Mistura to find a political solution to the crisis.”
