“All those invited must agree to the requisites of the invitation and officially declare their acceptance, first and foremost to the establishment of a transitional Government. We therefore believe that inviting Iran is out of the question, in particular as it has military soldiers hidden by the regime. Its participation is thus invalid at this juncture. “We are about to convene the second Geneva Conference on Syria, based on the hope that the Secretary-General's call to convene the meeting will continue, based on the framework of the first Geneva Conference, to form a transitional Government with broad competencies covering the State facilities, including intelligence, security and political affairs sectors, and to realize the aspirations of the Syrian people and its ambitions for freedom and dignity, in a manner preserving the territorial integrity, safety and rights of the Syrians, with respect for their various factions, creeds and categories. “The international community must accelerate efforts to protect the Syrian people. Eyewitnesses from Syria have visited the United Nations and the Council to provide testimony about acts of terrorism to which they had been subjected. It is a war of starvation and subjugation that seeks to humiliate, while farming the fuel of sedition and sowing malcontent. They described the situations of those who are starving in Damascus, Al-Hasakah, Madamiya and Yarmouk, which contain more than 20,000 Palestinian refugees. We are wondering, as are the refugees, how it is possible for the Council to remain unable to adopt even one statement deploring the gravest violations of international humanitarian law. We emphasize the need for foreign combatants to leave the Syrian territory. The spread of foreign armed groups is of grave concern.”

“The international community must not allow the Council's resolutions to be undermined by efforts to apply the law of force, which leads to flimsy results dictated by internal affairs and narrow-minded interests. We call for courageous leadership that demands the recognition of rights, without circumventing international law or legitimacy. In that context, justice and equity will lead to the achievement of peace. The current situation of sisterly Syria represents the greatest humanitarian tragedy of the century. The Syrian authorities are subjecting their people to genocide, using all types of weapons, both conventional and non-conventional, including chemical weapons, indiscriminate bombings, Scud missiles and barrel bombs. The regime is antagonizing its people and cannot protect them.”

“Incomplete sovereignty over any part of the occupied Palestinian territories, including the Jordan Valley region, is unacceptable. We call for an end to the Israeli occupation of the Syrian Arab Golan, the Sheba'a farms area and the remaining occupied Lebanese territory. An agreement that is not based on justice and equality will lead to a vicious cycle of failed negotiations. We have carefully listened to the statements noting that the decisions required by the peace process demand courage on the part of decision-makers. That does not apply selectively to one party, but not to another. It also applies to the peace process sponsor.”

“Saudi Arabia emphasizes the statement made on behalf of the League of Arab States and its resolution 7719 of21 December 2013, underscoring the importance of abiding by the Arab Peace Initiative and of holding the Israeli Government responsible for hampering the progress towards peace. The resolution also called on the United States, as the sponsor of the current peace negotiations, and the other permanent members of the Security Council to compel the Israeli Government to halt settlement activities and to fully lift the blockade against Gaza. “Robert Serry, that the continuation of settlement activities does not conform with the two-State solution, as well as the statement made by the Under-Secretary-General for Political Affairs, Mr. Jeffrey Feltman, that the situation has become very complex in the light of Israel's continuing settlement activities. He emphasized that the United Nations cannot reconcile settlement expansion with achieving the two-State solution. Achieving the two-State solution may be impossible. “We condemn all attempts to alter the historic and religious identity of the holy sites and call for the immediate cessation of any attempt to demographically alter East Jerusalem, including the campaign to destroy Palestinian homes, strip Palestinians of citizenship and evict them by forceful measures that violate international humanitarian law. “The coercive policies of the occupying Power have deprived the Palestinian people of their basic right to live in peace, dignity and freedom and exercise their right to self-determination. Any attempt to hold the Palestinians responsible for the increased tensions - by resorting to the flimsy pretexts for the continuing blockade policy or for the preparations for further attacks - is completely unacceptable. “We are now witnessing the expansion of the settlements, in contravention of international law. There is also the deteriorating situation in the occupied Palestinian territories, including Al-Quds Al-Sharif, the continuing collective punishment of the Palestinian people and the blockade against Gaza. While the forces of the occupying Power have released some Palestinian prisoners, they have at the same time continued to detain hundreds of others, including some aged between 15 and 18 years. That is in addition to the recurrent attacks by settlers against the Palestinians. At the same time, in some cases the victims are being urged to absolve the culprits of responsibility.”

“Peace-loving peoples still cherish the hope that solidarity with the Palestinian people will translate into a tangible reality, to be experienced by the Palestinians in security, freedom and peace, thereby fulfilling the resolutions of the Security Council. Unfortunately, they are still trampled upon by the Israeli occupation forces with no fear of any deterrence or punishment. As we move into 2014, is it possible that we forget the hopes attached to the advent of last year, 2013, and the efforts deployed to revive negotiations to achieve a just and final resolution to the Palestinian question. “I would first like to welcome the designation of 2014 as the International Year of Solidarity with the Palestinian People. It expresses the solidarity of the human conscience and international will with the Palestinians' rights to equity andjustice. The Palestinian people have been deprived of those rights for more than six decades. To conclude, we remind the Council of the responsibilities incumbent upon its members for ensuring the implementation of United Nations resolutions on the establishment of zone free of nuclear weapons and weapons of mass destruction in the Middle East. “It is high time for the Security Council to put an end to the suffering of the Syrian people by not allowing the Syrian regime to exploit the Council's resolutions on the convening of conferences or the elimination of chemical weapons as a delaying tactic. If the Council does not take the requisite measures, it could risk making the situation in Syria a perennial issue on which the Council will have to meet month after month, year after year, while Syrians continue to die. My delegation affirms the need to resolve the situation in Syria immediately and definitively, without limiting itself to considering the repercussions of the Ghouta massacre and the elimination of Syrian chemical weapons, as was affirmed at the ministerial meeting of the League of Arab States in September.”

“The Council responded tardily and minimally to the massacre at Ghouta, when the Syrian regime killed more than 1,000 people using chemical weapons. The response focused exclusively on chemical weapons and minimized the cause of a people fighting for its liberty to the sole issue of chemical weapons. Even when the Security Council has discussed how to deliver humanitarian assistance to those in need, it has limited itself to adopting a presidential statement (S/PRST/20l3/15). The Council must be firm. It must adopt the necessary resolutions that open the possibility of imposing sanctions against anyone who would attempt to carry out unprecedented moral blackmail by denying critical humanitarian assistance to certain provinces and cities.”

“My country, which was the first sponsor of the Arab Peace Initiative, calls on the Council to honour its commitments and to shoulder its historic humanitarian and other responsibilities so that the world may not lose hope for peace and its confidence in our common international institutions. In Syria, the Syrian regime continues its campaign of extermination against the Syrian people, using every kind of conventional and non-conventional weapon and killing more than 120,000 people and displacing more than a quarter of the population of Syria. It has even used chemical weapons against defenseless civilians and continues to calmly proceed in such a manner that the Council will be unable to counter its violations or protect its citizens, which is a responsibility of the Syrian regime itself, due to the repeated use of the veto.”

“Robert Serry, Special Coordinator for the Middle East Peace Process, who reported on the aggression that cost the lives of Palestinians in the occupied Palestinian territories, including an officer at the United Nations Relief and Works Agency for Palestine Refugees in the Near East, in the course of an act of aggression perpetrated by Israel. There have been 282 Israeli infiltration operations, according to the United Nations, and Israel has displaced some 176 Palestinians, including 87 children without any explicit condemnation from the Council. Israel is accelerating the pace of its aggression against holy sites through almost daily violations perpetrated by Israeli settlers.”

“There can be no solution to the conflict so long as the resolutions of the United Nations affirming the rights of the Palestinian people to establish their own State remain unimplemented. That has a negative impact on the Middle East region as well as on peace and security around the world. It also allows Israel to pursue its policy of colonization, to hold thousands of prisoners and to violate the sacred nature of the holy sites. It also continues to displace Palestinian citizens, particularly in Jerusalem, and to implement its policy of apartheid and ethnic cleansing. All this is taking place before the very eyes of the Security Council, which has failed to shoulder its responsibilities and putting an end to Israeli occupation, which may well be the only one to outlive the era of racial segregation.”

“My delegation stresses the importance of establishing effective mechanisms to coordinate the efforts of the United Nations and those of regional and subregional organizations, in order to enable such organizations to play a more effective role under the umbrella of the United Nations. Such a role would be in harmony with their capabilities, initiatives and expertise and would enable areas affected by conflict to avoid the internationalization of local conflicts, especially when an international body loses its ability to act effectively. “That complexity makes it harder to comprehend the nature and complications of the conflicts, the circumstances in which they are created and how they can be overcome, and makes a better understanding of the intricacies and details of local circumstances imperative. Thirdly, regional organizations, by virtue of their geographic proximity and direct involvement at the local level are in a better position to understand and address local issues. Fourthly, regional organizations have special capabilities in the areas of preventive diplomacy, early- warning systems, peacekeeping and peacebuilding, although that should not exempt the international community from fulfilling its responsibilities by participating in such tasks. “It also encourages the Security Council to try to resolve such disputes through regional institutions. The growing importance of such cooperation is demonstrated by current trends, some of the most important being, first, the escalation in the number of conflicts and the places where such conflicts occur around the world. In the past the Security Council had a limited number of issues to deal with during its regular meetings, but today its agenda is loaded with issues, most of them regional conflicts, making it difficult for the Council to perform its role alone. “We call on the international community to compel Israel to respect the rights of children, just as we draw the international community's attention to the report issued by UNICEF in February 2013 that explicitly depicts the brutal and inhuman punishments meted out by Israel and its occupation forces on the Palestinian children held in their prisons. The Kingdom of Saudi Arabia, indeed, all Arab countries continue to unequivocally choose peace as the strategic option; their good intentions were reflected in the launching of the Arab Peace Initiative in 2002. However, the Israeli aggression against the Palestinian people and its continued contempt for and threats against Haram Al-Sharif are undermining any chance to achieve ajust peace.”

“As it notes with distress the events in Syria, the Kingdom of Saudi Arabia has not hesitated to shoulder its responsibility by coming to the help of the Syrian people and providing humanitarian assistance and relief aid to the tune of several hundreds of millions of dollars. The Kingdom of Saudi Arabia will actively participate in the donor conference called for by the Secretary-General, to be held at the end of this month in the State of Kuwait, in order to meet the needs of the Syrian people. Moreover, the Kingdom was among the first countries to recognize the Syrian National Coalition, recognized to date by more than one hundred States. The Coalition must therefore now be given the opportunity to represent the Syrian people in all organizations, bodies and forums.”

“Threatening to destroy Damascus so that it collapses around its people is only a sign of despair and bankruptcy. The Syrian people feel bitter about the international community's lack of action and at the fact that the Security Council has abandoned them. The Council has to date been unable to stop the Government killing machine. Instead, the killing machine has grown stronger and broadened its scope, committing crimes against humanity and horrendous massacres. My country therefore demands that all perpetrators of those crimes be held accountable before international justice. It calls on the Security Council to shoulder its responsibilities in that regard.”

“The tragic situation in Syria has recently taken a serious turn for the worse, with increased killings from air raids conducted by the Syrian Government against its own citizens. It has come to the point of treating its citizens as enemies, killing them and destroying their homes. The number ofvictims is now more than 60,000, while the number of refugees and internally displaced persons is in the millions. Everyone can see that the Syrian regime has lost its legitimacy and can no longer remain in power. It fights to the very end in order to cling to its vanishing authority. It seeks to portray the situation as a dispute between that country and its neighbours, while in fact its people have risen in revolt and have clearly expressed their will, which must be respected. Its clinging to power over the corpses of martyrs cannot continue.”

“That is without even mentioning the behaviour of Israeli settlers in the city who commit provocations, including damaging and desecrating mosques and churches. The Council is obligated to compel Israel to cease its current policies and abide by Council and Assembly resolutions. The time has come to do away with the permanent immunity that Israel has enjoyed, to take the measures necessary to guarantee the independence of the State of Palestine, and to put an end to the occupation of its territories. The occupation of the Syrian Arab Golan and the Shab'a farms and other Lebanese territories, must also come to and end. Failure to act will deeply hurt the credibility and stature of the United Nations and the Security Council.”

“Its first paragraph states that any measures taken by Israel, the occupying Power, to impose its laws and sovereignty are illegal and null and void and lack all legitimacy. Israel continues its campaign of demolition in the area surrounding the holy sites in Al-Quds Al-Sharif, both above ground and especially under and around the holy Al-Aqsa Mosque, in an effort to weaken its foundation, which would lead to its eventual collapse. The excavations around Al-Aqsa Mosque have increased to almost 30 locations. Meanwhile, Israel continues to demolish the homes of Palestinian Jerusalemites and to cancel their residency rights, continuing to evict many Palestinian families from their homes in East Jerusalem, leaving them homeless.”
