“In the joint statement that paved the way for the meeting, the guarantors of the Astana process confirmed their ongoing commitment to the sovereignty, independence, unity and territorial integrity of Syria. They also expressed their concern about the increase in terrorist activities in Idlib governorate and their willingness to cooperate to eradicate terrorist groups in Syria, including the Islamic State, the Al-Nusra Front and other groups that the United Nations has designated as terrorist. We noted with regret the difficulties encountered during the discussions in Geneva on 29 November during the Constitutional Committee's second session and the failure to hold a meeting of the 45-member Committee owing to a lack of agreement on the agenda between the Government and the opposition.”

“Those developments, resulting from the mediation efforts and good offices ofthe Special Envoy, which led to the conclusion of an agreement between the Government of the Syrian Arab Republic and the Syrian Negotiations Commission on the composition of the Constitutional Committee, are very encouraging signs and a glimmer of hope for a resumption of the peace process. My delegation also welcomed the holding on 11 December in Nur-Sultan of the fourteenth round of the Astana talks, which brought together Iran, Russia and Turkey, the guarantors of the Astana process, the Syrian Government and opposition, and Jordan, Lebanon, Iraq and the United Nations as observers.”

“Although we are concerned by the latest developments regarding the Islamic Republic of Iran's uranium enrichment rates, cote d'Ivoire remains convinced that the Iranian nuclear issue can be resolved only within the framework of the JCPOA. We would therefore like to reaffirm our full support for the agreement and call for the further implementation of that text, which was arrived at following long and intense negotiations. My country welcomes the cooperation by the Iranian authorities in that regard, as demonstrated by the excellent verification work carried out by the International Atomic Energy Agency on the ground following the conclusion of the JCPOA. In its regular reports, the Agency highlights the non-diversion of declared nuclear material and the absence of undeclared nuclear material and activities.”

“We urge all those concerned to refrain from any action likely to rekindle regional tensions and threaten navigation in that vital strait for trade. We note with concern that, despite efforts by the international community to limit the quantity of nuclear weapons across the globe, the non-proliferation architecture - one of the pillars of our collective security - continues to be undermined. We would therefore like to reiterate the urgent need for all States to spare no effort to safeguard international peace and security, which constitutes the very foundation of many multilateral frameworks, notably the United Nations and the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), as well as the JCPOA.”

“Turning specifically to the issue of ballistic missiles, my country calls on all stakeholders to reach an agreement on the interpretation of the provisions of resolution 2231 (2015) in accordance with the letter and spirit of paragraph 3 of annex B. We remain convinced that many points of contention could be resolved through the Joint Commission established by the JPCOA in its annex IV. My delegation also calls for capacity-building for Member States to enable them to better master the procurement channel procedures for the efficient implementation of resolution 2231 (2015). “We also urge them to respect the Russian-Turkish agreement on the establishment of a demilitarized zone in Idlib, signed on 17 September 2018, as well as the agreements concluded on 17 October 2019, between the United States of America and Turkey on the safe zone in north-eastern Syria, and on 22 October 2019, between Russia and Turkey on control of the Syrian border. My country welcomes the efforts aimed at ensuring the continuation of cross-border humanitarian deliveries for thousands of people affected by the conflict, in particular the cross-border humanitarian assistance mechanism established by resolution 2165 (2014). We further urge the international community to support efforts to ensure safe, swift, unhindered and sustainable humanitarian access to populations in distress.”

“These bombings and clashes have also left several people dead, destroyed or damaged civilian infrastructure in the region, including schools and hospitals, and hampered the response capacity of humanitarian actors. In this regard, my country commends the efforts of the United Nations and humanitarian organizations to meet the needs of populations in distress under particularly difficult conditions. According to the United Nations, an average of 5.6 million civilians have access to humanitarian aid every month, mainly from inside Syria. In that context, Cote d'Ivoire reiterates its call on all parties to the conflict to cease hostilities, guarantee the protection of civilians during military operations and respect international humanitarian law, including the principles of distinction, proportionality and precaution.”

“My country also welcomes the mediation and support initiatives of the countries of the region, the African Union and the United Nations to lead the Sudanese parties towards reaching a political solution to this conflict, which has claimed many victims. Despite the progress made, the situation in Darfur remains precarious, as demonstrated by sporadic clashes between Government forces and elements of the Sudan Liberation Army-Abdul Wahid faction in Jebel Marra and the persistence of criminal activity in the region. My delegation also remains concerned about recurrent allegations of human rights violations and sexual and gender-based violence against the people. It is therefore important that urgently needed measures be taken to ensure full protection for civilians and respect for human rights and basic freedoms.”

“My delegation stresses the need to fight impunity and to that end urges Member States to cooperate fully with the Mechanism in the implementation of its mandate, in order to facilitate the search, arrest and transfer of the fugitives, as outlined in paragraph 10 ofresolution 1966 (2010). In this regard, we appreciate the efforts made by the Mechanism to locate and apprehend the last eight fugitives indicted by the ICTR and would like to echo the recurrent appeals of the court to Member States to comply with their international legal obligations by providing necessary assistance to that end. My country also believes that judicial cooperation among the countries of the former Yugoslavia is an indispensable tool for the search and arrest of perpetrators of war crimes who have found refuge in neighbouring States.”

Those agreements, in addition to the unilateral ceasefire declared on 31 August by the Russian Federation and Government forces in Idlib province, seek to build the climate of trust required for successful negotiations among the Syrian parties. In that context, my delegation remains concerned about the persistence of sources of tension in north- eastern Syria. We are also concerned about the military escalation between Tel Aviv and Damascus, which could exacerbate regional tensions and the already worrisome security and humanitarian situations in Syria.”

“We also call on all other actors in the Syrian crisis to proceed with the dialogue, with a View to achieving de-escalation and a definitive ceasefire, a necessary precondition for addressing the humanitarian challenges in the region. In that regard, Cote d'Ivoire welcomes efforts to ensure the continuation of cross- border humanitarian deliveries to the thousands of people affected by the conflict. My delegation therefore supports the renewal of the mandate of the cross-border humanitarian aid delivery mechanism. In conclusion, Cote d'Ivoire calls on the international community once again to maintain its humanitarian assistance efforts in Syria and reiterates its support for the Secretary-General's Special Envoy in his tireless efforts to find a peaceful and lasting solution to the crisis.”

“It should be noted that the fighting thwarts ongoing mediation initiatives and efforts, including the agreement signed on 17 October between the United States of America and Turkey on the safe zone in north-eastern part of Syria and the memorandum of understanding signed by Russia and Turkey on 22 October on border control in Syria. Those agreements, the conclusion of which my delegation welcomed, made it possible to stop the offensive against Kurdish forces in north-east Syria and to significantly reduce hostilities. My country urges all parties to put an end to violence against populations and to respect their obligations to protect civilians and civilian infrastructure, in accordance with international humanitarian law and human rights law.”

“Mr. Ipo (Cote d'Ivoire) (spoke in French): My delegation welcomes this meeting on the latest developments in the humanitarian situation in Syria and commends Mr. Mark Lowcock, Under-Secretary- General for Humanitarian Affairs and Emergency Relief Coordinator, on his comprehensive briefing. My delegation notes with concern the persistence of Violence that has resulted in the loss of human lives in north-east and north-west Syria. Cote d'Ivoire strongly condemns those attacks on the population and the destruction of civilian infrastructure, which contribute to the deterioration of the situation and hamper efforts to provide vital humanitarian assistance to those in need.”

“In that regard, my delegation urges the stakeholders to consider consensus-based measures to authorize the President to govern by decree until the renewal of Parliament after 13 January 2020, when the term of the legislature expires.In view of the recurring social protests, which pose a serious threat to sociopolitical stability, my country calls for urgent multisectoral measures aimed at restoring and strengthening the people's confidence in public institutions and attracting foreign investment. It will also be important to clarify the allegations of the mismanagement of the PetroCaribe funds and ensure accountability. In conclusion, Cote d'Ivoire continues to believe that the only way out of the crisis is for the Haitians themselves to show willingness to find consensus- based solutions through dialogue.”

“The humanitarian situation is also alarming. We note that 1.3 million people are still waiting for humanitarian assistance, while the United Nations specialized agencies are having difficulty mobilizing the funds needed to cover the 2019 humanitarian response plan. Only $26.2 million of $126.2 million has been raised so far, and ifnothing is done, 39,000 children under the age of five could face acute malnourishment. My country reaffirms its commitment to the peaceful settlement of disputes and emphasizes the need for an inclusive inter-Haitian dialogue to create the appropriate conditions to resolve the current crisis, with the support of the international community.”

“On top of that, the Parliament's rejection of President Jovenel Moise's calls for an inclusive dialogue has focused the Council on the magnitude of the current crisis, which requires an urgent response. The economic situation continues to be just as worrying, due largely to the negative effects of the political crisis and the business surrounding the PetroCaribe funds. In addition to the fuel shortages and the people's deteriorating living conditions, which are resulting in paralysing social protests, Haiti is struggling to enact its 2018-2019 and 2019-2020 budget laws in a context of insufficient external budget support. The security situation, in which the armed-gang activity continues, is also seriously worrying, and the security challenges remain daunting and require urgent action, despite the efforts ofthe Haitian National Police.”

“We also welcome the efforts of the Haitian Government to reduce violence and urge it to redouble its efforts to increase the financial and logistical resources of the Haitian National Police, with a view to enabling it to carry out its mission effectively. Like the rest of the Council, my country continues to be concerned about the situation in Haiti, with its ongoing political crisis, socioeconomic difficulties, soaring insecurity and an alarming humanitarian situation. With respect to the political situation, the open conflict between the opposition and the executive branch has so far prevented the formation of a new Government and has led to the indefinite postponement of new parliamentary elections, which runs the risk of creating a constitutional crisis after 13 January 2020.”

“Cote d'Ivoire welcomes the establishment and official launch on 16 October ofthe new mission. Its main tasks will be to assist the Government in consolidating political stability, good governance and the rule of law and establishing an inclusive inter-Haitian dialogue. It will also work to support strengthening the protection of human rights and planning and organizing free and transparent elections. In that regard, my delegation welcomes the constructive approach that has enabled the identification of new targets and indicators for measuring the progress of sustainable development in Haiti after BINUH is deployed.”
