“On the humanitarian front, Cote d'Ivoire welcomes the improvement in food security thanks to favourable weather conditions during the period from June to September 2018. With regard to human rights issues, my country commends the remarkable work done by the Sudanese police forces, which have replaced UNAMID police elements, in securing some internally displaced persons camps. However, it notes with concern the Secretary- General's report's observations of repeated acts of violence against civilians, particularly in the Jebel Marra area, and the increase in sexual violence against women (S/2019/44). In this context, Cote d'Ivoire believes that it is important to ensure the strengthening of the capacities of judicial institutions in order to help establish the rule of law.”

“In this context, my country notes with satisfaction the signing, on 6 December 2018, of a pre-agreement between the Government and two movements that are not signatories to the Doha Document for Peace in Darfur, as a prelude to the forthcoming peace negotiations. It welcomes these achievements facilitated by President Thabo Mbeki, head of the African Union High-Level Implementation Panel, and hopes that they will help to create the conditions for a final settlement of the crisis in Darfur. My delegation also welcomes the significant decrease in intercommunal violence thanks to the combined efforts of national and local authorities, UNAMID and the United Nations country team. In this respect, it underlines the need to seek adequate solutions to land issues and difficulties related to access to basic social services.”

“It also urges all Sudanese stakeholders to work in a consensual manner to create conditions of transparency and credibility for the elections scheduled for 2020. With regard to the security situation, my country welcomes the relative stability that Darfur has enjoyed for several months. However, it deplores the resumption of clashes between Government forces and those of the Sudan Liberation Army-Abdul Wahid in Jebel Marra. This situation is at the root of population displacements, loss of human life and persistent sexual violence against women and girls. Cote d'Ivoire calls on the warring parties to give priority to dialogue as a means of resolving their differences. In this regard, it supports the Secretary-General's call on Abdul Wahid to join the peace process without delay in order to bring the crisis to a definitive end.”

While welcoming the African Union Initiative, the Panel expressed concern about the continuing violence and violations of the sanctions regime in the Central African Republic. The Panel also reported that armed groups continue to benefit from the country's natural resources, and that livestock transhumance and trade play a central role in the financing strategies of some of these groups. "On 21 January, at the request of the Central African authorities, I convened a meeting of the Committee from Bangui by video tele-conference to discuss concerns regarding the arms embargo with a Central African delegation led by the Minister of Defence.”

“On 12 November, I convened a meeting of the Committee to present the report of my visit to the Central African Republic from 2 to 5 October 2018. This visit allowed me to continue discussions with the Central African authorities on a number of issues of importance to both the Government and the Committee. "As I indicated in my report, one of the main concerns of the Central African Government is the arms embargo imposed on it and which it demands be lifted. This point was raised by the President and the Prime Minister and by others we met, including representatives of civil society. In essence, these representatives requested that the import of arms and related materiel by the Government should no longer be subject to the Committee's approval.”

“The number of internally displaced persons and refugees continues to increase, and civilians, peacekeepers and humanitarian workers have been regularly attacked by destructive armed groups that are guilty of acts subject to sanctions. "Since my previous briefing to the Council, in October 2018, the Committee has held four meetings: on 12 November and 7 December 2018 and on 21 and 29 January 2019. The Committee also intends to meet on 22 February to discuss the Panel of Expert's findings. Press releases on these meetings are available on the Committee's website. “Here my delegation urges the Palestinian and Israeli parties to demonstrate wisdom by relaunching the dialogue on the basis of the relevant resolutions of the United Nations. According to the World Bank, the unemployment rate in the Palestinian territories is close to 32 per cent, a rate that has not been seen in more than two decades, while the poverty rate is approximately 29 per cent. The situation is even more concerning in the city of Gaza, where 54 per cent of the active population, including 70 per cent of the youth, is unemployed. In addition, there is an inadequate supply of decent housing and of basic services such as health care, education, access to drinking water and electricity.”

“With regard to the question of human rights, my country notes with satisfaction that, at the request of the Iraqi authorities, our Security Council adopted resolution 2379 (2017), on 21 September 2017, on the effective implementation of the principle of Da'esh accountability. In that regard, our Council followed with interest the briefing in December 2018 (see S/PV.8412) delivered by Mr. Karim Asad Ahmad Khan, Special Adviser and Head of the Investigative Team established pursuant to resolution 2379 (2017), on his first report on the steps that the Team intends to take for the effective implementation of resolution 2379 (2017). The acceleration of the investigations of the Team led by Mr. Khan is all the more urgent as 202 mass graves with more than 12,000 bodies have been discovered in the northern and western provinces of Iraq.”

“Adil Abd Al-Mahdi, Prime Minister of Iraq, and Mr. Nechirvan Barzani, Prime Minister of the Kurdistan region, will resolve the remaining points of disagreement. The humanitarian situation is characterized by extreme poverty, including insecurity, in which more than 1.8 million people have been displaced since 2014. Today's meeting coincides with the fourth anniversary of the Minsk agreements, which, when signed on 12 February 2015, had raised great hopes in the international community. The Minsk agreements, in the Normandy format, set out not only the commitments of each party, but also a precise timetable for implementation. However, my delegation notes with regret the lack of progress in the implementation of the agreements, due to differing interpretations of the sequencing of the measures to be taken.”

“Cote d'Ivoire welcomes also the support provided to Member States in the devising of comprehensive prosecution, rehabilitation and reintegration strategies in the fight against violent extremism, as well as the assistance provided to improve security and safety in prisons. “It commends in particular the outstanding work done by the Counter-Terrorism Committee and its Executive Directorate, which led to the adoption on 27 December 2018 of an addendum (S/2018/ll77, annex) to the Madrid Guiding Principles of 2015 aimed at helping Member States deal with the return and relocation of foreign terrorist fighters and their accompanying family members. My delegation also welcomes the launch of the United Nations Global Counter-Terrorism Coordination Compact on 6 December 2018, which is aimed at strengthening joint United Nations action against terrorism.”

“Furthermore, the eradication of terrorism requires that everyone be involved in the fight against the financing of this global phenomenon. Our joint efforts must contribute to cutting off sources of financing for Da'esh and its affiliates. With this in mind, my delegation calls for the creation of appropriate cooperation mechanisms, better information-sharing, the promotion of cooperation between the public and private sectors and the strengthening of our legislative frameworks. On the role of the United Nations, my delegation welcomes the support provided by the United Nations to Member States in the implementation of their respective obligations.”

“This will also require an updating of our measures to combat this phenomenon and a revising of legislation aimed at strengthening the effectiveness of counter-terrorist criminal justice. At the national level, States must prevent radicalization by improving coordination between services focusing on detection and those dealing with suppression. We also must devise strategies to manage and control the flow of foreign terrorist fighters. Particular attention should be paid to the situation of women and children connected to such fighters. The strengthening of aerial safety measures is also essential. This will require awareness-raising as concerns the threat and the sharing of passenger name records, in a framework of international, regional and subregional cooperation.”

“It believes that prisons are potential areas of radicalization and supports the conclusions reached on the expansionist tendencies of terrorism, whose ramifications affect all regions of the world. In the face of this constantly evolving threat, the mobilization of the international community remains more necessary than ever. On the challenges to be met, it is undeniable that the fight against terrorism requires a holistic approach on the part of the international community based on harmonized actions that will allow us to respond to this threat effectively. Indeed, in order to be effective, this combat requires the full implementation by all Member States of their obligations at the international level, in particular with respect to monitoring and the criminal prosecution of terrorist activities.”

“Concerning the level of the threat, my delegation notes with concern that despite the important setbacks that Da'esh has experienced, it remains a real threat to international peace and security owing to its capacity to adapt, the lure of terrorist propaganda and its considerable financial reserves. According to the Secretary- General's report, the organization has several thousand combatants around the world, including in the Middle East, Africa and Asia. My delegation concurs with the Secretary-General's assessment of the danger represented by foreign terrorist fighters, whose movements and return to their countries of origin remain a major source of concern.”

“Mr. Ipo (Cote d'Ivoire) (spoke in French): My delegation welcomes the holding of this informational meeting on the threat that the Islamic State in Iraq and the Levant poses to international peace and security as well as on the efforts made by the United Nations to help Member States to counter this threat. It congratulates Mr. Vladimir Voronkov, Under-Secretary-General of the United Nations Office of Counter-Terrorism, and Ms. Michele Coninsx, Executive Director of the Counter-Terrorism Committee Executive Directorate, on their high-quality briefings. Terrorism is one of the major security challenges facing humankind today. The report of the Secretary- General on this scourge (S/2019/103) has prompted my delegation to make a number of comments on the terrorist threat, the challenges to be met and the role of the United Nations.”

“In the same vein, my country welcomes the creation of an inter-institutional committee tasked with monitoring and reporting on issues related to violent extremism, as well as the indictment by the Office of the Specialist Prosecutor, on 20 December, of an individual for links to a terrorist group. The precariousness of the current situation calls for the immediate resumption of the negotiations led by Ms. Federica Mogherini, High Representative of the European Union for Foreign Affairs and Security Policy. That mediation would contribute to breathing new life into the reconciliation process, promoting human rights and permanently settling the Kosovo issue. In conclusion, my country calls on the international community to make a significant contribution to the trust fund to support the Roma, Ashkali and Egyptian communities in Kosovo.”

“It also believes that the revision of the customs duties, set at 100 per cent, on products imported from Serbia and Bosnia, would contribute to the resumption of negotiations between Kosovo and Serbia with a view to reaching a free trade agreement with the European Union. My country also urges Kosovo authorities to take the necessary measures to eliminate all obstacles to the creation of an association/community of Serb-majority municipalities, which would undoubtedly help to ease and palliate the sociopolitical climate. Cote d'Ivoire welcomes the efforts of the Kosovo authorities to promote the rule of law and to fight impunity. In that regard, it welcomes the arrest of three individuals implicated in the murder, on 16 January 2018, of Oliver Ivanovie, leader of the Civic Initiative "Freedom, Democracy, Justice".”

“On the security front, the efforts made since 1999 by the Kosovo Force have contributed substantially to maintaining a safe and secure environment and to ensuring the free movement of people and goods. Despite those encouraging signs, my country remains concerned about the growing tensions and the persistent challenges to the normalization of relations between Kosovo and Serbia. That situation could undermine the efforts of the European Union Rule of Law Mission in Kosovo, which is to be commended for its contribution to Kosovo's return to normalcy and institutional stability. Cote d'Ivoire calls on the Kosovo and Serb communities to redouble their efforts to prevent the re-escalation of tensions through constructive dialogue and reciprocal confidence-building measures.”
