“A number of pressing and sensitive issues also require sustained attention, as they are a source of concern for the Council. They include delays in implementing the process for the economic reintegration of ex- combatants of the Fuerzas Armadas Revolucionarias de Colombia-Ejercito del Pueblo, the growing illegal economies, clashes between illegal armed groups for the control of territories, and the issues of victims' rights and the Special Jurisdiction's independence and financial autonomy. All of these call for urgent action on the part of the Colombian authorities and the international community. In terms of responding to the difficulties with the peace process, my delegation urges the Colombian authorities to redouble their efforts to implement the peace agreement together with the FARC, including through measures to restore trust.”

“In that regard, we welcome the adjustments and clarifications made by the Constitutional Court to the relevant provisions of the peace agreement when assessing their conformity with the Constitution. We also welcome the holding of the first hearing of the Special Jurisdiction for Peace, and the referendum on the proposals to address terrorism and corruption and promote transparency, held at the initiative of several political parties and with the support of President Duque. With regard to the difficulties facing the peace process, my delegation is concerned about the violence that has persisted throughout the country. My country commends the commitment of all Colombian institutions to providing adequate responses to key issues related to security, the promotion of human rights in conflict-affected areas, and the truth, justice and reparation system.”

With regard to recent progress, Cote d'Ivoire welcomes the Colombian authorities' determination to continue to cooperate with the Mission with a View to achieving a just and lasting peace. In that regard, we were pleased to note the letter to the Security Council from the Colombian authorities, in agreement with the Fuerza Alternativa Revolucionaria del Comun (FARC), requesting the extension of the mandate of the United Nations Verification Mission, which was due to end on 26 September.”

“My delegation believes that the root causes of radicalization must be addressed and that particular attention must be paid to risk factors, including psycho-pathological factors that can lead to terrorism. In that regard, we commend the work of the Analytical Support and Sanctions Monitoring Team of the Sanctions Committee and we recommend that non-proliferation and terrorism sanctions procedures respect fundamental freedoms. Finally, given that assistance to Member States is useful for the implementation of resolution 1540 (2004), my delegation urges the 1540 Committee to do everything in its power to settle pending requests for assistance.”

“With regard to the challenges ahead, Cote d'Ivoire stresses the need for the United Nations to favour an integrated approach in its response strategy in order to better adapt to current challenges. We also believe that more attention should be paid to measures to ban biological, chemical and bacteriological weapons; the financing networks that enable proliferation; and national controls on the export and transport of such weapons. My country urges the Counter-Terrorism Committee Executive Directorate to continue its awareness-raising activities in order to combat extremist discourse and all other actions leading to violent extremism and terrorism. We also call for the updating of the Madrid principles on foreign terrorist fighters.”

“Those sessions have enabled the creation of an active network aimed at strengthening cooperation and coordination, both with the 1540 Committee and between the respective regions. Information-sharing further encourages the strengthening of cooperation between the 1540 Committee and international organizations such as the International Atomic Energy Agency, the Organization for the Prohibition of Chemical Weapons, the Implementation Support Unit of the Chemical Weapons Convention, the United Nations Office on Drugs and Crime and INTERPOL, My delegation also welcomes the actions initiated by the Committees and their expert groups to update the sanctions lists in order to facilitate the implementation of sanctions regimes against individuals, groups and entities associated with terrorist groups.”

“Furthermore, the Al-Hudaydah port, which handles 70 per cent of the country's imports, is the main gateway for approximately 90 per cent of the humanitarian aid on which millions of Yemenis depend. As a result, the renewed fighting around that strategic port not only puts the delivery of humanitarian aid at risk, but has also led to soaring prices for basic necessities. According to the Office for the Coordination of Humanitarian Affairs, food prices have risen by 68 per cent since 2015. Furthermore, there are also fuel shortages. Concerned by the serious deterioration of the humanitarian situation, cote d'Ivoire calls on the warring parties to adhere to an immediate ceasefire to allow safe and unhindered delivery of humanitarian aid to populations in distress.”

We thank Mr. Mark Lowcock, Under-Secretary- General for Humanitarian Affairs and Emergency Relief Coordinator, for his briefing on the latest developments in the situation in Yemen. My delegation is concerned by the resumption of fighting since 18 September around Al-Hudaydah port following the failure of the peace talks in Geneva on 8 September. These clashes are likely to aggravate the humanitarian crisis, which is already considered by the United Nations as the worst in the world. All the more worrying is the fact that this takes place in an urban area with more than 600,000 inhabitants.”

“Cote d'Ivoire therefore encourages all parties to work for peace in order to put an end to the vicious cycle of violence. To that end, it calls for the extension of the current ceasefire and welcomes Israel's reopening of the Erez crossing. In the current context, the resumption of dialogue between Israelis and Palestinians is not merely a necessity; it is above all a matter of urgency the resolution of which could help to contain the seeds of potential violence. That is why my country supports France's 15 January 2017 initiative, which led to the adoption by 70 States and international organizations of a joint declaration reaffirming the international community's commitment to the two-State solution. The declaration also calls for a settlement of the crisis based on the relevant Council resolutions.”

“Cote d'Ivoire, which has always advocated dialogue and the peaceful settlement of disputes, regrets the lack of a consensual and viable framework for consultation since the deadlock in the Oslo Accords, which had raised hopes for a lasting peace between Israelis and Palestinians. My country therefore reiterates its call on the Israeli and Palestinian leaders to move beyond the current situation and to resume dialogue in order to consolidate past gains and create the conditions conducive to the achievement of a just and lasting peace. “It is therefore imperative to ensure the implementation of the principle of accountability, so that the perpetrators of human rights violations are held accountable for their actions before the competent international courts. In that regard, my country welcomes the conviction of 10 Government soldiers for rape and other crimes against civilians. We call on political and judicial authorities to make greater efforts to establish the rule of law in South Sudan. With regard to the operational environment, Cote d'Ivoire commends UNMISS on the work it carries out in extremely difficult conditions, marked by an increase in the number of violent acts committed against its personnel. Despite constant calls from the international community, humanitarian workers continue to work in an environment of extreme violence. Cote d'Ivoire condemns all acts of violence committed against humanitarian personnel and equipment. We call on the leaders of South Sudan to create a security environment conducive to the provision of humanitarian assistance and the safe and dignified return of displaced persons to their homes. With regard to the human rights situation, my country notes with deep concern the persistence of sexual violence, violence against children and the destruction of property and people's livelihoods.”

“It also calls on South Sudanese parties to put the best interests of the people first and end the clashes throughout the country so that there is a chance for the Peace Agreement to be effectively implemented and for security arrangements to be operationalized, in accordance with the voluntary commitments made. Recurring violations of international humanitarian law in South Sudan are widespread; ending them must be an absolute priority. With approximately 1.8 million internally displaced persons, 2.5 million refugees and high food insecurity risks, the humanitarian situation in South Sudan remains one of the most unpredictable in the world. According to the Secretary General's report, approximately 2.4 million children receive no education, which poses a threat not only for the next generation but also to the building of a viable State.”

“In addition, measures must be taken to restore trust among the parties and create a climate conducive to constructive dialogue, which is a prerequisite for the effective and efficient implementation of the Agreement. On the security front, my delegation is deeply dismayed about the ongoing intercommunity conflicts and criminal acts in the country. Furthermore, continuing clashes in several parts of the country, in particular in Upper Nile, Bahr el-Ghazal and Equatoria, and their tragic consequences on the population, are also a source of concern. “As for non-governmental organizations, 74 Syrian and Palestinian Red Crescent staff and volunteers have made the ultimate sacrifice. My delegation remains convinced that a possible offensive by the Syrian armed forces in Idlib will have unprecedented humanitarian consequences, which will cause another mass exodus, thereby adding to the suffering of a population martyred by seven years of particularly deadly conflict. We are extremely concerned about the increasing risk of a humanitarian disaster in Idlib governorate, which hosts nearly 3 million people, including 1.4 million internally displaced persons. Those people have no choice but to take refuge in overcrowded camps, where basic services are struggling to meet their immense needs.”

“With regard to the humanitarian situation, my delegation welcomes the multifaceted assistance that United Nations agencies, funds and programmes continue to provide to people in distress in the areas affected by armed clashes, despite ongoing hostilities. The plight of those people is all the more worrying as they are also exposed to risks caused by the presence of explosive remnants of war and landmines. In addition, several staff members of United Nations agencies and non-governmental organizations specialized in the provision of humanitarian aid also pay with their lives for their commitment to assisting people affected by the conflict. Reports to date reveal that 22 United Nations agency staff members have been killed, including 18 from the United Nations Relief and Works Agency for Palestine Refugees in the Near East.”

“Some recent positive developments are helping to maintain hope for the restoration of peace and stability in Afghanistan. They include the cessation of hostilities between the Afghan armed forces and the Taliban during Eid al-Fitr festivities; meetings between Taliban leaders and Afghan political authorities during that period; the meeting of 3,000 religious leaders in Kabul to call the Taliban to the negotiating table with the Afghan political authorities; the increased involvement of civil society in the search for peace through demonstrations and marches and the pooling of initiatives within the framework of regional cooperation to promote the quest for solutions to the Afghan crisis.”

“It is therefore important to strengthen support for the efforts of the Afghan security forces from the international community and the countries contributing to the NATO Resolute Support Mission in order to address the threats posed by armed groups and curb the level of violence in the country. In that regard, my delegation notes with satisfaction the commitment of the contributing countries to the Resolute Support Mission to maintain their presence in the country - if need be - as well as their funding pledges for the Afghan security forces up until 2024. “Amid those tensions, my country urges the Afghan authorities, political actors and all stakeholders to work together to seek the necessary compromises to hold fair, transparent and credible elections on 20 October in a peaceful environment. In addition, Cote d'Ivoire notes with regret the limited progress made in the implementation of the peace agreement between the Government and the Hezb-e Islami political party. We are concerned about the negative effects that those delays could have on the start of negotiations for a peace agreement with armed groups in the country. The deteriorating security situation resulting from the Taliban attacks on the Afghan security forces and those by the local branch of Islamic State against the civilian population could jeopardize the participation of many Afghans in the upcoming polls.”

“Lastly, we also welcome the financial assistance provided by certain countries to those bodies to ensure the proper implementation of the electoral calendar. Despite those few major advances, my delegation remains concerned about the sociopolitical and security situation in Afghanistan, which could jeopardize the holding of elections in conditions that would guarantee its smooth functioning and credibility. With regrd to the sociopolitical situation, as the Independent Electoral Commission is preparing to finalize the digitization of voter lists - an important step for the transparency of the electoral process - its headquarters in Kabul and local commissions in eight other provinces were closed due to events organized by individuals whose candidatures were rejected.”

“With one month to go until the legislative and district elections, my delegation welcomes the progress made by the Independent Election Commission in the implementation of the electoral process, specifically by appointing a new Chief Electoral Officer; finalizing the electoral lists and beginning to digitize them; concluding the receipt candidatures; gender mainstreaming in order to increase women's participation in the elections and adopting measures that will allow the media, civil society and political parties to observe and monitor the elections. Cote d'Ivoire also notes the commitment and efforts of the Independent Electoral Commission and UNAMA to organize the elections in a timely manner.”
