“Cote d'Ivoire therefore encourages the warring parties to continue the peace talks and calls on the Council to support all mediation initiatives towards reconciliation between Fatah and Hamas in order to enable the Palestinian Authority to regain all its prerogatives on the Palestinian territory. The Council is concerned about the structural weaknesses affecting the Palestinian territories, in particular an estimated unemployment rate of 53 per cent and a drastic reduction in the supply of decent housing and school and hospital facilities, as well as the continuing shortages of basic social services, such as drinking water and electricity.”

“My country very much hopes that this unified dynamic will continue, with a view to determining appropriate collective responses to the remaining challenges to peace and security in Iraq. To bear fruit, the efforts of the international community must resonate with the willingness and commitment of the Iraqi authorities to address, as soon as possible, persistent political, security and humanitarian challenges, with a view to strengthening the legitimacy and the effectiveness of State action. In that respect it is important that the question of the formation of the Government be resolved as soon as possible. “My country therefore intends to actively contribute to the work of the 2020 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons, in the context of consolidating the international non-proliferation architecture. To be effective over time, our joint action must integrate strategies to prevent radicalization and violent extremism, through policies aimed at eradicating poverty and unemployment among young people, which are among the underlying causes. Emphasis should also be placed on combating the financing of terrorism and the illegal use of the Internet, communication technologies and social media for criminal purposes.”

“The preparation of a compendium of good practices for the protection of critical infrastructure and the programme of assistance to Member States in the implementation of advance passenger information and passenger name record systems for the collection of passenger information are also the result of the excellent cooperation among United Nations entities and should be welcomed. Despite the considerable results achieved, many challenges remain, as we noted earlier. Those challenges include the return and reintegration of foreign terrorist fighters. That exercise is difficult at best and requires a better sharing of information between States.”

Cote d'Ivoire remains concerned about the new military escalation in Idlib governorate, despite the signing in September 2018 of the agreement between Russia and Turkey on the demilitarized zone, which is intended to separate insurgent territories from Government areas and ensure a cessation of hostilities in that region. According to the United Nations, that offensive resulted in the displacement of approximately 180,000 people between 29 April and 9 May, including many deaths.”

We also welcome the fact that a World Food Programme mission was finally able to access the warehouses of the Red Sea Mills, where approximately 51,000 tons of cereals intended for the Yemeni population had been stored for several months. “My delegation would also like to express its concern regarding the use of child soldiers in the Yemeni conflict, which, according to the United Nations, is facilitated by the fact that 2 million of the 7 million school-age children there are not attending school. This high level of school absenteeism is, according to human rights non-governmental organizations, primarily the result of the destruction of schools during clashes, in violation of international law, and also to due to the repeated failure to pay teachers' salaries. My country calls compliance with international law by all parties to the conflict, particularly the Convention on the Rights of the Child, which, inter alia, prohibits the use of minors in armed conflict.”

We are pleased that today's resolution confirms this new momentum, as evidenced by the holding of two round-table discussions between the parties and the neighbouring States in order to identify the points convergence likely to lead to a sustainable political solution under the auspices of the United Nations. My delegation notes with regret that differences in interpretation are jeopardizing the implementation of the Minsk agreements, in the Normandy format, signed on 12 February 2015. The situation on the ground remains marked by ongoing violations of the ceasefire and restrictions on the movement of the Organization for Security and Cooperation in Europe (OSCE) Special Monitoring Mission to Ukraine.”

“Cote d'Ivoire therefore calls on all stakeholders to uphold the Russian-Turkish agreement on the demilitarized zone and recalls their obligation to respect international human rights law and international humanitarian law. We also call on the international community to continue its support for efforts to ensure the protection of people in distress and to meet their basic needs. In conclusion, Cote d'Ivoire urges the parties to the conflict to give priority to dialogue in the pursuit of solutions to the Syrian crisis, in accordance with the relevant provisions of resolution 2254 (2015) and the complementary Astana and Sochi processes.”

“In the same vein, Cote d'Ivoire notes with satisfaction the efforts made by humanitarian agencies to provide food aid to 3.32 million people and medical care to 2.4 million people. In that respect, it welcomes the provision of assistance through cross- border humanitarian deliveries. The 906 trucks in 27 consignments from Turkey and Iraq provided relief to an average of 150,000 people a month. The unstable security situation in Idlib province could compromise the delivery of humanitarian aid to populations in need. Despite the ceasefire negotiated by the Russian Federation and Turkey on 17 September 2018, the province is seeing ongoing fighting.”

“According to OCHA's assessment, the torrential rains caused the destruction of 14 camps, hosting 40,000 internally displaced people, and 40 villages in Al-Hasakah governorate, with a total of 120,000 people. In that context, my country welcomes the measures under way in the Rukban camp, which seek to find durable solutions to the situation of internally displaced persons. Between 24 March and 16 April, 4,317 people were able to leave the camp, including 2,842 who returned to their original homes or any other destination of their choice after a brief stay in a collective shelter. That encouraging return must be voluntary and safe and respect the dignity of the displaced.”

Cote d'Ivoire is particularly concerned about the precarious situation in the AI-Hol camp. The number of internally displaced persons has sharply increased. It went from more than 15,000 people in January to around 73,000 in April, 92 per cent ofwhom are women and children. The recent floods in the country are also a source of great concern to my delegation.”

“That policy of supporting women's empowerment has enabled more than 200,000 women to emerge from the clutches of insecurity. At the political level, the Government is working towards greater involvement of women in the country's political life, through a law on the representation of women in elected assemblies, which imposes a minimum quota of 30 per cent of women of the total number of candidates. In conclusion, Cote d'Ivoire notes that, despite the general awareness of the situation of women and the subsequent progress made through the adoption and strengthening of national and international normative frameworks, multiple challenges remain in the fight against sexual violence in times of conflict and the care of Victims.”

“The adoption of that strategy by the armed forces of Cote d'Ivoire and the inclusion of the issue of sexual violence in the training modules of training offices and military academies have been decisive in the fight against that scourge by reducing the number of sexual violence from 478 cases in 2012 to 30 in 2014, 3 in 2015, 1 attempted rape in 2016 and then zero cases in 2017 and 2018. The revised code of conduct of the armed forces of the Cote d'Ivoire also places particular emphasis on crimes related to sexual violence and the ongoing zero- tolerance policy on those crimes. Aware that there is a correlation among peace, social cohesion and the empowerment of women, the Government of Cote d'Ivoire attaches particular importance to financing microprojects through microcredits.”

“In addition, there is a need for measures, including psychosocial, medical and legal measures, to be taken in the context of providing assistance to victims, including children born out of sexual violence. In the aftermath of its crisis, Cete d'Ivoire firmly committed to fighting against sexual violence and impunity. Those efforts have been acknowledged and commended in the light of the fact that, since 2017, it has been the first and only country to have been removed from the annex to the Secretary-General's report on conflict-related sexual violence. The Ivorian Government has also adopted a national strategy to combat gender-based violence, which has resulted in the establishment of a national committee to fight conflict-related sexual violence and the establishment of a specific mechanism to combat rape.”
