“That was the gist of the recommendations of the Advisory Commission on Rakhine State, led by the late former Secretary-General Kofi Annan, whose memory we once again honour. The Commission recommended solutions pertaining to the economic development of Rakhine state with a view to ensuring peace and security in the country and to improving the living conditions of all segments of its population. Undeniably, the fight against impunity is a priority issue with regard to managing the crisis. As the Secretary-General rightly mentioned during his visit to Bangladesh refugee camps on 2 July, the Rohingya refugees are demanding justice with respect to a situation that is probably "one of the most tragic stories in relation to the systematic violation of human rights".”

“The issue of the return of the Rohingya displaced persons and refugees also brings to the fore the problem of social cohesion, which must be restored among the various communities living in Myanmar, in particular in Rakhine state. The role of civil society could be decisive to that end. My delegation therefore welcomes the initiative of religious leaders to assume a role with regard to that issue, and supports their work to promote peace and reconciliation within their country's communities. Moreover, my delegation believes that concrete measures should be taken, based on the inclusive economic and social development of Rakhine state, to ensure a decent and sustainable future for refugees and displaced persons, which would encourage their voluntary return.”

“Cote d'Ivoire continues to believe that genuine and sustained cooperation between Bangladesh and Myanmar will contribute effectively to resolving the crisis. In that regard, my country welcomes the signing of an agreement on 10 August between the two countries concerning, inter alia, the repatriation of refugees and the establishment of a direct telephone line linking their Foreign Ministers. My delegation hopes that that new agreement, which is in keeping with the spirit of the bilateral agreement of 23 November 2017, will allow for the voluntary, safe and dignified repatriation of the Rohingya refugees. My country also believes that a lasting solution to the crisis depends on the artful management of its root causes. To that end, Cote d'Ivoire encourages Myanmar to take bold steps to find solutions to core problems.”

“In that regard, my country encourages the Myanmar authorities to work harder towards the re-establishment of trust, which will be the determining factor in ensuring the effective, voluntary return of the Rohingya refugees in safe, dignified and sustainable conditions to their places of origin or to a location of their choice, in accordance with presidential statement S/PRST/2017/22, issued on 6 November 2017. Furthermore, as part of the fulfilment of that commitment, it would be fitting for the Government of Myanmar to consider options to facilitate wider access to the relevant United Nations agencies and their partners, in particular in Rakhine state, so as to enable them to provide humanitarian assistance to those populations in need.”

“We reiterate our call for a de-escalation of the fighting that would give humanitarian aid unimpeded access to civilians in Yemen in the port city of Al-Hudaydah and every region of the country. Cote d'lvoire reiterates its belief that there can be no alternative to a political settlement to the crisis in Yemen. We therefore once again invites all stakeholders to end hostilities and commit constructively to a political settlement to the crisis in order to end the impasse plaguing the country. “At the same time as that operation in eastern Ghouta, it is equally fortunate that nearly 40 Syrian Red Crescent trucks were able to access formerly besieged areas of the southern province of Dar'a to distribute assistance to the people who stayed behind. Similarly, my delegation welcomes the gradual improvement in the security and health situation in Raqqa, which has enabled some 138,000 civilians to return to their homes since the liberation of the city from the grips of Da'esh in October 2017. My country encourages the international community to continue its efforts so as to respond appropriately to the humanitarian crisis in Syria and, in that regard, thanks the border countries for the multifaceted assistance provided to 5.6 million Syrian refugees.”

My delegation welcomes the agreements on the cessation of hostilities that were reached between Government forces and armed rebel groups at the prompting of the Russian Federation. “We would like to recall here that the cross-border aid authorized by resolutions 2165 (2014), 2191 (2014), 2258 (2015) and 2393 (2017) remains a vital element of United Nations humanitarian action in Syria, which has saved many lives and eased the suffering of thousands. While reiterating our condemnation of the military escalation in south-western Syria, C6te d'Ivoire once again calls for strict respect for resolution 2401 (2018), which demands an immediate cessation of hostilities in order to enable the unhindered and safe delivery of humanitarian aid to people in need. I therefore remind parties to the conflict of their obligations, pursuant to international humanitarian law, to protect civilians, social and educational infrastructure such as schools and health facilities, and humanitarian workers.”

“Despite the progress made, the peace process in Colombia remains a source of concern, not only because of the difficulties related to the implementation of the Peace Agreement signed on 24 November 2016 with the FARC-EP, but also the problems encountered in reviewing some crucial provisions of the Peace Agreement. The provisions in question - which relate to the justice procedure, a key component of transitional justice, land issues and the substitution programme - are key areas of the Agreement, whose implementation is strongly recommended in order to foster trust between the various parties. My delegation, furthermore, is concerned that some of the developments seen in recent months might undermine the achievements made in the peace process, for example, the arrest for illegal activities of the leader of FARC, Mr.”

“Cote d'Ivoire welcomes the efforts made by the Colombian Government to implement the necessary legal guarantees for the reintegration of former Fuerzas Armadas Revolucionarias de Colombia-Eje'rcito del Pueblo (FARC-EP) combatants. It also welcomes the close cooperation of former FARC-EP leaders with the Truth Commission, which is charged with investigating human rights violations committed during the conflict. The appearance by the head of the People's Alternative Revolutionary Force (FARC), Mr. Rodrigo Londofio, before the Truth Commission on 29 June is an encouraging sign in this respect. As regards cross-cutting sectors, my delegation is pleased with all efforts to involve young people and to integrate the gender dimension into the peace process, and it welcomes the measures aimed at ensuring the protection of children.”

“Cote d'Ivoire deplores the upsurge in violence, which threatens the lives of Israelis and Palestinians, exacerbates the humanitarian situation on the Gaza Strip and, above all, reduces the prospects for a political settlement of the Israeli-Palestinian crisis.
