“We welcome the adoption of voluntary national action plans and the forthcoming joint holding of a meeting with the African Union to strengthen the capacities of points of contact. We must also work to gradually eliminate weapons of mass destruction. In that context, we should give the Secretary-General's disarmament programme more consideration. We also believe that the Committee should continue to work to strengthen its cooperation with international, regional and subregional organizations and to promote the exchange of information and best practices. In that connection, my country welcomes the enriching experiences led by States participating in peer reviews, which is a good example of cooperation among countries in implementing measures to combat proliferation.”

“It is also vital to harmonize national legal frameworks for the effective implementation of measures on a global scale to prevent the proliferation of nuclear, chemical and biological weapons and establish effective national controls for related materials. That means strengthening collaboration on border control, on the surveillance of financial flows and Internet networks and on legal assistance, as well as adapting the means for combating evolving threats. In addition, we should emphasize the importance of capacity-building for Member States in order to help them implement their obligations. In that regard, my delegation welcomes the regional capacity-building workshops and concrete measures aimed at facilitating the implementation of the relevant resolutions on non-proliferation.”

“Continued national, regional and international efforts are therefore essential to preventing non-State actors, particularly terrorist groups, from developing, possessing, manufacturing, acquiring, transporting, transferring or using weapons of mass destruction in all their nuclear, chemical and biological forms. Cote d'Ivoire continues to believe that combating the proliferation of weapons of mass destruction is a long-term task that requires an integrated and coordinated approach at the regional level from all stakeholders, including Member States, international and regional organizations, the private sector and civil society. In particular, States should work together to identify best practices for preventing the diversion of chemical agents.”

“In that context, we welcome the significant progress that has been made in countering non-proliferation since the adoption of resolution 1540 (2004) and the subsequent resolutions that go to make up its regime. “According to the United Nations Children's Fund (UNICEF), about 260,000 children in the Kasai region suffer from severe acute malnutrition and need life-saving treatment. That situation is exacerbated by the return of at least 300,000 Congolese from Angola, which puts additional pressure on health centres, schools and other basic social services. My country therefore calls on the international community to support UNICEF's efforts to improve the living conditions of the people. My delegation is of the opinion that MONUSCO should proceed with the redeployment of its troops and assets, with a view to better focusing on the hotbeds of violence and continuing the stabilization process in the Democratic Republic of the Congo.”

“Cote d'Ivoire also welcomed the holding in Abidjan on 29 and 30 November 2017 of the fifth African Union-European Union Summit, under the theme, "Investing in youth for a sustainable future", which was an opportunity for the two organizations to identify in a joint declaration their shared priorities for the future of the Africa-European Union partnership, including the strengthening of resilience, peace and security and governance, and the issue of migration and mobility. Aware of the effect of new threats to regional and international peace and security on the stability of both continents, the two regional institutions understand the importance of strengthening their relations and agreeing in principle on the preparation of a framework document that would contribute to the strengthening of their partnership.”

“That is at the heart of C6te d'Ivoire's call to support the troops of the Resolute Support Mission and to fulfil the funding pledges for the Afghan National Defence and Security Forces until 2024. It encourages all the forces engaged in Afghanistan to further strengthen their joint operations with the country's National Defence and Security Forces in the provinces most affected by a lack of security. The most recent developments in the situation in Afghanistan give us reason to believe that political and security instability is not irreversible. “While the initiatives I have mentioned above are encouraging, they cannot ensure lasting peace and stability in Afghanistan without national ownership and the participation of all political and social actors. In that context, my delegation remains convinced that it is crucial to work to promote the role of women in accordance with the outcomes of the national conference on women's participation in the peace process, held in Kabul on 12 December 2018. It is also important to strengthen Government action to combat violence against women and girls, in particular by amending the 2009 law that limits women's rights.”

“We therefore deplore the shortcomings observed in the parliamentary elections of 20 October 2018. In that regard, we encourage the Independent Electoral Commission and all Afghan stakeholders to take the necessary corrective measures to ensure that the presidential election of 20 July is held under the best possible conditions. Appropriate measures must therefore be taken to ensure the protection of voters and to secure polling places given the low rate of participation in the parliamentary elections largely due to threats and deadly attacks by the Taliban and the local branch of the Islamic State. Cote d'Ivoire welcomes the negotiations between the United States Special Representative for Afghanistan Reconciliation, Mr. Zalmay Khalilzad, and the Taliban, which offer hope for the restoration of peace and stability in Afghanistan.”

“Yet despite that encouraging development, the estimated numbers of internally displaced persons and refugees remain high, at 1.8 million and 2.2 million persons, respectively. My country therefore urges the South Sudanese authorities, with the help of United Nations agencies and regional and international partners, to create the necessary conditions for the voluntary, sustainable, safe and dignified return of those persons. My delegation also remains concerned about the real risk of famine and the health situation in South Sudan. Since the beginning of the year, about 5 million people have been considered food insecure. “It is evident from the Special Envoy's briefing and reports that the humanitarian crisis is being perpetuated by the lack of access to life-saving humanitarian assistance, including restrictions on access to health care, education and other essential services, as well as on ways to make a decent living and live a full life. In that regard, South Africa encourages the Government of Myanmar to fully implement the memorandum of understanding signed on 6 June 2018 with the United Nations Development. Programme and the Office of the United Nations High Commissioner for Refugees to address those challenges. “We appreciate the positive developments reported to us by Ms. Schraner Burgener, which, in summary were that, first, she has been given permission to open an office in the capital, Naypyidaw; secondly, there are processes under way to discuss constitutional amendments; thirdly, the verification process has been shortened from two years to five months; and, fourthly, the Myanmar authorities have allowed Ms. Schraner Burgener to have more access to all parties and travel more freely around Myanmar. “It is of paramount importance that the parties immediately cease all acts of violence that can only serve to further perpetuate the crisis and prolong and worsen the unbearable human suffering that it has brought about. On this point, South Africa remains deeply concerned by the serious humanitarian crisis that persists, affecting inter alia almost 1 million Rohingya refugees, including women and children. South Africa commends the efforts of the Government of Bangladesh and host communities in Bangladesh in assisting these vulnerable persons, and calls on the Government of Myanmar to work with all relevant actors including the United Nations to urgently facilitate the conditions that will allow a voluntary return of displaced persons to take place in conditions of safety and dignity.”

“My country would like to commend the mobilization of the international community in support of vulnerable and affected communities. This mobilization has resulted in the campaign launched in recent weeks in Geneva upon the initiative of UNHCR, the International Organization for Migration, the World Food Programme and non-governmental organizations, in order to raise the necessary funds to provide assistance to more than 900,000 refugees from Myanmar and 300,000 people in host communities in Bangladesh. It is appropriate to commend the efforts of the Government of Japan, which recently decided, in coordination with eight United Nations agencies, to fund emergency assistance, protection, confidence-building and crisis resilience projects in Shan, Kachin and Rakhine States.”

“Indeed, the precarious security situation in the north of the state makes humanitarian access and refugee return difficult. In this regard, C6te d'Ivoire calls for the effective implementation of the tripartite agreement signed on 6 June 2018 with the Office of the United Nations High Commissioner for Refugees (UNHCR) and the United Nations Development Programme. This agreement is a necessary step towards establishing a framework for cooperation between the United Nations and the Government in order to create conditions conducive to the voluntary, safe, dignified and sustainable repatriation of refugees and to help create improved and resilient livelihoods for all communities living in Rakhine state. Similarly, Cote d'Ivoire invites the Government of Myanmar to strengthen its cooperation with Bangladesh on the repatriation of refugees.”
