“While it needs to be further strengthened, we nevertheless prefer to commend the Somali Government for its outstanding actions achieved through its intensification of the drought response and its full collaboration with aid agencies. My delegation would therefore like to urge international partners to further support the 2019 humanitarian response plan and provide food assistance and increased protection to populations in distress. We also call on the Somali parties to ensure the safe and unhindered delivery of humanitarian assistance to the affected areas. “Convinced that the promotion and protection of human rights is part of the process of strengthening security and peacebuilding, my country calls on the Somali Government to continue its relentless efforts to combat impunity. In that regard, Somalia's ratification, on 31 July, of the Convention on the Rights of Persons with Disabilities and the measures taken to strengthen the legal framework for protecting human rights are encouraging signs. The deteriorating humanitarian situation, marked by increasing food insecurity, increased internal population displacement and expanding needs for assistance and protection, remains another cause for concern.”

“This capacity-building should also increase their strike force in the necessary campaign to stabilize the situation as well as to fight violent extremism. In the economic field, cote d'Ivoire welcomes the International Monetary Fund's approval, on 1 August, of the staff-monitored programme for Somalia, which is an important step towards debt relief for the country, as part of the Heavily Indebted Poor Countries Initiative. My country therefore encourages the Somali Government to continue its efforts to meet the remaining conditions for reaching the decision point set forth in the Initiative. Human rights violations, in particular targeted killings and abductions, sexual violence against women and children, as well as the use of child soldiers, as Ms. Patten has just noted, remain a matter of concern to the international community.”

“From this point of View, the adoption of the law on the establishment of an anti-corruption commission to strengthen the framework for managing public finances is to be welcomed. On the security front, Cote d'Ivoire notes the persistence of targeted attacks by the terrorist group Al-Shabaab, which continue to create a climate of insecurity and instability in the country. The situation is all the more worrisome given the surprising resilience and adaptability of this terrorist group, despite, in particular, the j oint air raids by AMISOM. and the Somali security forces. It is therefore imperative that the joint actions of AMISOM. and Somali forces be supported by building the capacity of security institutions to enable them to retain control over areas they have recovered.”

“In our View, this institutional crisis is likely to undermine initiatives to revive the political process and reconciliation between the Somali Federal Government and the member states of the federation, slow down the pace of the Government's reform efforts and prevent the swift implementation of the country's stabilization plans. “Unfortunately, the confirmed deliveries of weapons to the parties to the conflict, in flagrant violation of the arms embargo, remain a source of deep concern, especially as they fuel a conflict whose stalemate makes it difficult to achieve a ceasefire and an immediate resumption of the inter-Libyan dialogue. In this context, Cote d'Ivoire welcomes General Khalifa Haftar's announcement today of a truce on the eve of the Muslim holiday of Bid Al-Adha. It also welcomes the commitment of the Government of National Accord to alleviate the suffering of the population and its readiness to also accept a humanitarian ceasefire for the celebration of Bid Al-Adha.”

“As it did following the bombing of the Tajoura detention centre, which killed 53 emigrants on 3 July, C6te d'Ivoire calls for the perpetrators of these heinous attacks to be brought before the competent courts. More than four months after the beginning ofhostilities for the control of the capital, Tripoli, the Libyan crisis is more than ever at an impasse, and today's attack on UNSMIL personnel must challenge our Council on the need to bring the belligerents to accept a ceasefire. Like the other States members of the Council, cote d'Ivoire has always expressed its deep concern about the consequences of the fighting on the integrity of UNSMIL personnel, on the security and humanitarian situation, and on the political process for ending the crisis in Libya.”

Cote d'Ivoire condemns unreservedly and in the strongest terms this attack perpetrated in a commercial area. It addresses its most heartfelt condolences to the grieving families at the United Nations, as well as to UNSMIL, to which our country renews its support for its determined commitment to finding a solution to the Libyan crisis. Finally, my delegation wishes a prompt and full recovery to the wounded of this barbaric attack.”

“Accordingly, my delegation believes that the registration of detainees, the appropriate training of the armed forces, the production and distribution of adequate means of identification, including to members of the armed forces and the establishment of grave-registration services and death registers will contribute to better management of the situation of detained or missing persons. My country welcomes the reciprocal release of detainees in Syria on 31 July, under the fourth project of the working group on the release of detainees/ abductees, handover of bodies and identification of missing persons, as provided for by the Astana process. This operation, designed to strengthen trust between the conflicting parties, is in addition to the first exchanges of detainees on 24 November 2018 and 12 February and 22 April 2019.”

“My country also believes that international law relating to the fate of persons detained and disappeared during conflicts should apply to all warring parties in Syria. It is therefore incumbent upon the Syrian Government and the rebel groups to take all the necessary measures to ensure the protection of civilians, but also to ensure that detained persons are treated with dignity and in strict compliance with international standards in this regard. Similarly, it is their responsibility to fully contribute to investigations to identify and locate missing persons.”

“These figures challenge the Council to consider the seriousness of the problem and take action to provide appropriate answers to this question, which comes in addition to the already worrisome humanitarian situation. In that regard, my delegation urges the Council to contribute further to the implementation of the relevant provisions of resolution 2474 (2019), on missing persons in armed conflict. The resolution represents a significant step forward in the normative framework and concrete measures, taking into account the issue of persons detained or disappeared during conflicts. It aims to "contribute to the process of confidence building between parties to armed conflict, expediting peace negotiations and settlement, transitional justice processes, reconciliation, peacebuilding and sustaining peace" (resolution 2474 (2019), para. 16).”

“In the absence of appropriate responses, in accordance with international humanitarian law and human rights law, the situation of detained or missing persons contributes to fuelling resentment, and is therefore an obstacle to the conduct of any post-crisis and peacebuilding process. It thereby carries the seeds of the resurgence of conflicts. Accordingly, it seems necessary that this important dimension be taken into account in the ongoing peace efforts to resolve the crisis in Syria. Even if, according to Ms. Reena Ghelani, Director for Operations and Advocacy of the United Nations Office for the Coordination of Humanitarian Affairs, there are no reliable statistics, the International Committee of the Red Cross has received about 10,000 requests for information on missing persons.”

“Cote d'Ivoire also believes that the protection of children in conflict must be accompanied by the strict application of the principle of accountability for armed organizations or groups that use child soldiers, encourage them to engage in violent extremism or reduce them to sexual slavery. We also underscore the essential role of civil society organizations in raising awareness and developing and implementing assistance programmes for affected States in transition. In conclusion, my delegation reiterates its support for the Special Representative of the Secretary-General, UNICEF and all relevant actors, and encourages them to continue their efforts to protect children in general, and, in particular, children who are the victims of abuse of all kinds in armed conflict.”

“Cote d'Ivoire encourages the Special Representative of the Secretary-General to continue her efforts with all parties with a view to integrating the protection of children into initiatives to resolve conflicts and build peace. We believe that achieving that goal requires adequate training in all components of security institutions. From 10 March 2004, the authorities of Cote d'Ivoire have included training on the protection of the rights of the child in the training manuals at military training schools, including for combat units, by employing decentralized focal points throughout the country. All of Cote d'Ivoire's military regions today have in place a unit for the protection of the rights of the child.”

“In addition, national efforts resulted in bringing together former child soldiers in a transit centre in order to facilitate their social reintegration through skills-training and schooling. Progress recorded in 2007 showed that Cote d'Ivoire was the first country to be removed from the annex to the Secretary-General's reports on the plight of children in armed conflict. That outcome demonstrates that excellent cooperation among affected States, the United Nations and international partners in implementing international norms and reintegration programmes remain indispensable to the protection of children in armed conflict.”

“Today's debate provides my delegation with an opportunity to humbly recall that, C6te d'Ivoire, which was listed in the annex to the Secretary-General's reports on the plight of children in armed conflict from 2003 to 2006, during its sociopolitical crisis, provides a good example of implementing an action plan for the protection of children in armed conflict. As early as 2005, the Forces armees des forces nouvelles signed with the United Nations the first-ever action plan for the protection of children in armed conflict. Thanks to the collaboration between the United Nations and partner non-governmental organizations, that action plan and those that followed allowed for the release of hundreds of children and for them to return to school and reintegrate into society.”

“Cote d'Ivoire believes that cooperation among affected States, the United Nations and bilateral partners must be strengthened in order to prevent and combat violations of all kinds that undermine the well-being and development of many children. The Secretary- General's guidelines with respect to the commitment of the parties to conflict and the responsibility borne by Governments with regard to the protection of children affected by armed conflict, which align perfectly with the provisions of resolution 1539 (2004) and 1612 (2005), are, for my country, the relevant measures that enabled tangible progress to be made on the ground.”

“In 2018, the United Nations documented and reported more than 24,000 violations of all kinds of which children were victims in 21 countries, as compared to 21,000 in 2017. In addition, according to the monitoring and reporting mechanism created by resolution 1612 (2005), the total number of children murdered or maimed rose to 12,038. Against that already grim backdrop, there is also a growing trend of using child soldiers to carry out suicide attacks or as human shields, as well as of destroying schools and health facilities, which deprives thousands of children of their right to education and health.”

In recent years, the issue of the protection of children in armed conflict has been a source of concern for the international community, in particular the Security Council, whose commitment to the subject is reflected through its adoption of resolution 2427 (2018), That resolution provides an adequate framework for protecting the rights of the child and promoting the well- being and empowerment of children throughout the conflict cycle as well as during peacebuilding. However, my delegation notes that, in spite of the relevant legal norms, as underscored in the report, the fate of children in armed conflict is increasingly worrisome.”

“We welcome the commitment of the States of the region to unifying and better coordinating their efforts, as well as the holding on 14 September of an extraordinary summit of the Heads of State of ECOWAS to discuss security issues and consider a broad coalition beyond their region to combat terrorism in the Sahel. In a regional sociopolitical context marked by persistent security challenges, we remain convinced that UNOWAS remains a relevant institutional tool, the actions of which are perfectly in line with the range of regional efforts for fighting insecurity and instability and seeking durable solutions to the underlying causes. In view of the next strategic review, which we support, we stress that UNOWAS's highly political role as a tool for preventive diplomacy should be kept in mind.”

“The concerns raised by these aspirations, which are at odds with the values underpinning our States, are compounded by a constantly deteriorating humanitarian situation and the exacerbation of community violence. Indeed, terrorist groups are unfortunately increasingly profiting from intercommunal violence and conflicts between herders and farmers that are born from the management of natural resources, such as water and farmland. In this regard, it is urgent to develop measures for resolving intercommunal violence and conflicts between farmers and herders, which constitute a growing threat to security in West Africa and the Sahel and extend to Central Africa.”

“We also urge UNOWAS to work to strengthen national and regional capacities for conflict resilience and to support the consolidation ofdemocracy and good governance, in order to foster environments conducive to achieving the Sustainable Development Goals (SDGs). At the same time, we are particularly encouraged by the efforts to improve gender parity in the region, thanks to the adoption of relevant legislation that we hope will increase the number of women in leadership roles and strengthen their effective participation in decision-making processes. “We see those trends as promising and believe that they are part of the irreversible process of profound change currently under way in the societies of West Africa and the Sahel, despite current challenges. “Similarly, my country calls on international partners to support the DDR programme and the efforts of the authorities and MONUSCO to restore peace and stability in eastern Democratic Republic of the Congo. Instability in the east of the country continues to have a negative impact on the humanitarian and health situations in the Democratic Republic of the Congo. Indeed, according to the estimates of humanitarian organizations, some 13 million people, including refugees from neighbouring countries, are in need of protection and humanitarian assistance, while the resources mobilized to respond to the crisis are well below expectations. With regard to the health situation, the persistence of the Ebola epidemic in the east of the country remains a matter of particular concern and highlights the need for diligent and appropriate measures.”

“Persistent intercommunity violence and attacks by armed groups on civilians and humanitarian personnel involved in the fight against the Ebola epidemic in eastern Democratic Republic of the Congo remain a major concern for my delegation. It deplores the two attacks perpetrated on 23 July by Ugandan militias of the Allied Democratic Forces in Beni, in the east of the country, which resulted in the death of 12 civilians, including two children. My delegation therefore urges the Congolese authorities to further strengthen the DDR process for the benefit of the ex-combatants of armed groups operating in Tanganyika province and to encourage all other armed groups to abandon violence once and for all by firmly joining the process.”

“This situation could deteriorate further if the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), which provides assistance to more than 3 million Palestinians, does not regain a level of financing that will enable it to meet the needs of populations in distress. My country therefore welcomes the holding of the annual donor conference, on 25 June in New York, and endorses the Secretary-General's call for resource mobilization to close the approximately $211 million deficit in UNRWA's annual budget. In conclusion, Cote d'Ivoire reaffirms its conviction that dialogue remains the only path to a lasting settlement of the Israeli-Palestinian crisis.”

“The resumption of dialogue between Israelis and Palestinians therefore appears to be much more than a necessity: it is above all a political and security emergency, the achievement of which would help to prevent further outbreaks of violence. As with the current political impasse and its security consequences, the humanitarian situation in the Palestinian territories remains a matter of concern. Youth unemployment, the depletion of medicine, the lack of water and electricity, particularly in hospitals and other public facilities, and insufficient fuel reserves for the desalination of sea water that supplies Gaza City are all vulnerabilities that can push segments of the population to despair and radicalization.”

“My country has always advocated the peaceful settlement of disputes through dialogue and calls again on all parties to give peace a chance, as they did when negotiating the Oslo Accords. In this regard, the international community must be relentless in pursuing mediation efforts in order to achieve the unconditional resumption of negotiations among the various parties. Cote d'Ivoire would like to reaffirm its commitment to the security of the State of Israel and the inalienable right of the Palestinian people to self-determination, and, consequently, its support for the two-State solution and the peaceful coexistence of two States based on the 1967 borders.”

The outbreaks of violence have, over the years, eroded the possibility of a compromise without which lasting peace is not possible and have contributed to the gradual deterioration of the security and humanitarian situation.”

“In view of the forthcoming regional and municipal elections, it is imperative that the Colombian parties overcome their differences in order to maintain the gains achieved so far and pursue the shared task of restoring peace and stability in the country. Such efforts should also focus on improving collective security, including the protection of human rights defenders and former combatants of the Fuerzas Armadas Revolucionarias de Colombia-Ejercito del Pueblo. Moreover, the fight against the informal economy must remain a priority for the Government, which must also strengthen its presence and step up the provision of social services in rural areas in order to redress imbalances in that area.”

“Cote d'Ivoire also welcomes the efforts of the Colombian Government that enabled the operationalization of the mechanisms responsible for the implementation of the peace agreement, namely, the Commission for the Follow-up, Promotion and Verification of the Implementation of the Final Agreement and the Commission on Truth, Coexistence and Non-Repetition. My delegation is of the opinion that, in addition to the authorities' proposals to improve the multipurpose land cadastre, the June promulgation ofthe statutory law ofthe Special Jurisdiction for Peace was a significant step in guiding the peace process. It is therefore important that meaningful resources be allocated to ensure its effectiveness and independence.”

“Cote d'Ivoire therefore expresses its support for President Ivan Duque Marquez's call for unity and urges all stakeholders to work harder to implement their commitments. In that regard, my country welcomes the involvement of the Fuerza Alternativa Revolucionaria del Comun (FARC) in the political process, the activities of the Congress and transitional justice issues. Cote d'Ivoire also welcomes the Government's measures to promote economic recovery and socioeconomic reintegration, including the approval of the national development plan, the launch of 500 projects and the public investment plan geared towards the compensation of victims and the reintegration of ex-combatants, and the creation of viable alternative livelihoods for workers cultivating illicit crops.”

“My delegation takes this opportunity to express its deep gratitude to the Colombian authorities for the warm welcome and courtesies extended to the Council during its visit. In signing the Final Agreement for the Termination of Conflict and the Construction of a Stable and Lasting Peace on 24 November 2016, the Colombian parties expressed their shared aspiration to peace and stability, and their commitment to ending 50 years of conflict, working to restore the territorial unity of Colombia, strengthening security and promoting investments for the development of rural areas. More than two years after its signing, my country notes the slow but clearly promising progress that has been made in the implementation of the Agreement.”
