“To that end, Cote d'Ivoire welcomed the establishment of the Regional Programme for West Africa 2016-2020 to support the regional action plan to address illicit drug trafficking, organized crime and drug abuse in West Africa of the Economic Community of West African States. Such programmes reflect the commitment of the States of West Africa to strengthen regional cooperation in the areas of information exchange, judicial cooperation, combating financial flows related to drug trafficking and preventing the diversion of resources used to manufacture drugs. Likewise, my country commends UNODC for its continued support for these regional plans, which has included the establishment of joint port control services and an airport communication project that extends beyond West Africa.”

“With regard to prevention, the Government is stepping up activities involving raising awareness on the harm caused by drug use in synergy with civil society. Care involves health and social responses provided by specialized institutions such as the Regional Law Enforcement Training Centre. In terms of suppression, the national strategy is aimed at tracking down drug traffickers and combating money laundering through the National Unit for the Processing of Financial Information. The effectiveness of national strategies to combat drug trafficking depends on their coherence with subregional initiatives with the support of key partners, such as UNODC.”

“In replacing central State authority, elite members of the local population and armed groups involved in drug trafficking increase their influence on intra- and inter-community relations, as well as on local political dynamics. Faced with the threat posed by drug trafficking to stability in West Africa, the States of the region must shoulder the primary responsibility of responding in accordance with national and subregional strategies. In Cote d'Ivoire, the fight against drug trafficking, production and consumption is carried out by both the Interministerial Committee to Fight against Drugs and civil society organizations through an approach based on prevention, care and suppression.”

“Moreover, the phenomenon fosters the burgeoning of criminal economies, which, through money laundering, insidiously infiltrate the economic fabric of States, particularly in the areas of transportation, the hospitality industry and real estate. In Cote d'Ivoire, the Interministerial Committee to Fight against Drugs estimates that approximately 12 per cent of the population between the ages of 15 and 64 use drugs, and puts the amount of drugs seized between 2017 and the first half of 2018 at 286 tons. In an environment characterized by the weakening of central State authority and the armed assertion of tribal and regional irredentism, the resources derived from drug trafficking are both a high stake and an important lever in influencing local and national political dynamics.”

“Once considered a transit area for certain types of narcotics, West Africa today has become a production hub, a consumer market and a destination point for every type of drug. In their fight against the scourge of drug trafficking, the countries of West Africa - already faced by difficulties resulting from vulnerabilities in their border control systems - must confront evolving security threats owing to alliances between terrorist groups and drug traffickers' networks. The drug phenomenon appears to be one of the main causes leading to students' failure in schools and generates new forms of urban Violence affecting the safety and well-being of populations.”

“I shall now make a statement in my capacity as the representative of C6te d'Ivoire. My delegation welcomes the holding of this meeting on the theme "Peace and security in Africa: drug trafficking in West Africa as a threat to stability". My delegation commends Mr. Yury Fedotov, Executive Director of the United Nations Office on Drugs and Crime (UNODC), on his excellent briefing. Drug trafficking today represents a public health and national security emergency, and even a source of subregional instability, as it deeply affects the social fabric and undermines States' ability to govern at the political, economic and social levels. It is fuelled by structural vulnerabilities and weaknesses in the social and criminal justice system, as well as by increasing levels of poverty, which drug trafficking networks and terrorist groups exploit.”

“My delegation believes that the memorandum will provide a new impetus to the process of political settlement of the Syrian crisis. In that regard, my country welcomes the holding in Istanbul, on 27 October, of a quadripartite summit involving France, Germany, Russia and Turkey, which stressed, inter alia, the importance of a lasting ceasefire through the full implementation by all parties concerned of the measures contained in the agreement on the demilitarized zone. Cote d'Ivoire also supports the call issued at the summit for the effective establishment of the constitutional committee and a start to the drafting of a new constitution by the end of 2018, in accordance with the relevant provisions of Council resolution 2254 (2015).”

Cote d'Ivoire welcomes the signing on 17 September in Sochi, under the auspices ofthe Russian Federation and Turkey, of an agreement providing for a demilitarized zone that has generally calmed the fighting, particularly in Idlib governorate. My country therefore urges the parties involved in the Syrian crisis to comply strictly with the memorandum of understanding and to refrain from any action likely to lead to a resumption of hostilities, which would further aggravate an already worrisome humanitarian situation.”

In view of this deplorable and disturbing situation, we reaffirm our support for all the international community's initiatives to resolve the crisis in Yemen. “Mr. Ipo (Cote d'Ivoire) (spoke in French): My delegation thanks Mr. Martin Griffiths, Mr. Mark Lowcock, Mr. David Beasley and Ms. Rasha Jarum for their informative briefings on the latest developments in the political and humanitarian situations in Yemen. After four years of fighting in Yemen, the civilian population is now facing a true humanitarian tragedy. Millions of Yemenis are living under the threat of food insecurity and are prey to famine and malnutrition, while civilians with no access to safe drinking water and basic or emergency health care are dealing with waterborne diseases and the risk of epidemics. In that regard, Cote d'Ivoire reiterates its deep concern about the intensified fighting, as a result of which the humanitarian situation continues to deteriorate.”

My country notes with great concern the persistence of sexual violence, violence against children and attacks on humanitarian workers, as well as obstacles to helping those in need. My delegation also condemns the kidnappings and the recruitment of child soldiers. Given that situation, Cote d'Ivoire would like to reaffirm the need for the effective implementation of the principle of accountability so that the perpetrators of human rights violations are held accountable for their acts before the competent international judicial bodies. We therefore believe that, in order to address that troubling situation, there is a compelling need to pay particular attention to the thorny issue of the unification of the army. My country believes that the political process should also be extended to women, who are underrepresented in the institutions entrusted with implementing the revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan. Unfortunately, we note the presence of only one woman on the National Pre-transitional Committee, which monitors the implementation ofthe Agreement, that is, a rate of 10 per cent, which is well below the 35 per cent envisaged.”

However, my delegation remains concerned about the difficulties with regard to the full and inclusive implementation of the revitalized Agreement, which should promote a return to peace, thereby offering the South Sudanese people the prospects for development and a decent life to which they have aspired for a little over five years. We take this occasion to welcome the indictment by the Kosovo Specialist Prosecutor's Office on 5 October of seven individuals planning terrorist attacks in Serb-majority areas and against KFOR troops. Furthermore, Cote d'Ivoire reiterates its call for the rapid operationalization of the association/ community of Serb-majority municipalities, which will undoubtedly contribute to the easing and relaxation of the sociopolitical climate. “My country also welcomes the full commitment of the European Union Rule of Law Mission in Kosovo to the consolidation of multi-ethnic, transparent and democratic institutions in the country since 2008. That commitment has strongly contributed to the return to institutional normalcy and stability, as evidenced by the successful organization of municipal elections on 22 October and 19 November 2017. My delegation notes with satisfaction the ratification in March by the Parliament of Kosovo of the bilateral agreement on the demarcation of the border between Kosovo and Montenegro, which was signed in September 2015. However, it remains concerned about the paucity of progress in the normalization of relations between Kosovo and Serbia.”

“That model of cooperation has even shifted the partnership between the United Nations and the African Union from an ad hoc approach to a more structured and predictable joint approach. “This debate comes at a time when humankind is undergoing remarkable sociopolitical, economic and scientific transformations, which are sources ofhope for our societies and the drivers of our common aspiration for a world of shared peace, stability and prosperity. However, my country also expresses its concern about the gradual erosion of the multilateral order, which is jeopardizing international peace and security. The multilateral order that was born of the lessons of the Second World War is today far from reflecting the enthusiasm and hope generated by the prospective vision of those who drafted the Charter of the United Nations. In that context, it is up to Member States to rekindle the spirit of the Charter, which enshrines multilateralism as an approach par excellence in our common quest for solutions to contemporary challenges.”

C6te d'Ivoire strongly condemns the attack on Al-Jalaa Hospital on 6 November and recalls that attacks on hospital infrastructure constitute violations of international law and must tried before the competent courts. In conclusion, Cote d'Ivoire welcomes the spirit of compromise among Member States of the Security Council that enabled the renewal of the mandate of the Panel of Experts to oversee the sanctions on illicit exports of crude oil and refined products from Libya. We urge the Libyan authorities to continue their efforts, despite the many challenges ahead, to achieve lasting peace and stability in Libya.”

“Peace in Libya will be the result of a compromise among all the protagonists in the current crisis and strong national ownership of the political process to resolve the crisis, which, it must be stressed, must be inclusive and promote the emergence of a stable Libya. Regional actors play a significant role in that process, which is why my delegation welcomes the initiative of the African Union (AU) to very soon organize a national reconciliation conference in Addis Ababa, following the meeting of 2 November between the AU Commissioner for Peace and Security and a high-level delegation of the Libyan National Army. My country sincerely hopes that the conference will lead to national consensus among all Libyan forces, including tribes, women and youth, whose contribution to the national reconciliation process is crucial.”

“However, that positive momentum should not prompt us to lose sight of the administrative and institutional dysfunctions, especially those ofthe general elections on 7 October. According to the Organization for Security and Cooperation in Europe and local non-governmental organizations, those elections were marred by unequal access to public media, irregularities on electoral lists and the partiality of local observers at polling stations. My delegation therefore encourages the Bosnian authorities to remedy the shortcomings observed in the organization of the elections and invites all stakeholders to submit their complaints in the context of the existing legal procedures. C6te d'Ivoire is concerned about the persistence of ethnic tensions.”

“My country notes with satisfaction the firm commitment of the Bosnian authorities to undertake the necessary reforms, particularly in the areas of the rule of law and the independence of the judiciary, in order to complete the cycle of socioeconomic transformation in the country and to encourage a favourable review of its application for membership of the European Union. My delegation also welcomes the Parliamentary Assembly's adoption of the necessary amendments to the code of criminal procedure in order to effectively combat the scourges of corruption and organized crime, which are the main obstacles to the economic and social take-off of the country. The adoption of those legislative amendments is an important step in the establishment of the rule of law and the fight against impunity, in order to promote national reconciliation.”

“Mr. Ipo (Cote d'Ivoire) (spoke in French): My delegation thanks Mr. Valentin Inzko, High Representative for Bosnia and Herzegovina, for his comprehensive briefing on the fifty-fourth report on the implementation of the Peace Agreement on Bosnia and Herzegovina (S/2018/974, annex). Cote d'Ivoire welcomes the progress made in Bosnia and Herzegovina in recent years, following the implementation of the Dayton-Paris Accords on 14 December 1995. The Accords, signed under the auspices of the international community, have helped to restore peace and endow the country with multicultural, multi-religious and multi-ethnic institutions.”

“It therefore urges all parties, including the States, civil society and United Nations agencies, to cooperate fully with the international, impartial and independent investigative assistance mechanism to ensure that armed persons or groups responsible for war crimes are held accountable before the competent international courts. In conclusion, Cote d'Ivoire wishes to reiterate that a lasting solution to the current crisis in Syria requires an inclusive political process as well as the implementation of the conclusions of the Geneva communique of 30 June 2012 and the provisions of the Sochi Declaration of 30 January 2018.”

“It also calls for a renewal of the modalities set out in resolution 2165 (2014) and subsequent resolutions, so as to provide cross-border assistance, which is essential in view of the risks of a deterioration of the humanitarian situation in Idlib province. My delegation remains convinced that a lasting solution to the Syrian crisis can only be found through a political process based on an inclusive dialogue among all stakeholders. In this regard, it welcomes the initiatives taken in the context of the Geneva and Astana processes and the recent quadripartite summit in Istanbul, all aimed at a cessation of hostilities and the return of lasting peace and stability in Syria. My country believes that there can be no lasting peace in Syria without accountability for the serious human rights violations in that country.”

“Indeed, the situation in Syria remains fragile, particularly in the governorate of Idlib, where the risk of renewed fighting cannot be ruled out. My country therefore calls on the actors in the Syrian crisis to exercise restraint and take the necessary measures to ensure safe, unhindered and sustainable access for humanitarian assistance to Syrian populations in need, both in Idlib and throughout the country. Cote d'Ivoire reminds the protagonists of the conflict in Syria of their responsibilities under international humanitarian law and the relevant provisions of resolution 2417 (2018). It also welcomes the continued multifaceted assistance of United Nations agencies, funds and programmes to populations living in areas affected by armed clashes. My country would like to welcome the continuation of cross-border humanitarian assistance.”

We thank Mr. Mark Lowcock, Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, for his excellent briefing. Cote d'Ivoire welcomes the signing on 17 September by the Russian Federation and Turkey of the agreement establishing a demilitarized zone in the governorate of Idlib. This agreement prevented the much feared confrontation between the warring parties, thus avoiding the unprecedented humanitarian disaster that would have resulted. Cote d'Ivoire therefore urges all parties to resolutely support the implementation of the provisions of this agreement, in particular those relating to the withdrawal of heavy weapons and armed combatants from the demilitarized zone.”

“Only a real, tangible political process ensuring that the Syrian people are genuinely represented, can lead to the establishment of a timetable and procedures for drafting a constitution and conducting free and fair United Nations-supervised elections. In conclusion, I want to underline that any political solution must be brokered in accordance with resolution 2254 (2015) and the Geneva communique (S/2012/522, annex).”

“As we spent a great deal of time last week discussing women and peace and security here in the Chamber (see S/PV.8382), it is worth recalling Mr. De Mistura's appeal for ensuring women's participation in the constitutional committee, since there is a very clear link between women's participation in the peace process and the durability and quality of peace agreements. Setting up the constitutional committee should now be a priority, to be swiftly followed by further steps to enable a negotiated political transition process, which requires the full and constructive engagement of all the parties to the conflict. There is a special role in this for the Syrian authorities, which should participate in the negotiations in good faith and without preconditions. This is for the Syrians themselves to negotiate.”

“Lewicki (Poland) At the outset, let me join other delegations in expressing my deep appreciation for the Special Envoy's tireless efforts to find a political solution to the crisis in Syria. I would also like to assure him of Poland's strong support for his ongoing work and for the United Nations-led political peace process in Syria. As there can be no military solution to the conflict that can bring sustainable peace to Syria, we should aim at reaching an intra-Syrian framework political agreement. Furthermore, we strongly believe that the Idlib ceasefire agreement could be an opportunity for a resumption of the political process under United Nations auspices in Geneva as soon as possible. In that regard, we fully support Mr. De Mistura's efforts to establish a constitutional committee as soon as possible.”
