“This situation is all the more worrying for my country, as deliberate and unacceptable obstacles to the delivery of food aid are abundant and led to the partial suspension of humanitarian aid on 20 June. We hope for a quick conclusion of the agreement announced by Mr. Beasley so that the WFP can fully resume its provision of aid to affected populations. My delegation therefore urgently appeals to the Yemeni parties to refrain from any instrumentalization and manipulation of humanitarian assistance, which constitutes a serious violation of international humanitarian law and resolution 2417 (2018). It also calls on them to respect the obligation to protect civilians and to put an end to the recruitment of child soldiers. In conclusion, Cote d'Ivoire reaffirms its support for the tireless efforts of Mr. Griffiths, Mr. Lowcock and Mr.”

“In that regard, my delegation welcomes the ongoing mediation efforts of Mr. Martin Griffiths that enabled the warring parties, on 15 July, to commit themselves to honouring the ceasefire and facilitating the redeployment of forces from the port of Al-Hudaydah. My country calls on regional actors to participate in constructive efforts to support the ongoing mediation efforts and the commitment of the Yemeni parties to achieving meaningful results. After several years of conflict, Yemen is now a devastated country where, according to United Nations agencies, 24 million people face a humanitarian emergency, 14 million suffer from food insecurity and 3.3 million are internally displaced.”

“Indeed, respect for the ceasefire, which the memorandum establishes, should enable the warring parties to create the necessary conditions for safe, rapid, unhindered and sustainable access to humanitarian aid for the affected populations. In that regard, my delegation welcomes the cross-border deliveries of humanitarian aid, in accordance with resolution 2449 (2018). Such deliveries allowed for the provision of aid to approximately 915,000 people per month from February to March. My country notes with regret that, in addition to the disastrous humanitarian consequences, the military escalation in the north-western part of Syria is dangerously compromising the tireless efforts of Special Envoy of the Secretary-General Geir Pedersen to revive the political process.”

“The Office for the Coordination of Humanitarian Affairs estimates that more than 250 people have died and that 350,000 others have left Idlib governorate to seek refuge in border areas of Turkey since 29 April. The Al-Hol camp has seen its population increase from 10,000 in 2018 to 73,000 at present. With regard to the Rukban camp, it has yet to receive any further humanitarian convoys since the most recent one arrived in February, which helped meet the needs of more than 40,000 displaced persons. In that context, Cote d'Ivoire reiterates its call on all parties to comply with the provisions of the 17 September 2018 memorandum on the stabilization of the situation in the Idlib de-escalation zone.”

It is undeniable that the intensification of clashes over the past several weeks, particularly in Idlib governorate, is contributing to the worsening of an already very worrying humanitarian situation. This eight-year conflict has resulted in thousands of deaths and the destruction of hospital and school infrastructure, thereby depriving many people, mainly children, of access to basic social services.”

“Accordingly, my country hopes that the unity displayed by the main political actors in South Sudan in the context of the spiritual retreat organized on 9 and 10 April upon the Vatican's request will be translated into concrete action on the ground. There are human and moral dimensions to the unspeakable distress of the people of South Sudan, as Ms. Minagano pointed out, which must challenge all the actors in the country and lead them to make the sacrifices necessary to put an end to it. Cote d'Ivoire joins the support expressed for the Mission and urges the Special Representative and his entire team to persevere in their daily efforts so as to fulfil the deep aspirations of the people of South Sudan for peace and security. “Cote d'Ivoire therefore strongly encourages the parties to rise above partisan interests and make the compromises needed to implement the key steps required for the success of the transition phase. In that regard, my country hopes that the efforts of the South Sudanese parties will focus on determining the number of states and their borders, reviewing and drafting laws, incorporating the agreement into the interim Constitution and providing for the billeting, training and redeployment of the armed forces. “Cote d'Ivoire remains concerned about the delays in the implementation of the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan, signed on 12 September 2018, referred to in the report of the Secretary-General (S/2019/49l). We recall that the implementation of the Revitalized Agreement, under the auspices of the Intergovernmental Authority on Development (IGAD), had raised many hopes, especially since it had made it possible to significantly reduce the level of political violence and had brought about intranational rapprochement and the return of refugees. However, it must be noted that those achievements, while significant, fall short of the expectations of the international community.”

“We commend MINUSCA on its important participation in the Central African Republic peace efforts, and it should continue to play an active role with the range of tools at its disposal. In that regard, we concur with the concerns of the Government of the Central African Republic and its international partners about the limited scope of MINUSCA's mandate for electoral support, and we will be interested to see the Secretary-General's recommendations on that issue. In that regard, my delegation is pleased with the start of public consultations aimed at establishing the truth, justice, reparations and reconciliation commission, as provided for in the peace agreement. “Subregional cooperation should also play an active role in all initiatives to restore peace and stability to the Central African Republic, through mechanisms such as the mixed commissions for cooperation among the States of the region. The mixed commissions have the advantage of serving as appropriate frameworks for developing joint solutions to common political, security and humanitarian challenges. My delegation welcomed the relaunch on 6 May of the mixed commission for cooperation between Cameroon and the Central African Republic. We want to emphasize the importance of national ownership, an inclusive peace process and accountability in the process of emerging from the crisis, and we therefore commend the creation of local peace and reconciliation committees.”

“That should also include implementing the disarmament, demobilization, reintegration and repatriation programme and restoring State authority throughout the national territory. Besides this, in view of the persistent challenges, it is urgent that the international community, the friends of the Central African Republic and the facilitators and guarantors of the peace agreement, that is, the African Union and the Economic Community of Central African States, combine their efforts to achieve the full implementation of the agreement. “We were pleased to see the establishment of monitoring and implementation mechanisms at the national and regional levels, the inauguration on 15 May of the executive follow-up committee, the establishment of a legal framework for the Unites spe'ciales mixtes de securite and the recent deployment of the Central African Armed Forces in Kaga Bandoro. Cote d'Ivoire believes that protecting civilians is an absolute priority. We therefore encourage the Government and the signatories to the peace agreement to continue their efforts to implement the provisions relating to the Constitution and the operationalization of the Unites speciales mixtes de securite as quickly as possible.”

“Among the challenges to be met, we note the reluctance of armed groups to translate commitments to which they freely subscribed into concrete action, a reluctance that is demonstrated by, among other things, the continuation of illegal activities contrary to the spirit of the peace agreement across a large part of the national territory, including all kinds of trafficking, the levy of illegal taxes, the creation of obstacles to the restoration of State institutions and violence against civilians. “The current state of fighting cannot exempt them from their obligations under international law, human rights law and international humanitarian law. In that regard, the parties to the conflict must be fully aware of their responsibility before the competent international courts for violations of conventions and treaties relating to the protection of civilians and international humanitarian law, if they are found guilty. Moreover, my delegation believes that, in addition to the protection of civilians, the actors in the Syrian conflict have an obligation to create the conditions for the safe and unhindered access to deliver humanitarian assistance to the affected populations.”

“That new military escalation reveals the unwillingness of the parties to the conflict to silence their guns in order to resolutely engage in a political process to end the crisis. My delegation notes with regret the continuing fighting, as well as the resulting loss of life and the thousands of internally displaced persons. Approximately 300,000 people have been forced to seek refuge outside Idlib governorate, causing a surge in humanitarian needs in the region. Similarly, the destruction of hospital and school infrastructure once again constitutes an urgent need for action to improve the protection of civilians. My country would like to remind the defence and security forces and armed groups that they have the primary responsibility of refraining from all forms of violence against civilians.”

“What is his assessment of cooperation between the United Nations-African Union Mission in Darfur (UNAMID) and the Sudanese authorities, in particular with regard to the protection of civilians in those regions affected by violence perpetrated by armed groups, or to the curbing of communal violence? Will the current political context, which is marked by tensions between the Transitional Military Council and the demonstrators from the affected sociopolitical strata, affect relations between UNAMID and the Sudanese authorities? What effects might the current sociopolitical situation in the Sudan have on the UNAMID reconfiguration and troop drawdown process? Initiatives to promote national reconciliation are an indispensable step on the road to peacebuilding, especially in a context of deep resentment between local communities.”

“The military components of peacekeeping missions are a key part of such cooperation. Their exemplary work with the host country Government relies on the latter taking strong national ownership of all United Nations action, ensuring that local authorities are involved in the peacekeeping mission's main tasks. UNOCI and the Government of Cote d'Ivoire worked together to improve the protection of civilians by, inter alia, combating human rights violations and gender-based violence, leading the disarmament, demobilization and reintegration process and reforming the security sector, as well as advancing the national reconciliation process. I would like at this stage to ask Lieutenant General Ngondi for his insights on the following points.”

“Indeed, my country's recent history has been characterized by exemplary cooperation with the entire United Nations system, which served as a catalyst for the success of the United Nations Operation in cote d'Ivoire (UNOCI). Peacekeeping operations, as we all know, are not intended to be a substitute for the authorities of the host State, but rather to support them as part of a crisis exit strategy that is based on an inclusive and credible political process. In that connection, the experience of UNOCI provides us with sufficient insight into the fact that dynamic cooperation, based on mutual trust and the pursuit of consensual objectives between a United Nations peacekeeping mission and host State authorities, is essential. It creates the necessary conditions for a successful transition that paves the way for lasting peace and stability.”

“Mr. Ipo (cote d'Ivoire) (spoke in French): Allow me first of all to add my delegation's voice to the well- deserved tributes paid to the late Major General Francis Vib Sanziri. We extend our deepest condolences to his family, to the Government and the people of Ghana and to the United Nations. Turning now to the issue that brings us together today, I would like to welcome the holding ofthis annual interactive, informative meeting with the Heads of the military components of United Nations peacekeeping operations. I thank Under-Secretary-General Lacroix, Lieutenant General Leonard Muriuki Ngondi and Major General Cheryl Pearce for their enlightening and highly useful briefings. “In addition, my delegation is concerned about the increasingly difficult operational context in which humanitarian actors work, owing in particular to acts of Violence committed against them and the growing number of obstacles along the main supply routes. It urges all stakeholders to protect humanitarian personnel and to promote the safe and unrestricted free passage of assistance. In conclusion, Cote d'Ivoire commends UNSOM for its indispensable role in providing strategic advice, good offices, capacity-building activities and coordination of the support provided by international partners. We also pay tribute to AMISOM. personnel for the sacrifices made for security in Somalia. My delegation also reiterates its support for UNSOS and other international partners in Somalia.”

“With regard to the humanitarian situation, cote d'Ivoire notes with deep concern the growing need for assistance and protection, which will affect 4.2 million people in 2019. That situation, which is the result of the ongoing conflict, food insecurity caused by a deficient rainy season and the subsequent increase in the number of displaced persons, calls on the international community to act. It is therefore imperative to quickly respond to the Secretary-General's appeal for funding for the 2019 humanitarian response plan, whose needs for the next six months are estimated at $674 million. Our mobilization would not only provide Vital emergency assistance to many Somalis in distress, but also support them on the path to resilience and recovery.”

“With regard to human rights, Cote d'Ivoire remains seriously concerned about the increase in the number of civilian victims and kidnappings attributed to Al-Shabaab, summary executions, violations of freedom of expression, sexual violence and Violence against children. It calls on all parties concerned to respect, protect and promote human rights and calls for those who are responsible for violations of human rights and international humanitarian law to be held accountable. In that regard, my country welcomes the reaffirmation by the Prime Minister of Somalia, on 4 March, of his country's willingness to fulfil its human rights commitments as a newly elected member of the Human Rights Council as of October 2018.”

“We encourage the Federal Government to redouble its efforts in the context of the implementation of the staff-monitored programme of the International Monetary Fund to consolidate economic growth and improve the living conditions of the Somali people. With regard to the security situation, my delegation is concerned about the prevailing instability in Somalia and the continuing serious threat posed by Al-Shabaab, which is increasing its attacks and targeted killings, despite its setbacks. My country categorically condemns those attacks and calls on the Somali Government to intensify, with the support of the international community, its efforts to eradicate the threat posed by Al-Shabaab.”
