As articulated by my good friend the Ambassador of France, the parameters must be respected, which is why I always look to all those present, for they are defenders of those parameters - the global consensus on how to solve the problem. Many of those here often say that we all know what the solution is, and it is very simple. That solution consists of ending the occupation and upholding the independence of the State of Palestine with a view to reaching a two-State solution, living side by side, and a just solution to the refugee question, which we all know is a simple solution and acceptable to us and the Council. But there are forces, which the Council knows well, that are refusing that solution and acting every day to prevent it, even though it is a solution that emanates from the global consensus.

Members of the Council might think that my statement is accusing the other side - they can think that way - but I have to defend my people, who live a life of misery under occupation, whether in the Gaza Strip, the occupied West Bank or occupied East Jerusalem. It is my duty to defend my people, who live that miserable life. History does not begin with the firing ofa rocket or doing something wrong. The history is well-known to all those present, and it is the tragedy of the Palestinian people, who live under occupation. That tragedy has to end, on the basis of ending the occupation and upholding the independence of the State of Palestine.

I beg the Council to find a way to implement its resolutions, beginning with resolution 2334 (2016), and I promise that I will not deliver a single statement, if the Council finds the political will and methods to bring to account those who are violating the provisions of resolution 2334 (2016). The Council will not see me making statements or objecting to its ruling in that regard, that is, on the implementation of resolution 2334 (2016). I was not planning to respond, but then I was asked to; however, I have a statement that I need to continue reading because I have to address the issue at hand until the Council collectively finds a method of implementing its resolutions as they relate to us. There is no other option for now but to listen to more statements.

  5. Can the Security Council get a similar commitment from the other side of the table, which is the one refusing to implement those resolutions? There is another member in the Chamber that is powerful and protecting the occupying Power from honouring and respecting the Council's resolutions. If that is the predicament we face, including the lack of agreement within the Council to send the Council to see with its own eyes the tragic reality of the Palestinian people under occupation - it cannot even reach that basic agreement to go visit - then the solution would be for me to respond to some questions.

I thank the French and German presidencies of the Security Council for their response to the calls for the Council to urgently address the dangerous situation unfolding in the occupied Palestinian territory, including East Jerusalem. I would also like to thank Mr. Mladenov for his briefing, and the Secretary-General for his written report (S/2019/251), which has been circulated, on the implementation of resolution 2234 (2016). Before I proceed to read out my written statement, let me say that I would be extremely happy to not deliver a statement and instead engage in a discussion, as my friend the Ambassador of Germany stated. But I am only a representative of Palestine - although I support the implementation of all the resolutions of the Security Council and international law, beginning with resolution 2334 (2016) - ifa way can be found.

The longer the international community tolerates this deplorable man-made crisis - whereby 2 million people are being forced to live in an open-air prison, in total isolation and desperation - the closer it will come to losing its sense of humanity. We urge the Security Council to heed the cautions and appeals presented to it over and over and to give that matter urgent attention. We call for serious action, in accordance with the Charter of the United Nations and the Council's own resolutions, to bring to a halt Israel's impunity, with a view to not only saving the possibility of a just peace, but actually promoting its achievement. Each State also has a responsibility to respect and ensure respect for the law by not rendering aid or assistance to illegal Israeli actions, including in Jerusalem, and by advancing accountability and peace.

  13. We will not relent in our calls for the perpetrators of those crimes against our people to be held accountable and forjustice for the victims. Human misery is also intensifying, with the poverty and dependence on aid borne of that injustice mounting daily. The situation is especially grave in the Israeli-blockaded Gaza Strip, where the depth of the humanitarian crisis defies description. Hearing the shocking figures reported monthly by the Office for the Coordination of Humanitarian Affairs, UNRWA, the Office of the Special Coordinator for the Middle East Peace Process and others may seem to have become the norm after all this time, but there is nothing normal about the calculated infliction of such human deprivation and indignity.

Incited by a barrage of inflammatory rhetoric, even from the highest levels of the Israeli Government and military, violent raids and lethal attacks by occupying forces, including against unarmed civilian protesters in the Great March of Return in Gaza, continue to cause harm to civilians, take innocent lives and devastate Palestinian families, and Palestinian civilians continue to be arrested, detained and imprisoned by the occupying Power, which is fiercely targeting our male youth. We will not forget the 295 Palestinians killed by the occupying forces in 2018, among them many children, or the 29,000 injured - the highest casualty toll since Israel's war on Gaza in 2014 - among them hundreds left disabled, including many amputees.

Such provocations must be explicitly condemned, and Israel must be demanded to comply with all relevant resolutions, including for the protection and preservation of the city's historic, cultural and religious heritage. The human toll also continues to mount as Palestinian civilians continue to be denied their fundamental human rights and the international protection that the Security Council and General Assembly have periodically called for across the five decades of this illegal occupation. Acts of violence and hatred against Palestinian children, women and men continue unabated, including by extremist settlers.

The obvious aim is to alter the demography, character and status of the occupied territory and de facto annex it, in grave breach of international law, and to obstruct the contiguity of our State and thereby the Viability of the two-State solution. Israeli Government officials and extremist settlers have also persisted with provocations and incitement against Palestinian Muslim and Christian communities and against our holy sites, particularly Al-Haram Al-Sharif, undermining the historic status quo, Jordan's custodianship and inflaming religious tensions. Most recently, that has involved dangerous rhetoric by an Israeli politician who called for the demolition of parts of the historic wall of the Old City of Jerusalem.

In blatant contempt of the Council's authority and global demands, Israel has persisted in confiscating and colonizing our land with settlements, the wall, checkpoints, Israeli-only roads and other occupation infrastructure, as well as demolishing Palestinian homes and forcibly transferring Palestinians, including vulnerable Bedouins, with nearly 500 people, among them 216 children and 127 women, displaced and made homeless in 2018. Israel has deliberately advanced the illegal construction of more than 5,600 settlement units in the past year, thereby facilitating the illegal transfer of thousands more Israeli settlers to our land. The majority of those settlement activities are taking place in areas deep inside the West Bank, and in particular in and around East Jerusalem.

The reality remains one of recurrent crises, cycles of violence and imminent dangers, as Israel, the occupying Power, exploiting the international paralysis, persists with its illegal policies and practices, inflicting more suffering on our people and relentlessly colonizing our land, pushing peace prospects further and further away. Day by day, the occupation is destroying the two-State solution and sowing deep despair among our people. That despair is especially acute among our youth, who have known only the oppression and dehumanization of foreign occupation and blockade all their lives and who are losing hope for a better future and losing trust in the promises of peace and justice made to them by their leadership and the international community.

A final recent, positive event was the endorsement of the State of Palestine as Chair of the Group of 77 for the year 2019, tasking us with leading the Group's efforts to address issues of universal concern towards ensuring development, stability and prosperity for all humankind. We are humbled at being conferred that responsibility and pledge to uphold our collective principles and goals, in the true spirit of multilateralism, on behalf ofthe Group's 134 member States and with the rest of our partners and the international community. Those have been the more hopeful developments. Unfortunately, as Special Coordinator Mladenov pointed out, the situation on the ground has been far less positive.

  21. The international community must continue to reject attempts to erode this consensus and must match words and commitments with practical measures to ensure accountability for all violations. Only that can make impunity costly, bring it to a halt and truly make a difference in our collective search for peace. That must include serious efforts to implement the relevant resolutions, including resolution 2334 (2016) and the clear obligations therein, including of non-recognition and distinction. As often stressed by the Secretary- General, there is no viable plan B to the two-State solution. I repeat, there is no plan B to the two-State solution, as he often tells us. The meaning of that collective mobilization cannot be underestimated. It has helped alleviate the refugees' plight amid widespread worries, fears and rising needs. The fact that the illegal occupation should last for more than a half- century, with no concrete action to bring it to an end, risks not only the future of our people and region, but also destroying the credibility of the international system and its laws, which the world has gone through wars and colossal human and material sacrifices to build, assert and defend. What we demand - an end to the occupation and historic injustice - is not only a call for respect and the realization of the Palestinian people' inalienable human rights and national aspirations, but also a call on the international community to respect and defend the universal principles and moral standards that it has itself developed and accepted as basic canons, all of which are in grave jeopardy at this critical moment.

They must not condone or excuse religious extremism, incitement and hatred; pitting one religion against another threatening the sanctity of holy sites, including Al-Haram Al-Sharif; or the legislation of racism, discrimination and segregation, with racist laws that deem one people superior to another and grant them exclusive rights to the land, including to self- determination and return, while simultaneously denying those rights to the indigenous Palestinian people in a situation that can only be classified as apartheid. The fact that an occupying Power should feel immune from accountability, even as it kills innocent civilians and violates all norms and principles of international law, only deepens cynicism about the potential for a just peace, especially among our young people, whose hopes are evaporating.

They must not condone or excuse the imprisonment of2 million Palestinians in Gaza under the occupation's illegal blockade, by which Israel has caused humanitarian and socioeconomic devastation and exploited and deepened the Palestinian division, which regrettably remains a dark stain on our national history that has not been expunged despite many attempts at reconciliation, including the important effort of our brothers from Egypt, which we appreciate immensely. While they may be seen as statistics by some, the Palestinian men, women and children who have been killed - including over 200 peaceful protesters, among them at least 45 children, since the Great March of Return in Gaza began, and including the mother of eight children, Aisha Mohammed Rabi, who was killed last week in the West Bank by Israeli settlers, as well as the tens of thousands who have been injured by the Israeli occupying forces - are not just numbers to us, but our sisters and brothers whose pain and losses we grieve for and weigh heavily on us, not least on our collective belief that justice and peace are possible. Any fresh approach to peacemaking must be welcome in principle Yet, ifit does not address the root causes of the conflict, including historic dispossession, illegal settlement expansion, the status of Jerusalem as a shared capital and the rights of Palestinian refugees, the deal will be doomed to failure." Those words ring alarmingly today. We have continually called on the international community to uphold its collective responsibility to bring an end to the Israeli occupation and this 70-year injustice.   37. These are not preconditions; they are the foundation and guarantees of a just peace, which would inherently mean addressing the legitimate rights and concerns of both sides. Trying to accommodate illegitimate asks, claims and actions will never solve the problem; it will only create new ones, as we have seen over the 25 exhausting and futile years of the Oslo process. As affirmed by the late former Secretary-General Kofi Annan in one of the last pieces he penned on behalf of The Elders, regarding the conflict: "[A] people deprived of liberty and dignity will never be pacified. Nor will they meekly accept a settlement imposed by outsiders that redraws borders and redefines sovereignty without popular consent.

We cannot accept continued lip service to the peace process while Israel keeps proving how empty its commitment to negotiations and the two-State solution actually is, all the while entrenching its occupation, mocking the international community and still demanding privileged treatment. Israel should not be permitted to continue thwarting credible negotiations aimed at achieving just solutions to the final status issues - Jerusalem, refugees, settlements, borders, security, water and prisoners - solutions which we all know to be vital to establishing lasting peace and security between the two peoples. We refuse to accept such policies and rhetoric and respectfully stand up for our rights, as enshrined in universal covenants and countless United Nations resolutions, including those of the Security Council. We do so peacefully and unwaveringly, committed to all political, diplomatic, legal and civil means to secure our rights.   40. Moreover, such policies prejudge and undermine just solutions to the core issues, prolonging the conflict and ensuring only more instability, insecurity and hardship. We categorically reject these policies and the distorted, punitive, negative narratives accompanying them, which demean the legitimacy of Palestinian national aspirations and dismiss our rights, including those of our refugees. We also refute attempts to discredit the United Nations Relief and Works Agency for Palestine Refugees in the Near East, which operates on the basis of a strong General Assembly mandate and has been consistently lauded by host countries and the international community - including the United States - for its exemplary humanitarian and development programmes and proven contribution to regional stability over the decades.

What we are witnessing, however, are precisely such short-sighted, inhumane policies as Israel, the occupying Power, always chooses violence, brutalizing the Palestinian civilian population and colonizing its land, with zero consequence, supplemented by the recent United States decisions contravening United Nations resolutions, pressuring and vilifying the Palestinian leadership, and politicizing desperately needed humanitarian aid, including for more than 5.4 million Palestine refugees. As part of an attempt to impose a so-called peace deal, such policies do nothing to help overcome the political impasse but rather harden it and cause more mistrust, which is already at an all-time high.

  44. The Charter of the United Nations has affirmed that right of all peoples to self-determination. As Palestinians continue to be deprived of this right, it has been affirmed and called for in countless resolutions and declarations endorsed by a vast majority of States and peoples worldwide. Our right to self-determination and to live freely is a legitimate and inalienable right - a right we will never forsake; a right that we will not negotiate with anyone, nor will we ask permission to exercise it from anyone. It is the right of the Palestinian people to exercise it and they will exercise it alone, as has been the case with all peoples who have exercised the right to self-determination.

Against that backdrop and in view of the many regrettable developments since our last debate (see S/PV.8316), including escalating punitive measures against the Palestinian people and leadership, it is necessary to clarify certain matters. Standing up for oneself and one's rights should never be equated with disrespect of anyone or misconstrued as a provocation. It is in fact an utmost expression of respect for one's rights and dignity, regardless of the consequences. When the American patriot Patrick Henry declared "give me liberty or give me death", he was not disrespecting or provoking anyone, but rather insisting on his right to live freely. It was considered an act of heroism, moral courage, and reverence for the liberty due to all humankind.

  48. We reaffirm our gratitude to Egypt for its efforts to achieve that aim, and we hope that we will see progress on that front in the coming days. The Security Council has repeatedly affirmed, as a general principle, that ending impunity is indispensable to achieving peace. By contrast, we are living proof of how accurate that statement is, especially when the Council does not adopt the necessary measures to ensure the implementation of its own resolutions. Every single State has the power and the duty to help advance peace by upholding its own responsibilities. We call on all States to respect and ensure respect for international law. We commend the Irish Parliament on its decision to ban settlement products that come from stolen Palestinian land and resources.

What works is apeace plan centred on the established international terms of reference for a peaceful solution, in line with the relevant United Nations resolutions, the Madrid principles, the Arab Peace Initiative and the Quartet road map, advanced through a collective process that secures international mobilization and holds the parties accountable. The Palestinian leadership pledges its commitment to peace, its commitment to international law, its commitment to the two-State solution and its commitment to non-violence. We also reaffirm our readiness to cooperate with all international and regional efforts to advance a just peace, as called for by resolution 2334 (2016). The reunification of our people, land and political system is among our highest national priorities. We will spare no effort to achieve unity.

  50. The only question that remains is when will the world's patience, which has been tested repeatedly, finally be exhausted, and will it be before it is too late to salvage peace? Some say that old ways no longer work. They state that the path we took to achieve peace was flawed, and therefore they want to bring plans that ignore the terms of reference of the peace process and its declared objectives. We agree that old ways no longer work, but let us determine what else does not work. Interim solutions do not work. Postponing the consideration of core issues does not work. Ignoring international law does not work. The lack of accountability for violations does not work. The lack of a binding time frame does not work. The absence of international guarantees does not work.
