The Palestinian leadership remains committed to the two-State solution. However, the Israeli Prime Minister has clearly made his opposition known through words and actions.

  3. First, we call on the Secretary-General to add the Israeli occupying forces to the United Nations global list of parties that consistently commit grave violations against children. We urge Member States to join us in this call. The evidence is abundant. The criteria are to be assessed objectively. Any such assessment will lead to the conclusion that the Israeli occupying forces must be listed. Failure to do so implies politicization of the mechanism, which undermines its credibility, and if credibility is undermined for one case, it is undermined for all cases. Secondly, the international community should demand the immediate and permanent release of all children from Israeli captivity. There can be no justification for detention and abuse of children.

  4. We commend United Nations agencies, in particular UNICEF and UNRWA, for their tireless efforts aimed at assisting those children in need. It is clear that the crimes committed by Israel, the occupying Power, against children are a symptom of a wider problem - a complete lack of accountability. We have continued to repeat that the international community's unwillingness to enforce international law when it comes to Israel only fuels its lawlessness and the culture of impunity among the occupying forces. In this regard, we call on the international community, including the Security Council, to take three immediate steps to end this cycle of impunity and protect Palestinian children.

  5. The Israeli military court is the world's first and only juvenile military court, and since 2000 an estimated 10,000 children have been detained and prosecuted there. Their numbers are growing. Over the past three years, child detentions have increased by 87 per cent. In detention, children are blindfolded, strip-searched and subjected to physical and verbal abuse and solitary confinement that traumatizes them. They endure cruel, inhumane and degrading treatment amounting to torture. The occupying Power's collective punishment and abuse of Palestinian children are also a source of ongoing trauma and suffering. In Gaza alone, six months after Israel's latest attack, Palestinian children continue to suffer from hunger, fear, deprivation and isolation. More than 400,000 children in Gaza are in urgent need of psychosocial support.

At this rate, without a lifting of the Israeli blockade or the delivery of assistance at the scope and scale needed, Gaza's reconstruction will take over 100 years, a deplorable situation inconsistent with international humanitarian law. Children f 52 per cent of the population i are suffering disproportionately. Israeli policies, approved at the highest levels, are not only gross attacks against children, but are systematic violations of international law tantamount to war crimes. Israel's deliberate oppression of Palestinian children has no limits; not a day goes by in which children's rights are not violated. In that regard, I must also draw attention to the Israeli practice of detaining Palestinian children, some as young as eight years old.

Again, these attacks were not just a one-time occurrence, as the occupying Power has systematically destroyed Palestinian homes and civilian properties in the occupied Palestinian territory, including East Jerusalem, rendering thousands upon thousands of families homeless, forcibly displacing them and leaving children in a state of perpetual insecurity and trauma. Thirdly, Israel denies humanitarian access to the entire occupied Palestinian people, endangering the well-being and survival of Palestinian children. Since 2007, Israel has subjected the more than 1.8 million civilians in Gaza to an illegal, immoral blockade. The situation has left Gaza devastated and dependent on aid and has completely debilitated its economy and infrastructure, including water networks, with 90 per cent of water being unfit for humans.

Israel's previous assaults on occupied Gaza caused a high proportion of child casualties, in addition to the incessant attacks on children in the occupied West Bank by the occupying forces and extremist settlers, with almost 1,200 injured in the year of 2014 alone. Secondly, the occupying Power deliberately targets schools and hospitals. During the war on Gaza, the Israeli Government repeatedly received the precise locations of hospitals, medical centres and schools, including those where it was fully aware that families had been sheltering. Yet the occupying Power attacked and damaged 279 schools and 75 health centres and hospitals, in addition to the thousands of civilian homes it targeted and destroyed.

Israel, the occupying Power, is in continuous, grave breach of international law, including, inter alia, the Fourth Geneva Convention, the Convention on the Rights of the Child, the Charter of the United Nations and Security Council resolutions. It is without a doubt that Israel systematically fulfils three of the six criteria used to assess grave violations against children. First, Israeli occupying forces engage in a pattern of killing and maiming children. The occupying Power cynically claims that its military strikes are "conducted in a precise and surgical manner", yet in last summer's Israeli war on the Gaza Strip at least 540 Palestinian children were killed, constituting 20 per cent of the civilian casualties. Thousands more children were injured and disabled. Those crimes were not just a one-time occurrence.

  10. I thank you, Mr. President, for convening today's debate on children and armed conflict. I also thank Special Representative of the Secretary-General Leila Zerrougui for her briefing, and the others for their briefings, as well as the United Nations agencies supporting Palestinian children, including UNICEF and the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). As the Security Council considers the situation of children in armed conflict around the world, we appeal to the Council not to forget Palestinian children, who are suffering extreme hardship, shocking acts ofaggression, oppression and gross human rights violations due to the Israeli occupation and the persistence of that conflict for nearly 70 years.

Sidiki Kaba, who welcomed the deposit by the State of Palestine of the instruments of accession to the Rome Statute and stressed that "Each ratification of the Rome Statute constitutes welcome progress towards its universality. In addition to the brutalization and collective punishment of our people and the colonization of our land, Israel, the occupying Power, is again withholding Palestinian tax revenues, in a blatant act of reprisal and theft of Palestinian funds. This kind of retribution has been condemned by the international community before and should be once again. The international community should demand that Israel release our tax revenues, which are vital to the functioning of Government institutions, including for education, health, security, sanitation and social welfare services. However, it must be recognized that the massive scope and scale of this disaster, on both the human and the physical levels, would present a formidable challenge to even the strongest and most capable Government. We call on the international community to demand that Israel immediately end its blockade of the Gaza Strip and allow for unimpeded humanitarian access, the movement of persons into and out of Gaza, the entry of all necessary supplies, including construction materials and exports, and that it honour pledges to support reconstruction.   21. Massive flooding has further displaced civilians, in addition to the 110,000 people displaced following Israel's destruction of their homes and neighbourhoods. In the bitter cold, families continue to shelter in United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) schools, in makeshift homes and even in the ruins and rubble of what remains of their homes, where they struggle to survive with minimal food, water, sanitation and other human necessities. Despite the obstruction and collective punishment caused by the Israeli blockade, the Palestinian Government of National Consensus, under the leadership of President Mahmoud Abbas and Prime Minister Rami Hamdallah, continues its efforts to advance reconstruction and tend to the needs of our people in Gaza.

Military raids and arrests and detentions continue, day and night, with more than 6,800 Palestinians, including children, women and elected officials, now imprisoned by Israel under dire conditions. Israel has yet to be held accountable for all those grave crimes. The humanitarian disaster wilfully and wantonly inflicted by Israel, the occupying Power, in the Gaza Strip last summer is worsening beyond comprehension. The illegal Israeli blockade, delays in reconstruction, a fuel and water crisis and fierce winter storms are compounding the unimaginable suffering of the Palestinian civilian population and further exposing the lasting impact of the crimes perpetrated by the Israeli occupying forces.

  23. The rising fury and despair in occupied East Jerusalem constitutes an extremely toxic situation that could erupt at any moment, including in the form of religious conflict. In the rest ofthe West Bank, Israel also continues its illegal settlement activities - doing the exact opposite of what is required to end this insidious occupation. Israel has totally undermined the two-State solution for peace by constructing settlements, expropriating land, building the wall, demolishing homes and displacing civilians, in grave breach of the Fourth Geneva Convention and in flagrant contempt of the global demands to stop that illegal campaign. Settlers also continue to terrorize and torment Palestinian civilians and to wreak havoc and destruction.

Every day we are witness to Israel's rapid settlement colonization, altering the City's demography and character and further surrounding and isolating it; heavy-handed raids and repression of the Palestinian civilian population; vicious "price tag" attacks by Israeli settlers, who continue to harass and assault Palestinians and seize Palestinian homes, with the full backing of the Government; and ongoing provocations and incitement by Israeli politicians and religious leaders, along with other Jewish extremists who continue to raid and defile holy sites, including the Al-Aqsa Mosque compound, and to attack worshippers and other civilians in violent rampages of hatred, discrimination and superiority.

The draft resolution also rightly set a deadline for an end to the Israeli occupation, an objective that cannot be logically rejected by anyone, and rightly called for an international conference as the starting point and framework for any negotiations forward, recognizing the failure of the negotiations for more than 20 years and also the need for clear responsibilities of major stakeholders in shepherding the effort. That initiative was intended to revitalize the international consensus and efforts for a just solution and to open doors for peace through such a new mechanism and clarity on the parameters of a peaceful solution and the end goals. Yet it was illogically treated as a confrontational and irrational effort and, regrettably, obstructed. In spite of that setback, we will continue to approach the Security Council.

We regret that the Council as a whole was unable to rise to the occasion, even as the situation is acknowledged by all to be completely unsustainable and to constitute a threat to peace and security in the Middle East and globally. The draft resolution (S/2014/916) that was presented to the Security Council by Jordan on behalf of the Arab Group was in substance fully consistent with the demands made in previous resolutions. Those resolutions continue to be flagrantly violated by Israel, the occupying Power, and the Council continues to allow that to occur without consequence. While the draft resolution met with strong resistance, the reality is that the elements it contained are essential for achieving a just peace and have been unanimously supported by the international community for decades.

I also extend the warm congratulations of the State of Palestine to the new members of the Security Council - the friendly countries of Angola, Malaysia, New Zealand, Spain and the Bolivarian Republic of Venezuela - as they assume their solemn responsibilities to uphold the Council's Charter duties, its resolutions and international law. We pledge to them, as to all the members of the Council, our full support and cooperation, and express confidence in their principled service on the Council. It must be understood that the repeated requests for us to wait, and wait, and wait while our people are suffering, while our people are besieged, while our land is being colonized, and while the two-State solution is being destroyed and the prospects for peace are evaporating, are not viable under these circumstances and unsustainable. Those eager to save the two-State solution must act and cannot continue to make excuses for Israel and to permit, and thus be complicit in, its immoral and illegal behaviour. The Security Council must act. We will therefore continue to call on the Council to uphold its Charter duties and will spare no effort in this regard in the coming year.

And it has been and continues to be reaffirmed in the motions by numerous European parliaments calling for recognition of the State of Palestine and in the fact that 135 countries already recognize our State, with the most recent recognition affirmed by Sweden, which we salute from this Chamber. This message continues to be conveyed loudly by civil society the world over, with massive displays of support for the just cause of Palestine and the rights of the Palestinian people and the calls for a just and lasting solution. It is thus most regrettable that the Security Council remains paralysed and unable to act to uphold its own responsibilities in this regard, with all of the implications this has for peace and security in the Middle East and beyond.

The message is clear worldwide: it is high time to end this abhorrent Israeli occupation and the impunity that has brought our people so much suffering and caused so many crises, sown so much instability and anger throughout our region, and that continues to seriously undermine regional and global peace and security. This message has been strongly conveyed in the numerous resolutions adopted once again this year by the General Assembly on all aspects of the question of Palestine. Accordingly, we reiterate in this Council Chamber the absolute imperative to hold Israel, the occupying Power, accountable for its violations of international law, including humanitarian and human rights law, and its violations of United Nations resolutions. Such contempt must not continue to be excused or tolerated.   38. Why are we facing another Security Council failure as the situation unravels and international peace and security are further threatened? In contrast to the result of today's voting, it is clear that both inside and outside of the Security Council there is a global consensus on the two-State solution on the pre-1967 borders and on the fact that the annexation of East Jerusalem is illegal and not accepted by any single country. There is also a global consensus on the illegality of Israeli settlement activities in all their manifestations and the illegality of the Israeli blockade of the Gaza Strip and the need for their immediate end. And there is clearly a global consensus on the legitimacy of the national aspirations and rights of the Palestinian people and the responsibility of the international community in helping to bring them to fulfilment.

Yet the result of today's voting shows that the Security Council as a whole is clearly not ready and willing to shoulder its responsibilities in a way that would allow for the adoption of a comprehensive resolution and allow us to open the doors for peace and for a just and lasting solution based on international law. In clear terms, firmly rooted in the relevant Security Council and General Assembly resolutions, this draft resolution reaffirmed the well-known parameters for a just and lasting solution and set forth a clear timeline for negotiating a final peace agreement, with strong support by major stakeholders, including the concept of an international conference, as well as a timeline for bringing the illegitimate Israeli occupation to a complete end and for achieving the independence of the State of Palestine, with East Jerusalem as its capital, on the basis of the pre-1967 borders, living side by side with Israel in peace and security, and just solutions for all core issues, including the plight of the Palestine refugees.

The initiative was meant to mobilize the Security Council to act to defuse the volatile situation and reaffirm the basis for justly resolving the conflict, redressing that historic injustice and providing a forward political horizon that could restore hope to our people that the 47-year Israeli military occupation of their land and their oppression would soon be ended by the delineation of a time frame to that purpose, and that justice, freedom and peace were within reach.   47. All of this was perpetrated wantonly and willfully by Israel, creating widespread devastation, human trauma and a massive humanitarian disaster. Gross human rights violations and grave breaches of international humanitarian law - war crimes - were undoubtedly committed by Israel, the occupying Power. And in the diaspora, the millions of Palestine refugees who remain exiled from their homeland continue to endure instability and vulnerability due to crises and conflicts in the region that have inflicted further displacement and loss on them, with the tragedy in Syria, in particular, engulfing the lives and futures of so many Palestinians.

The Israeli occupying forces launched tens of thousands of missiles, bombs, artillery shells and live ammunition against the defenseless Palestinian civilian population in an inhumane, barbaric and criminal onslaught that killed more than 2,200 Palestinians, the majority of whom were civilians, including children and women; injured and maimed more than 11,000 people; displaced hundreds of thousands; terrorized the entire population; and caused the vast destruction of homes, vital civilian infrastructure and hospitals and schools, including more than 100 United Nations facilities, the majority of which were United Nations Relief and Works Agency for Palestine Refugees in the Near East schools, as well as mosques and churches, agricultural properties and industries.

As the Security Council has looked on this year, our people under Israeli occupation have endured the further theft and colonization of their land, the demolition of their homes, daily military raids, the arrest and detention ofthousands of civilians, including children, rampant settler terrorism, constant affronts to their human dignity, repeated incursions at our holiest sites in occupied East Jerusalem, in particular, and extreme provocations and incitement, raising tensions to an all-time high and threatening to ignite a religious war and completely destabilize the situation on the ground. The brutalization of the Palestinian people reached a new apex of savagery with the Israeli military aggression waged against the besieged and blockaded Gaza Strip in July and August.

It has been a year that has witnessed the breakdown of yet another political process, despite the genuine efforts of the United States, with the full support of the League of Arab States and all other major stakeholders and the good faith efforts and cooperation of Palestine, and the deepening of another political impasse due to brazen Israeli intransigence, creating a totally unsustainable situation, as roundly acknowledged by all. Despite all of that, the Security Council has once again failed to uphold its Charter duties to address those crises and to meaningfully contribute to a peaceful and lasting solution in accordance with its own resolutions.
