“We warn against the logic of the United States Administration, which holds that international law is an obstacle to peace, seeks to justify Israeli crimes and believes that it can impose its will on the international community as a fact to be accepted. There cannot be one international law that applies to all of us and another that is invented and tailored by the United States Administration to suit Israel's colonial greed and forgive its crimes. The international law that we all know does not permit double standards or bullying. It should apply to everyone without exception, including Israel and the United States. The international law that we know does not forgive the Israeli blockade imposed on the Gaza Strip. It does not prevent its civilians from having even a little bit of life and hope.”

“We reaffirm that settlements, as a form of colonialism, are illegitimate according to United Nations resolutions and the advisory opinion of the International Court of Justice on the Legal Consequences ofthe Construction ofa Wall in the Occupied Palestinian Territory (see A/ES-10/273). They constitute a violation of the Charter of the United Nations, a blatant breach of the Fourth Geneva Convention and a war crime under the Rome Statute. Any attempt to change that reality is therefore doomed to failure, and no one, no matter how strong, can change international law according to whims or illusions.”

“In its resolutions on this subject, from 242 (1967) to 2334 (2016), the Security Council has reaffirmed the inadmissibility of the seizure of other people's land by force. That has been a basic principle of international law, implemented since the end of the Second World War. The Council has also affirmed the illegitimacy of Israeli settlements in the occupied Arab territories, including the Palestinian territory, and has stated that it was illegal to annex Jerusalem. In its adoption of those resolutions, it was working to achieve international peace and security, in line with its mandate.”

“This Administration continues to deepen its ineligibility as a peace mediator, its use of double standards and its bias regarding the Israeli occupation at the expense of our right to self-determination. Today it is impossible to believe that the voice of the United States is a voice in support of peace. All such declarations run counter to international law and the Charter of the United Nations and its relevant resolutions. “We reiterate our call for release of the database on businesses engaged in activities related to the illegal settlements, which was mandated by the Human Rights Council and will help States to uphold their obligations. States also have a duty of non-recognition of any decisions or measures altering or purporting to alter the geographic and demographic character or status of the occupied Palestinian territory, including East Jerusalem, in violation of the law, including the Fourth Geneva Convention. All such decisions and measures must be deemed unlawful, null and void and should incur consequences if not rescinded. The legal and historic status quo at the holy sites in occupied East Jerusalem, including at Al-Haram Al-Sharif, must be respected, as must Jordan's custodianship of the Muslim and Christian holy sites.”

“All legitimate political and legal tools and measures available, including sanctions and court prosecution must be pursued to ensure accountability. That must include action pursuant to the call for distinction in resolution 2334 (2016) and other relevant resolutions including, inter alia, resolution 478 (1980), on Jerusalem, and resolution 465 (1980), in which the Council clearly called on all States not to provide Israel with any assistance to be used specifically in connection with its settlements in the territories occupied since 1967. The fact is that the occupying Power has been led to believe that it has carte blanche to act as a State above the law, going so far as to openly threaten to annex our land, in flagrant breach of the universal prohibition on the acquisition of territory by force. With or without a formal Government, Israeli politicians and candidates shamelessly compete to see who can be more brutal and punishing to the Palestinians and who can cater more to extremist Israeli groups that will never be satiated, as evidenced by their daily terror campaign against our civilians, as well as their incitement and their rabid land- grabs. “Indeed, despite decades of global attention, none of Israel's violations in occupied Palestine have stopped. Those include the colonization or de facto annexation of our land by all means, with the settlements and wall being the most insidious examples; the inhumane 12-year blockade and collective punishment of 2 million Palestinians in the Gaza Strip, inflicting devastating poverty and despair; the killing and injury of defenceless Palestinian civilians by the occupying forces and extremist settlers; the destruction of homes and properties and the forced displacement of Palestinian families, especially in occupied East Jerusalem - with 140 homes demolished in the city in 2019 alone - rendering homeless 238 Palestinians, more than half of them children; the dangerous provocations and assaults at holy sites; the impoverishment and detention of thousands of our civilians, or the blatant theft of our natural and financial resources.”

The mandate of the Security Council, under the Charter of the United Nations, to maintain international peace and security surely requires more. As the calls to preserve multilateralism against current threats grow, shoring up the Security Council's role in the peaceful resolution of conflicts must be front and centre. That requires urgent action to uphold and enforce international law, aimed at halting violations, deterring future violations and fostering an environment conducive to the pursuit and achievement of peace. “Today, and on many previous occasions, he proved that he truly lives up to that reputation and the characterization by the Israeli media. Although he is not succeeding, he is trying to tell the Council that we did not make the historical compromise to agree to have the Palestinian State on 22 per cent of historic Palestine, which is less than what is available to us according to resolution 181 (II). It is a lie that we do not want to have peace and the two-State solution. On the other hand, the Government that he represents, which is the most extreme in the history of Governments in Israel, is creating a one-State apartheid reality in historic Palestine. There is no military solution to this conflict or any other conflict in our region. Likewise, the imposition of unjust solutions - such as the "deal of deals" or the "deal of the century" - is not peacemaking and will fail, with increased massive political, security, economic, social and human costs. “Either they are deaf and should go see a doctor to fix their ears, or they are unable to accept what everyone else is articulating as to what the solution is. And there is consensus based on that. The problem is that those solutions have never been given a fair chance to be implemented. The Council's authority has instead been met with flagrant contempt by Israel, the occupying Power, which continues entrenching the illegal occupation with its settlement colonization campaign, oppressing the Palestinian people in the most inhumane, cruel ways, and obstructing every credible peace initiative. A Permanent member's use of the veto has further undermined the Council and exacerbated the situation, blocking any attempt to compel a halt to the occupation's crimes and peacefully resolve the conflict.”

“They are wholly realistic and clearly and carefully articulated, with due regard for the international consensus on the two-State solution, which is based on compromise, not extreme absolutes, and due respect for international law and the Charter of the United Nations, including the prohibition on the acquisition of territory by force. Some who come often to the Council are deaf and do not want to hear what everyone here articulates all the time - that we all know what the solution is, namely, the end of the occupation, the two-State solution within the 1967 borders, with East Jerusalem as the capital of our country, and a just solution to the refugee problem. “The Security Council must shoulder its responsibilities and act immediately, in line with its resolutions, to compel a halt to the occupation's crimes, avert further deterioration of the situation, protect innocent civilians and salvage the chances for a just peace. Israel must bear the consequences ofits violations and its disregard of the international community's will. States must also act, individually and collectively, to adhere to the relevant resolutions in both word and deed, and to uphold their legal obligations, including the obligation not to recognize or render aid or assistance to the current illegal situation and the obligation to ensure accountability. That must include action in respect of the call for distinction in resolution 2334 (2016) and all other relevant resolutions, including resolution 478 (1980) on Jerusalem.”

“We are grateful for those principled positions and the solidarity extended to our just cause and our people, including to Palestine refugees through the United Nations Relief and Works Agency for Palestine Refugees in the Near East. However, commitment to principles and humanitarian assistance alone cannot remedy that abysmal situation and make peace possible. International action, in line with legal, political and moral duties concerning the Palestine question, must be taken. There must be accountability. All the legitimate tools that are politically and legally available, including prosecution in courts and sanctions, must be pursued without hesitation.”

“At every juncture, calls are made for action to achieve the two-State solution based on the 1967 borders in accordance with international law, the relevant United Nations resolutions, the Madrid principle of land for peace, the Arab Peace Initiative and the Quartet road map. Equally consistent are the calls for action to bring an end to the Israeli occupation that began in 1967; to realize the independence and sovereignty of the State of Palestine, with East Jerusalem as its capital, living side by side with Israel on the basis of secure and recognized borders; and to achieve a just solution for the Palestine refugees in accordance with General Assembly resolution 194 (III) of 1948. The consensus remains that such a solution would be the guarantor of just, lasting and comprehensive Israeli-Palestinian and Arab-Israeli peace and security.”

“The global consensus on the right of the Palestinian people to self-determination and to the same freedoms cherished worldwide, on the principles and parameters of a just solution, remains strong, and we thank and salute members for holding firmly to their collective and unanimous position in spite of all the efforts of some to try to convince them otherwise on the basis of big ideas that were not even shared with them. Those principles and parameters and the commitment to their realization are reaffirmed in this Chamber every month. That consensus has been reaffirmed by recent summits of the League of Arab States, the Organization of Islamic Cooperation (OIC) and the African Union, as well as by the ministerial meetings of the OIC and the Non-Aligned Movement, and it remains at the core of the international position.”

“When people live peacefully, even under conditions of constant oppression, and when they work hard, support themselves and build homes for themselves on their own land only to see those homes destroyed under pretexts that are as false as they are illegal, how can that possibly contribute to a better life, a sense of dignity and stability? How can such dispossession, as was inflicted on hundreds of thousands of Palestinians before them, foster any beliefthat peace and coexistence are possible? It cannot. No amount of spin or propaganda - or stories told inside or outside this Chamber - can hide the fact that those actions are being taken in a grave breach of international humanitarian law that amounts to massive collective punishment. “Its recent inauguration of the so-called Pilgrims Road, with the support of the United States Ambassador to Israel and other American officials, was yet another illegal act attempting to assert sovereignty where there is none and to alter the character and status of that Holy City in flagrant contravention of United Nations resolutions, revealing yet again the occupation's expansionist, extremist intentions. Is that the better life that some United States administration officials claiming to seek peace speak of? Is that the future touted by the failed, so-called Peace to Prosperity workshop convened last month, which neglected to even minimally acknowledge the root causes of the conflict, the reality of a half-century of occupation and the basic rights of the Palestinian people, we wonder?”
