“We call on the international community to act to compel Israel to cease those illegal practices and to release all of the Palestinian civilians it is illegally imprisoning. Israel has also continued to carry out military attacks via missile air strikes and artillery bombardment of civilian areas in the besieged Gaza Strip, in grave violation of international law, including the Geneva Convention relative to the Protection of Civilian Persons in Time of War. In that regard, Israel has continued to deliberately target and kill Palestinian civilians, thereby persisting with its deliberate policy of extrajudicial executions. Israeli military operations have also included assaults against Palestinians commemorating Land Day 12-30484 on 30 March, in which the occupying forces fired tear gas, stun grenades and live ammunition, killing a young man and wounding more than 300.”

“Thousands of Palestinian civilians, including children, are have been inhumanely imprisoned by the occupying Power, which routinely violates their human rights and subjects them to severe humiliation and torture. Among the prisoners, hundreds have been held under "administrative detention" for months and years without charge or trial, with several Palestinians undertaking hunger strikes in protest of that illegal practice, with several of them on hunger strike for over one month. Moreover, on 17 April, a day of solidarity observed as Palestinian Prisoners Day, approximately 1,600 Palestinians in Israeli prisons joined the hunger strike in a peaceful, non-violent protest against their captivity and the deplorable conditions under which they are being held. We call on the international community to immediately address that crisis.”

“It must be pointed out that, while the designation of Area C under the Oslo Accords was, 12-30484 like the Accords themselves, intended as a temporary measure, it has instead become frozen in time by the occupying Power for its own obvious illegal gain. There, Israel continues to gravely harm the Palestinian presence and Palestinian development, rabidly pursuing illegal measures to alter the demographic composition, character and status of that vast area of land in order to ease its de facto annexation, which must be completely rejected. “The Security Council's Charter duties are clear, as are the responsibilities of United Nations Member States and the obligations of the high contracting parties to the Fourth Geneva Convention. Serious, practical measures must be undertaken to compel Israel to halt its illegal settlement activities and all other related unlawful policies in the occupied Palestinian territory, including East Jerusalem, and to begin genuinely moving towards ending this illegitimate, belligerent 45-year-old occupation. In the Jordan Valley, Israel continues to seize vast tracts of Palestinian land, to demolish homes, water wells and farms, and to displace hundreds of Palestinian families, in addition to the hundreds of thousands already displaced. Since 1967, it is estimated that the population has been reduced from more than 300,000 people to only 56,000 today.”

“Recent reports by Peace Now, confirmed by the Office for the Coordination of Humanitarian Affairs and highlighted during the important briefing to the Council last week by the Under-Secretary-General for Humanitarian Affairs, Ms. Valerie Amos, attest to the intensity and vastly detrimental impact of Israeli settlement policies on the Palestinian people, the contiguity of Palestinian land, humanitarian conditions and the prospects for peace. In fact, Israeli settlement activities increased by at least 20 per cent in the past year, with construction initiated on 1,850 units and at least 3,500 units under construction in 2011 in 142 illegal settlements and so- called outposts in the West Bank.”

“We hope soon to restore the unity of our people and land, and we are grateful for the support being given in that regard by Egypt, our Arab brethren and other concerned members of the international community. However, despite those positive developments, the situation on the ground remains appalling and totally contradictory to all legal norms, undermining any peace efforts. Rather than acting to bring the occupation to an end, Israel is entrenching it, causing more human suffering and prolonging the conflict. Especially destructive has been its settlement campaign, deliberately waged in violation of the Fourth Geneva Convention, United Nations resolutions, the advisory opinion of the International Court of Justice and the Road Map, and in defiance of global demands for complete cessation.”

We express appreciation to Jordan for the initiative of His Majesty King Abdullah II to revive the ailing peace process, and we affirm that Palestine has engaged in good faith in that effort, based on positions of historic compromise rooted in international law and justice.
