“That those gaps remain is due to Israel's refusal to comply with its legal obligations and its Road Map commitment to cease all settlement activities, including so-called natural growth, which, we are all aware, constitute a major obstacle to the peace process. We reiterate that such cessation is essential for the resumption of a credible process aimed at achieving a two-State solution on the basis of the pre-1967 borders. “The alternative is to allow tensions to continue to rise, igniting another cycle of violence that will do further harm to the possibility for a peaceful resolution of the conflict and cause more suffering, insecurity and instability. For some, it seems strange that such a volatile situation persists in light of the international and regional efforts being exerted for a revival of the peace process. Those efforts have raised hopes in the region and throughout the globe and are being followed closely, with all hoping that the problems that have historically plagued and undermined the peace process can finally be overcome. “We also express our appreciation to the United Nations for its unwavering calls for the full lifting of the Israeli blockade of Gaza. Three months ago we came before the Council, in its last open debate on this subject (6298th meeting), compelled to draw attention to the extremely difficult situation in the occupied Palestinian territory, including East Jerusalem, as a result of Israel's ongoing aggression, colonization and provocation against the Palestinian people and their land. While we had hoped to inform the Council of progress in the United States- mediated proximity talks and of improvement on the ground, today we regretfully report that the situation remains volatile, due to Israeli actions. It is a situation requiring immediate redress if we are not to lose the opportunity before us for attaining peace.”

“There are grave violations of children's rights to health and to education as a result of Israel's destruction of schools and health centres, the blockade's obstruction of necessary medical and school supplies, and blatant discrimination against Palestinian schools in East Jerusalem. At least nine children died in Gaza wile waiting for Israeli permits to travel outside the territory to receive life-saving medical treatment. Children also continued to be victims of settler attacks, being shot, beaten and threatened while walking to school, tending livestock or playing outside their homes. Their right to food has been grossly violated in blockaded Gaza, where thousands have been afflicted by hunger, malnutrition, anaemia, stunted growth and other diseases as a result.”

“Children face homelessness and displacement as a result of the military aggression, the wanton destruction of homes in Gaza, the demolition of homes and eviction of Palestinian residents in East Jerusalem, as well as the continued confiscation of Palestinian land and property by Israel for its illegal colonization campaign. Children also endure forcible and violent interrogation, detention, arrest and physical and mental ill-treatment and torture by the occupying forces, including threats of rape and sexual assault against children between the ages of 12 and 15. At least 305 children remain in Israeli jails, 42 of them under the age of 15.”

“While that important report provides a brief, sterile glimpse into the pervasive and intense suffering of Palestinian children during the reporting period, particularly in the aftermath of the Israeli military aggression against the Gaza Strip in December 2008, it nevertheless conveys a grim picture of what Palestinian children continue to endure under Israeli occupation. This includes death and injury, as at least 374 children were killed and over 2,000 injured, the majority during the Israeli military aggression against Gaza. Children were also repeatedly used as human shields by the occupying forces.”

“In this regard, we recall a telling reflection by the Special Representative of the Secretary-General for Children and Armed Conflict, Ms. Coomaraswamy, to whom we express our appreciation for her tireless efforts to call attention to the plight of children in armed conflicts and to advocate for their protection and well-being. In a 2007 report after her visit to the occupied Palestinian territory, she noted that this ongoing conflict has created "a palpable sense of loss and a feeling of hopelessness that places the children of the West Bank and Gaza apart from all other situations". “The lack of accountability for systematic human rights violations and war crimes against civilians in armed conflict has fostered a vicious culture of impunity that has only prolonged conflicts and compounded the vulnerability and suffering of innocent civilians. I can say without doubt that this has been the case in the Israeli-Palestinian conflict, where Israel, the occupying Power, has been permitted to act with impunity, in total disrespect of all norms of international law and relevant United Nations resolutions, resulting in a heavy price being paid by Palestinian children. “What is missing is not intention, as evidenced in the international declarations and positions reaffirmed time and again. What is missing is the political will to directly address the crises being faced by children in situations of armed conflict and to thus render the debating of this global dilemma unnecessary. This would require, among other steps, real measures to ensure the accountability of those found to be persistently committing grave violations against children in armed conflict. There must be zero tolerance for the perpetration of crimes against children in all cases, without exception. Excuses should not be made or accepted for violations of the rights, safety and innocence of children.”

That is what motivated these hundreds of people from all over the world to side with us. One after the other, these flotillas will keep coming until this unethical blockade and the suffering of our people are ended. “Regardless of their nationality, we consider them to be martyrs of Palestine, and we extend our condolences to their families and loved ones. At the outset, I would like to express Palestine's deep gratitude for the Council's quick response in holding a special meeting of the Security Council at the request of Palestine, Lebanon and Turkey, in order to investigate Israel's blatant aggression against the ships heading for Gaza, which caused the martyrdom of a number of victims as well as to injuries and the detention of those on board. These people were activists for peace and freedom; their only slogan was for peace. They were carrying only food, medical equipment and other supplies for our civilians. “The Arab countries have also consistently done so, based on the understanding of the need for a comprehensive resolution of this conflict and for regional and international peace and stability, as reflected by the Arab ministerial follow-up committee's agreement to give an opportunity to proximity talks and the lack of objections at the Arab Summit in Libya, despite great reluctance owing to Israel's ongoing defiance. Yet Israel made it impossible for the Palestinian side to enter such talks as it continued to dig in its heels and declare its illegal settlement intentions, especially in East Jerusalem. We understand that the United States Administration has requested clarification from the Israeli Government in this regard, but as of now it appears that such clarification has yet to be received.”

“And, most recently, new Israeli military orders have been revealed by which the occupying Power seeks to further advance its ethnic cleansing campaign, threatening the deportation of tens of thousands of Palestinians from the West Bank, and particularly from East Jerusalem, in violation of the Fourth Geneva Convention, human rights law and relevant Security Council resolutions. At the same time, Israel continues its illegal blockade of the Gaza Strip. On 12 March, Palestinians solemnly marked the thousandth day of the blockade, under which more than 1.5 million Palestinian civilians- some 70 per cent of whom are refugees and over 50 per cent of whom are children - have endured the merciless effects of a hermetically sealed border and total isolation from the rest of the Palestinian territory and the outside world.”

“The occupying forces have repeatedly responded with force to those protests and have carried out arrests of Palestinian peace activists, adding to the thousands of Palestinians already being illegally held in Israeli prisons, as well as arrests of international activists there, clearly aimed at crushing any attempts at peaceful, non-violent protest and at denying Palestinians their human and political rights to freedom of expression and to protest the occupation policies. Moreover, recent Israeli raids in the West Bank constitute another ill-willed attempt to undermine the Palestinian Authority and its serious security efforts in the cities, towns and villages under its control, efforts that have been recognized by the international community.”

“In just the short period since that previous debate, we have conveyed 12 letters to the Council, drawing attention to the series of illegal actions that continue to be perpetrated by the occupying Power and the consequent negative impact on the ground, including the following: the continuing Israeli colonization of occupied Palestinian territory, particularly in and around East Jerusalem, including plans for the construction of thousands of new settlement units; continuing confiscation of Palestinian property, demolition of homes and transfer of settlers, including in the Shu'fat, Al Bustan, Al Abbasiya and Sheikh Jarrah neighbourhoods of East Jerusalem, and continuing settler acts of terror against Palestinian civilians and their property; the targeting of Palestinian, international peace activists and non-violent demonstrators, including by use of excessive, indiscriminate force; the provocative Israeli declaration laying national claim to historic religious sites in the occupied Palestinian territory in Al-Khalil and Bethlehem; the storming of the Haram al-Sharif compound by the Israeli occupying forces, the targeting of Palestinian Muslim worshippers and the restriction of access to holy sites in the Old City; repeated inflammatory statements and incitement by Israeli officials, including Prime Minister Netanyahu, particularly regarding East Jerusalem; violent military raids by the occupying forces and the killing of civilians in the West Bank and Gaza Strip and the consequent heightened tensions and widespread unrest; the ongoing traumatic impact of the illegal Israeli blockade of Gaza on the humanitarian situation, social and economic conditions and the dignity of the Palestinian people; the arrest and detention of Palestinian officials and Christian community leaders engaged in non-violent protest against restrictions on worshippers during the Easter holiday and against other oppressive Israeli practices; the closure of the West Bank and continued obstruction of the freedom of movement; the desecration of the Ma'man Allah cemetery in Jerusalem; and the recent Israeli orders threatening the deportation of thousands and, I must add, tens of thousands of Palestinian civilians.”

“It is high time that the international community confront that challenge, shoring up the necessary political will to uphold international law, the Charter and United Nations resolutions, and to demand and compel Israel's compliance with them, as is demanded of all Member States. We reiterate the need for collective practical measures, and it is imperative that the Security Council effectively shoulder its responsibilities in that regard. That will dramatically alter the situation on the ground, creating the proper conditions to propel us to a new phase that will bring an end to this prolonged and tragic conflict and usher in an era of peace, security and coexistence.”

“Thus, while we welcome and recognize the importance of statements from around the international community denouncing Israeli settlement activities and other illegal measures, ongoing developments provide ample proof that statements alone will not stop Israel's settlement drive. Serious practical measures are necessary to compel Israel once and for all to cease its colonization of the Palestinian territory, including East Jerusalem, to abide by its legal obligations, including under the Fourth Geneva Convention, and to truly commit to the pursuit of peace. In that regard, the matters of Jerusalem and the settlements are of direct relevance to this Security Council, which is charged with the maintenance of peace and security, for they are issues that directly bear on whether or not we can have peace in our region.”

“Prime Minister Salam Fayyad's plan, "Palestine: Ending the Occupation, Establishing the State", is being pursued with determination and with wide support from the international community, for which we are grateful. We continue to insist only that the peace we are struggling for be based on international law and that it be a just peace. Illegal Israeli actions, which are totally contradictory to the achievement of such a peace and which only fuel the conflict, must no longer be excused or tolerated. Salvaging and promoting a lasting peace on the basis of the two-State solution is dependent on that.”

“We stress, however, that we must strive harder to reach our shared objective sooner rather than later, in the certainty that the peace and security benefits to our region and beyond will be enormous. Remarkably, despite the bitter, brutal realities of the continuing Israeli occupation, including the appalling punitive measures being imposed on Gaza, the Palestinian people and their leadership remain committed to the goal of peace. They are working hard to repair and build their national institutions and to heal and develop their society, as they strive for fulfilment of their legitimate national aspirations for self-determination and freedom in their homeland.”

“We all know what the solution is and should have the courage to intensify our efforts, based on the just and well- known parameters: Security Council resolutions 242 (1967) and 338 (1973), the Madrid terms of reference - including the principle of land for peace - the Arab Peace Initiative and the Road Map. In this regard, we welcome and appreciate efforts being made in the region and the international community as a whole to revive the peace process and advance such a solution. These include the European Union's adoption, under Sweden's presidency, of its Council conclusions on the Middle East peace process on 8 December 2009, and the diplomatic efforts being exerted by the United States Administration, particularly President Obama's Special Envoy, Senator Mitchell.”

“They are fundamental to the achievement of the peaceful settlement that will bring an end to the occupation that began in 1967; to the establishment of an independent State of Palestine, with East Jerusalem as its capital, living side by side with Israel in peace and security; and to a just solution for the Palestinian refugee question in accordance with General Assembly resolution 194 (III). We also reiterate that negotiations must resume from the point at which they broke off. Prolonging the suffering and loss of our peoples by starting from zero in negotiations is neither acceptable nor ethical.”

“The reality is that Israel is actually imposing condition upon condition while it continues unlawfully to create facts on the ground in order to alter the situation in its favour and unilaterally prejudge the outcome of negotiations on the final status issues - be they Jerusalem, settlements, refugees, borders, water or security. Regrettably, over all these years the peace process has been exploited by Israel to further its colonial enterprise. Our demands, on the other hand, are totally consistent with international law, United Nations resolutions and the Road Map obligation to freeze all settlement activities, including so-called natural growth.”
