“It is the responsibility of the United Nations and the Security Council to provide protection for our people in the occupied Palestinian territory, including East Jerusalem, until the occupation has ended in the Palestinian State. In this respect in 1994, the Security Council adopted resolution 904 (1994) following the Hebron massacre at the hands of a terrorist settler. The resolution called for protection for our people in the occupied territory and a temporary international presence, including observers. The resolution called upon the Israeli Government to remove weapons from the hands of settlers. We call upon States members once again, not only to implement that resolution and all other relevant United Nations resolutions, but also to seriously and urgently address the issue of providing international protection for our people.”

“The occupation maintains its brutality by surrounding and blockading Palestinian neighbourhoods in East Jerusalem, which constitutes collective punishment in violation of the rules of international law. Israel destroys the homes of Palestinians and permits the formation of armed Jewish militias, as called for by the Mayor of West Jerusalem. We believe that such terror and aggression will not break the will of our people or weaken our resolve to peacefully resist and end the occupation and to achieve our independence as a sovereign State with East Jerusalem as its capital. From this Chamber, we hail our people for its steadfastness and sacrifices; we pay tribute to the martyrs and honour the injured. We express our support for the Palestinian prisoners.”

“Israel cannot be allowed to enjoy impunity for its crimes against our people in the occupied Palestinian States, including East Jerusalem. Israeli officials should be held responsible for these crimes, as should the settlers who have committed such ugly terrorist acts as the torching of the Dawabsha family in their home in the middle of the night, which killed an 18-month-old infant and his parents and burned his 4-year- old brother, who remains in hospital on the brink of death. Israeli Minister of Defence Moshe Ya'alon claims to know the terrorists who committed this act, but they have yet to be arrested or punished for their terrorist acts. This would seem to represent a cover-up and collusion on the part of the Israeli Government.”

“This provocation of our people has further escalated the situation since September and threatens to give the conflict a sectarian character that will destroy everything in its wake. Israel, the occupying Power, is responsible for bringing us to this dangerous juncture. We must hold it accountable for its violations of international humanitarian and human rights law. The illegal settlements in the occupied Palestinian territories, including East Jerusalem and its environs, are fertile ground for the terrorist threat being faced our people. There will be no hope for a serious political process without a full, decisive end to settlement activities. “We have documented this aggression in five letters that we have sent to the President of the Security Council over the past 10 days, during which more than 35 martyrs have fallen, including many children, and more than 1,500 people have been injured by live ammunition, rubber bullets and other means. Most of the victims have been minors below the age of 18. We have all witnessed through satellite television and social media the killings and mass arrests of Palestinian civilians by the Israeli occupation forces, merely for participating in demonstrations against the Israeli occupation and its brutal, illegal practices and for seeking to end the occupation. Islamic holy sites and the Al-Aqsa Mosque have been subjected to ongoing aggression by the Israeli authorities and extremists, who want to impose a change of the current status quo.”

“While some believe that regional crises necessitate turning away from Palestine to focus on other matters, many also believe that solving the conflict now is imperative for the future of the Middle East and beyond. The latter rightly believes that ajust, peaceful solution to the Palestinian-Israeli conflict - the core of the Arab-Israeli conflict - would open doors for a new era in the region - one of stability, cooperation and collective action for our common goals and also our common problems. The promise of the Arab Peace Initiative, one of the most important peace initiatives the region has ever witnessed, is at the centre of that belief. “It is also a direct outcome of the Israeli Government's rejection of peace and its bad faith and obstruction of all attempts to revive negotiations based on clear and credible parameters rooted in Security Council resolutions. In reality, it has not only undermined the efforts to salvage the two-State solution but is actively destroying it. “The plight of our prisoners and detainees has again been highlighted by the 55-day hunger strike of Khader Adnan, who was recently released from detention, only to be detained immediately after his release in a vulgar display of Israel's total control of every aspect of Palestinian life. Israel launched its war in the summer of 2014 and, bearing in mind all the illegal actions perpetrated thereafter, it had intentionally aimed to sabotage the prospects for peace, by intensifying its collective punishment of the Palestinian people and stripping them of any hope for an end to the cruel occupation and for the realization of their inalienable rights and national aspirations.”

“The killing of 17-year-old Mohammed Al-Kasbah, who was shot by Israeli soldiers in early July at the Qalandiya checkpoint, brought unbearable tragedy to yet another Palestinian family, this time to a family that had already lost two of their other young sons, Samer, age 15, and Yasser, age 11, to the brutality of the occupation. Moreover, not a single day passes where Palestinian civilians are not intimidated, arrested and detained, including children, adding to the nearly 6,000 illegally imprisoned by Israel under inhumane conditions and subjected to constant abuse and torture.”

“As Israel's blockade continues in collective punishment of Gaza's 1.8 million Palestinians and continues to obstruct reconstruction and recovery, humanitarian conditions are worsening beyond measure, as unemployment and food insecurity are rising to unprecedented levels and become ever more difficult to alleviate as donor support becomes harder to secure. At this time, I must draw attention to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), which provides assistance to at least 70 per cent of Gaza's population, the majority of whom are Palestine refugees. The Agency now faces the most severe funding crisis since it began operations, 65 years ago, threatening not only its vital services in Palestine but also in Syria, Lebanon and Jordan at a precarious time in the region.”

“Those facts were later corroborated by the Independent Commission of Inquiry appointed by the Human Rights Council and by the Secretary-General's report on children and armed conflict (S/2015/409), which confirmed that by the end of Israel's assault on Gaza the occupying forces had killed at least 551 children, ranging from week-old babies to 17-year- olds, and killed 299 women among the more than 2,251 Palestinians killed, the majority civilians. The reports also confirmed that over 11,000 Palestinians were injured, including 3,540 women and 3,436 children, with injuries so severe owing to the lethal weaponry and wide-impact explosives used by Israel that an estimated 10 per cent of the injured civilians will suffer life-long disabilities.”

“The United Nations and Israel would have had to negotiate a time-bound, mandatory action plan to protect children. Listing would also have provided the Council with the tools to prevent and respond to future Israeli violations. Israel's exclusion from the list, despite the expert advice of the Special Representative of the Secretary- General and the United Nations agencies monitoring the situation in Palestine, is a missed opportunity to hold Israel accountable and to save the lives of Palestinian children. In 2009, the Secretary-General came before the Council and stated that "All countries and all groups must put the protection of children in situations of armed conflict above politics." (S/PV6II4, p. 3). We echo that appeal today in the light of the tragic plight of Palestinian children under Israeli occupation.”

“How long will the Security Council allow Israel to act as a State above the law, perpetrating such grave violations against children with impunity? This shameful situation renders meaningless the law and the obligation to protect civilians in armed conflict, and the accountability mechanisms established for this purpose. The failure to apply the same standards and demands for compliance to Israel undermines the credibility of the international system and proves that it is broken. “There have been detentions and arrests, with children as young as 12 seized from their beds in the dead of night, detained, interrogated, beaten, blindfolded, strip-searched, forced to endure solitary confinement and other acts amounting to torture and prosecuted in the only juvenile military court system in the world. There is also the illegal blockade by which Israel has inhumanely deprived the Palestinians in Gaza, isolated them from the world and obstructed humanitarian assistance and recovery. Forced displacement has been endured repeatedly by many children, with the destruction of their homes and loss of their life possessions. Where else in the world would such deplorable treatment of children be permitted?”

“The average 8-year-old in Gaza has witnessed three acts of major military aggression but has never set foot outside Gaza. Too many young lives have been cut short by the violence and terror of the occupying forces and extremist settler militants, who, along with the Israeli Government, should be included in the list of violators, the list of shame. The children who survive this constant aggression are left to cope with deep physical and psychological wounds, which gravely impairs their lives. Those wounds result from the loss of family members, with at least 1,500 children orphaned in the last Israeli war alone.”

“This includes schools of the United Nations Relief and Works Agency for Palestine Refugees in the Near East, where many Palestinian families, the majority of whom were refugees seeking protection under the United Nations flag, met a tragic fate at the hands of the occupying forces, who killed at least 42 people, including 16 children, and injured 230 in strikes on the schools. Generations of Palestinian children have been traumatized by the depravity of the Israeli occupation. These facts, documented and verified by United Nations agencies on the ground, cannot be disputed, distorted orjustified by any shameless propaganda. In addition to these horrific facts, 1,218 Palestinian children were injured in 2014 by the occupying forces in the West Bank, including in East Jerusalem, more than half of whom were under 12 years of age. Among them were Mohammed Abu Khdeir, aged 16, who was abducted and burned alive by terrorist settlers, and Nadim Siam Nuwara, aged 17, who was killed as he was returning home from school during the Day of Nakba in May 2014.”

“Among them are 19 children of the Abu Jama'a family, the youngest a 6-month- old girl, Bisan, who were massacred in an Israeli air strike on their home that killed 25 family members in total. They suffered the same disaster inflicted on 142 families who lost multiple members - mothers, fathers, sisters, brothers, grandparents, aunts, uncles, cousins - in such criminal assaults, with 89 families totally decimated. The grim reality is that the Israeli occupying forces killed an average of 10 children per day in Gaza, most of whom had not yet celebrated their twelfth birthday. Children were killed on beaches as they played in broad daylight before the eyes of the world, in the sanctity of their homes, in their beds as they slept, in schools, in playgrounds, in the arms of their parents who could not save them from the Israeli onslaught.”

“Israel's brutality increased against Palestinian children in 2014, causing the third-highest number of child fatalities in armed conflicts worldwide. As reported, 557 Palestinian children were killed. My statement, which will be circulated, contains an annex with a list with the names of all those children and their ages. The majority are from the Gaza Strip, who were killed during the Israeli military assaults of July and August 2014. There are 340 boys and 200 girls, from one-week-old babies to youth 17 years old. As time constraints do not allow me to read out the names of all of those beloved children to properly memorialize their lives and souls, we are distributing the list of their names with the copies of our statement today. The Palestinian people still grieve this massive loss ofhuman life and innocence.”

“Yet Israel was not included in that list, as political pressures were again blatantly exerted to shield it from censure and measures of accountability, notwithstanding the objective recommendation of the experts in the United Nations system. We salute those experts for their professional and honest position. They recommended Israel's inclusion, but political pressure led to the deletion of Israel from the list of shame. This glaring omission and the failure to hold Israel responsible for its crimes come at a heavy cost to our innocent children, who are being denied the protection ofthe law, their rights violated, their suffering deepened and their lives, dreams and futures shattered, without consequences.”

“Evidence verified by the United Nations and numerous human rights organizations affirms that Israel continues to kill and maim children, attack schools and hospitals and prevent humanitarian access, with devastating impact on the rights, lives and well-being of Palestinian children. Those facts are well documented in the current report and similar past reports. According to the criteria established by the Security Council, such actions would trigger a listing among the grave violators identified in the annexes to the report. One qualifies to be on the list of shame whether Boko Haram figures there or not. If one meets the criteria, then one has to be there. Political considerations should not be the basis for removal because some abhorrent terrorist organization is on the list.”

“We come before the Security Council anguished by the Secretary-General's decision to exclude Israel from the list of shame of parties committing grave Violations against children in his annual report on children and armed conflict (S/2015/409). Israel, the occupying Power, is without doubt a flagrant violator of children's rights. Israel systematically commits crimes against Palestinian children. Its actions contravene its obligations under human rights law, including the Convention on the Rights of the Child and international humanitarian law, which obligate the occupying Power to ensure the well-being and safety of the civilian population under its occupation.”

“When all is said and done, the only way to give both Palestinian and Israeli children the security and lives they both deserve is for Israel to end its occupation and to cease all of its violations against the Palestinian people. It is when both peoples live in freedom and security in their own States that we will be on the road of real peace and stability. We are still committed to the two-State solution. The other side's commitment is in question. We owe it to both Palestinian and Israeli children and the generations to come.”

“That was the case this past summer during Israel's aggression against the Gaza Strip. A story emerged of a 16 year-old boy, Ahmad Abu Raida, who was used as a human shield by Israeli occupying forces. For five days, Israeli occupying forces forced him - at gun- point - to repeatedly act as a human shield for them in Gaza. That was in addition to his being unjustifiably subjected to detention, interrogation, beatings, torture and deprivation of food, water and sleep. There are many other stories like that one. We continue to condemn the killing and violence against all children - Palestinian and Israeli - and we call on the Israeli side to do the same.”

“Israel makes absurd and unacceptable assertions and claims that the Palestinian people incite their children or send their children out to be in harm's way. That is typical behaviour from an occupying Power whose policy is to dehumanize the Palestinian people - implying that they do not love their children in the way that other people love their children. That is typical racist behaviour from a belligerent occupier. It is instead Israel that is harming our children in every respect. If they are not killing or causing injury to them, they are arresting them, demolishing their homes and denying them their right to education, health, food, clean water and development. They are putting them in harm's way by using them as human shields, which has been documented by Defence for Children International Palestine.”

“I believe that Palestine's statement today sufficiently refuted what was said today by the representatives of Israel and that it conveyed the stark, disturbing and bitter reality of life for Palestinian children and their families under Israeli occupation. The perpetration of those brutal and illegal acts by the occupying Power is well documented, not just by the children and people of Palestine, who have had to endure the misery of living under the occupation every day for nearly 50 years, but also by the various organs, agencies and committees of the United Nations system monitoring the situation in the occupied State of Palestine, as well as by countless human-rights organizations around the world, including several Israeli organizations.”
