But why exactly do we give them access to our youth, access to our population in a way where they clearly misuse it? And don't get me wrong, I am normally not the guy who wants big enterprises to be taken away by the state. But if this enterprise, this platform is such openly misused to poison our democracy that the wifi of this Parliament even needs to block it, that the majority of the Members of this Parliament even decides to ignore this platform, even though there are millions and millions of citizens using it, then why do we let the communist regime of China that puts Uyghurs in concentration camps keep this platform? “Obwohl viele Bereiche der Bankenunion von sehr unterschiedlichen, parteipolitischen – das hat man auch in der Diskussion gemerkt –, aber vor allen Dingen auch von nationalen Interessen geprägt sind, haben wir es trotzdem, denke ich, geschafft, einen ambitionierten Bericht vorzuzeigen. Der Bericht bildet nun die Grundlage für die Diskussion rund um die Bankenunion für die kommenden Jahre. Die Union steht gerade an einem Wendepunkt, an dem sich die wirtschaftliche Zukunft der kommenden Jahrzehnte entscheidet. In den Berichten von Letta und Draghi wird betont, dass die EU eine Neuausrichtung braucht, um mit den USA oder auch China konkurrieren zu können. Die Bankenunion ist vor diesem Hintergrund sicherlich ein entscheidender Eckpfeiler für unsere Wettbewerbsfähigkeit.”

“Madam President, dear people of Europe, when Donald Trump decided to slap new tariffs on clean tech imports again, it reminded us of one simple truth: the world doesn't wait for Europe to finish its homework. While American banks go ahead, backed by one unified system, European banks are still stuck in 27 national frameworks, 27 rulebooks, 27 different risks. It's no surprise that our capital leaves Europe. A real banking union means three things: a joint deposit guarantee so citizens trust their money is safe no matter what; a smarter supervisory mechanism that lets us act fast and together; and harmonised financial market. Because otherwise we might as well put 100 % tariffs on ourselves. Let's finish the banking union before the next crisis finishes us!”

“Now, some Members of this House today have used this example from Spain and Portugal as an excuse to attack the Green Deal, to attack renewables. First of all, there is no basis in the data to do that. But second, I want to ask you this question: is energy security better if we're dependent on fossil fuels from Putin? Is the security of our citizens better if we're dependent on fuel from an aggressor in the Kremlin who has weaponised energy towards us many times? I think the answer is pretty obvious: no, it is not. For us, we have one main objective in the energy policy of the European Union, and that is to become independent. The only way for us to become that is by deploying more renewables fast, by becoming more energy‑efficient fast, by becoming more connected fast, by applying digitalisation faster.”
“– Madam President, although I do appreciate a heated debate, I will say that I don't honestly think that this is the time in Europe for division, and I certainly don't think that this is the time in Europe for division on something as important as our security. And there is no security without energy security. And there is no energy security without collaboration, cooperation between our countries. So the basis of the debate today is a very serious incident in two Member States recently. ENTSO-E has congratulated the two governments on the swift and resolute way in which they dealt with this crisis. Now we are looking into, and experts are looking into, what were the reasons behind it, in order for us to be able to prevent similar cases in the future. “Of course, Mr Mato, human rights is the fundamental principle of the European Union, and that is what we are standing for. And also if we have the agreement, then we have the possibility to address these human rights issues. Cuba must determine its own path, but the question today is whether our values and interests are best advanced through principled engagement or through isolation and disengagement. And there I want to stress that, to Ms Alice Alexandra Teodorescu Måwe, agreement does not bring democracy. But let me remind you that we didn't have the agreement before 2016, and there was no democracy then as well, so it doesn't matter if the agreement is there or not. Vor Kurzem hat er selber ein Buch herausgebracht, das heißt „Das Handbuch der europäischen Werte”. Dieses ist auf 80 von 100 Seiten einfach nur weiß, also auch nicht der tiefgründigste Witz an dieser Stelle. Ich bin nicht mit allem, was Sie tun, einverstanden, und wir könnten uns sicher ewig darüber unterhalten, was hier richtig und was falsch ist.”

And then we find ourselves in a world where actually might makes right. Whoever has more power will take what they have interest in. And that is one very dangerous world. Coming to Greenland, also, like many of you stressed, the future and the destiny of Greenland can only be decided by Greenland's people. They should be able to make their choices free from outside pressure or external interference, as is the case for any democracy. “I also heard a lot of you stressing – and I totally agree with this – that borders are inviolable, and territorial integrity must be respected. In an increasingly unpredictable world, I think it's more important than ever that we recall these principles that are at the heart of the UN Charter and the United Nations, because they ensure peace. These are the principles that countries agreed so that there would be no more wars. And that's why I think you all stressed that, and it is important that the European Union also does that, because the European Union remains the credible and stable partner to the region, as we enhance also our relationship with Greenland based on mutual benefits.”

Vor einigen Wochen fragte ich Kommissar Šefčovič, ab wann denn die USA in der aktuellen Lage nicht mehr unsere Verbündeten sind, ab wann sie nicht mehr unsere Freunde sind. Und er sagte zu mir, dass man 80 Jahre Freundschaft und 80 Jahre Bündnis nicht einfach so über Bord werfen könnte. Dem stimme ich zu.”

“A tie sú zamerané, žiaľ, na mimovládne organizácie a špeciálne na zelené mimovládne organizácie. Mimovládne organizácie ako súčasť občianskej spoločnosti sú neoddeliteľnou časťou rozhodovania Európskej únie a zostáva kľúčové, aby sa organizácie občianskej spoločnosti prostredníctvom financovania Európskej únie mohli zapojiť do otvoreného, transparentného a efektívneho dialógu s inštitúciami Európskej únie. A to je zakotvené v článku 11 Zmluvy o Európskej únii prostredníctvom činností, ako sú advokácia, dokazovanie alebo správne podania. Nejde o nič viac, ako sme sa dohodli v zmluvách. Je preto veľmi znepokojivé, keď útoky na mimovládne organizácie prichádzajú z tak rozsiahlej časti tohto Parlamentu, nielen z krajnej pravice, ale doslova zo stredu, doslova zo srdca tohto domu.”
“– Vážená pani predsedajúca, zajtrajším hlasovaním ukončíme proces udeľovania absolutória za rozpočtový rok 2023. Preto by som chcel ešte raz poďakovať Európskemu dvoru audítorov za jeho úlohu pri podpore našej práce. Zásady transparentnosti, zodpovednosti, parlamentného dozoru, riadneho finančného hospodárenia a právneho štátu musia byť a verím, že aj sú, v tomto Parlamente zdieľané. Pri kontrole rozpočtu postupujeme na základe príslušných nariadení o rozpočtových pravidlách a stanovených rozpočtových pravidlách. Základným prvkom je zásada zákonnosti a všetci dobre vieme, že je to naozaj veľmi čistý, veľmi technický a veľmi adresný postup. Je preto znepokojivé, ak do tohto prístupu sa naozaj zapájajú politické naratívy, ktoré vo svojej podstate na takéto platformy nepatria.”
“Aber ich glaube, dass wir in einer Europäischen Union, die als Motto „In Vielfalt geeint“ hat, immer wieder daran denken sollten, dass wir nicht anfangen dürfen, denjenigen in der Europäischen Union – das passiert schon an vielen anderen Stellen auf der Welt zu viel –, die vielleicht andere Meinungen haben als bestimmte Fraktion, hier den Eindruck zu geben, dass sie dadurch benachteiligt werden. Und ich fand, dass an manchen Stellen in dieser Debatte Kulturkampf entstanden ist, der Eindruck eines Kulturkampfes entstanden ist, der uns nicht gut ansteht. “Pro nás ostatní je absolutorium první impuls, impuls, aby se EPPO stal silný, efektivní a respektovaný pilíř evropské bezpečnosti a boje proti podvodům a korupci. “– Paní předsedající, vážený pane komisaři, vážený pane předsedo Evropského účetního dvora, dámy a pánové, jestli je v Evropském parlamentu jedna jediná instituce, na které se shodnou všichni zleva doprava, že odvádí skvělou práci, tak je to Úřad evropského žalobce (EPPO). Tento úřad opravdu za těch pár roků a měsíců předvedl fantastické výsledky. Odhaluje podvody, rozplétá složité korupční sítě, stíhá finanční zločiny spáchané na penězích evropských daňových poplatníků. A to je to, na čem tady opravdu záleží. Nejhlasitější kritici EPPO bývají často ti, kteří mají důvod se bát. My říkáme v České republice, že „potrefené husy kejhají jako první“, a můžeme to vidět ve všech členských státech.”

“By contrast, the principle of primacy of the EU law ensures that European law prevails over conflicting national legislation, a principle essential to the uniform application of the Treaties. However, the primacy cannot and must not override the supremacy of national constitutions. The CJEU does not have a mandate to override national constitutions. The EU is not a federal state, but a union of sovereign nations that have voluntarily agreed to share certain competences without surrendering their constitutional sovereignty. Yet in several recent rulings, including some involving Romania, the court asserted a form of jurisprudential federalism, expanding its authority beyond what was democratically agreed upon in the Treaties. This is not only legally unfounded, but democratically dangerous.”
“For that, I thank them. The report notes progress on transparency, especially by streaming some hearings live and publishing written submissions. We urge the Court to go further by broadcasting all hearings, archiving them online and allowing citizens to access case files. One issue that the report touches on only briefly – but which deserves deeper reflection – is the growing tension between the supremacy of national constitutions and the primacy of the EU law. The constitution of each Member State is the supreme law within its territory. It expresses the sovereign will of the people, affirmed through a referendum, and forms the basis of the national legal order.”

“Po pierwsze, chciałbym zauważyć niepokojącą, narastającą jednak tendencję Komisji Europejskiej do wkraczania w kompetencje państw członkowskich. Odpowiedzialność za zarządzanie budżetami krajowymi oraz polityką gospodarczą leżą w gestii poszczególnych państw, a nie centralnych instytucji unijnych. Komisja powinna pełnić rolę doradczą i kontrolną, a nie decyzyjną w sprawach, które wymagają uwzględnienia specyfiki narodowych interesów. Po drugie, również chciałbym zauważyć te niepokojące sytuacje związane z Radą Unii Europejskiej, która wykazuje brak zaangażowania w procedurę udzielenia absolutorium budżetowego. No i na koniec chciałbym zwrócić uwagę na funkcjonowanie Prokuratury Europejskiej, która niejednokrotnie budzi wątpliwości co do swojej efektywności, zgodności z zasadą subsydiarności.”

“Was mir schon ein Anliegen ist, ist ein Punkt, den Kommissar Serafin angesprochen hat: Nicht jeder Fehler ist Betrug, sondern wir haben oftmals so komplizierte Regelungen, dass es auch bei ernsthaften Bemühungen so manch einer Organisation und manch einer Universität oder einem mittelständischen Unternehmen schwerfällt, alle Regularien zu kennen, die wir erlassen haben, die sie zu befolgen haben. Aus diesem Grund teile ich auch Ihre Auffassung, dass wir manche Dinge ein Stück weit angleichen müssen, vereinfachen müssen. Aber eine Warnung gleich voraus: Nationale Pläne sind nicht das Ziel, denn wenn wir nationale Pläne machen, dann würde dieses Parlament de facto eine Art Frühstücksparlament werden, und wir würden uns zurückversetzen ins Jahr 1979.”

“Ich persönlich möchte mich auch bedanken bei den Schattenberichterstattern in meinem Bericht. Man glaubt es ja vielleicht gar nicht, wenn man die Debatte heute verfolgt hat, aber wir haben sehr konstruktiv zusammengearbeitet, und ich glaube auch – unabhängig davon, wie heute manche Punkte aufgerufen wurden –, dass wir es geschafft haben, tatsächlich auch ausgewogene Kompromisse zu finden. Und darum wird es gehen. Throughout the years, the Council has revised this, its initial proposal, on several occasions to come closer to a compromise. The Polish Presidency is open to a constructive move from the European Parliament in this regard. “This is a very important exercise which gives the true measure of the way European funds are implemented and managed. I take this opportunity to thank also the Commission, the Court of Auditors and all management and auditors at national level for their efforts in this sense. The Polish Presidency fully shares your approach stated in this year's CONT Committee draft Commission discharge report, which stresses the need for significantly better regulation efforts and simplification of Union policies and their funding. This is in line with the recommendation in the Draghi report to ease the burdens for European businesses and increase European competitiveness. Our common goal is to make sure that, especially in these uncertain times, the EU budget provides real value for our citizens and EU money is allocated to where we need it most.”
“We also finance – and you will find it maybe interesting – criticism of the Mercosur agreement, which as you know, is very close to the Commission agenda. We do it because we believe it is important to have a rich debate at European level about the policies that have to be pursued by the EU, and that's the whole logic of this approach. “I really also want to welcome the report from the European Court of Auditors. I think that on that basis, we should progress on the issue of financing for the NGOs while indeed stressing the importance of transparency. I would also like to say that at the Commission we are determined to adhere, as we have done until now, to the principles of transparency also in respect of the financing of NGOs. One last point: we need to have NGOs, intergovernmental organisations present in the public debate also here at European level. The Commission is offering that support not only for the organisations whose views we appreciate. I have heard a number of examples of financing for views and those who are criticising it clearly didn't like the line which was supported.”
“When we plan the future budget, we should indeed avoid a situation in which we have a number of programmes with overlapping objectives. If I take only the cohesion policy family, I can see the Cohesion Fund, I can see the Regional Development Fund, ESF+, the Just Transition Fund, the Modernisation Fund, INTERREG – separate legal basis, very often the same objectives, different eligibility criteria. So we should not be surprised that beneficiaries are making mistakes. But it's not fraud. Again, I want to stress it. On the question of the NGOs, which has also been present, I think that we have reached the point where we need to identify what the way forward should be. I really appreciate the draft of the report prepared by the CONT Committee that sketches out the way forward.”
