Yes, high ambition and free trade agreement is one of the deliverables, but also signature of the security and defence partnership, the launch of negotiations on a security information agreement, a comprehensive framework on mobility, deeper cooperation on clean energy and industrial competitiveness, trusted technology standards through the EU-India Trade and Technology Council, enhanced maritime and cyber cooperation. Er sagte: „die ungewählte und völlig unfähige Ursula von der Leyen“. Und Frau Vizepräsidentin, während ich das genauso gut in einen Point of Order hätte packen können – und jeder, der mich kennt, weiß, es juckt mir richtig in den Fingern –, kann ich nur sagen, dass ich dieses Verhalten und diese Rhetorik, die sich heute schon durch den ganzen Tag zieht und die in diesem Parlament immer häufiger vorkommt, unsäglich finde. Es ist ein Verstoß gegen den Respekt gegenüber den Verträgen, der in Artikel 10 Nummer 1 der Geschäftsordnung vorgeschrieben wird, wenn angedeutet wird, dass die Kommissionspräsidentin nicht demokratisch legitimiert wäre.”

Now, having discovered that Greenland is not merely scenery but real estate of considerable strategic value, the logic evolves. The fee is no longer sufficient, the Don now wishes to own the premises. This is not statecraft – it is the classic escalation of a protection racket. “Finally, on money markets funds, the Commission duly noted the recommendations by EU and international authorities and undertook further analysis showing that most MMFs in the EU already maintain levels of liquidity buffers above the regulatory minimum. We are exploring ways to ensure that these higher liquidity buffers are maintained by all MMFs in regular market conditions, and other measures to address liquidity concerns are also being implemented as part of the recent review of the UCITS and AIFMD directives. Honourable Members, the complexity of today's financial systems and the tensions in global relations require us to make sure our regulatory and supervisory framework fits into this new landscape, but we should not lose sight of what makes us strong.”
“The report also draws attention to the need to address dependencies of the European financial system on non-EU digital service providers and I could not agree more. Progress has already been made with the implementation of the Digital Operational Resilience Act, which introduced requirements for financial entities to map critical information and communication technology dependencies. It also established an EU-level oversight framework for critical information and communication technology third-party service providers, which oversees dependencies on non-EU providers. The European supervisory authorities have recently published a list of such providers.”
“The Commission believes that the market in crypto-assets regulation strikes the right balance between supporting innovation and mitigating risks when it comes to stablecoins, and at the same time we will continue to closely monitor market and policy developments in other key jurisdictions. The Commission services are closely working with European supervisory authorities and national authorities to ensure a consistent application of the regulation by Member States, among others, by providing guidance and monitoring that national implementing laws are not in contrast with the legislative text. Moreover, the Commission is planning a consultation later this year to gather views on the ongoing markets in crypto-assets regulation implementation and activities outside of its scope, such as decentralised finance.”
“As part of our ongoing work on macroprudential policies for non-bank financial institutions, we are also considering options to upgrade our systemic risk oversight to better understand those risks and the interconnected risks stemming from banks and non-bank activities. This should also lead to more regulatory and supervisory convergence and to better data sharing. We are also exploring the feasibility of more effective and well-coordinated tools for macroprudential authorities to address systemic risk, threats and spill-over risk across the EU. I would also like to take this opportunity to welcome the report's call for action in some specific areas.”
“It will include reflections on how to further advance on the banking union and address the undue complexity in the regulatory framework. We invite views about how the banking sector can enhance the competitiveness of the EU economy. The ECB recommendations on simplification are a useful input to the report – as pointed out by Vice-President de Guindos, they are an initial input and require much more work. This will also involve reaching out to stakeholders with a broad consultation. We will launch this consultation in the coming weeks. As the European Parliament's report points out, we need to address financial stability threats in today's complex financial markets, where the activities of banks and non-banks are increasingly interconnected. Systemic liquidity and leverage risks remain high.”
“I look forward to engaging in the coming months with the European Parliament to make significant progress on these files. Fragmentation on the EU market keeps capital markets, intermediaries and banks small compared to their international peers. These services need scale to be competitive. A lot of complexity derives from fragmentation – addressing fragmentation can foster cross-border competition in capital markets and banking, which benefits all consumers of financial services. That is what we want: good-quality services for a price that is as low as possible. This will also lead to a more competitive EU economy at large. Later this year, following up on our continued dialogue with stakeholders, the Commission will publish a comprehensive report assessing the competitiveness of our banking sector.”

“I hope, rapporteur, that you are not too sad that it's just you, me and the Commissioner speaking. Dear people of Europe, I want to explicitly align myself with the analysis of our rapporteur, Mr Van Overtveldt, because the independence of central banks is not an abstract economic preference. It's a hard learned lesson from European history. Independent central banks protect price stability. They anchor inflation expectations and they shield monetary policy from short term political pressure. The European Central Bank is a clear example of this principle in practice. Its independence is enshrined in Article 130 TFEU and its primary mandate, price stability, is deliberately narrow. Why? Because once governments can directly influence monetary policy, inflation becomes a political tool and citizens pay the price. So let us be clear.”

Solidarnost ne smije ostati samo načelo i zato uspostavljamo mehanizme koordinacije i, kada je nužno, obveznog slanja lijekova u države koje pate od nestašice. Der Rahmen zur Sicherung kritischer Arzneimittel stützt sich ganz klar und eindeutig auf Artikel 114 AEUV. Binnenmarkt, Lieferketten, Marktfragmentierung, das ist Lehrbuchstoff des Europarechts, das kann ich Ihnen als studierter Europarechtler sagen. Artikel 114 Absatz 3 verpflichtet uns ausdrücklich zu einem hohen Gesundheitsschutz-Niveau. Das steht da wortwörtlich drin. Und ja, Artikel 168 Absatz 7 AEUV bleibt selbstverständlich gewahrt. Niemand organisiert hier Krankenhäuser.”
