“Human rights issues are regularly on the agenda of the political and partnership dialogues. The security crisis in the two predominantly English-speaking regions of Cameroon exacerbates the problematic situation of the human rights in general, including the restrictions on media and journalists. We condemn all violations and abuses of the rights to the media freedom perpetrated by all the sides involved. It is essential to ensure that allegations of such violations are systematically investigated, whoever the perpetrators, in order to prevent impunity. In the run-up to the presidential election in October 2025, the space for free and independent media risks to further narrow.”
“Radio host Martinez Zogo was murdered in 2023, but the trial is still in the procedural phase, with lawyers having a limited access to the case documents. The EU strongly condemned the murder of Mr Zogo and urged Cameroon to ensure independent and effective investigations into the crimes committed against him. We emphasise again the crucial role played by free and independent media in Cameroon and across the world for democratic and free societies. The EU closely monitors the situation of journalists in the country and maintains regular exchanges with them. The EU is actively engaging with the Cameroonian authorities and civil society on human rights and democratic governance issues, including freedom of expression and freedom of media. On these issues, the EU continues to hold consultations with the government and relevant institutions.”
“– Mr President, honourable members of Parliament, strengthening media freedom and protecting journalists remain a long-standing key priority for the European Union. We always emphasise that states must take active steps to promote a safe environment for journalists and media workers, without interference and without fear of violence or persecution. Unfortunately, impunity for human rights violations and abuses against journalists remain far too widespread. The situation of human rights in Cameroon, an important partner of the EU in Central Africa, is deteriorating, and the space for independent media and journalists is shrinking. Independent journalists are particularly exposed to intimidation and violence, and several journalists were killed with impunity.”

“Honourable Members, let me be clear: the imperative of child protection and the right to gather peacefully are not in conflict. Nobody should have anything to fear from the right of freedom of association. I want to conclude by assuring you that the Commission will not hesitate to take further action to ensure respect for the rule of law and fundamental rights in Hungary and, indeed, in any other Member State. These are obligations that are core to membership of the European Union and have been signed up to explicitly by every member of the European Union, and we will act to uphold them every day in our work. 3-0343-0000”
“Turning to the Article 7 procedure, the Commission continues to share many of the concerns expressed by the European Parliament in its reasoned proposal triggering the Article 7(1) TEU procedure for Hungary back in 2018. The procedure covers a wide range of rule-of-law issues. The Council has held seven formal hearings on Hungary, most recently on 25 June last year. The next hearing in the Council is scheduled for next month and I look forward to participating in that discussion. The Commission will continue to closely monitor the situation of LGBTIQ people across our Union. It will always stand ready to participate in the procedure in the Council and it is of the view that the procedure should be maintained for as long as the underlying issues remain unresolved.”
“Democracy, equality, rule of law, freedom, human dignity and respect for human rights are indeed core values of the European Union, agreed by all EU Member States and enshrined in the Treaty on European Union and in our Charter of Fundamental Rights. These values must be respected every day in our work. I can confirm that, as announced in the 2025 Commission work programme, the Commission will present a renewed LGBTIQ equality strategy post-2025 by the end of this year. It will build on the progress achieved by the 2020-2025 strategy. It will focus on addressing the continued and persisting hate-motivated harassment and violence targeting LGBTIQ persons, including online, and banning conversion practices.”

In relation to the colleague who just said that the elites here in this House do not want a certain policy or a certain candidate – I think this is a blatant disrespect for the fact that we are all democratically elected officials, elected by the people of Europe. We are not elites – we are people from all political and societal backgrounds, and we have heard stuff like this for the whole week. I cannot take it any more. “Madam President, dear people of Europe, a few years ago I watched the Cologne Pride, and I saw a man dancing on a wagon, wearing a strap-on dildo, and right next to him two children on the sidewalk. And I thought to myself: maybe sex toys don't belong in a public parade. That would have been a proportionate response – one that respects the rights of the performer and the dignity of the children, one that the Hungarian Constitution demands. But banning Pride altogether? That's not about child protection; that's about hate and populist politics. And for that, President Orbán is willing to sell off the rights and the dignity of part of his own people, forgetting that he, as President, is meant to serve all the people. And that we will not let slide. We will be in Budapest.”
“Herr Präsident, liebe Menschen Europas! Der European Oceans Pact ist mehr als nur ein politisches Vorhaben. Er ist ein Versprechen, dass wir unsere Meere nicht länger nur ausbeuten, sondern auch bewahren. Denn unsere Ozeane sind CO2-Speicher, Nahrungsquelle, Biodiversitätsraum, also unsere wichtigsten Verbündeten im Kampf gegen den Klimawandel. Und deswegen genügen schöne Worte nicht. Wir müssen handeln – mutig, konkret und europäisch. Darum fordern wir: Eine europäische Null-Schadstoff-Strategie für die Meere, inklusive, konsequente Plastikreduktion und Mikroplastikverbot, strikte Fangquoten und Nachverfolgbarkeit, damit Fischerei wieder nachhaltig und transparent wird, und öffentliche Investitionen in die Meeresforschung sowie eine neue blaue Wasserstoffstrategie, die mit der Windkraft auf See Zukunftstechnologien verknüpft.”
“Les objectifs de recyclage des matières premières sont prioritaires pour la Commission. Nous estimons en effet que, d’ici 2030, plus de 25 % des 17 matières premières critiques et stratégiques que nous avons listées pourront être recyclées au niveau européen. C’est un premier pas. Aujourd’hui, on n’y est pas du tout, puisqu’une partie de nos matières premières part vers l’Asie pour y être recyclée, d’où elle nous revient reconditionnée. C’est le paradoxe de cette situation. Voilà, Madame la Présidente, en espérant ne pas avoir été trop long et être resté dans le temps imparti. Je me réjouis des discussions que nous pourrons avoir avec le Parlement européen, puisqu’un certain nombre de législations suivront quant à la mise en œuvre de ce pacte et aux réponses d’ordre pratique que nous pourrons apporter à notre industrie européenne.”
“Enfin – et je conclurai là-dessus –, la protection de nos secteurs, avec les instruments commerciaux. Je voudrais d’abord dire à Mme Grapini que d’autres secteurs suivront, puisque la Commission européenne a entamé un dialogue stratégique sur l’industrie de la chimie, qui est l’un des secteurs concernés par ce débat, avec des obligations pour nous de modernisation de nos infrastructures – 40 % de nos vapocraqueurs ont plus de quarante ans. Aujourd’hui, il faut pouvoir moderniser nos infrastructures et les rendre plus performantes en regard de la concurrence internationale et au regard de la compétitivité en Europe. Concernant l’évaluation de l’impact, sur les quarante-sept projets qui ont été proposés par la Commission européenne, dix concernent le recyclage.”
“Pour cela, nous avons décloisonné, notamment, le Fonds de cohésion, ce qui permettra, dans les mois et les années à venir, d’investir dans la décarbonation, mais également dans les infrastructures énergétiques, l’objectif étant aussi bien de multiplier nos interactions transfrontalières que d’améliorer et de moderniser les réseaux, et par là même de faire baisser les prix de l’énergie. L’octroi des permis est un point important, également. La Commission œuvrera dessus en permettant de raccourcir les délais pour l’installation des projets – notamment de décarbonation. On sait très bien que les technologies propres doivent en quelque sorte se raccorder aux industries énergivores pour pouvoir justement répondre à l’approvisionnement énergétique.”
“Nous avons pris en compte l’ensemble des enseignements qui nous ont été prodigués lors de cette période, avec les risques de dépendance et les risques accrus découlant de la situation géopolitique actuelle et des tensions diplomatiques qui surviennent aujourd’hui dans le monde. Les approvisionnements qui sont aujourd’hui sûrs peuvent devenir moins sûrs. Il en va donc de notre responsabilité de pouvoir, avec la Commission, traiter ce sujet-là. Nous l’avons fait avec 17 matières premières critiques et nous continuerons à le faire sur l’ensemble des secteurs. Il en va de notre responsabilité de prévoir l’approvisionnement de ces matières premières pour nos industriels. Deuxièmement, le prix de l’énergie. Il y a à la fois une stratégie à court terme, une à moyen terme et une à long terme.”
“Vis-à-vis du gaz russe – puisque la question est toujours de savoir pourquoi nous avons eu une crise inflationniste des prix de l’énergie -, l’objectif de la Commission est bien, aujourd’hui, d’éviter toute dépendance ou nouvelle dépendance, et cela concerne aussi les matières premières critiques. Nous entendons nous prémunir des risques quant à nos approvisionnements en matières premières critiques dans un certain nombre de secteurs stratégiques, y compris dans le domaine de l’acier, avec le renforcement, dès à présent, de la clause de sauvegarde. Il y a en effet urgence en la matière, et la Commission y répond.”

Dann möge er uns die Ermittlungsprotokolle offenlegen und uns zeigen, dass dieser Mann tatsächlich korrupt ist.”
“I cannot stress enough the online dimension of security: combating hateful, criminal and radical online content is a top priority for us. So is ensuring lawful access to data, while preserving privacy and cybersecurity. Here, I want to underline especially the need to protect our children online. We need a new legal framework on protecting children from sexual abuse online. I count on the co-legislators to advance the negotiations here very swiftly, and we will put forward also new initiatives to protect children from radicalisation, online recruitment of gangs and cyber bullying and other serious threats. Resilience is at the heart of all our security measures. We need a change of mindset towards a whole-of-society approach where each citizen, civil society, businesses and academia feel engaged and empowered.”

Our security will be further strengthened by the upcoming Democracy Shield, which will also lay out a comprehensive framework to protect and promote democracy in the European Union. We do not start from scratch. Our work will build on the existing vast European internal security architecture with many achievements already in place. We will reinforce partnership with the third countries contributing to global security. We will also make the EU more secure by reinforcing our capabilities, leveraging technology, enhancing cyber security and combating security threats decisively.”

“Mr President, all students in Europe will hate this idea, but we need new school subjects in all of the European schools. Before I elaborate, let me educate some colleagues like Mr Jongen, who struggles to read Article 1 of the Treaty on European Union or, for example, Article 23 of the German Constitution, which in fact set the aim of 'ever closer union'. But a Europe-wide school policy makes sense. What difference is there in teaching English, art, music or maths. And in the same way, all our European children need to understand these topics. All of our European children today need to be educated in two new subjects. The first one is digitalisation. All the possibilities and dangers of the digital realm need to be taught to them. And the second thing – and this is ever more important – is democracy. How does this Parliament work?”
“But the good news is that the tools that we need to solve these problems, to make us independent of fossil fuels, to decarbonise our economies, are also the tools that will make us more competitive. If we look at the deployment of renewable energy from 2021 to 2023, it saved us more than EUR 100 billion – more than EUR 100 billion! If we then also look at how connected we are, how connected our grids are, that rationality saves us more than EUR 30 billion a year on top of that. So yes, our energy prices are too high, but they would have been even higher had we not had the green transition that we are in the middle of going through in Europe. And we can do even better: we will deploy renewable energy faster, we will become much more energy efficient, and we will connect our energy systems in Europe much better.”

“In this regard, it's particularly important for the International Criminal Court to investigate the cases submitted by the Ombudsman of Nagorno-Karabakh and provide a judicial response to the cases of forced expulsion and ethnic cleansing committed by Azerbaijan against the Armenian population of Artsakh. As this violent approach by Azerbaijan has the whole Armenian community in its sights, I have a direct question to High Commissioner Kallas: are you ready to impose the same sanctions against Aliyev if he invades Armenia, as the European Union has imposed against Putin after the invasion of Ukraine? 3-0550-0000”
“– Mr President, Azerbaijan holds the painful record of having made a country disappear overnight without the international community paying too much attention. It's almost two years since Azerbaijan completed an ethnic cleansing of the entire Armenian population of Nagorno-Karabakh: it emptied the country of Armenians and replaced them with Azeri individuals. Furthermore, we cannot forget that Azerbaijan is an authoritarian state where any legitimate political dissent is cracked down. We must demand the release of the 23 Armenian prisoners of war who are being subjected to sham trials, violations of due process and trumped‑up charges.”

This is exacerbated by Azerbaijan's ongoing refusal to cooperate with the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment, and this, too, should be noted by this Parliament and the European Commission. The Red Cross, the only external organisation with access to these prisoners, has now been asked to withdraw from Azerbaijan and this, too, needs to be noted.
