The world today is facing growing challenges from terrorism. Terrorist attacks occur frequently and in many locations, resulting in heavy casualties and damage. Africa is also a victim of terrorism. Some countries and regions continue to suffer from conflict and war. As traditional and non-traditional security threats are interlinked, effectively enhancing peacebuilding in Africa to tangibly help the continent achieve lasting peace is a major challenge for the international community. In that regard, China would like to make the following points. First, it is imperative to vigorously help Africa to respond to the challenge of terrorism.

Thirdly, to strengthen good offices, coordination and communication, the Council should champion and advance the culture of peace and give full play to political means, such as preventive diplomacy, mediation and good offices to push for diplomatic solutions to crises and avoid the use or the threat of use of sanctions wantonly. While deliberating on some special topics, the Council should align and coordinate its efforts with those of the General Assembly, the Economic and Social Council and other United Nations bodies in order to avoid duplication. Secondly, it is imperative to emphasize consultation and collective decision-making. When it comes to decision-making at the Council and its subsidiary bodies, Council members should engage in adequate consultations in a bid to achieve consensus. The Informal Working Group on Documentation and Other Procedural Matters has adopted numerous notes by the President, made recommendations on improving the Council's annual report, maintained regular contact with the Peacebuilding Commission and strengthened interactions with countries that contribute troops to peacekeeping operations. All of these efforts have yielded good results. China supports the Council in its continued efforts to improve its working methods. We believe that attention should be given to the following three areas. First, key points should be highlighted to ensure their effect. I wish to emphasize the following four points. First, improvement in the security situation is the basis for Afghan stability. Peacekeepers are devoted to the noble cause of maintaining international peace and security, yet in the course of doing so a handful have been implicated in sexual exploitation and abuse in some countries, seriously damaging the reputation and contravening the purposes of peacekeeping operations. The African Union, the Economic Community of West African States, the Economic Community of Central African States and other regional and subregional organizations know best the realities of Africa and can therefore come up with responsive recommendations designed to protect civilians. Peacekeeping operations should pay attention to strengthening communication with the African Union and other regional and subregional organizations, fully use the role of these organizations and, with respect to the protection of civilians, listen carefully to their opinions and recommendations so as to support the resolution of African problems in an African manner.   23. The international community should strengthen the sense of urgency and the political settlement of regional hotspot issues, and ensure sustained protection for civilians in conflict areas. Peacekeeping operations should fully use their own advantages to actively promote the peaceful settlement of disputes, work with the related efforts of the international community to seek political settlement of hotspot issues, and create conditions and an environment conducive to advancing the process of political settlement of the hotspot issues. Fourthly, protecting civilians requires emphasis to be placed on the role of the African Union and other regional organizations. Secondly, when formulating the mandate to protect civilians, the Council should comprehensively take into account the prevailing circumstances and specific needs of host countries,as well as the conditions and capacities of the peacekeeping missions, and ensure that related mandates are specific, clear, realistic and viable. The Council should assess the implementation of the mandates by the mission in a dynamic manner and make timely adjustments in accordance with the changing circumstances. The international community should strengthen the capacity-building of the troop- contributing countries (TCCs) and ensure that peacekeeping missions acquire the equipment and resources needed for completing their mandate.   25. China supports the Council's discussing the topic of protecting civilians in peacekeeping operations. We would like to highlight several points. First, peacekeeping operations, when implementing the mandate of protecting civilians, should, on the premise of respecting the ownership of host countries, clarify their perimeters, conditions and limits; maintain objectivity and neutrality; ensure the recognition and support of the host countries and the international community; and form useful complementarity with the operations of host countries. Peacekeeping operations cannot replace the responsibilities and duties of host country Governments or parties to the conflict to protect civilians, and they should try to avoid becoming a party to the conflict.

Nevertheless, China's commitment to the peacekeeping cause is unflinching, and our support for United Nations peacekeeping operations will remain unswerving. United Nations peacekeeping operations are an important means of safeguarding world peace, security and stability. The Security Council adopted resolution 1265 (1999) in 1999, while more recently it has adopted many other resolutions and presidential statements on the protection of civilians in armed conflict, thereby establishing a legal framework for protecting civilians in armed conflict. Protecting civilians has also become a mandate conferred on United Nations peacekeeping operations.

And we listened attentively to the briefing by Mr. Peter Maurer, President of the International Committee of the Red Cross. The United Nations Multidimensional Integrated Stabilization Mission in Mali suffered terrorist bomb attacks on 31 May, in which the young Chinese peacekeeper Sheng Liangliang unfortunately lost his life. He had devoted his precious life to the cause of peace.

In December, at the Johannesburg Forum on China-Africa Cooperation, President Xi Jinping of China proposed 10 cooperation programmes, one of which involved enhancing cooperation between China and Africa in peace and security. President Xi Jinping has declared that China will continue to participate in United Nations peacekeeping operations in Africa, provide the AU with $60 million in assistance, support the African Standby Force and the African Capacity for Immediate Response to Crisis, and help African countries build their capacities in such areas as national defence, counter-terrorism, the prevention of explosions, and customs and immigation control. China is ready to work with all African countries to actively implement the outcome of the Johannesburg Forum and to support the AU in implementing its Agenda 2063.

We also hope that the United Nations will further support the African Standby Force and the African Capacity for Immediate Response to Crisis in addressing regional terrorism and piracy in the Gulf of Guinea so as to effectively increase the continent's overall collective security capacity. Internet providers must increase their self-discipline and raise their legal awareness and sense of responsibility by taking the initiative to take down the relevant content in a timely manner. Thirdly, we must enhance cooperation and strengthen the international counter-terrorism network. In combating the spread of terrorist ideologies and extremism, the primary responsibility of national Governments should be clarified and the leading and coordinating role of the United Nations and the Security Council must be brought into full play.

  44. A portion of the population in some countries, youth in particular, are swayed by terrorist ideology and extremism to commit extreme and terrorist acts that inflict severe harm. That has become a prominent trend in the current fight against terrorism. The international community should pay close attention to that and join hands to address it. First, it is imperative to eradicate the foundations of terrorist ideology. Terrorism is rooted in terrorist ideology and violent extremism. All countries should incorporate counter-terrorism into their national security and development strategies; oppose the use of distorted religious doctrines or any other means to incite hatred, discrimination, violence and other extremist behaviour; and resolutely combat such narratives and behaviour.

  45. A unified standard should be adhered to and no link should be made to any particular ethnic group or religion. Efforts should be made to abide by the purposes and principles of the Charter of the United Nations, build consensus among Member States, take coordinated and concerted actions, integrate political, economic, legal, cultural and educational measures and commit to eliminating breeding grounds for terrorism. If terrorism is not eradicated, the Syrian people will have no peace and the countries of the region will have no security. International cooperation in fighting terrorism must adhere to uniform standards and make full use of the leading and coordinating role of the United Nations and its Security Council. We should do all we can to fight all those identified as terrorists by the Council. Recently, terrorist groups have frequently used chemical materials as weapons, and the international community must come up with effective ways to respond to that issue as soon as possible. As a permanent member of the Security Council and a member of the ISSG, China has been working tirelessly to achieve a political settlement of the Syrian question.

  49. China appreciates the important role that has been played in that regard by Mr. Staffan dc Mistura, the Special Envoy of the Secretary-General for Syria. The more complex the situation in Syria, the more essential it is to pursue a political settlement without wavering, to insist on enabling the Syrian people themselves to decide their country's future and destiny and on the role of the United Nations as the main conduit for good offices, to firmly support the work of Special Envoy de Mistura and ensure that the next round of the peace talks in Geneva is resumed as soon as possible. The parties in Syria should work on the principle of addressing the easier issues first and moving to more difficult ones, meeting each other halfway, establishing mutual trust and gradually arriving at a solution acceptable to all.

  50. The international community and the parties concerned should adopt effective measures as soon as possible to consolidate the results that have been achieved so far. Other countries in the region should act in the interests of maintaining regional peace and stability generally and play a constructive role in achieving a full ceasefire and a halt to the violence in Syria. The members of the International Syria Support Group (ISSG) should work together and consult as soon as possible on specific measures for controlling the situation, thereby creating conditions conducive to advancing the political process in Syria and expanding humanitarian relief operations. The Geneva peace talks have recently managed to make progress despite difficulties and setbacks, with the parties to the talks reaching a preliminary understanding on some aspects.
