“The peace agreement between the Afghan Government and the Hezb-i Islami (Gulbuddin) should be implemented, which will serve as a model for further promoting national reconcil the country. The international community should continue its full support for an inclusive reconciliation process that is led and owned by the Afghan people and encourage the parties concerned in Afghanistan to launch peace talks as soon as possible. It is imperative for the international community to step up efforts in taking comprehensive measures to promote the peace and reconciliation process in Afghanistan so as to help the country overcome difficulties and get through this challenging period. “We hope that both parties will continue their positive response in order to relaunch negotiations at an early date. China is a staunch supporter of the just cause of the Palestinian people and an active mediator for peace between Palestine and Israel. In 2013, Chinese President Xi J inping put forward a four-point proposal for resolving the Palestinian issue. In 2016, Foreign Minister Wang Yi proposed three steps and deadlines for relaunching the peace process. China's Special Envoy on the Middle East Issue recently visited Palestine and Israel to encourage both sides to meet each other halfway. China is ready to step up its efforts with all relevant parties to promote an early, comprehensive and just solution to the Palestinian-Israeli issue so as to realize peace and stability in the Middle East. Today, 20 June, is World Refugee Day.”

“Based on the principle of land-for- peace, the two-State solution, the Arab Peace Initiative and the relevant Security Council resolutions, all parties should determinedly promote the peace process. Secondly, both sides should continue to demonstrate good will and resume talks without delay in line with the interests of the two peoples. They in effect share a common destiny. Only by resolving disputes and differences through dialogue and consultations and turning their swords into ploughshares will they be able to find an answer to the Palestinian question and the more fundamental issues concerning the Middle East.”

“The China-United Nations Peace and Development Trust Fund is now operational and will have a lifespan of 10 years. It will help the United Nations focus on peace and development projects in Africa. Currently, China has 2,600 peacekeepers deployed to seven missions, including Mali, the Democratic Republic of the Congo and South Sudan. China has dispatched escort vessels to the waters off the Somali coast and the Gulf of Aden in an effort to help regional countries fight piracy. We are ready to work together with the rest of the international community to fully promote cooperation between the United Nations and the African Union so as to achieve peace, stability and development on the African continent.”

“Last year, during China's presidency of the Security Council (see S/PV.7681), the Council adopted resolution 2284 (2016), on the drawdown of the United Nations Operation in Cote d'Ivoire (UNOCI), and resolution 2283 (2016), on the comprehensive lifting of sanctions against C6te d'Ivoire (see S/PV.7681). That fully reflected the affirmation of the Council and of the international community that there had been considerable improvement in the situation in Cote d'Ivoire. Since 2004, UNOCI has played an important role in maintaining peace and stability in the country. China commends the contribution of UNOCI and the positive efforts of Special Representative Mindaoudou since she assumed office.”

“When designing a protection of civilians mandate, the Council should take into account to the overall condition and requirement of the host country and the capacity and the conditions of the peacekeeping missions so as to ensure that the relevant mandate is clear, practical and feasible. Peacekeepers who commit sexual exploitation and abuse must be firmly punished. Regional organizations, such as the African Union, and international humanitarian agencies have comparative advantages and a unique role, which must be fully utilized. “With regard to cases of violations of international humanitarian law in armed conflict, such as human rights violations, threats to and attacks on health-care personnel and facilities, national Governments must take action to investigate and punish the perpetrators Thirdly, it is necessary to adopt a holistic approach and a working synergy. The civilian protection mandate embedded within United Nations peacekeeping operations, being an important means to protect civilians as it is, must strictly abide by the Council's mandate and should not be seen as a replacement for the responsibility and obligation to protect civilians that fall to our national Governments and the parties to the conflict.”

“Secondly, the Government and the parties to a conflict are duty-bound to protect the civilians. National Governments bear the primary responsibility when it comes to the protection of their civilians. Parties to conflict must respect international humanitarian law and implement all relevant resolutions of the Council, including resolution 2286 (2016); honour their obligation to protect civilians, medical workers and their facilities; and ensure that there is humanitarian access. With regard to the victims of armed conflict, it is incumbent on the Government and the communities concerned to protect their legal rights and dignity and help them to reintegrate into their communities.”

“Secretary-General Guterres has been actively campaigning for initiatives on conflict prevention and sustainable peace, which in our view is a valuable attempt to achieve the aforementioned goal. The international community should, working with one mind, implement the 2030 Agenda for Sustainable Development and tackle the deep-rooted causes of conflict. At the same time, it is necessary to advocate a culture of peace and the promote national reconciliation. As the core of the collective security mechanism, the Security Council should effectively shoulder its responsibility for maintaining international peace and security by working to promote dialogue and negotiation and sustaining efforts to find political solutions to hot spot issues, so as to keep civilians in armed conflict out of harm's way.”

“The situation has put the growing insecurity of local civilians and their medical care into sharper focus. As such, this issue has attracted much attention from the international community. China supports the international community in taking robust actions to provide safety and security to civilians, medical workers and their facilities. First, focus must be placed on conflict prevention and resolution so as to eliminate the root causes that jeopardize the safety of civilians, medical workers and their facilities in the first place. Countries must foster a sense of community and shared future and promote a paradigm of global governance based on joint consultations and contributions and shared benefits in order to build a peaceful and a stable international environment.”

“The Government of South Sudan should continue to actively implement the joint communique with the Security Council and its relevant resolutions, support UNMISS in carrying out its duties and properly address and resolve problems related to cooperation. The Chinese Government has always supported the peace process in South Sudan and provided assistance to its ability to South Sudan for its country- building efforts. To date, we have sent more than 1,000 peacekeepers to UNMISS. Not long ago, in response to the United Nations appeal, the Chinese Government provided assistance in the amount of $5 million through the World Food Programme and also provided, through bilateral channels, 8,750 tons of food to assist South Sudan respond to famine.”

“The international community should actively help South Sudan through increasing development and input relating to agriculture, infrastructure and natural resources; providing support for South Sudan in developing its economy; and improving livelihoods so that the South Sudanese people can benefit from the peace dividend. Fourthly, it is essential to strengthen the capacity- building of the United Nations Mission in South Sudan (UNMISS). We hope that the Secretariat and UNMISS will strengthen their communication with the South Sudanese Government, improve the capability of UNMISS to perform its duties and the effectiveness of its operations, and strengthen its ability to deal with complex situations, while taking effective measures to strengthen the security and safety of peacekeeping personnel.”
