Recently, the conflict between Palestine and Israel has further escalated, leading to a worsening security situation in East Jerusalem, the West Bank and Gaza. China is deeply worried about that development. We are concerned about the military crackdowns by Israeli forces, which have led to Palestinian civilian casualties, including women and children. The excessive use of force, which causes casualties among innocent civilians, is unacceptable. Returning violence for violence does not help resolve issues; instead, it will only erode mutual trust and exacerbate conflict and confrontation.

With respect to addressing issues of women and peace and security, United Nations agencies should give full play to the existing mechanisms, tapping their potential to improve their effectiveness. They should be cautious about setting up new mechanisms. At the Global Leaders' Meeting on Women that was held on last month, President Xi Jinping announced new commitments in support of the global cause of women. First, with respect to funds, China will donate $10 million to UN-Women to support the implementation of the Beijing Declaration and Programme of Action, as well as the relevant Goal of the post-2015 Sustainable Development Agenda.

In their rebuilding efforts, post-conflict countries should strengthen the rule of law, eliminate discrimination, bias and acts of violence against women; to vigourously promote gender equality; to remove the roots and soil in people's mindsets that inhabit women's peace and development; and to facilitate harmonious social development in post-conflict countries so that society will be more inclusive and dynamic. Fourthly, the existing mechanisms of the United Nations should be fully enabled to act so that each can play its own role, creating synergy. The Security Council should fully perform its primary role of maintaining international peace and security, with a focus on properly addressing women and peace and security.

The international community should help conflict-affected countries to actively carry out post-conflict reconstruction, and in the affected countries the focus should be on capacity-building and socioeconomic development in order to remove the root causes of conflict and ensure that women and the population as a whole will have a fair share of the dividends of development. The international community should provide development assistance and technical support to developing countries in their efforts to achieve gender equality and women's empowerment, and attention should be paid to providing guidance to women's organizations and civil society in playing a positive and constructive role. Thirdly, efforts should be made to shape a harmonious and inclusive social culture.

The international community should stand firmly by the values ofpeace, development and win-win cooperation; vigourously take forward the political process of the relevant conflict-affected countries to promote national reconciliation and resolve differences through dialogue and consultations; and provide security protection and humanitarian assistance to conflict-affected women. At the same time, effective measures must be taken to ensure that women have full rights to participate in every stage of peace processes and that their voice and demands are heard. Secondly, we need to tackle both symptoms and root causes in order to promote the simultaneous development of various issues in conflict-ridden countries, including women's issues and economic and social development.

With the efforts of the broad membership, of United Nations bodies and of regional and subregional organizations, the international community in recent years has made progress in implementing resolution 1325 (2000), with major achievements in promoting a greater role for women in peace and security. On the other hand, the present international security situation remains complex and grave. Regional conflicts crop up here and there. Women often bear the brunt of rampant terrorism and violent extremism. The international community has a long way to go in protecting women's rights in conflict. In that regard, I would like to stress the following points. First, we need to step up efforts to find political solutions to hotspot issues and foster an international environment favourable to women's development.

  9. The President of China Xi Jinping and representatives from over 140 countries, including more than 80 Heads of State and Government, attended the meeting. The summit was the first of its kind in which commitments on women were made at the State leadership level. It is another milestone of the international cause of women following the Beijing Conference and is of trailblazing significance. The leaders of countries committed to further implement the outcome of the Beijing Conference. That is of great and far-reaching significance for the development of the global cause of women. Resolution 2242 (2015), which was just adopted, also acknowledged the global summit on women.

I wish to thank Secretary-General Ban Ki-moon for his briefing, and the Executive Director of UN-Women, Ms. Mlambo-Ngucka, for hers as well. China has also listened attentively to the briefings by the representatives of civil society. This year coincides with the twentieth anniversary of the holding of the fourth World Conference on Women, and also with the fifteenth anniversary of the Security Council's adoption of resolution 1325 (2000). On 27 September, China and the United Nations jointly sponsored a global summit on women: the Global Leaders' Meeting on Gender Equality and Empowerment.

The current imperative is to support the efforts of the AU and IGAD, urge all South Sudanese parties to honour their ceasefire commitments in an effective manner and comprehensively implement the provisions of the agreement on schedule, firmly support the role of IGAD as the main conduit of good offices and actively provide assistance to IGAD in monitoring the implementation of the agreement. On the question of sanctions, China has always maintained that the Security Council should exercise caution. The Council's actions on South Sudan should consider the broader picture of the peace process in South Sudan and facilitate the implementation of the Agreement by all parties and the prevention of confrontation and conflict.

  13. Mr. Liu Jieyi (China) (spoke in Chinese): China voted in favour of newly adopted resolution 2241 (2015) on adjusting the mandate ofthe United Nations Mission in South Sudan (UNMISS). Under the active facilitation efforts on the part of the Intergovernmental Authority on Development (IGAD) and other international partners, parties to the conflict in South Sudan formally signed the agreement on resolving the conflict in South Sudan. The peace process in South Sudan has therefore entered a new stage. China welcomes that development. We appreciate the tremendous efforts undertaken by the African Union (AU) and IGAD in that regard. It is China's hope that resolution 2241 (2015) will play a vigorous and constructive role in moving South Sudan towards the early achievement of peace and stability.

  14. The international community should take an integrated approach, focusing on the eradication of extreme poverty, social unrest and armed conflicts as the root causes. At the same time, the will of the countries concerned must be respected. Communication and coordination with regional and subregional organizations are essential.   15. Mr. Liu Jieyi (China) (spoke in Chinese): China voted in favour of resolution 2240 (2015) on the question of illegal migration in the Mediterranean region just adopted by the Security Council. China understands the gravity and urgency of this question and hopes that the adoption of the resolution will contribute to an appropriate resolution to it. We also hope that Member States will implement the resolution in a comprehensive and accurate manner by scrupulously respecting the independence, sovereignty and territorial integrity of the countries concerned and giving top priority to saving innocent lives and protecting human dignity in strict compliance with the relevant rules of international law. The causes of illegal migration are complex.

The international community should deliver on its commitment of assistance to Haiti in support of the country's efforts to achieve accelerated economic and social development and to establish the rule of law, helping Haiti achieve poverty reduction and independent development in the near future. Thirdly, the United Nations Stabilization Mission in Haiti (MINUSTAH) should play its full role. Under the leadership of its head, Ms. Sandra Honore, the Mission has played an important role in promoting elections in Haiti and in enhancing Haiti's security and stability. We hope that the international community and the regional organizations concerned will continue to provide vigorous support and help for the elections in Haiti by providing monitoring and coordination on the basis of respect for Haiti's ownership role. Secondly, efforts should be focused on helping Haiti in its development. Lack of development is the root cause of Haiti's political and social problems. Only development can solve these problems and provide effective guarantees for the fundamental rights of the Haitian people. The Government of Haiti should take advantage of the current momentum in economic growth to scale up infrastructure construction, build its capacity in the fields of health, disease prevention and disaster reduction, safeguard food security and improve the humanitarian situation on the ground.

  19. The task of providing humanitarian relief to displaced people who need to be resettled remains enormous. Peacebuilding has a long way to go. China hopes that the international community will focus its assistance in the following three areas. First, active efforts should be made to move forward with Haiti's elections. The second round of the legislative elections, the presidential runoff and the local polls will take place on 25 October. Whether this round of elections will turn out to be successful will bear significantly on the political process in Haiti. China hopes that all the Haitian parties will refrain from violence, maintain their unity and work together to create a good atmosphere for the elections.

Thanks to the strong support of the international community and the preparations made in all walks of life in Haiti, the first round of the legislative elections took place in August. The elections as a whole were peaceful and orderly, which was positively received by the international community. Atpresent, the security situation in Haiti is stable. Its economy continues to grow. These are positive factors that are laying a foundation for the smooth conduct of elections in Haiti. Nevertheless, the situation in Haiti remains complex and fragile. Cases of cholera are on the rise.

The year 2015 marks the sixtieth anniversary of diplomatic relations between China and Afghanistan and is also the Year of China-Afghanistan Friendly Cooperation. We will continue to nurture the China- Afghanistan strategic cooperation partnership and we are ready to help the Afghan Government accelerate its economic and social development within the framework of the New Silk Road initiative. On 26 September, China, Afghanistan and the United States will jointly hold a high-level meeting on Afghan peacebuilding and regional cooperation.

In July 2015, at the Council of the Heads of State of the Shanghai Cooperation Organization, President Xi Jinping of China said that the Shanghai Cooperation Organization needed to properly respond to the Afghan situation, strengthen cooperation with Afghanistan in the security sector and help Afghan security forces strengthen capacity-building. The rebuilding of State institutions and the economic and social development of the country continue to face challenges and complexities and require long-term effort on the part of various sectors within Afghanistan. Also required is the international community's assistance and support based on respect for Afghanistan's sovereignty, independence and territorial integrity. I would like to emphasize the following points. First, China supports the Afghan National Unity Government in the effective exercise of authority and in the strengthening of its governance. In July 2012, at the fifth ministerial conference of the Forum on China-Africa Cooperation, China put forward the Initiative on China-Africa Cooperative Partnership for Peace and Security, aimed at enhancing the AU's capacit-building in peace and security, improving its capacities in peacekeeping operations and combatting terrorism and piracy. The Initiative covers Chinese financial support to the AU for conducting peacekeeping operations and building the African Standby Force. It also covers strengthened training for African Union peace and security officers and peacekeepers. With the efforts of both sides over the past three years, there has been positive progress in implementing the initiative.

All countries are becoming increasingly interdependent and share a common destiny.

China is also carefully studying the recovery plan of the three West African countries and the Mano River Union, and is actively considering a new round of assistance measures.   39. As ofJuly, the Chinese medical assistance team had tested over 5,000 virus samples and treated over 800 patients. China has also helped the affected countries train over 13,000 medical workers. Recently, Foreign Minister Wang Yi of China visited Sierra Leone, Guinea and Liberia to obtain first-hand information on the results achieved by the three countries in combating the epidemic and to learn about the needs and aspirations of the three countries in terms of their post- Ebola economic and social reconstruction.

Ever since the outbreak of the epidemic, China has been among the first to provide assistance and has delivered the most large-scale foreign assistance in the health sector in its own history, thereby playing a leading and promoting role in the international response to the epidemic. On numerous occasions, China has dispatched large chartered planes to the three West African countries to deliver goods, with a cumulative value of $120 million, in the four rounds of assistance to the affected countries and 13 neighbouring countries. China has also dispatched over 1,200 epidemic disease-control experts and medical workers, and also helped Sierra Leone and Liberia to build a biosafety laboratory, an Ebola treatment centre and other important facilities.

United Nations bodies such as the Security Council and WHO, as well as international financial institutions such as the World Bank and the International Monetary Fund, should strengthen coordination, bring their own own advantages into full play, and continue to support the African Union, the Economic Community of West African States, the Mano River Union and other regional organizations in playing their special roles in preventing and controlling the epidemic. The fundamental reason for which the virus was able to run rampant throughout the region is poverty. Only eradicating poverty and achieving development as soon as possible can ensure a solid material basis for preventing the epidemic from recurring.

Ithank Dr. Margaret Chan, Director- General of the World Health Organization (WHO), and Dr. David Nabarro, Special Envoy of the Secretary- General on Ebola, for their briefings. I listened carefully to the statements made by Ambassador Antonio, Mr. Thoresson and Dr. Fallah. The Ebola epidemic broke out in West Africa in late 2013. It was the most severe outbreak of the disease, with the broadest geographical scale and the longest duration, in the 40 years since the virus was first discovered. The virus has posed not only a serious threat to the lives, health and security of the inhabitants of the affected countries, but also challenges to the economic and social development of those countries.

  48. China expects the Secretary- General soon to submit his report on the establishment of the Joint Investigative Mechanism, as called for in resolution 2235 (2015). A political settlement is the only way to resolve the Syrian issue. At present, Special Envoy De Mistura is working tirelessly to advance a political settlement to the Syrian issue. The international community, and the Security Council in particular, should stay the course, never waver in striving for a political solution and unanimously support the United Nations role in that process, and Secretary-General Ban Ki-moon and Special Envoy De Mistura in their good offices.

  49. Mr. Liu Jieyi (China) (spoke in Chinese): China welcomes the Council's unanimous adoption of resolution 2235 (2015). China's position on chemical weapons is clear and consistent. We resolutely oppose the use of chemical weapons by anyone in any circumstance. We express our concern over the use in Syria of chlorine gas as a weapon, as verified by the Organization for the Prohibition of Chemical Weapons (OPCW). We support the objective, just and professional investigation of that incident and bringing the perpetrators to justice when there is hard evidence. In that process, the independence, sovereignty and territorial integrity of Syria must be respected and the OPCW and the United Nations should play their full roles in the investigation.

The international community should also support the Office of the United Nations High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States in playing a greater role and stregthen its monitoring of the implementation of various mechanisms and initiatives. Helping SIDS pursue comprehensive development is a requirement of the global cause of development. It is also a shared responsibility of the international community. We support the efforts of SIDS to accelerate their own development and to improve their situation. We are ready to join hands with the international community to make a greater contribution to the maintenance of social order and the achievement of development and prosperity in small island developing States.
