“We encourage the two sides to continue to push ahead with the dialogue process and to seek a lasting solution of the Kosovo question in order to safeguard the security and stability in the Balkans and Europe region at large. China appreciates the work undertaken by the United Nations Interim Administration Mission in Kosovo (UNMIK) under the leadership of Special Representative of the Secretary-General Zarif, and supports UNMIK in continuing to implement its Security Council mandate. We hope that the international presence, including UNMIK, the European Union Rule of Law Mission in Kosovo and the Kosovo Force, will step up its coordination and play a positive and constructive role in promoting an appropriate settlement of the Kosovo issue. “China has always maintained that it is imperative to follow the policies and principles of the Charter of the United Nations and within the framework of the relevant Security Council resolutions to carry out dialogue and negotiations to reach a proper settlement that is acceptable to the parties concerned. China appreciates Serbia's active effort in search of a political settlement of the Kosovo question and welcomes and supports the continuation of pragmatic and constructive dialogue between Belgrade and Pristina to implement the agreements already reached by the two sides on energy and the exchange of personnel. Thanks to the joint efforts of the various parties, the security situation in Kosovo is generally stable.”

“However, much to our distress, the situation in eastern Ukraine has not improved but, on the contrary, escalated, resulting in a considerable loss of civilian life and property. China is deeply concerned at the recent developments in the situation. The deterioration of the situation in eastern Ukraine is not in the interest of any party. What is most urgent now is for all parties to be calm and exercise restraint so as to avoid any further escalation of the conflict or confrontation, to bring about a ceasefire and stop the violence in eastern Ukraine and to implement comprehensively the Minsk agreement reached in September. All of the parties concerned must make effective efforts to achieve the aforementioned objectives.”

In recent days, we have witnessed a drastic deterioration in the situation in eastern Ukraine, with frequent clashes and attacks that have caused heavy casualties among civilians, including women and children. China condemns all violent attacks aimed at civilians and expresses its condolences to the victims and its sympathy to their families. We support the conduct of an objective investigation of the relevant attacks to determine the truth and bring the perpetrators to justice. Last week, the Security Council held a public meeting on the question of Ukraine (see S/PV.7365). The relevant Member States called on the parties to the conflict to take effective measures to as to avoid any escalation of the conflict or confrontation.”

In post-conflict countries and regions, the international community should prioritize reconstruction in all development, political and security areas, with special attention to the promotion of coordinated economic and social development. The key is to not only provide help to post-conflict countries but to also develop their ability to help themselves. The governance capacities of the countries involved need to be effectively strengthened and their ability to provide basic services enhanced so that development and reconstruction can be advanced in all sectors. “Developed countries should further assist developing countries in official development assistance, debt relief, market openness and technology transfer and help them to achieve the objectives of poverty eradication and the promotion of development. “Secondly, with regard to promoting synergies among the countries involved and other relevant parties, peacebuilding is a project involving system engineering and requires the broad participation of national Governments and other players. The United Nations should help national Governments to play the central role in deciding their own peacebuilding priorities and, at the same time, encourage the countries involved to strengthen their communication and coordination with other relevant parties so as to take into account the opinions of all parties and synergize their efforts. Thirdly, with regard to strengthening integrated management in an effort to rationally allocate resources and enhance efficiency, Member States, regional organizations and specialized agencies all play an important role in peacebuilding.”

“First, with regard to respect for the leadership role of the countries involved, United Nations peacebuilding operations should follow the nationally owned, nationally led and nationally driven principle. The timing of peacebuilding should be decided in light of local situations. The programme of work should be tailored to the specific needs of the countries involved and formulated with a priority focus on backing the relevant efforts of the countries involved and should assist them in strengthening institutional and capacity- building so as to address the root causes ofthe conflicts. The national initiative and dynamism of the countries involved should be brought into play. Efforts should be made to avoid simply copying the peacebuilding models of other countries.”

“The Peacebuilding Commission has earnestly implemented relevant General Assembly and Security Council resolutions, successfully held its first annual meeting, started preparing for the 2015 comprehensive review of the peacebuilding architecture, and focused the attention of the international community on the impact of Ebola on peacebuilding. China commends the Peacebuilding Commission for its work and Ambassador Patriota for the leadership role he played as Chair of the Commission. At the same time, we should not lose sight of the fact that United Nations peacebuilding is still in an exploratory stage and has room for improvement and is faced with many difficulties and challenges. China believes that for the next phase of peacebuilding work the United Nations should focus on the following four areas of work.”

“This year, Minister for Foreign Affairs Wang Yi of China proposed five points for resolving the Palestinian-Israeli conflict. China supports the just cause of restoring the legitimate national rights of the Palestinian people; establishing a fully sovereign and independent State of Palestine, based on the 1967 borders and with East Jerusalem as its capital; and Palestine's accession to membership of the United Nations and other international organizations. China hopes that Palestine and Israel will resume peace talks as soon as possible, end the occupation at an early date and achieve peaceful coexistence. The Middle East peace process is now in deep stalemate and the tensions between Palestine and Israel persist.”

“Mr. Liu Jieyi (China) (spoke in Chinese): China voted in favour of draft resolution S/2014/916 on the question of Palestine submitted by Jordan on behalf of the League of Arab States. The draft reflects the reasonable demands of the Arab States, including the Palestinian people, and is in accord with the relevant United Nations resolutions, the principle of land for peace, the Arab Peace Initiative, the road map for peace in the Middle East, and China's consistent position. We express deep regret over the failure of the draft resolution to be adopted. China is highly attentive to the Palestinian-Israeli question and has always made constructive efforts to advance the Middle East peace process. In 2013, President Xi Jinping of China put forward four proposals on the Palestinian-Israeli question.”

“We hope that the members of the Council and the relevant parties will place priority on the overall interests of denuclearization and the maintenance of peace and stability on the Korean peninsula, exercise restraint, make greater efforts conducive to the easing of tensions, avoid mutual provocation and refrain from any rhetoric or actions that may lead to an escalation of tensions. China will continue to work to realize a denuclearized peninsula, maintain its peace and stability, and address issues through dialogue and consultation. This position is clear and firm.
