“China has taken an active part in United Nations peacekeeping operations in Africa, with 2,600 peacekeepers currently serving in Africa. We have also participated actively in combating piracy and in escorting commercial ships offthe coast of Somalia. In 2015, the China-Africa Cooperation Forum developed 10 major China-Africa cooperation plans, which cover economic and social development as well as peace and security. In the areas of peace and security, China will focus on enhancing Africa's peacebuilding capacity, including supporting the establishment of a standby force and a rapid reaction force of Africa. Currently, the relevant work is well under way. The Belt and Road initiative proposed by China will help Africa realize its own development and solve the root causes of conflicts.”

“The United Nations peacekeeping operations in Africa must uphold the basic principles of peacekeeping, respect the sovereignty of host countries, take into account all factors, such as the practical needs of host countries, the security environment and the mandate's goals, design well-targeted mandates for peacekeeping missions, and adjust the priorities and the focus of work for different phases. The Secretariat needs to take effective measures to improve its command system for peacekeeping operations in Africa; increase the efficiency of the missions; take measures to ensure the safety and security of peacekeepers; enhance early- warning capacity to deal with security threats; and provide adequate logistical guarantees. China has been a firm supporter of the efforts of African countries to address African issues in African ways.”

“Secondly, we need to effectively support peace operations conducted by the AU, which represent an important means for responding to crises in the African continent and provide a welcome supplement to United Nations peacekeeping operations. The actions taken by the AU in Somalia, the Lake Chad basin and the Sahel have played an important role in addressing the crises there. However, AU peace operations are faced with difficulties in terms of personnel, funds and resources. Not long ago, the Secretary-General and the Chairperson of the AU Commission submitted their respective reports to the Security Council on support for AU peace operations, which called on the Council to consider models of United Nations financing of AU peace operations.”

“Terrorist groups, such as the Islamic State in Iraq and the Sham and Al-Qaida, are infiltrating the heartland of the continent and are engaging in rampant terrorist activities in collusion with other terrorist organizations, such as Boko Haram and Al-Shabaab. Some African countries suffer from sluggish economic growth and are beset with problems of unemployment, poverty and refugees. In the face of those difficulties, Africa is not fully equipped for the tasks of conflict prevention and resolution and the maintenance of peace and security, and AU peace operations are constrained by inadequacies in financial resources, equipment, technology and management systems. The international community must vigorously help Africa solve those difficulties and support the continent in its capacity- building in the areas of peace and security.”

It will give strong impetus to the full implementation of the Final Agreement for Ending the Conflict and Building a Stable and Lasting Peace in Colombia. “The deployment of the Terminal High Altitude Area Defense system in North-East Asia seriously undermines the strategic security of the countries of the region, including China. As such, it is not conducive to denuclearizing the peninsula or achieving regional peace and stability. China urges the countries concerned to cancel its deployment immediately. The denuclearization of the Korean peninsula and the achievement of lasting peace and stability there are in the interests of all. We hope that the parties concerned will work together with China and duly play their roles and shoulder their responsibilities, with a view to getting the Korean peninsula issue back on the track of peaceful dialogue as soon as possible. “The current situation on the peninsula is complex and sensitive, and the dialogue process is at a standstill. China and Russia's joint initiative is aimed at addressing both the symptoms and the root causes and at taking integrated measures to strive for a solution. It is objective, fair, reasonable and feasible. We hope that it will have the support of the international community and help to open a realistic route to resolving the problem of the Korean peninsula. The Security Council resolutions regarding this issue contain explicit provisions forbidding any launch by the Democratic People's Republic of Korea using ballistic-missile technology. The Democratic People's Republic of Korea's launch of a ballistic missile on 4 July was a flagrant violation of the relevant Council resolutions and defied the will of the entire international community. China finds it unacceptable and strongly urges the Democratic People's Republic of Korea to abide strictly by the decisions of the Security Council and to put a stop to any rhetoric or action that might further exacerbate tensions on the peninsula.”

“The needs of developing countries for international systems in non-proliferation should be effectively met. Fourthly, we need to take a multipronged approach to implement resolution 1540 (2004) comprehensively and effectively. Resolution 1540 (2004) was the first of its kind adopted by the Security Council specifically concerning non-proliferation, and it represents the common understanding of all countries in connection with non-proliferation. The Committee established pursuant to resolution 1540 (2004) needs to strictly abide by the mandate conferred upon it by the resolution, continue to take forward the spirit of cooperation, focus on strengthening its assistance function so as to enhance the awareness and capacity of Member States in implementing the resolution and promote international cooperation in the area of non-proliferation.”

“We need to respect and provide support to countries - based on their specific circumstances - in their efforts to formulate non-proliferation policies, improve legal and regulatory systems on non-proliferation and enhance capacity- building in non-proliferation law enforcement with a view to building a strong line of defence. All countries must actively participate in global non-proliferation governance, While ensuring the respect for the sovereignty of all countries engaged in exchanges and mutual learning, as well as pragmatic cooperation in an open, inclusive, mutually beneficial and win-win spirit so as to improve the capacity and the level of non-proliferation of all countries.”

“We need to abandon the Cold War mentality; establish a new concept of common, integrated, cooperative and sustainable security; improve the security environment of all countries; and eradicate the breeding grounds of terrorism and proliferation activities as soon as possible. “Over the past several years, the international non-proliferation situation has remained serious with certain regional hotspot issues concerning proliferation defying a solution. Technological progress has lowered the threshold of proliferation, and the risk of non-State actors, especially terrorists, acquiring WMDs and related materials has increased. The international community needs to work together and do a better job in the following areas of global non-proliferation governance. First, we need to build political consensus and a process for addressing both the symptoms and root causes of the problem.”

“On the basis of the universal participation of and democratic consultation among countries, having the United Nations and the relevant international organizations coordinate in non-proliferation efforts can help strengthen and optimize the international non-proliferation regime. Fourthly, dialogue and cooperation are the most effective way to advance international non-proliferation. Confrontation, the focus on sanctions and pressure can only lead to the escalation and overspill of conflicts, thereby further exacerbating the risk of proliferation. Dialogue, consultation and seeking peaceful settlements of regional hotspot issues of proliferation through political and diplomatic means can produce more durable and effective results.”

“Secondly, justice and balance constitute the basic principles in advancing international non-proliferation. Unilateralism, double standards and discriminatory practices are detrimental to the authority and effectiveness of the international non-proliferation regime. “In recent years, thanks to the joint efforts of the international community, the international consensus on non-proliferation has grown in depth and the relevant mechanisms have kept improving. Countries have scaled up capacity-building in non-proliferation and deepened cooperation in this area. Reviewing past experience in international non-proliferation, we can draw the following four lessons. First, seeking common security is a fundamental way to advance international non-proliferation. Creating a peaceful and stable international environment, building security architecture that features fairness, justice, joint contributions and shared benefits, and seeking common security for all countries represent the ultimate guarantee for the elimination of the driving forces of terrorism and proliferation.”

The non-proliferation of weapons of mass destruction (WMDs) and their means of delivery bears on international peace, security and stability.
