Efforts should also be made to promote South-South cooperation, explore innovative means of funding, strengthen infrastructure development, establish interconnectivity and promote the common development of SIDS. The foreign debts of SIDS should be reduced so that their own development capacity can be increased. Developed countries should honour their commitments in the areas of resources and capacity-building and step up the transfer of technology so as to help those countries to respond to special challenges, such as climate change. Secondly, the non-traditional security threats faced by SIDS should be properly addressed. Since development holds the master key to a solution to all problems, the international community should step up the implementation of the measures found in the Barbados Programme of Action, the Mauritius Strategy, the SIDS Accelerated Modalities of Action, and the outcome document of the United Nations Conference on Sustainable Development, designed to help SIDS achieve sustainable development. In the meantime, efforts should be made to establish, develop and deepen partnerships with SIDS and establish mechanisms, in order to further open markets to SIDS in support of their participation in the global economy and international economic and technical cooperation. All ofthat will create an inviting environment for the development of SIDS.

China welcomes Foreign Minister McCully to New York to personally preside over the meeting. SIDS represent a major driving force in promoting the realization of global peace, security and development. In recent years, SIDS have become united and strong and active in international cooperation and thus have made major contributions to the maintenance of global peace and promotion of common development.

China participated in the consultations on the draft resolution and has all along called on the members of the Council to remain united and meet one another halfway, accommodate one another's concerns and avoid political confrontation. If the Security Council could have achieved consensus on the next step to be taken concerning that incident, it would have sent out a positive signal to the effect that the international community was maintaining a common position on this issue. It would also have helped to establish the truth of the incident as soon as possible. Under circumstances in which some members of the Council still have major concerns about the draft resolution, to forcibly push forward a vote could only result in division among the States members of the Council.

  9. Mr. Liu Jieyi (China) (spoke in Chinese): A year ago, Malaysia Airlines Flight MH-17 crashed in eastern Ukraine, killing all 298 people aboard. China is deeply saddened by that tragedy and wishes once again to express its sympathy to the bereaved families of the victims and to the countries concerned. We support, in accordance with resolution 2166 (2014), the holding of an objective, impartial and independent international investigation into the incident and the bringing of the perpetrators to justice. The current focus should be on establishing the truth behind the incident and seeking justice for the victims. China understands the feelings of the sponsors of the draft resolution and in particular those of the bereaved families of the victims of the crash of Flight MH-17, as well as their urgent desire that the perpetrators be punished.

  13. A new chapter has also begun on Iran's relationship with all sides. The conclusion of the Joint Comprehensive Plan of Action brings far-reaching inspiration to contemporary international relations. First, the setting up of a new type of international relationship centred on mutual benefit and win-win outcomes has a strong vitality. The Iranian nuclear issueconcerns the immediate - and even core - interests of all sides. Without a multi-win and all-Win spirit, the Joint Comprehensive Plan of Action would not have been achieved. Even if it had been, it would not have lasted for long. Secondly, it is essential to stay the course in seeking political solutions to major issues. However the difficult the process may be, a political solution is always the only practical and viable path.

Mr. Liu Jieyi (China) (spoke in Chinese): A few minutes ago, the Security Council unanimously adopted resolution 2231 (2015), on the Iranian nuclear issue, endorsing the Joint Comprehensive Plan of Action reached on that matter by the P-5+l - China, France, the Russian Federation, Germany, the United Kingdom and the United States of America - in Vienna on on 14 July. In spite of ups and downs, the efforts made with regard to the Iran nuclear issue over more than the past 10 years have finally resulted in a political solution. With the conclusion of the Joint Comprehensive Plan of Action, the international nuclear non-proliferation regime has been safeguarded. Iran has made a political commitment not to develop nuclear weapons, while at the same time it has been given the legitimate right to the peaceful uses of nuclear energy.

The economy is growing and political process and the rule of law are making headway. Bosnia and Herzegovina is an important country of the Balkans. The interests of the region and the international community at large are served by the maintenance of peace, stability and development and the achievement of harmonious coexistence among all ethnic groups there. This year marks the twentieth anniversary of the Dayton Peace Accord.

China believes that the Council members can continue their exchange of views on the draft resolution, but should refrain from hasty actions.

  22. China appreciates the work done by the African Union-United Nations Hybrid Operation in Darfur (UNAMID) in helping to stabilize the situation, promote peace talks and protect civilians. China has always maintained that a United Nations peacekeeping operation should fully respect the sovereignty and territorial integrity of the country concerned, fully heed the views of the country concerned and, in keeping with changes in the local situation and actual needs, adjust its mandate and scale. The Security Council should attach importance to the position of the Sudanese Government on the need for an exit strategy to be formulated for UNAMID. We welcome and support the setting up of a joint working group on this issue between the United Nations Secretariat, the Sudanese Government and the African Union.

The international community should urge the parties concerned, especially the rebel forces in Darfur, to adhere to a path leading to a political solution, to participate in and implement the Doha Document for Peace in Darfur and to achieve an early and comprehensive solution to the question, so as to lay a foundation for the development and reconstruction of the region.

  24. Fourthly, it is important to ensure that the Commission's advisory function is fully realized. The PBC has a great amount of information at its disposal, as well as a deep understanding of such subjects as how to consolidate peace and strengthen host countries' capacities and institution-building.   26. It is important to focus on strengthening communication with host countries and to make timely adjustments that accord with their Views. Secondly, it is important to tailor interventions so they can adapt to changing circumstances. Post- conflict countries can find themselves in many different situations, and peacebuilding efforts should therefore come up with strategies that are country-specific, based on the circumstances and needs prevailing in individual host countries. Social reconciliation and economic and social development are key to ensuring lasting peace, and should be a natural focus for peacebuilding. While work can also be done in other areas, it should accord with host countries' needs and does not have to be all- embracing, thus avoiding the mistakes of efforts that are penny-wise and pound-foolish.

At the beginning of this year, the Security Council and General Assembly jointly launched a comprehensive review of the peacebuilding architecture of the United Nations, aimed at further improving our peacebuilding efforts and promoting the PBC's comprehensive implementation of the mandates of the Council and the Assembly. In that regard, I would like to make the following points about our peacebuilding work. First, it is essential that we insist on ownership by the countries concerned, since that represents the foundation of peacebuilding efforts and the best way to ensure results.   28. A couple of days ago the PBC successfully held its annual session, during which there were in-depth discussions onsuchtopics as financingforpeacebuilding, and significant consensus was reached. Today we are seeing traditional and non-traditional security threats intertwined, with conflicts in some countries spilling over to others in a major way, while some post-conflict countries are dealing with the risk of relapse back into conflict. Consolidating the peace that has already been achieved in such countries and attaining comprehensive economic and social development - these are the issues that the international community must reflect on in depth.

Establishing a peacebuilding architecture has been extremely important to the ability of the United Nations to effectively fulfil its obligations under its Charter. As the primary entity of that architecture, the Peacebuilding Commission (PBC) has actively coordinated the international community's support to countries emerging from conflict, intensified its contributions to peacekeeping, supported the countries of West Africa in responding appropriately to the Ebola epidemic, promoted a comprehensive review of the peacebuilding architecture and generally done a great deal of productive work.

While respecting the independence, sovereignty and territorial integrity of Afghanistan, the international community should proactively support the country's new Government as it creates its administrative programme, honour its aid commitments and strengthen Afghanistan's self-reliance in working to achieve social and economic development. We support the efforts of the United Nations and the United Nations Assistance Mission in Afghanistan (UNAMA) to address the country's issues. Afghanistan is faced with the arduous task of restoring national stability and achieving comprehensive social and economic development. This year, 2015, marks the beginning of its Transformation Decade. Thanks to the joint efforts of the Afghan Government and people, significant progress has been made in maintaining stability and promoting development, and the Transformation Decade is off to a good start.

In post-conflict rebuilding efforts, comprehensive measures must be taken to ensure that child victims of armed conflicts are smoothly reintegrated into society and to provide a favourable, secure and social environment for the health and growth of children. UNICEF, UNESCO, the World Bank and other relevant agencies should draw on their respective advantages, strengthen coordination and cooperation, and support the countries involved in conflicts in their efforts to eliminate poverty, provide universal education and promote sustainable development. Fourthly, we must give priority to resolving the issue of child abductions in armed conflicts.   43. Barbaric acts against children are still occurring from time to time. In particular, the phenomenon of child abduction in armed conflicts has become increasingly acute and should command the serious attention of the international community. Parties to conflicts are responsible for the full protection of children in armed conflict. China supports the unrelenting efforts of the international community to protect children in armed conflicts. I would like to emphasize the following points. First, we need to tackle the issue at its roots by providing a sound environment for the growth of children. The best way to protect children in conflict is to prevent, reduce and resolve conflicts at their roots. That is far more meaningful than remedial measures after the eruption of conflict.

I thank Secretary- General Ban Ki-moon, the Special Representative of the Secretary-General for Children and Armed Conflict, Ms. Zerrougui, and the Deputy Executive Director of UNICEF, Ms. Brandt, for their briefings. China also listened attentively to the statement by the non-governmental organization representative. Children are the future and the hope of the world. They are also the most vulnerable to violations and abuses. Children are bearing the brunt of armed conflict in many parts of the world.

  46. For some time, the overall situation in eastern Ukraine remained stable and a ceasefire was generally observed. Recently, the situation in eastern Ukraine has again deteriorated. China calls on the parties concerned to keep calm, exercise restraint, consolidate the hard-won ceasefire and press ahead with a political settlement of the Ukrainian crisis in order to achieve peace and tranquillity in Ukraine at an early date. The international community should make joint efforts in that direction. The Council's discussion should also play a constructive role in that regard. China has always respected the sovereignty and territorial integrity of all countries, including Ukraine, and it believes that dialogue and consultations are the only solution to the Ukrainian issue.

In February, the leaders of Russia, France, Germany and Ukraine reached an important consensus in Minsk on the political settlement of the Ukrainian crisis. The Security Council unanimously adopted resolution 2202 (2015), endorsing the package of measures for the implementation of the Minsk agreements by the parties concerned, which reflected support for a political settlement of the Ukrainian crisis. After the Council's adoption of the resolution, progress was made in such areas as the ceasefire, the withdrawal of heavy weapons and the establishment of working groups, as outlined in the Minsk package of measures.

China will continue to take an active part in and promote counter-terrorism cooperation at the bilateral and multilateral levels and, within the limits of its capacities, will provide developing countries with capacity-building and material assistance. The United Nations and the international community should energetically advocate the spirit of intercivilizational dialogue characterized by mutual respect, openness and tolerance; create a social environment in which different ethnic groups, cultures and religions treat each other equally and co-exist harmoniously; and build a new kind of international relations with good will and cooperation at their core. Chinese President Xi Jinping has stressed that China will push forward with parallel counter-terrorism efforts at the international and domestic levels. China will continue to strictly implement the relevanty Security Council resolutions, step up its efforts to fight terrorism in accordance with the law, and severely punish violent and terrorist crimes.

  50. Internet companies and operators must exercise self-discipline. We need to formulate a global code of conduct for businesses in that area as soon as possible. Thirdly, we must remain highly vigilant against the backflow of terrorist fighters, which could pose a serious threat to the countries and regions concerned, and even to international peace and stability. The international community should give its full attention to that problem, strengthen coordination and effectively respond to the problem of the backflow of foreign terrorist fighters. Fourthly, countries should work together to punish those who spread extremist ideologies and close facilities used for that purpose, in accordance with the law.
