  2. Mr. Liu Jieyi (China) (spoke in Chinese): I would like to thank Mr. Nabarro and Special Representative Banbury for their briefings. I also listened attentively to Mr. Mauget's presentation. The Ebola outbreak in West Africa has recently slowed down somewhat, and the number of new cases in Liberia and Guinea has fallen, showing that the international efforts to combat the disease have begun to take effect. The relevant countries and international and regional organizations such as the United Nations, World Health Organization (WHO) and African Union (AU) have worked enormously hard to that end, which China appreciates. Meanwhile, the momentum of the outbreak's spread has not been fundamentally contained. It is still a grave threat to the lives, personal health and public-health security of West Africans and others in the wider world.

China will continue to actively take part in and promote bilateral and multilateral cooperation against terrorism, strengthen information-sharing and assist developing countries both materially and in capacity-building within its capabilities. On 17 and 18 November, China hosted a workshop on combating cyberterrorism within the Global Counterterrorist Forum in Beijing, at which discussions were held on ways and means to prevent and fight cyberterrorism and strengthen international cooperation and capacity-building. We are willing to enhance exchanges and cooperation with the international community and promote new progress in international cooperation in the fight against terrorism in order to maintain world peace and stability.

  4. The meeting will promote strong actions on the part of the international community and pragmatic cooperation against cyberterrorism. China faces a direct and realistic threat from East Turkestan terrorist forces, headed by the East Turkestan Islamic Movement. In recent years, it has continued to incite and organize terrorist activities, which threatens both China's national security and regional security and stability. In May this year, China's President Xi Jinping stressed that China will fight terrorism at both the national and the international levels, and seeks to strengthen international cooperation against terrorism. China will continue to strictly implement the relevant Council resolutions, strengthen its legislation on counter-terrorism, combat terrorism in accordance with the law and severely punish such terrorist crimes.

The international community must, on the one hand, continue to deal with traditional strategies and ways of combating terrorism, and, on the other, take rigorous steps, based on the characteristics of the Internet and cyber-terrorist activities, to tackle the terrorist organizations' use of the Internet to publish terrorist audio and video, spread extremist ideology and finance, incite, plan and carry out terrorist activities. The United Nations counter-terrorism mechanism must use innovative approaches and initiatives to effectively implement the relevant resolutions of the Security Council and the General Assembly. China looks forward to the 2015 special meeting of the Counter-Terrorism Committee on preventing the use of the Internet and social media by terrorists to incite terrorism and recruit terrorists.

  7. I would like to stress the following points. First, the fight against terrorism must have one standard. Terrorists ignore fundamental human rights and challenge the bottom line of human civilization. They are the common enemy of humankind. Any terrorist act, regardless of when, where or by whom it is committed, constitutes a grave, inexcusable crime. All countries should cooperate in the fight without employing double standards or selectivity. Nor should they link terrorism with any ethnic group or religion. Secondly, in the fight against terrorism, we must abide by international law and the purposes and principles of the Charter of the United Nations. We must respect the sovereignty, independence and territorial integrity of the countries concerned, and the United Nations and Security Council should play a leading role.

  8. We have seen rampant, violent extremist activities, the return of terrorists who were trained abroad and the use of the Internet by terrorist organizations to engage in all acts of terrorism. Terrorist organizations are resorting to international financing and information technology and is recruiting young people, thereby causing greater harm. We face a grim, uphill fight against terrorism. In the face of the new threats and challenges posed by terrorism, the Security Council swiftly adopted resolutions 2170 (2014) and 2178 (2014), which reflect the will and determination of the international community to fight terrorism. The international community should enhance its sharing of information and successful experiences, scale up capacity-building and join hands in maintaining international peace and security.

Dialogue and negotiation are the only route to a Palestinian-Israeli peace. Both parties should adhere to the strategic option for peace talks, resume them as soon as possible and work towards a rapprochement. The international community should strengthen its mutual support and create synergy aimed at providing a serious guarantee for advancing the peace process. The Palestinian-Israeli situation is currently very fragile, and China is deeply concerned about the continuing conflict between the two sides in East Jerusalem and other territories. We urge the parties to maintain restraint and to avoid any expansion of the conflict or further escalation of tensions. The issue of settlements is one of the major obstacles to the Middle East peace process, and China's position on the issue is consistent and clear. We are opposed to the Israeli settlement activities in East Jerusalem and other occupied Palestinian territories.

This is now one of the major causes of the displacement of women, and the international community should ensure that it pays adequate attention to the issue and makes resolution 1325 (2000) an integral part ofits response to terrorism, taking effective measures to protect women from the effects of terrorism and extremism, and to ensure women's participation in international efforts to counter terrorism. Next year the United Nations will conduct a comprehensive review of the implementation of resolution 1325 (2000), studying the lessons learned based on Member States' experience and practices, and will explore effective ways to protect the rights, interests and security of women in conflict. China welcomes the Secretary-General's efforts to initiate that global study and will actively support and participate in the relevant activities.

The international community should increase its development assistance and technical support to developing countries, with priority being given to the countries concerned in the area of national capacity- building, as well as to ensuring an adequate focus on the complementary role played by women's groups and civil society as a whole. Regional and subregional organizations should also play a full role. China notes that, since the signing of the Minsk agreements between the Ukrainian Government and eastern militias at the beginning of September, there have been no large-scale armed clashes in eastern Ukraine. However, the security situation on the ground still remains fragile with sporadic violent attacks in violation of the ceasefire agreement, causing casualties and damage to infrastructure. China is deeply worried and concerned about the situation. The top priority now is forthe parties concerned to implement effectively and comprehensively the Minsk agreements and to ensure the realization of a ceasefire and cessation of violence in eastern Ukraine.

We welcome the draft resolution of the Security Council recently distributed by Arab States and support action being taken by the Security Council so as to effectively respond to the reasonable request made by Palestine and other Arab States. China is a firm supporter and sincere mediator for peace between Palestine and Israel.   27. We hope that the Palestinian factions will strengthen their unity and work together in support of the national consensus Government. Meanwhile, the legitimate security concerns of Israel should be addressed. Peace and security should be enjoyed and maintained by both Palestine and Israel. At present there is a pressing need for reconstruction in Gaza, and China is pleased by the positive outcome of the recent Cairo conference on reconstruction in Gaza. We hope that the international community will deliver promptly on its commitments. We hope also that Israel will cooperate actively with the international community's relief efforts so as to enable relief to reach the people of Palestine quickly and smoothly. The question of Palestine is one in which international peace and security is at stake.

We hope that Palestine and Israel will adhere to the strategic choice for peace talks and seize the opportunity offered by the ceasefire to resume as soon as possible and push forward substantive negotiations, so as to achieve an early settlement of the question of Palestine that will eventually create an independent State of Palestine that enjoys full sovereignty on the basis of the 1967 borders, with East Jerusalem as its capital. Palestine and Israel live next to each other as neighbours. Peace between them will therefore require goodwill from both sides. We call on Israel to put an end to the construction of settlements in the occupied territories, release Palestinian prisoners as soon as possible, lift the blockade on Gaza and create the conditions necessary for the resumption of peace talks.

  29. To change the situation once and for all will require Palestine and Israel to work together with the rest of the international community. The recurrent conflicts between Palestine and Israel in Gaza show once again that a deadlock in the peace talks is bound to aggravate tension and drag both parties into a vicious cycle of returning violence for violence. China has for the first time sent a security detail to the United Nations Multidimensional Integrated Stabilization Mission in Mali and will send an additional 700-person strong peacekeeping infantry battalion to the United Nations Mission in South Sudan. That will be the first time that China sends an infantry battalion to a United Nations peacekeeping mission. China is also actively considering despatching helicopters to United Nations peacekeeping operations and stands ready to contribute further peacekeeping police and police experts to join the ranks of Blue Helmets. We will continue to support, to the extent of our abilities, the peacekeeping capacity-building of African countries, including the establishment of an African Union rapid reaction force.

The United Nations should increase its support for regional organizations such as the African Union in terms of peacekeeping and help Africa with its capacity-building in that area, giving full play to the role of regional organizations in peacekeeping. China is firmly supportive of and actively engaged in United Nations peacekeeping operations. To date, China has contributed more than 25,000 peacekeepers to various missions. At present, we have approximately 2,200 peacekeepers who are working to implement the mandates of nine United Nations missions, including in the Democratic Republic of the Congo and in Mali.

Consideration may be given to formulating standards for the organization, training and supervision of personnel, and, in the light of changes in the security environment in mandate areas, increased safety and security measures for peacekeepers. The operations should focus on the adoption of new technology and equipment while also studying in depth the legal issues involved and continuing to draw lessons from their experiences, both positive and negative, with their gradual dissemination and application carried out on the basis of observance of the Charter of the United Nations and respect for the sovereignty and will of the countries in question.

  35. The procedures for the configuration and deployment of missions should be improved, and logistical backstopping mechanisms should be optimized. There should be better scientific planning and management of the peacekeeping operations, and an effective and efficient use of resources so as to avoid any unnecessary overlap or waste. Through inter-mission cooperation and other means, existing resources can be better transferred and used. Fourthly, peacekeeping operations should enhance their capacity-building. The parties concerned should work on such areas as technical equipment and personnel training and in closer cooperation with regional organizations.

  36. This is also an important foundation for and a guarantee of the effective implementation of the civilian protection mandate by peacekeeping operations. The work of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo has shown that the support and cooperation of the country in question is Vital for the robust enforcement of the protection-of- civilians mandate in peacekeeping. Thirdly, peacekeeping operations should improve their efficiency. The rapid projection and deployment capacity of peacekeeping operations has a bearing on whether the missions are able to play their role at the crucial moment. The Security Council, the Secretariat, the countries in question and the troop- contributing countries, inter alia, should improve their communication and coordination.

The African Union-United Nations Hybrid Operation in Darfur has carried out useful experiments in adjusting mandates and functions that may serve as a reference to draw upon in our future exploration of mandate improvements for other peacekeeping operations. Secondly, peacekeeping operations should be carried out in strict observance of Security Council resolutions, with respect for the sovereignty of the countries in question and with attention paid to increasing communication with those countries. The deployment of peacekeeping operations itself is not the goal. Only through political dialogue, comprehensive consultation so as to settle differences and the attainment of national reconciliation can we effectively curb violent conflicts, stabilize the situation and restore security.

With regard to the issue of how to promote the development of peacekeeping operations so as to ensure improved efficiency, an optimized mandate and the best results, I would like to make the following four observations. First, we should focus on increasing the relevance and visibility of United Nations peacekeeping operations in its deployment of such operations. The Council should ensure that peacekeeping mandates are realistic and feasible and should also clearly define the priority tasks and focus, and avoid seeking full coverage of every minor detail and area at the cost of effective execution. The results of mandate implementation should be assessed in a timely manner and in the light of the requirements as well as changes on the ground, and the relevant adjustments should be made to the mandates, the force level and the scale.

China would like to pay tribute to all the commanders present as well as all of the United Nations peacekeepers who are implementing their mandates for the dedication and courage displayed in the context of difficult and complex environments. In recent years, regional conflicts have become increasingly complex, and United Nations peacekeeping operations are facing major changes in their situations and mandates; they should therefore adapt and continue to innovate and improve. China supports the initiative of Secretary-General Ban Ki-moon for a comprehensive review and assessment ofpeacekeeping operations, and we expect positive progress in the work in this area on the occasion of the seventieth anniversary of the United Nations next year.

For some time, hotspot issues in those regions have been popping up in interwoven upheavals, and the conflicts among nations, ethnic groups, religious groups and religious sects have been acute. The international community should take into full account the unique historical and cultural traditions of those regions and should proceed based on the fundamental interests of the peoples and countries of those areas through the peaceful resolution of disputes. It should come up with new means of thinking and new measures designed to sever the three channels - namely, the spread of terror via the Internet, the cross-border movement of terrorists and the covert financing of terrorism in order to minimize the breathing space for terrorism. Meanwhile, terrorism should not be linked to specific nations or religions.   44. We are deeply saddened by the great suffering that terrorism has inflicted on the Iraqi people. There is no good or bad terrorism. Wherever and whenever it occurs, and whoever commits it, terrorism should invariably be firmly opposed. In its pursuit of international counter-terrorism cooperation, the international community should respect the sovereignty, independence and territorial integrity of the countries concerned. It should abide by the purposes and principles of the Charter of the United Nations and the basic norms that govern international relations, while fully observing the leading roles of the United Nations and the Security Council. At the same time, it should adhere to consistent standards with regard to both the symptoms and their remedies.

  45. We hope that the Iraqi factions will continue to accord priority to the State as a whole and to the Iraqi people and their stability. We also hope that they will continue to push ahead with their political dialogue and reconciliation process, beef up their military and security capabilities and continue to advance reform and reconstruction. The international community should shoulder its responsibility and provide constructive help to the new Government in Iraq. In particular, there should be increased humanitarian assistance, along with greater efforts to alleviate the suffering of the Iraqi people and help Iraq break the vicious cycle of poverty, extremism and violence. Secondly, the international community should unite to help Iraq combat terrorism.

  46. We also support Iraq's efforts to restore its security an stability and to achieve development and prosperity. The international community should step up its solidarity and coordination in order to move the Iraqi situation in a favourable direction. We would like to emphasize several points. First, the international community should support Iraq in continuing to further its process of political reconciliation. We are heartened by the successful formation of a new Iraqi Government, an important milestone in that country's political process that creates the necessary conditions for the Iraqi people to focus their energy on responding to the security challenges they face and on promoting economic and social development.

  49. We encourage UNICEF and the World Bank to each play their respective role and work jointly to enhance the capacity of national Governments in protecting children. At the same time, it is important to support national Governments in their efforts to eliminate poverty, make education available to all and promote sustainable development. Addressing the issue of children and armed conflict requires not only efforts by the Council, but also that United Nations agencies and regional organizations strengthen their coordination and cooperation and play an even greater role in preventing children from being sucked into conflict.

In particular, the harm done to children and the attacks against schools carried out by extremist terrorists must receive the highest attention from the parties concerned, and efforts must be undertaken to resolutely fight that phenomenon. Fourthly, protecting children in armed conflict requires that the international community adopt an integrated strategy and create enabling security and social environments for children. In their efforts to promote post-conflict reconstruction and design peacebuilding strategies, the international community should place priority on children's return to their families, society and school and help those children affected by conflict resume a normal life.
